Abstract

Purpose

Hazard warning schemes provide efficient hazard recognition and promote project safety. Nevertheless, these schemes perform poorly because the warning information is calibrated for individual characters and is not prioritized for the entire system. This study proposes a hazard warning scheme that prioritizes hazard characters from the inspection process based on the inspectors' experience.

Design/methodology/approach

First, hazard descriptions were decomposed into their characters, forming a double-layer network. Second, warning schemes based on cascading effects were proposed. Third, character-based warning schemes were simulated for various experiences.

Findings

The results show that when a specific hazard is detected, the degree centrality is the most effective parameter for prioritization, and hazard characters should be prioritized based on betweenness centrality for experienced inspectors, whereas degree centrality is preferred for novice inspectors.

Originality/value

The warning scheme theoretically supplements the information-processing theory in construction hazard warnings and provides a practical warning scheme with priority for the development of automated hazard navigation systems.

Abstract

Purpose

Defects in concrete surfaces are inevitably recurring during construction, which needs to be checked and accepted during construction and completion. Traditional manual inspection of surface defects requires inspectors to judge, evaluate and make decisions, which requires sufficient experience and is time-consuming and labor-intensive, and the expertise cannot be effectively preserved and transferred. In addition, the evaluation standards of different inspectors are not identical, which may lead to cause discrepancies in inspection results. Although computer vision can achieve defect recognition, there is a gap between the low-level semantics acquired by computer vision and the high-level semantics that humans understand from images. Therefore, computer vision and ontology are combined to achieve intelligent evaluation and decision-making and to bridge the above gap.

Design/methodology/approach

Combining ontology and computer vision, this paper establishes an evaluation and decision-making framework for concrete surface quality. By establishing concrete surface quality ontology model and defect identification quantification model, ontology reasoning technology is used to realize concrete surface quality evaluation and decision-making.

Findings

Computer vision can identify and quantify defects, obtain low-level image semantics, and ontology can structurally express expert knowledge in the field of defects. This proposed framework can automatically identify and quantify defects, and infer the causes, responsibility, severity and repair methods of defects. Through case analysis of various scenarios, the proposed evaluation and decision-making framework is feasible.

Originality/value

This paper establishes an evaluation and decision-making framework for concrete surface quality, so as to improve the standardization and intelligence of surface defect inspection and potentially provide reusable knowledge for inspecting concrete surface quality. The research results in this paper can be used to detect the concrete surface quality, reduce the subjectivity of evaluation and improve the inspection efficiency. In addition, the proposed framework enriches the application scenarios of ontology and computer vision, and to a certain extent bridges the gap between the image features extracted by computer vision and the information that people obtain from images.

Abstract

Purpose

This paper explores how conflicting institutional logics shape the behaviors of macro- and micro-level actors in their use of a calculative practice. Thereby, this paper explains how quantification can undermine the intended purpose of a governance system based on a single number.

Design/methodology/approach

The study draws upon the literature on calculative practices and institutional logics to present the case of how a single number—specifically the conversion factor for Atlantic Cod, established by macro-level actors for the purposes of governance within the Norwegian fishing industry—is interpreted and used by micro-level actors in the industry. The study is based on documents, field observations and interviews with fishers, landing facilities, and control authorities.

Findings

The use of the conversion factor, while intended to protect fish stock and govern industry actions, does not always align with the institutional logics of micro-level actors. Especially during the winter season, these actors may seek to serve their interests, leading to potential system gaming. The reliance on a single number that overlooks seasonal nuances can motivate unintended behaviors, undermining the governance system’s intentions.

Originality/value

Integrating the literature on calculative practices with an institutional logics perspective, this study offers novel insights into the challenges of using quantification for the governance of complex industries. In particular, the paper reveals that when the logics of macro- and micro-level actors conflict in a single-number governance system, unintended outcomes arise due to a domination of the macro-level logics.

Abstract

Purpose

This paper explores the challenging nexus of police custody, risk and intra-organisational boundaries in the context of a recently reformed national police service. Police custody is an often-hidden aspect of policing, away from the public gaze and scrutiny. Although there is increasing recognition of the importance of rural policing (e.g. Harkness (2020); Mawby and Yarwood (2011); Ruddell and Jones (2020); Yarwood and Wooff (2016)), there has been little or no focus on rural police custody. This paper seeks to begin to redress this by focussing on the challenges faced by rural police custody in the context of large-scale organisational change.

Design/methodology/approach

This paper draws on data from a study funded by the Scottish Institute for Policing Research (2016–2018), entitled “Measuring Risk and Efficiency in Police Custody in Scotland”. The paper adopts a qualitative methodology to develop an understanding of the varying nature of police custody across Scotland. Two contrasting case study locations were selected, one urban and one rural. 12 semi-structured interviews and 15 hours of observation were carried out. Data was transcribed, coded and analysed and thematic analysis enabled themes to be developed. This paper draws on the data from the rural custody suite.

Findings

Drawing on the theoretical framework of Giacomantonio (2014) and more recent considerations of abstract policing Terpstra et al. (2019), this paper offers insights into the ways that police custody in rural Scotland has been organised, against the backdrop of challenging organisational change. I argue that as policing services in Scotland have become increasingly “abstract” from communities, police custody as a national division has witnessed the impact of this more greatly than other parts of local policing. Intra-organisational management around staffing has led to complex management of risk, illustrating some of the challenges of national organisational change on police custody.

Originality/value

This paper focuses on the impact of large scale organisational change on rural police custody and intra-organisational relationships and dynamics. Rural policing is still a largely neglected area of study and rural police custody is even less understood. This paper therefore provides an original contribution by focusing on this under-researched area of policing. It also illustrates complexity around risk, staffing and management of people being held in rural police custody suites. It is therefore of value to policing scholars in other contexts, as well as rural criminology more generally. It has applicability to international contexts where macro level policing reform is occurring.

Abstract

Purpose

This research aims to develop a blockchain smart contract–enabled framework to resolve power imbalance problems in construction payment.

Design/methodology/approach

This research adopts a design science research method to develop the blockchain smart contract–enabled framework. The authors then develop a prototype system. Finally, the authors evaluate its performance in solving power imbalance-induced payment problems.

Findings

The results show that the prototype system can resolve power imbalance problems in construction payment by allowing project participants to make transparent and decentralized decisions that are self-enforceable by blockchain smart contracts.

Research limitations/implications

This study provides theoretical explanations for how blockchain smart contracts can resolve power imbalances in construction payment; based on that, it proposes a novel blockchain smart contract–enabled method to rebalance the power of stakeholders in construction payment. Thus, it contributes to the body of knowledge on blockchain technology and construction payment.

Practical implications

This study moves beyond a conceptual framework and develops a practical blockchain smart contract system for resolving power imbalances in construction payment, strengthening construction project members' confidence in using blockchain technology.

Social implications

The proposed blockchain smart contract–enabled solution helps mitigate negative social impacts associated with late payment and non-payment. Furthermore, the research maximizes trust among participants in payment processes to inspire collaborative culture in the construction industry.

Originality/value

This paper introduces a novel blockchain smart contract integrated method, allowing project stakeholders to resolve power imbalance problems in construction payment through decentralized decision-making.

Abstract

Purpose

This paper covers the development of a novel defect model for concrete highway bridges. The proposed defect model is intended to facilitate the identification of bridge’s condition information (i.e. defects), improve the efficiency and accuracy of bridge inspections by supporting practitioners and even machines with digitalised expert knowledge, and ultimately automate the process.

Design/methodology/approach

The research design consists of three major phases so as to (1) categorise common defect with regard to physical entities (i.e. bridge element), (2) establish internal relationships among those defects and (3) relate defects to their properties and potential causes. A mixed-method research approach, which includes a comprehensive literature review, focus groups and case studies, was employed to develop and validate the proposed defect model.

Findings

The data collected through the literature and focus groups were analysed and knowledge were extracted to form the novel defect model. The defect model was then validated and further calibrated through case study. Inspection reports of nearly 300 bridges in China were collected and analysed. The study uncovered the relationships between defects and a variety of inspection-related elements and represented in the form of an accessible, digitalised and user-friendly knowledge model.

Originality/value

The contribution of this paper is the development of a defect model that can assist inexperienced practitioners and even machines in the near future to conduct inspection tasks. For one, the proposed defect model can standardise the data collection process of bridge inspection, including the identification of defects and documentation of their vital properties, paving the path for the automation in subsequent stages (e.g. condition evaluation). For another, by retrieving rich experience and expert knowledge which have long been reserved and inherited in the industrial sector, the inspection efficiency and accuracy can be considerably improved.

Abstract

Purpose

The purpose of this work is to study the relationships of trust in a local agri-food supply chain in Southern Brazil. In an unsustainable context, where the number of mariculturists is decreasing, the authors seek to identify what the factors are and how they contribute to this problem, as well as find solutions aimed at the sustainability of that chain.

Design/methodology/approach

The authors carried out qualitative research with 15 semi-structured interviews that took place in the year 2021. The thematic analysis of the results applied the IRAMUTEQ software and the assessment of the narratives was guided by prior thematic analysis.

Findings

The supply chain under investigation requires better organisation. Communication and interpersonal trust proved important in the relationship between producers and control bodies. The university, as a seed supplier, needs predictability and efficiency to convey inter-organisational trust. Informal relationships are interpersonal and extremely trust-based and inter-organisational trust increases the performance of establishments and promotes the development of innovative structures. Furthermore, in crisis periods interpersonal trust increases.

Practical implications

The results allow policymakers to plan better their actions and build more effective tactics in order to reach sustainable development. This work is also important for stakeholders and managers, as it guides improvements in management, governance and sustainability of agri-food supply chains.

Originality/value

An unprecedented research was done on the studied supply chain, knowing the relationships of trust among them, identifying peculiar partnerships and recognising some constructs and outcomes of trust.

Abstract

Purpose

The authors compare perspectives on external evaluation of health service provision between Norway and the USA. External inspection and accreditation are examples of internationally wide-spread external evaluation methods used to assess the quality of care given to patients. Different countries have different national policy strategies and arrangements set up to do these evaluations. Although there is growing attention to the impact and effects on quality and safety from external evaluation, there is still a gap in knowledge to how structures and processes influence these outcomes. Accordingly, the purpose of this article is to describe the structures and processes in external evaluation designed to promote quality improvement in Norway and the USA with attention to comparison of enablers and barriers in external evaluation systems.

Design/methodology/approach

Data collection consisted of documentary evidence retrieved from governmental policies, and reviews of the Joint Commission (the US), international guidelines, recommendations and reports from the International Society for Quality in Health Care, and the World Health Organization, and policies and regulations related to Norwegian governmental bodies such as the Ministry of Health and Care Services, the Norwegian Directorate of Health, and the Norwegian Board of Health Supervision . Data were analyzed inspired by a deductive, direct content analytical framework.

Findings

The authors found that both accreditation and inspection are strategies put in place to ensure that healthcare providers have adequate quality systems as well as contributing to the wider risk and safety enhancing management and implementation processes in the organizations subjected to evaluation. The US and the Norwegian external regulatory landscapes are complex and include several policymaking and governing institutions. The Norwegian regulatory framework for inspection has replaced an individual blame logic with a model which “blames” the system for inadequate quality and patient harm. This contrasts with the US accreditation system, which focuses on accreditation visits. Although findings indicate an ongoing turning point in accreditation, findings also demonstrate that involving patients and next of kin directly in adverse event inspections is a bigger part of a change in external inspection culture and methods than in processes of accreditation.

Research limitations/implications

The message of this paper is important for policymakers, and bodies of inspection and accreditation because knowledge retrieved from the comparative document study may contribute to better understanding of the implications from the different system designs and in turn contribute to improving external evaluations.

Originality/value

Although there is a growing attention to the impact and effects on quality and safety from external evaluation, the implications of different regulatory strategies and arrangements for evaluation on quality and safety remain unclear.
