Abstract
Purpose
The purpose of this paper is to shed light on innovation systems dynamics and the positioning of Europe in a longer term perspective, with special attention to the international governance of the major challenges which humanity is facing.
Design/methodology/approach
The method used is based on a secondary analysis and interpretation of Foresight studies. The underlying assumption is that Foresight exercises can be considered as the scene where techno-economic systems and trajectories are proposed, discussed and shaped.
Findings
Foresights can be distinguished by the challenges and issues they focus on: – the innovation race: competitiveness and influence through innovation, – the thematic concerns: the stakes of global public goods, – the normative perspectives: a new style of development in the making. The question to know whether Europe can be a world driver in fostering responsible innovation models and cooperative modes of knowledge circulation and global challenges handling through relevant social and technological innovations.
Originality/value
This paper reviews and puts in perspective Foresight exercises in an original way, this on two grounds: first, it includes exercises fostered at national, regional (in particular the EU) and global (UN system) levels – this to account for the emerging multi-level governance and, second, it classifies them according to their major focus, namely the innovation race, the thematic concerns (global public goods) and the normative perspectives (new style of development). It provides to the actors of innovation in both the public and private sector an understanding of the current key-concerns and visions on innovation systems and the position of Europe.

Abstract
Purpose
The purpose of this paper is to describe through innovation system foresight and systemic innovation approach to address key systemic issues of European Union (EU) Overseas Countries and Territories (OCTs) concerning the sustainable development and economic resilience: the authors highlight the need for a systemic approach to innovation policy for the sustainable islands’ growth.
Design/methodology/approach
This research focuses on a multiple case study of selected OCTs, members of the Association of the OCTs. Specifically, this paper illustrates the foresight approach implemented in six OCTs in the context of the Territorial Strategies for Innovation project funded by the 10th European Development Fund.
Findings
The focus is on innovation system foresight and systemic innovation: the authors argue that key innovation elements of the individual OCTs can be used as crucial components of an emerging innovation system while this specific type of foresight can assist the governments of respective OCTs in the selection and design of specific instruments in relation to the formulation of their innovation strategies and policies.
Originality/value
This paper is based on work undertaken by the Territorial Strategies for Innovation project team during a three-year period dedicated to supporting the governments of OCTs both in defining and in implementing their innovation strategies. Its main contribution is to develop the concept of innovation system foresight and systemic innovation for the OCTs. The work presented here is considered to be of value by highlighting specific innovation elements for achieving sustainable and inclusive growth in OCTs.

Abstract
Purpose
This paper aims to argue that innovation system foresight (ISF) can significantly contribute to the third mission of universities by creating an active dialogue between universities, industry and society.
Design/methodology/approach
This paper’s approach is conceptual. The authors analyse the third mission and relevant literature on innovation systems and foresight to explain how and why foresight contributes to the third mission.
Findings
The authors propose that foresight contributes to the third mission of universities, particularly to the research and development and innovation dimensions through the development of joint understanding of the agendas and future needs of stakeholders. In addition, foresight enables education to be designed to address identified needs.
Research limitations/implications
The findings are both conceptual and exploratory in nature. Thus, the argument needs further examination through a broader study on foresight in the university–industry context and/or longitudinal research on the outcomes and impact of foresight in this context.
Practical implications
The findings highlight the importance of understanding the systemic nature of innovation and its role in economic development. Universities must understand their role within the larger innovation system to fulfil the potential of economic development and by extension, their third mission.
Originality/value
The paper outlines a novel approach of using ISF to promote university–industry partnerships and the growth of innovation systems. The paper also contributes to the discussion of the third mission by outlining that mission in practical terms.

The paper aims to complement the six pillars analysis with the multi-level perspective to make it more systematic and policy relevant.
Design/methodology/approach
Take the innovation system foresight as the exemplar; the paper asks if the other systemic approaches to innovation can function as the middle range theory and underpin critical future studies. To answer, the paper combines the six-pillar approach (SPA) with the multilevel perspective (MLP) and builds “transitional foresight”. Then it takes the fourth pillar; transitional causal layered analysis and applies it to a case study: water stress in Iran. The paper concludes noting that in transitional foresight, the borderlines, the players and the orientations of the foresight are clearer than the six-pillar analysis.
Findings
The SPA and MLP-integrated framework make a powerful research instrument for transitional foresight.
Research limitations/implications
The paper applied the integrated framework to a case “water system in Iran”. But the framework should be applied in different cases in different countries to test its applicability.
Practical implications
The suggested framework can be used as a heuristics for the students and researchers who want to engage with the emancipatory perspective of the six-pillar approach and need to have an academic methodology with rigor and granularity.
Originality/value
The six-pillar approach of Sohail Inayatullah and the multilevel perspective of Geels can combine to make a powerful heuristic for transitional foresight.

Abstract
Purpose
Within the theoretical framework of Regional Innovation Systems, the purpose of the paper is to introduce an innovative methodological scheme for strategic planning decisions in public administrations, based on foresight, roadmapping and large participation processes.
Design/methodology/approach
Starting from the main literature contribution on Regional Innovation Systems, foresight and decision-making processes, an innovative methodology has been elaborated for strategic planning, based on innovation and large participation processes. A practical application is also described with regards to strategic planning in Tuscany (IT) for Smart Specialisation Strategy (S3).
Findings
On a practitioner perspective, the methodology elaborated addresses strategic planning uncertainties, both when problem setting and in solution finding; a detailed application is provided, easily to be adapted to other regions, and main findings are related to regional innovation governance enforcement.
Research limitations/implications
Being the Tuscany S3 in the implementation phase, it is not possible to verify the adequacy of alternatives selected. Only mid-term evaluations will allow a deeper insight on the effectiveness of the methodology adopted.
Practical implications
The methodology represents a useful tool for public administrations in charge of strategic planning and in particular for S3, as an ex ante requirement for European Structural and Investment Funds. The description of the case of Tuscany provides practical hints for the methodology application.
Social implications
The methodology presents interesting social implications related to the large involvement of stakeholders and quadruple helix within regional strategic planning.
Originality/value
Within the framework of Regional Innovation Systems, strategic planning decisions are addressed with a scheme based on foresight and large participation processes. European Commission requirements are fully taken into consideration by the methodology. The methodology is easy to be adopted and customised to specific needs of other regions.

Abstract
Purpose
This paper aims to examine the capability of corporate foresight in the organizations and its impacts on innovation, quality of managers’ strategic decision-making and organizational performance in the banking industry of Iran.
Design/methodology/approach
In the first part, upon introducing corporate foresight from the two process and content perspectives, influential elements in this construct are discussed. Then, corporate foresight’s relationship with innovation and strategic decision-making is examined and its effect on organizational performance is analyzed within a structural model. Using interview and questionnaire, the data research were collected from the banking industry of Iran including 30 banks (state-commercial banks, specialist-state banks, interest-free loan funds and private banks). Through descriptive, inferential statistical analyses and structural equation modeling using SPSS and Smart PLS software, reliability of the measurement model with 576 samples was confirmed.
Findings
The results show that the corporate foresight playing three roles of initiator, strategist, and opponent affects the innovation. Moreover, the research results suggest that using the data from the foresight and identifying the weak signals, we can reduce the uncertainty and issue prior warnings in order to enhance the quality of manager’s strategic decision making and promote the organizational performance.

Purpose
Technology foresight or technology futures analysis is increasingly being recognised as a tool for planning sustainable development. Similarly, as argued by many, biotechnology could be harnessed for sustainable development. Hence, the purpose of this paper is to map out foresight activities in the Indian biotechnology innovation system.
Design/methodology/approach
The present paper has adopted a systemic approach to analyse the foresight activities in the Indian biotechnology sector. An online Delphi survey, including interviews, was conducted for 750 biotech units.
Findings
The greatest need of foresight is felt in the biopharma sector, especially in the small- and medium-sized firms. The methodologies used are only pre-foresight in nature and for short-term time horizons. The output preferred is “setting the R&D planning and priorities”. “Assessing socioeconomic and environment impact” is not accorded a high priority. Most of the regulatory agencies do not carry out foresight exercises.
Originality/value
The research holds significance for evolving sustainable development policy.

This paper discusses recent trends in public‐administration‐led foresight exercises from the perspective of how the choice of objectives and scope is reflected in the methods used. In countries where successive projects have been carried out, one can observe how the evolution in methods employed, aims to increase the impact and effectiveness of foresight. Organizing the discussion in terms of objectives departs from previous approaches in the literature which mostly distinguish between different foresight exercises according to the principal methodology used.

Abstract
Purpose
The purpose of this paper is to review and analyse Vision 2023: the Turkish National Technology Foresight project. The paper aims to review the process of conducting the project, how it was implemented afterwards and how it compares to other national technology foresight projects
Design/methodology/approach
Through a literature search, a process framework was conducted. The analysis was then conducted in four phases. First a process review, second a comparative review, third content review and finally a post project review. Expert interviews and site visits to Turkish State Planning Organization and TUBITAK (Scientific and Technical Research Council of Turkey) helped the authors to collect the data on Vision 2023 including how it was established, which areas were involved and what the recommendations were. Finally an expert panel was organized as part of a recent Portland International Conference on Management of Engineering and Technology. This included experts involved in the project as well as leading researchers who have been analyzing this project. This panel helped to validate the results.
Findings
Processes used in the Turkish project were similar to the other national projects, however lack of political ownership and change in leadership had been blocking the recommendations coming out of this project from being implemented. A second effort is required to modify the results of the first one and to establish political ownership and leadership. Several other national projects had multiple rounds before solid actions were taken. Industry needs to be a part of the effort as the panelists indicated that several key corporations were missing in the first project.
Practical implications
The project provides comparative details on running national technology foresight projects. This should be useful for those responsible for planning similar projects.

The paper reviews the project implementation process and what happened after the implementation providing feedback on what should have been done or should be done in similar foresight projects.
