Abstract
Purpose
Information and communication technology (ICT) has the potential to address and reduce income inequality. However, since 1980, income inequality in the United States has caused concerns for researchers, policymakers and the public. Entrepreneurs and managers can take advantage of information technologies, while those in the middle and the bottom see fewer benefits. Meanwhile, countries such as Iceland are more capable of using ICT infrastructure to reduce income inequality, which contributes to the well-being of its citizens. This research study explores the relationship between infrastructure diffusion and income inequality through Rogers’s diffusion of innovations theory.
Design/methodology/approach
To answer the research questions, the author assessed the data through a series of regression analyses using SPSS. The authors used Power BI software to chart the relationships between ICT infrastructure diffusion and income inequality by country and in the United States by state and region.
Findings
The results show diffusion of innovations theory’s tenets do not necessarily hold, because a significant negative relationship exists between infrastructure diffusion and income inequality, especially in countries with emerging economies. In the United States, this relationship significantly differs by region.
Originality/value
This research contributes to research by expanding economic and sociology work to the IS domain, while providing conflicting evidence for diffusion of innovations theory. The research also provides suggestions for practice, such as more focused ICT infrastructure investments and regulations.

Abstract
Purpose
The purpose of this paper is to analyze the determinants of the performance of regional industrial technology development programs among the regional strategic industrial development program that the central government and Daegu metropolitan city jointly promoted between 2004 and 2012. Specifically, in this research, the authors are trying to identify the effects of R&D capabilities and technical development tasks on technological and managerial performance.
Design/methodology/approach
The dependent variables of this study are technical and economic performance. Technical performance, product and process innovation, economic performance, sales and export increases were measured using five-point Likert scales. The authors added the contribution of sales through technology development to economic performance. The independent variable is the company’s R&D capability, measured by the number of R&D staff compared to the average total number of employees from 2004 to 2012. The characteristics of the technology development tasks were measured by technical characteristics, market characteristics and collaborative research types. The technological characteristics were measured by seven factors, including technological change, technical difficulty, potential in commercialization, competition between domestic and foreign competitors, difficulty in introducing overseas technology and the technological gap. Market characteristics were largely divided into complexity, dynamics and competitiveness. The types of collaborative research were divided into whether or not there were collaborative research with the participation of large corporations. The control variables are firm size (number of employees) and firm age. Regression analysis was used to analyze the determinants of performance, and a difference analysis was conducted to determine the effect of collaborative research on performance.
Findings
The main determinants of the regional industrial technology development program performance are the characteristics of the technology development task rather than the internal R&D capability; moreover, the technical characteristics, complexity of the developed product market and participation of large corporations had significant effects on R&D capability. The R&D capacity of firms in internal R&D capacity had a significant effect only on the improvement of technology development ability. Therefore, R&D capacity, which is the main determinant of technology innovation, did not have a significant effect on the performance of short-term technology development tasks. Technological change, technological difficulty, competition between domestic and foreign competitors and the technological gap had positive effects on performance, excluding sales contributions. In addition, the complexity of the developed product market such as the diversification of demand, competitive product and sales distribution channels had positive influences on the performance of technology development programs, unlike dynamics and competitiveness. In this study, the authors cannot confirm the effect of collaborative research on the performance of the technology development programs, but they confirmed that collaborative research involving large corporations had a positive influence on performance.
Research limitations/implications
The results of the analysis of the determinants of regional industrial technology development programs suggest some implications in the future evaluation of these regional industrial technology development programs. It is necessary to review the application qualification and merit, advance review of the business plans and confirmation, an examination of the research results and performance of the applicants and a review of the technology and market situation of the project. For this, the authors suggest that the written review from the relevant technical experts be submitted to the evaluation committees. Also, when establishing regional industrial development programs, they should be evaluated thoroughly, including detailed information and contents about the technical and market characteristics of the local industry.
Originality/value
This research is one of the first to investigate the achievements of R&D support programs among regional industrial development programs in Korea. The results of this study can substantially contribute to the development and implementation of the R&D support policies of the central and local governments. Furthermore, the findings suggest guidelines for improving the performance of R&D support programs in the future. A theoretical model for enhancing the efficiency of government R&D support programs may be established, and an empirical analysis may be conducted to provide practical and academic implications for further research.

The integration of the digital economy and the real economy has been a key focus in promoting digital economic development. It denotes a comprehensive digital transformation of national economic activities regarding technological infrastructure and production modes, which is crucial for establishing a modern economic system, advancing industrial infrastructure and modernizing industrial chains.
Design/methodology/approach
Firstly, the study delves into the internal logic behind the emergence of the new development dynamic resulting from digital technology's evolution. Secondly, it explores the mechanism of mutual promotion and support between the new development dynamic and the digital economy based on China's shift in focus from international engagement to the domestic economy during different stages of industrialization. Subsequently, it analyzes the characteristics and critical factors of digital economy development and examines the macro-, meso- and micro-level constraints on these factors. Finally, the paper explores approaches to promoting digital economy development while constructing the new development dynamic and provides relevant policy suggestions.
Findings
The construction of the new development dynamic and the development of the digital economy are inextricably linked, and only by mutually reinforcing each other can they provide an inexhaustible impetus for China's high-quality economic development.
Originality/value
The new development dynamic and the digital economy development form an indivisible whole. The new development dynamic creates the necessary conditions for digital economy development and promotes the formation of digital production modes. In turn, the development of the digital economy should strive to improve the mainstay position of the domestic economy, enhance the synergy between the domestic economy and international engagement, upgrade value chains while improving the supply and the industrial chains in China and ensure a parallel increase in labor income alongside improved productivity.

It reviews intermodal logistics policies in the EU, NAFTA and Asia, focusing on the United States and Japan in NAFTA and Asia respectively, because they have been the prominent motors of international trade in their regions. From an Asian standpoint, it is a pity that it is not yet possible to report on a common intermodal strategy.

Abstract
This paper deals with the performance of port clusters. Port clusters are analyzed using a framework that draws from different schools that deal with clusters (see De Langen, 2004). Central to the framework is the identification of eight variables of cluster performance. Four of those-agglomeration and dis-agglomeration forces, internal competition, heterogeneity of the cluster and the level of entry and exit barriers-are related to the structure of a cluster and fourthe presence of trust, the presence of intermediaries, the presence of leader firms and the quality of collective action regimes-are related to the governance of clusters. The validity of these variables is confirmed in three case studies, of the port clusters of Rotterdam, Durban, and the lower Mississippi. The strengths and weaknesses of the three port clusters, the importance of the variables discussed above and opportunities for policy and management to improve the performance of clusters are discussed. The results of this study are relevant for cluster scholars and for scholars specializing in port studies and, since implications of this study for policy and management in (port) clusters are discussed, the study is also relevant for (port) cluster managers and for managers affirms in (port) clusters.

Abstract
Purpose
Water is a critical and contentious resource in California, hence any changes in reservoir management requires coordination among many basin stakeholders. The Forecast-Informed Reservoir Operations (FIRO) pilot project at Lake Mendocino, California explored the viability of using weather forecasts to alter the operations of a United States Army Corps of Engineers (USACE) reservoir. The pilot project demonstrated FIRO's ability to improve water supply reliability, but also revealed the key role of a collaborative Steering Committee. Because Lake Mendocino's Viability Assessment did not explore the features of the Steering Committee, this study aims to examine the relationships and interactions between Steering Committee members that supported FIRO's implementation at Lake Mendocino.
Design/methodology/approach
The project identified 17 key project participants who spoke at a FIRO workshop or emerged through chain-referrals. Using semi-structured interviews with these participants, the project examined the dynamics of human interactions that enabled the successful multi-institutional and multi-criteria innovation as analyzed through text-coding.
Findings
The results reveal the importance for FIRO Steering Committee members to understand the limitations and constraints of stakeholder counterparts at other organizations, the importance of building and safeguarding relationships, and the role of trust and belonging between members. The lessons learned suggest several interventions to support successful group collaboration dynamics for future FIRO projects.
Originality/value
This study identifies features of the Steering Committee that contributed to FIRO's success by supporting collaborative negotiations of infrastructure operations within a multi-institutional and multi-criteria context.

Purpose
The purpose of this paper is to analyze the conventional approach to advanced manufacturing initiatives. Buzzwords like smart manufacturing or industrie 4.0 are directly linked to the discussions about the future of industrial activity. Little is said, however, about developed countries actively reinforcing their bets on the relevance of manufacturing.
Design/methodology/approach
This study opted for analyzing academic papers and governmental white papers. Somehow similar to those studies on compared experiences, here the US and German initiatives are put into perspective.
Findings
The critical interpretation of several works allows us to state that advanced manufacturing experiences consist in a set of policies aiming at industrial and technological leadership in a scenario of fierce competition. The initiatives seek to strengthen manufacturing activities by means of a mission-oriented approach, fostering enabling key technologies.
Originality/value
This paper fulfills an identified need to critically study the advanced manufacturing initiatives. Away from conventional approaches, the paper puts into perspectives the main ongoing initiatives on advanced manufacturing and interprets them as deliberated national efforts to strengthen manufacturing activities by means of enabling technologies. The paper also points out preliminary recommendations for Brazil.
