Abstract

Purpose

This study builds on knowledge-based view (KBV) research and the natural resource-based view of the firm (NRBV) to examine the effect of knowledge absorptive capacity on innovative performance. It also investigates the mediating role of three dimensions of the cluster environment: degree of network, institutional environment and access to factors of production.

Design/methodology/approach

By means of partial least squares-based structural equation modelling method, the study validated and analysed the responses of 503 owners and managers of small and medium-sized enterprises (SMEs) in the wood industrial cluster of Cote d'Ivoire, a developing economy.

Findings

The analysis and results reveal that knowledge absorptive capacity strongly predicts cluster environment and innovation performance. Moreover, the cluster environment emerged as a powerful determinant of innovation performance and a mediator of the effect of knowledge absorptive capacity on innovation performance. Unequivocally, institutional support has no significant impact on knowledge absorptive capacity (KAC) and innovative performance mediation relationship and is not a key determinant of innovative performance.

Originality/value

This study offers a key departure from past studies by linking knowledge absorptive capacity to innovative performance and the cluster environment in SMEs. It also extends knowledge concerning the role of KBV, NRBV and relational theory in innovation performance.

Abstract

Purpose

How do institutional pressures influence the cluster firm’s innovation? Institutional pressure consists of regulative, normative and cognitive pressures; most scholars have only focused on the influence of regulative pressure as institutional environment on innovation. In addition, the nature of strategic cognition, as the mediator act on innovation strategy, remains underexplored in the literature. Based on institution theory and ambidextrous innovation theory, this study aims to propose a framework to examine the mechanism of institutional pressures acting on ambidextrous innovation through the moderated mediating role of strategic cognition in clusters.

Design/methodology/approach

Using survey data collected from 422 sampled firms in China, regression models were used to test hypotheses from the mediating role of strategic cognition between institutional pressures and cluster firm’s ambidextrous innovation.

Findings

The results showed that regulative, cognitive pressures and, especially, normative pressures have significant positive effects on cluster firms’ ambidextrous innovation. Strategic cognition presented by prospector and analyzer mediates the relationship between institutional pressure and ambidextrous innovation except defender; dynamic environment positively moderates the mediating effects of prospector cognition on explorative innovation, and negatively moderates the mediating effects of analyzer cognition on exploitative innovation.

Originality/value

The findings of this study have some implications that strategic cognition played a partially meditating role between the institutional pressure and ambidextrous innovation. Government should construct a dynamic innovation policy system according to the resource endowment in different regions; furthermore, classification support system to cluster firms with different strategic cognition should be built.

Abstract

Purpose

This paper explores how hub-firms in a regional industrial cluster orchestrate resources to enhance the innovation capabilities of member firms and how this role changes as innovation projects develop. The work advances our understanding of how innovation-oriented clusters can drive the collaboration process, support the development of member capabilities and achieve desired outcomes.

Design/methodology/approach

The research utilises exploratory case studies within an innovation cluster, where a hub-firm brings together different players for specific innovation projects. Using resource orchestration theory, the paper analyses six project cases to reveal the shifting roles and activities related to structuring, bundling and leveraging different resources for innovation capabilities particularly associated with improved quality and reputation for the firms and region.

Findings

The study reveals the important role played by the cluster hub-firm in structuring, bundling and leveraging resources to create and fund project teams. After project formation, a team member takes the role of an orchestrator to bundle further and then leverage the resources to achieve desired outcomes for the team and the region.

Research limitations/implications

This work focuses on a wine industry but has implications for the success orchestration of other regional industrial clusters. Also, the lack of hub-firm interaction during the project process provides an opportunity to consider mechanisms for better guidance of the project team.

Practical implications

There are implications for practitioners for participating in and further improving the collaborative innovative process.

Social implications

Policymakers can benefit from the study as the required practices for stimulating innovation capabilities and economic development in a region are discussed.

Originality/value

This research enhances understanding of the hub-firm's role in a regional cluster not only in orchestrating resources to create collaborative innovation projects but how the role shifts over time.

Abstract

Purpose

The focus of industrial cluster innovation lies in the cooperation between enterprises and universities/scientific research institutes to make a theoretical breakthrough in the system and mechanism of industrial cluster network. Under the theoretical framework of cluster network, industrial structure can be optimized and upgraded, and enterprise benefit can be improved. Facing the increasing proliferation and multi-structured enterprise data, how to obtain potential and high-quality innovation features will determine the ability of industrial cluster network innovation, as well as the paper aims to discuss these issues.

Design/methodology/approach

Based on complex network theory and machine learning method, this paper constructs the structure of “three-layer coupling network” (TLCN), predicts the innovation features of industrial clusters and focuses on the theoretical basis of industrial cluster network innovation model. This paper comprehensively uses intelligent information processing technologies such as network parameters and neural network to predict and analyze the industrial cluster data.

Findings

From the analysis of the experimental results, the authors obtain five innovative features (policy strength, cooperation, research and development investment, centrality and geographical position) that help to improve the ability of industrial clusters, and give corresponding optimization strategy suggestions according to the result analysis.

Originality/value

Abstract

Purpose

Little is known, about the role played by start-ups in open innovation networks. Start-ups – due to their nature of new and emerging companies – can largely benefit from the knowledge that can flow intentionally or unintentionally from external partners during open innovation practices. When open innovation networks are not set among peers on both sides the authors expect to have more unintended knowledge flows. Such knowledge “leaks” – as the authors named them – in open innovation networks are totally unexplored in literature. Hence, the purpose of this paper is to focus “whether and how knowledge leaks occur in open innovation networks with start-ups”.

Design/methodology/approach

The research design of this study relies on social network analysis methods and techniques to disentangle the role of start-ups in open innovation networks – in a major Italian aerospace clustervis-à-vis the three types of knowledge considered in this study. Then the authors confirmed knowledge leaks to occur through a multiplexity analysis. In the second stage of the research, the authors decided to strengthen the results, making them more vivid and thorough, relying on four case studies.

Findings

The paper sheds light on a totally unexplored phenomenon, theorizing on the role of start-ups in open innovation networks and suggesting intriguing implications both for theory and managers on whether and how knowledge leaks occur.

Research limitations/implications

The main limitations arise from the specific research context, in fact the study has been conducted in an aerospace cluster. So future studies might consider to explore knowledge leaks in non-cluster settings and in low tech industries.

Practical implications

The results have practical implications both for policy makers and for managers. First of all, the research confirms how open innovation often originates from a combination of different knowledge types acquired through the collaboration with heterogeneous players, start-ups included. Hence, managers may design open innovation strategies balancing their portfolio of collaborations to maximize the absorption of relevant knowledge and start-uppers may consider to engage in open innovation practices to accelerate knowledge absorption. Nevertheless, the study warns managers against the risk of knowledge leaks, especially in cases like start-ups where the eagerness to participate or the prestige associated with participating in open innovation networks with key players may hamper the control over knowledge leaks.

Social implications

This opens up for possible interventions for policy makers too. First of all, policy makers may consider incorporating the concept of knowledge leaks in their campaign in favour of open innovation. Second, the study may help policy makers in designing programmes for knowledge transfer partnerships amongst the various players of a cluster in a more conscious way, especially warning new to business companies, like start-ups, about possible leaks. Finally, there is also the need of developing professional figures like consultants capable of supporting start-ups in their open innovation practices.

Originality/value

Findings reported in the paper confirm multiplexity and heteromorphism in knowledge exchanges and shed the light on a completely unexplored field (i.e. open innovation and start-ups), focussing on knowledge leaks. Relevant implications for policy makers and managers are included in the study.

Abstract

Purpose

The purpose of this paper is to examine a development model of the Korean IT industry based on the concept of open and cluster innovation and reveal the synergistic effects between the textile and electronic industries.

Design/methodology/approach

The analytical data on the Gumi Cluster are panel data mostly from the 1970s‐2000s. The specific case studies are based on the field research and in‐depth executive interviews for four firms.

Findings

Through analysis of the innovation structure of the Gumi Cluster, the paper found that the Korean electronics industry has successfully caught up with first movers like the Japanese and US electronics industries. In this catch‐up process, industrial clusters of the Korean electronic industry took on an open cluster and sought open and cluster innovation through collaborating with foreign firms and the other industries like the textile industry for making a rapid catch‐up.

Research limitations/implications

The contribution of this study is to highlight the essential characteristics of cluster innovation and the practical growth patterns in the context of Korea which has achieved rapid technological catch‐up. Future studies may involve the innovation patterns of other industries.

Originality/value

Prior cluster research does not necessarily integrate the two streams of research: development of national industries; open innovation processes within the clusters. This paper represents a unique approach to integrate two streams through analyzing the electronic industry.

Abstract

Purpose

This paper reviews the literature on the business models of small and medium-sized enterprises (SMEs). It seeks to examine the profile, conceptual and intellectual structure of the literature whilst leveraging the findings to suggest promising future paths to advance our knowledge on business models of SMEs.

Design/methodology/approach

The study resorts to a systematic literature review that conducts descriptive, bibliometric (i.e. co-word occurrence analysis and bibliographic coupling of documents analysis) and content analyses to review the literature on business models of SMEs. The research protocol included 301 articles collected in the Web of Science (WoS) database in the descriptive and bibliometric analyses. The bibliometric analysis was performed using the VOSviewer software.

Findings

The descriptive analysis portrayed the profile of this research stream. The systematisation of the co-word occurrence analysis describes the four clusters that comprise the conceptual structure of this research field. The content analysis of the bibliographic coupling of documents’ clusters portrays the seven clusters that involve the intellectual structure of this research area.

Originality/value

The integrated and holistic approach adopted in this study provides a detailed overview of the literature on business models of SMEs. We propose an integrative framework for the literature that bridges the main themes that form the conceptual and intellectual structure of this field of research. A comprehensive agenda for future research is suggested and implications for theory, policy and practice are stated.

Introduction: Today the ability of nations to develop and implement innovations is core for their international competitiveness. Ukraine is striving for innovation progress; however, its innovation performance is relatively low. The research problem is to find the bottlenecks, affecting Ukraine’s innovation capability.

Purpose: This study aims to research the national innovation capability profiles, based on cluster analysis, to develop an understanding of drivers and threats for the innovation capability of Ukraine.

Need of the study: The knowledge-based economy, which had already turned into one of the most efficient developmental models of the 21st century, became a key driver of international competitiveness for the leading developed countries due to their progressive structural shifts towards the growth of high-technology manufacturing and knowledge-intensive sectors. These trends are significant to capture for the sake of increasing the innovation capability of the economy of Ukraine.

Methodology: The study is based on the K-means clustering method, which is employed for identifying 10 country clusters based on the indicators of their R&D and innovation activities, which allowed us to assess the innovation capability of Ukraine in comparison with 140 countries of the world. Data selection and normalisation were based on the 2019 Global Competitiveness Report indicators.

Findings: The study showed that Ukraine’s innovation capability problems are typical for most developing countries and are prevalently connected to low R&D expenditures, patent applications, and international co-invention activities. Most countries, except for the technologically developed ones, follow the so-called ‘passive technological learning’ strategies, which usually result in low economic productivity.

Practical implications: Several innovation policy implications have been developed for the government of Ukraine based on the cluster analysis results and accounting for the problems of the national innovation system (NIS).

Abstract

Purpose

This paper aims to empirically explore the impact of absorptive capacity (AC) on explorative and exploitative innovation in business cluster settings, and the environment's moderating role on these relationships.

Design/methodology/approach

Using a sample of Central European companies, the paper applies multivariate data analysis techniques to test the effect of AC on innovation performance and potential moderators, respectively.

Findings

The empirical evidence indicates that AC impacts both explorative and exploitative innovation, and that the strength of the impact depends on the business clusters' level of dynamism and competitiveness. Environmental dynamism and competitiveness positively moderate the effect of AC on explorative innovation, and negatively moderate the effect of AC on exploitative innovation.

Research limitations/implications

Several research limitations apply. First, only one interview per firm was conducted on a self‐reporting basis. Second, the survey's focus was on SMEs. Third, questionnaire translations and differing interviewer behaviour may bias the results.

Practical implications

The findings suggest that firms in business clusters must develop AC to gain the fruits of agglomeration effects. Furthermore, attention should be paid to the cluster's environmental conditions, since dynamism and competition play a significant role for innovation.

Originality/value

Although the importance of AC has often been highlighted, much more remains to be understood about its role in business cluster settings. This issue is addressed in this work by providing systematic, empirical evidence on how AC affects innovation performance at the firm level, and on how this relationship depends on the business cluster's environmental characteristics.

Abstract

Purpose

This paper aims to recount the genesis of a successful innovation cluster among Irish-based divisions of multinational enterprises (MNEs) and Irish universities in the pharmaceutical industry. This cluster was actively “narrativized” through the language of obligation, desire, competence and know-how. As such, it is typical of the “hero’s quest” literary genre in which challenges are faced, obstacles are overcome and victory is ultimately won. Importantly, in this story, the cluster was morally and pragmatically charged with dealing with significant challenges faced by the Irish pharmaceutical industry. Broader societal discourses operated as a resource for actors to use in proposing collaboration and innovation as the appropriate response to such challenges. Specifically, through narrative and discourse, actors created the necessary conditions conducive for a cluster to develop. These created a discursively constituted shared purpose which ultimately ensured successful innovation collaboration. Essentially, through narrative and discourse, the key actors identified the collaboration a protagonist in pursuit of a quest. By linking theoretical and empirical insights, the paper offers a conceptual framework that can be used in future studies to understand the emergence of clusters.

Design/methodology/approach

Adopting Wengraf’s (2001) structured approach to narrative interviewing, 18 key actors shared their understanding of how the cluster came into being. Each interview began with a single question intended to induce narrative, in this case “tell me the story of the cluster as you see it.” This allowed participants to be in control of their own story (Wengraf, 2001). Each interview was transcribed in full and appended to notes taken at the time of the interview. Each narrative offered a “purposeful account” (Jovchelovitch and Bauer, 2000) of how and why the cluster was formed and the centrality of the participants’ roles. In line with recognised protocols, in the authors analysis of data, they paid specific attention to how stories were told, the roles assigned to key protagonists, as well as how events and actors were linked in stories (see Czarniawska, 1997).

Findings

This paper further demonstrates how language, metaphor and narrative and discourse (Hatch, 1997) becomes a strategic resource on which actors can draw to create desired realities (Hardy et al., 2000) particularly in terms of collaboration and innovation. Further, this case highlights how dialogue was encouraged throughout the process of establishing the cluster and has continued to be an important element. Rather than imposing some grand design, the SSPC cluster is and always will be emergent. In this sense, in the early stages of collaboration, detecting and supporting existing and emergent communities is essential to success, and shared identity which is the outcome of members’ discursive practices appears to be a powerful driver of collaboration.

Research limitations/implications

There are important insights for cluster and innovation theory development that can be extrapolated from this study. First, context-specific narrative accounts provided in this study further extend the authors’ understanding of the process through which fundamental changes (innovation) in organisational activities are enacted (Ettlie and Subramaniam, 2004). Second, the authors’ understanding of how new ventures are attributed organisational legitimacy through language and story is augmented (Gollant and Sillince, 2007; Pentland, 1999). Third, the authors have articulated how different discourses are mobilised by actors at different stages of development and for different audiences to create desired innovation outcomes, illustrating that innovations can result from advances in knowledge (McAdam et al., 1998). Finally, the authors see how discourse and practice are dynamic as participants articulate their intention to exert further influence on innovation discourse through their lobbying activities.

Practical implications

By focusing on the specific problem of crystallisation, and using the discourse of collaboration, particularised ties emerged around SSPC and this inspired synergistic action. When seeking approval from host organisations, they spoke in terms of return on investment and the potential to add value, part of the discourse of organisational effectiveness. Consequently, the authors stress the benefits of understanding audiences and adjusting discursive approaches on this basis. As such, this study provides evidence that tailored discursive approaches can be used as a resource for managers and practitioners that are seeking to inspire innovation through collaboration.

Social implications

The discourse of collaboration also became a resource upon which actors could draw to articulate how they might respond to the context and realise the vision. Because this discourse is promoted in government reports and embodied in government strategy, the protagonists were able to borrow from the discourse to secure the necessary resources (in this case funding) that would enhance the possibilities of more effective collaboration. This is because different stakeholders engage with discourse in ways that help to create the outcomes they desire. It was noticeable that the leaders within the Solid State Pharmaceutical Cluster recognised the importance of discourse to innovation collaboration, and on this basis, they successfully adjusted the use of terminology in relation to the exchange partners they were addressing. When addressing potential partners within industry and academia, they utilised both the “burning platform” and “Ireland Inc.” metaphors to create generalised membership ties around the need for innovation and action.

Originality/value
