The location of entrepreneurship centers on university campuses has been the subject of debate as the traditional model of business school centers has been challenged by development of centralized structures. The purpose of this chapter is to explore some of the benefits and challenges when a center transitions from a college-based structure to one that is centrally controlled. This chapter provides a qualitative case study of the transition of an entrepreneurship center from a business college to a centralized model housed under a campus-wide office of research and innovation. It argues that a centralized entrepreneurship center can promote campus partnerships on programming, connect the center more effectively with other centralized resources, increase participation from students and faculty from a wider range of colleges, and provide a platform for cross-college collaboration. A key challenge can be the potential separation from faculty research and curriculum development.

For at least the last 10 years, the Russian authorities have been declaring the need to move to an innovative path of economic development. The government actively initiates and applies various instruments and measures to promote innovation. However, the effectiveness of the Russian innovation policy is still in question. The chapter examines the evolution of state policy to foster innovation growth in Russia since 2000 and describes some sets of achievements and problems for different stages of this policy. In addition to analysis of changes in the innovation sphere at the macro-level, we discuss the primary motivations and limitations at the micro-level (firm level). As a result, the critical institutional barriers to innovation-based growth are revealed. In the same time, certain successes have been achieved in some sectors, and we consider various opportunities to improve Russian technological and innovation policy.

What sets health sciences librarians apart from other academic librarians when it comes to partnering with health-focused innovators? Do health-related innovators have different information needs or space requirements? This chapter illustrates some of the major issues and topics health sciences librarians consider as they offer information services to entrepreneurs and innovators. Health sciences innovators must be aware of relevant policies and laws such as HIPAA, the Health Insurance Portability and Accountability Act of 1996. They also need to meet federal safety regulations required by the Food and Drug Administration; moreover, device materials must be biocompatible. Those developing therapeutic games and apps in this arena need to ensure their products are supported by current literature and scientific evidence. In many cases, these new technologies require clinical trials and testing to ensure their safety and efficacy. Health sciences librarians guide innovators to relevant resources, knowledge, and experts on these and other topics. This navigator role is extremely valuable to students, who may not understand the healthcare landscape and its processes. Additionally, librarians assist innovators with identifying dissemination venues for their scholarly output. They provide instruction and guidance on how to write and tailor conference proposals to meet specific professional association criteria. A retired health sciences library director shares her experiences. Tips and lessons learned are highlighted so others may gain an understanding of the unique information needs of health innovators.

Purpose – In an era of increased public accountability, higher education institutions are expected to make greater contributions to local and regional economic development. First, this essay aims to provide a conceptual overview of the conventional approaches to economic development employed by research universities and community colleges. Second, a proposition for a novel approach to economic development that centers on direct collaboration between research universities and community colleges is introduced.

Method/approach – The first section of the essay relies on a critical overview of the scholarly literature that addresses the contributions of research universities and community colleges to local and regional economic development initiatives. The critique draws attention to the counter-productivity of institutional focus on national and global trends and dependency on existing business and industry. The second section includes a proposition for an alternate higher education vision for economic development that builds on the strengths and accounts for the weaknesses of current models as identified in the literature review.

Practical implications – The chapter introduces an alternate higher education vision for higher education that will be valuable to scholars and institutional leaders interested in examining and enhancing the capacities of research universities and community college to contribute to the vibrancy of local and regional economies.

Originality/value of paper – The primary contributions of the chapter are the overview of the higher education literature specific to local and regional economic development and the proposal of a novel economic development vision for higher education that involves institutional collaboration and local and regional positioning and strengthening.

Purpose: Economic development agendas usually drive innovation, and it is an essential tool for government institutions to promote economic growth. The Quadruple Helix Model of Innovation captures the process by integrating and overlapping knowledge and technology, forming an aggregate output invested in producing more products and services, innovation, and technology. This chapter focuses on how the quadruple helix supports the linkage between knowledge creation, innovation output, and enhancing regional and national competitiveness.

Design/methodology/approach: The chapter also illustrates the triple helix concept and then the quadruple helix model of innovation, focusing on the four main aspects, i.e., Government, Universities, Industry, and Civil society. The authors aim to simulate the economic significance of evolving, rapidly adaptive, and interdisciplinary knowledge and innovation ecosystems.

Findings: The findings and examples stated in several different MENA regions can boost the economy as various platforms provide digital transformation, encourage culture awareness in schools, encourage youth empowerment, and support tech start-ups. They can drive forward the index of creativity and innovation within entrepreneurs and the general members of society. Recommendations include a further study to modify the model and customize it based on the country’s needs.

Originality/value: This chapter of the book focuses on the four main aspects of the quadruple helix model of innovation with specific examples in several countries. The chapter would be beneficial for the upcoming entrepreneurs and students who progress in developing tech start-ups and digitization.
