Abstract

Purpose

This study explores the effects of different types of technology lock-in on enterprise innovation performance. On this basis, the authors aim to provide technological innovation suggestions for the long-term development of Chinese enterprises.

Design/methodology/approach

A total of 211 high-tech enterprises in China were taken as the research sample. Data were collected through questionnaire surveys and secondhand data. Linear and nonlinear regression models were used to test the hypotheses.

Findings

Different types of technology lock-in had different effects on enterprise innovation performance. Initiative lock-in and passive lock-in showed an inverted U-shaped relationship with innovation performance. Economies of scale were positively correlated with innovation performance, while self-lock-in was negatively correlated with it.

Practical implications

This research can help enterprises reconceptualize technology lock-in. It can also help enterprises in different stages of development carry out targeted technological innovation and management strategies.

Originality/value

This research enriches our understanding of technology lock-in. By breaking with previous conceptualizations of a simple linear relationship between technology lock-in and innovation performance, this study proposes and confirms different technology lock-in has different relationships with enterprise innovation performance. This study is important for enterprises to reassess their technology lock-in state and carry out targeted technological innovation strategies. This research enriches the theory of path dependence and its combination with other theories. And this study also reveals the current research on technology lock-in is insufficient.

Abstract

Purpose

As a resource input in enterprise technological innovation, patents play an important role in influencing innovation performance. The purpose of this paper is to investigate the impact of fuzzy front end (FFE) patent management on innovation performance, and the mediating role of patent commercialization and the moderating effect of technological lock-in.

Design/methodology/approach

This paper adopts a questionnaire survey from a sample of 203 high-tech Chinese enterprises across multiple industries. Structural equation modeling and the hierarchical regression method were used to test the hypothesis.

Findings

The results show that the FFE of patent management, namely, patent acquisition and patent protection, positively affect innovation performance. Specifically, patent commercialization mediates the relationship between FFE patent management and innovation performance. Moreover, technological lock-in moderates the relationship between patent management and innovation performance.

Practical implications

This study puts forward suggestions relating to institution innovation and mechanism innovation for effective patent management in firms, and provides some guidelines for firms to efficiently utilize patents to improve innovation performance.

Originality/value

This paper provides certain empirical evidence for the study of organizational structure, strategic management, and knowledge governance. As the main participators in technology innovation, high-tech enterprises should utilize both inside and outside resources to acquire patents.

Abstract

Purpose

This paper seeks to focus on the role of virtual communities as a means to boost tourist product innovation by leveraging customer relationships. Its purpose is to offer a deeper and clear‐cut understanding of the collaborative innovation paradigm in order to analyze its impact on tourism firm management.

Design/methodology/approach

First, previous work in tourist innovation and the role of lead users as a source of learning are examined. Then, virtual communities and their development process are explored. Last, the case of CTS's virtual community, an Italian‐based tour operator firm is analyzed. Strategic and managerial implications conclude the paper.

Findings

Data and insights gathered from interviews lead one to suggest that tourism firms may strategically leverage virtual communities to build strong customer relationships; customers may provide useful information on their needs; and collaborative innovation is a useful lens to take into account internet opportunities and customers' knowledge.

Research limitations/implications

The main limitation of the study is that the findings cannot be extended to the other industries. The approach has been to compare only the collaborative innovation schemes with tourism industry.

Originality/value

Despite a number of limitations, the work offers a deeper picture on how virtual communities may be managed strategically in order to enhance quality and product innovation. It also presents managerial implications since managers may put in practice the planning and managing model of online communities successfully.

Abstract

This paper examines how voters' initiatives used in 24 states affect state budget balance. The author first uses a qualitative approach to investigate the extent to which ballot initiatives are used and identifies the initiatives that have had significant impacts on state revenues and expenditures. The review shows that the impact of initiatives differs from a state to state. The heavy initiative user states have experienced substantial impact on their budgets. Second, as their impact on state budget is particularly significant during economic downturn, a linear regression analysis is performed to examine the relationship between the use of initiatives and state budget balance measured in terms of the state budget gap as percentage of FY 2010 general fund. The regression analysis shows that the number of expenditure-induced initiatives have a statistically significant effect on state budget gap, while revenue-restrained measures (e.g. number of tax-limiting measures and the use of super majority or popular vote to approve tax increase) only marginally affect the FY 2010 budget gap.

Abstract

Maintains that the world of financial services is, perhaps, one of the sectors most radically affected by contemporary economic factors. Describes how a self‐development programme was introduced to one financial services institution in the wake of organizational turbulence initiated by takeover and a new strategic plan. Reveals that, although people found personal benefit from the programme, it became clear that lack of adequate organizational support systems left people feeling blocked in their career development within the company. From evaluation of questionnaire comments taken from a sample of staff attending workshops, throws light on organizational shortcomings and leads to clear indications of ways in which employees might be encouraged to adopt self‐management in their careers.

Abstract

To induce innovation in the public sector, Directive 2014/24/EU encourages internal and external consultation during the procurement process. However, little is known regarding the prominence of these practices. Determining the extent of knowledge sourcing in innovation procurement across 28 European countries, this paper presents an institutional cluster analysis, examining heterogeneity across knowledge sourcing activities, procurement areas, and tender innovation outcomes for 1,505 public procurers from 2008-2010. Building upon existing taxonomies, three types of procuring agencies are identified: Large collaborative agencies practicing public procurement of innovation (31%); supplier-focused pre-commercial procurers (20%); and direct procurers at the municipal level (49%). Validation supports this heterogeneity, using innovation outcomes and policy drivers. At the country level, Spain, the United Kingdom, Italy, Germany and Poland are most represented in respective clusters. Findings enable predictions regarding impacts on agencies and innovation from the new public procurement directive's translation into national law by Member States.

Abstract

The Wales Institute of Social and Economic Research, Data and Methods (WISERD) is a major new collaborative socio‐economic research programme involving five higher education institutions in Wales. This paper introduces the work of the WISERD data integration team and describes their plans for the development of an online geo‐portal. Their aim is to support WISERD researchers by providing a framework for integrating, managing and disseminating quantitative and qualitative socio‐economic data in Wales. This paper outlines the goals of this major project, discusses the concept of the WISERD geo‐portal and reports on initial investigations into geo‐portal development using free and open‐source (FOSS) software. The paper concludes with a brief summary of the future work of the WISERD data integration team.

Abstract

Purpose – To provide a policy perspective on the relationship between transport and climate change.

Methodology/approach – Two key themes are identified and discussed: the meaning of a major change in a policy perspective, covering the Climate Change Act and the development of a Low Carbon Transition Plan. A theoretically informed framework applies and highlights the importance of understanding policy change from a historical perspective.

Originality/value – The largely incremental nature of the policy change is considered in terms of whether there are real prospects of a radical change in transport policy that will deliver a low carbon transport future, whilst also allowing transport to fulfil its many other roles.

Findings – The chapter demonstrates that the current approach to climate change policy has seen only minor adjustments to existing policy tools which are not consistent with the more radical shift in policy targets. This incremental approach may reflect the significant uncertainty over technological change or a reluctance to tackle the difficult issue of travel behaviour. Whilst oil prices remain high this may not be problematic but more proactive steering will be necessary in the coming years.

Purpose

The purpose of this paper is to support effective business services provision along the life cycle of complex service-enhanced products, such as the case of solar power plants, and to explore collaborative approaches for multi-stakeholder business services.

Design/methodology/approach

Design and implementation of adequate collaboration strategies and cloud-based support mechanisms to facilitate creation and management of collaborative networks in this sector. For this purpose, a conceptual framework, a cloud-based platform and a set of collaboration support tools are proposed. Validation is based on a pilot implementation and interactions with a large group of end users.

Findings

Validation results confirmed the suitability of the collaborative networks approach in this sector, which often involves multiple small and medium size enterprises.

Originality/value

The interplay between long-term strategic networks and goal-oriented collaborative networks and their interaction with the various phases of the product-services life cycle correspond to a novel approach in this sector, traditionally focused on a sub-contracting model. This opens new opportunities for enhancing the value of complex products through collaborative value-added services. Of particular relevance is also the adoption of collaborative approaches for service co-creation.

Abstract

Purpose

The intellectual capital (IC) literature argues that introducing the IC concept into a company focusing on measuring can be detrimental and lead to IC “accountingisation”. Using Chaminade and Roberts’ (2003, p. 747) concept of IC accounting “lock-in”, the paper asks “is it possible for an organisation initially to implement and “lock-in” IC accounting practices and subsequently “un-lock” IC through a more strategic managerial approach?” The authors also investigate if and how, after IC has been “un-locked”, can a new IC “locking-in” process occur? The paper aims to discuss these issues.

Design/methodology/approach

The authors present an interpretive case study of implementing a system for measuring and reporting IC in an Italian public sector utility company. The analysis uses Actor-Network Theory (ANT) to analyse data and discuss findings which is an appropriate theory for case studies using an interpretive approach.

Findings

The findings are contrary to Chaminade and Roberts (2003, p. 733) because the authors challenge the notion “that a dominant accounting perspective can lead to an excessive focus on measurement issues and little attention to management processes”. The evidence from the case study shows how at times a dominant focus on accounting for IC is necessary, especially to allow newcomers to take stock, and make sense, of IC. The analogy is much like comparing accounting vs managing IC to the concept of the chicken and the egg: what comes first?

Research limitations/implications

Because the study looks at IC over time, it allows the authors to develop different insights into IC “because IC is not an event, but a journey” (Dumay et al., 2015). Thus, the critique of Chaminade and Roberts (2003) and other IC research based on a short time period is that it does not allow researchers to fully follow the IC’s impact on an organisation. Additionally, the authors also highlight the role academic researchers can play in understanding how IC works inside organisations, especially when the authors examine how deeply (or not) a researcher intervenes in implementing solutions (see Dumay, 2010).

Practical implications

The research exemplifies how IC can make a difference for public sector organisations because there is a need for studies such as the authors which exemplify how to introduce the IC concept into public sector organisations and at what point should the IC concept “enter” the organisation (see also Secundo et al., 2015). Doing so re-emphasises that IC is not an ostensive concept. Rather, “IC is part of a configuration of knowledge management and actively mobilised to condition effects” (Mouritsen, 2006) and to make a difference (Tull and Dumay, 2007).

Originality/value

This paper is a must read for academics and practitioners seeking to understand how to introduce the IC concept into an organisation.
