Abstract

Purpose

In his 2022 paper, in the Journal of Public Budgeting, Accounting and Financial Management, Sven Modell reviews and reflects on the public sector's institutional research dealing with performance measurement and management (PMM) over the past decade. Modell suggests potential extensions of this body of research. This paper seeks to contribute to the path that Modell initiated. It offers directions in which institutional theory might contribute further to research on agentic aspects of PMM in the public sector.

Design/methodology/approach

The paper is a rejoinder emphasizing how institutional theory could further nurture reflection on PMM research in the public sector. The authors draw upon Modell's article and ongoing research in the institutional theory field.

Findings

Modell insists that institutional research on PMM in the public sector should explore the constitutive effects of PMM practices while conceiving such practices as institutionally embedded phenomena. The authors seek to extend this approach by considering the role of agency in institutional processes. To do this, the authors build on recent institutional research on agency, discussing how those new conceptualizations could nurture and develop the understanding of PMM practices in the public sector. The authors further discuss implications for coupling and decoupling as sites of agency. Such literature is relevant for examining emerging themes in public-sector accounting because it allows the authors to better conceptualize the underlying mechanisms of agency in the context of public service provision characterized by institutional complexity.

Originality/value

This paper details several implications of the current developments in new institutional theory in examining agency in the relationship between institutions and PMM, pointing at the case of decoupling. In so doing, the authors seek to stimulate a constructive exchange between public-sector accounting and a broader institutionalist body of research and suggest ways of extending the PMM research agenda.

Abstract

Purpose

Equity, diversity and inclusion (EDI) policies have proliferated in recent decades, but studies have repeatedly noted their inefficacy and adverse effects. To understand the potential root causes of the inefficiency of EDI policies, this study examines how they are inhabited by individuals at the ground level.

Design/methodology/approach

This study draws on data gathered through 23 in-depth interviews with instructors at Progressive U, a large research-intensive Canadian university.

Findings

The data gathered/analyzed suggest that the implementation of EDI policies at Progressive U is hindered by the absence of coercive enforcement mechanisms, skepticism about their authenticity, the over-regulation of work and unresponsive bureaucratic structures.

Originality/value

This study examines the implementation of EDI policies through the prism of the inhabited institutions perspective in organizational sociology, producing insights that help to explain why EDI policies typically fail. In doing so, it produces insights relevant to both academic researchers and practitioners in the field.

Abstract

Purpose

Service scholars are finding that institutions – enduring social structures, such as rules, norms, beliefs – are increasingly important in theorizing on service-related phenomena. The purpose of this paper is to advance the use of institutional theory in service research by synthesizing the key insights from institutional theory that have been applied to service-related phenomena and developing a research agenda to guide the future use of institutional theory in service research.

Design/methodology/approach

This paper is an integrative literature review covering 68 articles from major service research and marketing journals that adopt institutional concepts and frameworks to study service-related phenomena.

Findings

The paper maps the “institutional turn” of service research, that is, the increasing tendency to draw on institutional theory for theoretical insights within service research and builds a conceptual framework of the institutional stabilization and destabilization mechanisms that explain endurance and change in service phenomena. The paper also proposes a research agenda that outlines four previously ignored aspects of institutions that have important implications for service research.

Research limitations/implications

In addition to synthesizing insights and proposing directions for future research, the paper highlights specific theoretical and methodological considerations for the future use of institutional theory within service research. The literature review is limited to the 13 major service research and marketing journals.

Originality/value

This paper is the first literature review of the use of institutional theory in service research.

Abstract

Purpose

This paper focuses on social innovation dynamics in extreme contexts where institutional volatility is deeply rooted and enduring. In other words, the authors focus their discussion on the challenges that social innovators are facing in their endeavor of solving wicked social problems within an extreme institutional environment. This research is guided by the following question: How does an extreme institutional environment influence social innovation processes?

Design/methodology/approach

This qualitative research builds on the unique case of the Palestinian non-governmental organization (NGO) sector, a rarely studied context in organizational studies. The authors combine archival sources with 24 semi-structured interviews with Palestinian NGOs.

Findings

The authors theorize three barriers that hinder social innovation in such contexts: institutional trap, effectiveness trap and sustainability trap. The authors also theorize five mechanisms through which these barriers influence each other dynamically: mingling, surviving, undermining, binding and reinforcing. Taken together, these barriers and mechanisms shed light on social innovation processes taking place within extreme institutional environments.

Research limitations/implications

The main limitation of this study is the methodological design, based on an extreme single case-study which, on a bunch of features, is quite unique in the world. The authors argue that the results are all the same transferable to other relatively similar contexts.

Practical implications

By theorizing the institutional barriers to social innovation in an extreme institutional context, the research thus sheds light on how social innovation could be sustained and stimulated in Palestine and other contexts that face similar institutional challenges.

Social implications

From an engaged scholarship perspective, studying Palestine cannot be more relevant than today considering the turmoil in which Palestinians are. The research thus provides a deeper understanding of organizational and institutional dynamics with crucial social repercussions.

Originality/value

The social innovation literature has overemphasized success stories to the detriment of the struggles that hinder social innovations in extreme institutional environments. By focusing on the barriers that social innovators experience in these contexts, the authors provide novel empirical insight. Furthermore, this study enriches the understanding of the institutional dynamics of social innovations by proposing a process model that elucidates how an extreme institutional context can influence social innovations.

Abstract

Purpose

The purpose of this paper is to shed light on how actors within, on the surface, similar organizations cope and work with imposed institutional changes.

Design methodology/approach

This research is based on an ethnographic field study addressing why, despite being exposed to the same institutional demands, organizational actors respond by developing diverging institutional orders of appropriate organizational conduct. This research examines how middle managers and frontline staff in two similar Danish social care organizations respond to demands to adopt a New Public Management (NPM)‐based logic of individualized service delivery.

Findings

The study shows how institutional diversity may underlie apparently similar organizational structures and responses. NPM‐style modernization efforts partly converged with diverse professional motives and rationales around, on the surface, similar organizational changes. The findings illustrate how differential institutional orders are maintained by middle managers and frontline staff despite exposure to the same demands.

Research limitations/implications

There are different limitations to this ethnographic field study due to the character of the methodology, the limited number of organizations, informants and time span covered. Attending to micro‐level processes within organizations provides a rich understanding of how particular forms of organization and action emerge in response to institutional demands. This calls for more ethnographic research on how actors within organizations cope and work institutional change.

Originality/value

Relatively little organizational research has addressed how individual actors at the lower levels of organizations cope and work with institutional changes using ethnographic methodology.

Abstract

Purpose

Although drawing from neoinstitutional theoretical apparatus and ontology, management fashion theory is understood as a theory that explains the transitory nature of popular ideas and practices while institutional theory explains their stabilization, persistence and further institutionalization. In a nutshell, it seems that being opposed to each other, these two theories describe and predict different, incommensurable diffusion trajectories and organizational behaviour patterns. The purpose of this paper is to unify these two competing perspectives.

Design/methodology/approach

This paper makes an attempt toward further unification of management fashion theory with new institutionalism by offering an alternative understanding and conceptualization of institutional change and deinstitutionalization and by distinguishing emerging concepts from already popular fashions.

Findings

Most emerging concepts never achieve popularity and disappear while few of them achieve massive media attention and diffuse widely becoming new management fashions. Once these concepts have achieved a wide popularity institutional forces would favor them and lead to further institutionalization. Institutional change is understood not as a deinstitutionalization of existing management fashion in terms of erosion, discontinuity or disappearance but as a decline in its media coverage while media attention focuses on new fashionable concept. The former management fashion gets institutionalized, institutional change occurs in terms of shifting attention toward new fashion and diffusion and institutionalization cycle restarts. Institutional prediction of isomorphism and institutionalization as irreversible tendencies thus can be unified with MF prediction about the bell-shaped curves in fashions’ popularity. Therefore, postulates and predictions of management fashion theory can be derived from new institutionalism and vice versa.

Practical implications

The paper aims to cover, generalize and explain different trajectories of various management and organizational concepts, deducing theoretical propositions from both institutional theory and management fashion theory. Theoretical and methodological ideas offered in this paper can be helpful in future research on management fashions and diffusion. Studies on the evolution of management concept can benefit from proposed categorization and causal relationships between different stages of the life cycle.

Originality/value

Unifying seemingly conflicting and disparate perspectives and views allows making organization theory more coherent in terms of both explanatory power and ontological commensurability. Following other mature sciences, we share the same notion of progress, namely, the aim of achieving unification and demonstrating that different organizational theories still describe the same reality.

Abstract

Purpose

Institutions play a central role in service-dominant logic. However, the discussion regarding how institutional theory supports service-dominant logic advancements is still insufficient. This paper aims to contribute to a discussion on the multiple service-dominant logic approaches to institutions.

Design/methodology/approach

This conceptual paper presents the characterization of the existing streams in the broad institutional literature, highlighting the differences among those streams and elaborates on how one of the discussed streams – neo-institutionalism – is suitable to support service-dominant researchers in understanding the role of institutions in markets and value co-creation.

Findings

The paper shows that the three institutional perspectives presented are used indistinctly by service-dominant logic and a greater fit between the service-dominant logic and the neo-institutionalism stands out.

Originality/value

The paper proposes that service-dominant researchers should look at the neo-institutional stream as a particularly fertile ground for furthering their research.

Abstract

Purpose

The purpose of this paper is to examine the history of the standardisation of two largely overlapping electronic document formats between 2005 and 2008, and its implications for future IT standards development.

Design/methodology/approach

The document format controversy is researched as an exemplary case study of the institutional rivalries, perspectives and strategic interests at play in standardisation processes. The study adopts a methodological lens of discursive institutionalism in order to explain how actors assume and perform a variety of roles during the controversy. It consults a range of documentary sources, including media commentary, corporate press releases and blog posts, financial reports and technical specifications.

Findings

The study shows that: first, intentions to increase competition in the office software market through the standardisation of document formats led to a standards “arms race”; second, this further entrenched the position of a single market actor; and third, the resulting public debate nevertheless has reinvigorated the push for genuinely open standards.

Social implications

Information technology standards are often touted as mechanisms for increasing the competitiveness of a market, thereby benefitting consumers and the greater public. In the presence of dominant institutional actors, efforts to standardise can, perversely, undermine this benefit. Increased public scrutiny through online media offers a potential remedy.

Originality/value

This research presents a novel account of the controversy over the document format standardisation process, understood through the lens of discursive institutionalism. It also shows the increasing and potentially putative role of online media in the development of IT standards generally.

Purpose

The institutional work literature has paid little attention to cognition and interests in the creation, maintenance, and disruption of institutions. The purpose of this paper is to explore the construct of interests as it relates to institutional work projects. The authors frame interests as recognitions situated within broader institutional meaning systems, with a specific focus on interest plurality.

Design/methodology/approach

The authors conducted an 18-month ethnography exploring institutional work projects within a rural chamber of commerce. The authors aimed to understand how projects contributed to community survival on a micro-level and institutional change on a macro-level. Rural chambers of commerce represent a unique example of emergent public-private partnerships, challenging traditional commercial logics of chambers of commerce. The research design included qualitative data collection, coding, and analysis of field notes, interviews, and archival sources.

Findings

Purposive action was grounded in the community inhabited by the rural chamber of commerce and not the institution itself. Recognized interests enabled nontraditional workers – public employees with newly founded and legitimate roles within the chamber – to pursue community-focussed projects. Change across the institution of chambers of commerce occurred because of the separated and aggregate projects spanning across rural communities.

Originality/value

Recognized interests are a social, plural, and malleable phenomenon supporting situated agency and the co-creation activities embodied in institutional work projects. The authors contribute to the institutional work literature by introducing the idea of interest plurality and illustrating how the work of rural chambers of commerce captures contemporary forms of community organizing.

Abstract

Purpose

In order to provide new and other directions to institutional studies in organization theory, Lawrence and Suddaby forward the notion of institutional work of actors aimed at maintaining, changing and disrupting institutions. The purpose of this paper is to further theory and method in studying the institutional work of people in organizations.

Design/methodology/approach

Methodological insights from the ways in which theories of human agency in institutional contexts have co‐evolved with field study methodologies are analyzed in related fields of research, particularly in sociology and anthropology.

Findings

The ways have been analyzed in which social theories of human agency in institutional contexts and field methodology have co‐evolved in an inter‐disciplinary perspective. The analysis shows how field methodologies may provide inspirations to theory and method in studying institutional work.

Research limitations/implications

The findings suggest that institutional organization research may prosper by grounding the study of institutional work on ethnographic methodologies.

Originality/value

This paper contributes methodological inspirations to studying organizational actors' work with accomplishing change and stability, which constitutes a comparatively underexplored line of inquiry in organizational institutionalism.
