This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Campus wide information systems (CWIS) are the newest development in the electronic campus, providing information on many aspects of campus life. This article gives a brief overview of CWIS development in the United Kingdom as at summer 1993. As yet there is no definitive CWIS, so a range of third generation systems were looked at in detail at the Universities of Birmingham, Bradford and Stirling. Within each, attention is given to differences in organisational policy, functionality, software and information provision. An appraisal of the specific case studies was undertaken both onsite and remotely via a national gateway. A comparison of the systems draws out features that should be available on an ideal CWIS. Future developments, including the advent of standards such as X.500 and Z39.50 and the adoption of common software, will lead to greater interaction between institutions. All of this coupled with the development of hypermedia and multimedia will ensure CWISs will become a powerful tool in the provision of information.

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.

This study aims to investigate the effects of organizational culture factors on the selection of software process development models and develops a conceptual model for selecting and adopting process development models with an organizational culture approach, using 12 criteria and their sub-criteria defined in Fey and Denison’s model (12 criteria).

The research hypotheses were investigated using statistical analysis, and then the criteria and sub-criteria were selected based on Fey and Denison’s model and the experts’ viewpoints. Afterward, the organizational culture of the selected company was measured using the data from 2016 and 2017, based on Fey and Denison’s questionnaire. Due to the correlation between the criteria, using the decision-making trial and evaluation technique, the correlation between sub-criteria were determined, and by analytical network process method and using Super-Decision software, the process development model was preferred to the 12 common models in information systems development.

Results indicated a significant and positive effect of organizational culture factors (except the core values factor) on the selection of development models. Also, by changing the value of organizational culture, the selected process development model changed either. Sensitivity analysis performed on the sub-criteria implied that by changing and improving some sub-criteria, the organization will be ready and willing to use the agile or risk-based models such as spiral and win-win models. Concerning units where the mentioned indicators were at moderate and low limits, models such as waterfall, V-shaped and incremental worked more appropriately.

While many studies were performed in comparing development models and investigating their strengths and weaknesses, and the impact of organizational culture on the success of information technology projects, literature indicated that the impact of organizational sub-culture prevailing in the selection of development process models has not been investigated. In this study, new factors and indicators were addressed affecting the selection of development models with a focus on organizational culture. Correlation among the factors and indicators was also investigated and, finally, a conceptual model was proposed for proper adoption of the models and methodologies of system development.

There is growing concern about the apparent widespread failure of information systems (IS) and information technology (IT) to deliver real organisational and business benefits. Several high profile computer system failures in the public domain have highlighted this problem. A lack of understanding about the impact of IS and IT on employees and organisations has compounded the problem. Historically, the majority of IS have been developed using a predominantly technical perspective. IS developers have attempted to minimise the complexity surrounding organisational change by concentrating primarily on a technical agenda. This paper attempts to show that the majority of current IS development methodologies focus on only a sub‐set of the organisational problems that can be created by information systems. It then continues by highlighting the need for development methodologies to take a more “business‐led” perspective when information systems are being introduced into organisations.

A key area affecting library management is the effective and efficient management and development of information systems. The concept of an information systems development methodology (ISDM) is a management approach that has been virtually ignored in the context of library management. Provides a critique of the literature relating to ISDMs with a view to exploring their use by libraries in the future. Examines the historical development of ISDMs, followed by a definition of the term, and an outline of the requirements for ISDM. Subsequently discusses themes in information systems development in relation to the main types of ISDM associated with them, leading to a consideration of the problems with ISDMs and with their usage. Outlines the need for the further refinement of ISDMs in the light of these problems. Finally, suggests theoretical reasons for the use of ISDMs by library managers.

The paper examines how a property management division has sought to adopt the recommendations of the Audit Commission and Chartered Institute of Public Finance and Accountancy reports on local authority property management, and measures the democratically‐elected body has taken via its central committee, executive and directorate, to apply Information Technology (IT) in the development of a computer‐based information system for the registration of assets, valuation of property and measurement of performance.

As information and communication technologies become a critical component of firms’ infrastructures and information establishes itself as a key business resource as well as driver, people start to realise that there is more than the functionality of the new information systems that is significant. Business or organisational transactions over new media require stability, one factor of which is information security. Information systems development practices have changed in line with the evolution of technology offerings as well as the nature of systems developed. Nevertheless, as this paper establishes, most contemporary development practices do not accommodate sufficiently security concerns. Beyond the literature evidence, reports on empirical study results indicating that practitioners deal with security issues by applying conventional risk analysis practices after the system is developed. Addresses the lack of a defined discipline for security concerns integration in systems development by using field study results recording development practices that are currently in use to illustrate their deficiencies, to point to required enhancements of practice and to propose a list of desired features that contemporary development practices should incorporate to address security concerns.

This paper aims to examine the link between information systems (IS) agility, HR performance management systems and job satisfaction using organizational information processing theory. The objective of this study answers the following questions: How does use of different IS agility impact HR systems and job satisfaction? What are the connecting pathways by which IS agility affects HR systems and job satisfaction?

The authors developed a theoretical framework based on the organizational information processing theory and collected primary data through an online-based questionnaire. Following these procedures, the authors analyzed the data using structural equation modeling (SEM).

SEM analysis of the data from 150 respondents supports the organizational information processing theory. The authors proposed eight hypotheses, and only one was rejected.

The data were collected from South Africa only, which is an emerging economy, and these cross-sectional data were gathered from the perspectives of the respondents.

The present paper empirically tests the conceptual model through the lens of organizational information processing theory.
