Abstract

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Abstract

Many service organizations′ corporate mission is “to be number one in delivering service to customers”. The use of traditional financial accounting measures as performance indicators has led to an inappropriate reliance on internal information resulting in an unbalanced information system and, therefore, by definition a dysfunctional strategy. A balanced information system must provide information on both internal operations and external customer satisfaction. In order to optimize overall performance in service organizations, a balanced information system is critical. The long run survival of a service business depends on the appropriate balance between internal information (efficiency) and external information (effectiveness). Both internal information (efficiency) and external information (effectiveness) must be used as complements to each other in order to fulfill long‐term corporate goals. Reliance on internal information or the substitution of internal information for needed external information will not result in the long‐term fulfillment of the corporate mission. Obviously any organizational system that is closed to the environment will develop entropy.

Abstract

Purpose

Despite the growth in adoption of technology by governments, the assessment of quality in electronically delivered public services has been relatively lacking. Past researches on information systems have identified information and service quality, system use, playfulness, and system design quality as critical factors of successful service delivery in e‐commerce. The purpose of this paper is to empirically test the applicability of system and information quality criteria in evaluating government e‐services websites. The main research problem identified in this study was “what are the system and information quality characteristics of government service delivery websites?”

Design/methodology/approach

Based on a survey of 97 Municipalities from all the 21 regions of Sweden, the authors examine the presence of system quality features, specifically functionality, navigation, and accessibility; and measures of information quality in government websites. A systematic random sampling was chosen as the suitable approach; 290 municipalities are organized in 21 counties and we have chosen every 3rd number of municipalities from the list. An online survey was conducted, with 408 valid responses taken. A confirmatory factor analysis was conducted for system and information quality.

Findings

Results indicate that accessibility and the navigation facility are important in determining a citizen's perceived system quality. Information preciseness, timeliness, and sufficiency were found to be key measures of information quality in government e‐services. Furthermore, an important finding from this research is that theories from information systems (IS), e‐commerce, and marketing were found to be applicable in assessing government e‐tax services within the broader area of government‐to‐citizen (G2C) service delivery systems. In addition, a quantitative study was conducted among citizens to determine system and information quality characteristics.

Originality/value

The results presented in this paper can help the authorities to identify key quality criteria for e‐tax services that are valued by citizens and consequently improve service levels. Taking the context into consideration, additional variables are incorporated from literature that spans several disciplines (IS, e‐commerce, and marketing), and some re‐specifications are made to identify system and information quality criteria in the context of an e‐tax filing service, which was the main theoretical contribution of this study.

Abstract

Purpose

The purposes of this paper are to understand the user information seeking (IS) process under a new service system, to explore how users construct strategies and to identify the influences of the new service system on the IS process and behaviour.

Design/methodology/approach

A quality research study design that included questionnaires survey, observation, thinking-aloud and interviews was employed. In all, 20 participants from 12 social science disciplines at Sichuan University, Chengdu, China were observed using the proposed Discovery Service system. The user IS process characteristics and taxonomy were analysed, and the stages matrix of IS under new system was built.

Findings

Users’ IS processes under the new system proved to be very complex. The features of three process stages, i.e. searching, scanning and verifying stages, and four different behaviour patterns were identified. Moreover, characteristics of IS behaviour under the new service system were described.

Originality/value

User IS behaviour was addressed in a new service system context in this study, as has seldom been done in previous IS research. A comprehensive and user-centred understanding of users’ exploratory practices in a new service system context was obtained, which will inform the development of information services for digital libraries. In addition, it indicated that the uncertainty of the IS process should be addressed by considering the relationships among IS, information retrieval and user-computer interaction.

Resource sharing is an important element in the national planning of library and information services to meet the needs of information, education and culture of the whole community at all levels. An overview of resource sharing practices is presented, with particular reference to the British scene. It is also argued that, with the approach of the Single Market in 1992, resource sharing should now be considered on a European scale. In conclusion, some problems associated with the practice of resource sharing are considered.

Abstract

Purpose

The purpose of this paper is to present the integration of logistic management with information and communication technologies to largely improve the effectiveness of logistic fleet operations. The work presented here shows a real‐world fleet management system that integrates mobile communication and supports real‐time logistic information flow management.

Design/methodology/approach

First, the application of information and mobile communication technologies in providing effective logistic distribution service is introduced. Then, the proposed real‐time fleet management system (RTFMS) architecture is depicted, the technology profiles for mobile data terminal (MDT) and logistic information system are described, and the considerations of various wireless mobile communication technologies for logistic distribution process are also addressed. Finally, the implications of this paper are discussed and plans for further work are outlined.

Findings

The proposed architecture for a real‐world logistic fleet management system, the RTFMS, can be served as reference architecture for real‐time logistic fleet management design. The major components of the RTFMS have been described in UML use cases to facilitate reuse of this design. This paper presents the RTFMS architecture with associated information flows and timing considerations could be used for the architecture adaptation in similar applications. Wireless technologies provide the logistics feet management with bi‐directional real‐time information flows as shown in this paper, and this would stimulate new ideas in logistics management and services models.

Research limitations/implications

This paper provides a reference model with implementation in adopting wireless technologies in logistics distribution process. However, the services provided by each specific system would depend on all stakeholders in specific chain of logistics service provider and consumer.

Originality/value

The work presented here shows a real‐world fleet management system that integrates mobile communication and supports real‐time logistic information flow management.

Abstract

Purpose

The purpose of this research is to examine the critical success factors of mobile web site adoption.

Design/methodology/approach

Based on the valid responses collected from a questionnaire survey, the structural equation modelling technique was employed to examine the research model.

Findings

The results indicate that system quality is the main factor affecting perceived ease of use, whereas information quality is the main factor affecting perceived usefulness. Service quality has significant effects on trust and perceived ease of use. Perceived usefulness, perceived ease of use and trust determine user satisfaction.

Practical implications

Mobile service providers need to improve the system quality, information quality and service quality of mobile web sites to enhance user satisfaction.

Originality/value

Previous research has mainly focused on e‐commerce web site success and seldom examined the factors affecting mobile web site success. This research fills the gap. The research draws on information systems success theory, the technology acceptance model and trust theory as the theoretical bases.

Abstract

Purpose

The purpose of this study is to develop and analyse the usage status, level of satisfaction and success model of a mobile library service system in Taiwan. The research results could serve as a reference for the development, evaluation and improvement of libraries’ mobile services.

Design/methodology/approach

This study designed a mobile library service system and used the informational system success model to evaluate its use status and level of satisfaction and, thus, to develop a success model for a mobile library service system.

Findings

Results showed that students’ level of satisfaction with the mobile library service system had a positive correlation with the usage status indicated that the system could help them to improve their work efficiency, such as by reducing time spent searching for books and cost of obtaining electronic resources. The students also expressed a willingness to continue using the mobile library service system.

Practical implications

In general, the students thought that the mobile library service system could reduce the time needed to search for book-related information, but that the service quality should be improved. Therefore, this study suggests that the education and training of system service personnel should be enhanced and that easy-to-use functions be provided to promote the users’ level of satisfaction and willingness to use the system.

Originality/value

This study developed a mobile library service system and invited students studying in the National University of Tainan, in southern Taiwan, to be the subjects in an experiment, with a goal to evaluate the success of a model mobile library. The findings showed that the overall explanatory power (R2) of this model was 55 per cent and, thus, that the findings of this work have practical significance.
