Abstract

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract

Purpose

This paper aims to acquire underlying knowledge of how IT is adopted in private sector organisations and further explore what factors impact its adoption (optimistically and pessimistically).

Design/methodology/approach

An interpretive and qualitative multiple case study approach was selected to test and validate the conceptual model empirically. The selection of the interpretivism viewpoint in the context of this research is to understand how government organisations adopt new technologies and support their decisions and actions. The interpretive research methodology is related to data gathering and generating solid descriptions and interpretations and further allows theory building. Through a multiple case study strategy, factors influencing EAI adoption in the government sector are investigated. In doing so, various data collection methods such as interviews, documentation, and observation are adopted.

Findings

The author identified 42 critical success factors (CSF) for IT innovation adoption. These factors provide sufficient understanding of their importance when adopting an innovation (technology). The author exploits these factors further when developing a conceptual EAI adoption model and also presents a taxonomy of the IT innovation adoption process. This taxonomy is an eight‐stage adoption process based on studying 11 IT adoption models. Simply acquiring or adopting a technology is not sufficient – in order to obtain the anticipated benefits, IT must be deployed and used appropriately by the organisation and its intended users. However, this taxonomy would further assist in identifying factors affecting IT innovation adoption at each stage of the adoption process.

Originality/value

The proposed conceptual IT innovation adoption model is a contribution to theory. This model presents a detailed list of factors that impact IT adoption in government sector organisations. The author conjectures that each factor within this model signifies its importance and must be considered by organisations while adopting innovation (technology). The taxonomy of the IT innovation adoption process is another contribution. This taxonomy is developed by studying 11 IT adoption models as presented in this paper. This taxonomy identifies the pre‐adoption and post‐adoption stages of an adoption process. Further in this taxonomy, the author identifies stages where the organisation is impacted, i.e. the pre‐adoption stage and post‐adoption, where individual adopters are impacted.

Abstract

Purpose

Based on structural embeddedness theory and resource dependence theory, this research aims to examine the mediation role of information sharing in the relationship between deendency structures and electronic supply chain management system (eSCM) adoption and a firm's intention to adopt eSCMs.

Design/methodology/approach

A survey questionnaire was undertaken from 212 companies based in Mainland China. Three-stage least squares (3SLS) regression was employed to test the research model.

Findings

The results from 3SLS regressions showed that the effect of interdependence on eSCM adoption intention is fully mediated through information sharing when relationship duration is either below or about the mean. Interdependence and dependence disadvantage was shown to have significant positive effects on eSCM adoption while the effect of dependence advantage was statistically insignificant. Relationship duration was found to negatively moderate the relationship between information sharing and adoption intention.

Originality/value

Through investigating factors of inter-organizational relationships, this study fills the knowledge gap in the traditional paradigms which ignore the collaborative nature of eSCM and analyse related problems based on a single firm's point of view.

Abstract

Purpose

The purpose of this paper is to examine whether the level of logistics information systems (LIS) adoption in manufacturing companies is influenced by organizational profile variables, such as the company's size, the nature of its operations and their subsectors.

Design/methodology/approach

A review of the mainstream literature on LIS was carried out to identify the factors influencing the adoption of such information systems and also some research gaps. The empirical study's strategy is based on a survey research in Brazilian manufacturing firms from the capital goods industry. Data collected were analyzed through Kruskall‐Wallis and Mann Whitney's non‐parametric tests.

Findings

The analysis indicates that characteristics such as the size of companies and the nature of their operations influence the levels of LIS adoption, whilst comparisons regarding the subsectors appeared to be of little influence.

Originality/value

This is the first known study to examine the influence of organizational profiles such as size, nature of operations and subsector on the level of LIS adoption in manufacturing companies. Moreover, it is unique in portraying the Brazilian scenario on this topic and addressing the adoption of seven types of LIS in a single study.

Abstract

Purpose

The purpose of this paper is to contribute to the discussion on enterprise resource planning (ERP) system adoption by investigating the relationship of enterprise size to the objectives and constraints of ERP adoption.

Design/methodology/approach

In the paper, survey data, based on the responses of 44 companies, are analyzed, by dividing the companies into small, medium‐sized, and large enterprises; and comparing these groups, using statistical methods.

Findings

The paper finds significant differences exist between small, medium‐sized and large enterprises regarding the objectives and constraints of ERP system adoption. While small enterprises experience more knowledge constraints, large enterprises are challenged by the changes imposed by ERP adoption. Further, large and medium‐sized enterprises are more outward‐oriented in ERP adoption than small enterprises. Business development, as opposed to mere efficiency improvement, while being the most prevalent objective for ERP adoption in all the company groups, is considered especially important by medium‐sized enterprises. Finally, the findings suggest that, instead of considering small and medium‐sized enterprises as one homogeneous group of smaller enterprises, differences between these two groups of companies should be acknowledged in information system adoption.

Research limitations/implications

The paper shows that the Finnish context and the sample size should be taken into consideration when generalizing the findings.

Practical implications

The paper points out the differences in objectives and constraints between companies of different sizes that should be acknowledged in ERP adoption.

Originality/value

Instead of resorting to the customary approach of considering small and medium‐sized enterprises as a homogeneous group of smaller enterprises, this study acknowledges the differences between these two groups of companies.

Abstract

Purpose

This paper aims to propose an extended version of systems development life cycle (SDLC) based on critical systems thinking for information system (IS) adoption in an organizational context from a management perspective.

Design/methodology/approach

The model integrates traditional SDLC with the ongoing process of “phase‐stakeholders‐identification” or “pha‐stak‐ification”. The emerging systemic stakeholder networks is proposed to be applied with network mechanisms to influence stakeholders' attitudes towards IS adoption. The authors, considering IS adoption as a multi‐phase innovation project, argue that boundary considerations using a multiple stakeholder perspective (boundary critique) provides an alternative focus for IS adoption.

Findings

The study suggests that the proposed model has the capacity to serve as a roadmap for a smooth IS adoption by facilitating organizational learning and change.

Research limitations/implications

The study has not been tested empirically.

Originality/value

Successful IS implementation improves organizational efficiency and creates competitive advantage. Established information technology adoption models like technology acceptance model and theory of reasoned action consider technology adoption from the users' viewpoint without taking a holistic perspective into account. This article takes a systems perspective to technology development and the systems development life cycle.

Abstract

Purpose

The purpose of this paper is to identify reasons for the enterprise systems adoption, their relevance to the Indian organizations and their relationship with industry and size among the Indian organizations.

Design/methodology/approach

Through the content analysis of 12 research papers reasons of enterprise systems adoption have been identified. With the resultant framework of variables, 288 Indian cases have been scanned to identify and contrast adoption reasons in India with other countries. Also through χ2 test their associations have been studied with respect to industry and size among Indian organizations.

Findings

All the adoption reasons are present in Indian organizations. All the adoption reasons are indifferent to the industry of organization. Similarly it is found that all the adoption reasons but one is indifferent to the size of organization. Only organizational change is found to be significantly related with the size.

Research limitations/implications

The scope of study is limited to the Indian organizations that have implemented enterprise systems software. All the manifest variables have been marked with only two values 0 for absence and 1 for presence while omitting the information on relative strength. There is potential possibility of bias toward ES implementation benefits and relative comfort in implementing the target vendor's product. This research has utilized secondary data that might not have been created to address the current problem therefore may be limited in relevancy and accuracy.

Practical implications

Adoption motivations are a good starting point to see the need for the ES. Occurrences of adoption motivations advocate the change in the application infrastructure. Following 12 motivations for the adoption of ES have been identified in the literature review. Moreover they have not varied much with respect to the size and industry of the organizations. However, some factors are showing stronger presence in Indian context than the global counterparts and some are showing weaker presence.

Originality/value

Content analysis of the literature review has resulted in 12 reasons for the enterprise systems adoption after three iterations. These variables have been explained with the help of literature. Second, component of this research studies the relationship of these variables with industry and size among Indian organizations. It is established that enterprise systems are being adopted globally for the identical reasons. These reasons are also almost uniform with respect to industry and size of the Indian organizations.

Abstract

Purpose

Public sector organisations in the developing world contexts have hugely invested in procuring information management systems such as the electronic document and records management system (EDRMS). The procurement and implementation of these systems come at a huge cost to taxpayers. Unfortunately, most of these systems remain white elephants due to reluctance by the anticipated users to adopt and use them in their information management endeavours. This study aims to understand Action Officers’ perceptions of, adoption and/or usage of the document workflow management system (DWMS) at the Ministry of Trade and Industry in Botswana. The DWMS is one type of EDRMS.

Design/methodology/approach

The survey uses a questionnaire distributed in Gaborone, Botswana to gather data on the perceptions of anticipated users of the DWMS. The study used a modified form of UTAUT as a theoretical lens to explore user’s perception on the adoption and use of DWMS at the Ministry of Trade and Industry, Botswana. The population of the study was 68. A total of 53 (86.89 per cent) out of 61 users of DWMS were purposively sampled and responded to the questionnaire. The rest took part in interviews.

Findings

Negative attitudes to computers, computer anxiety, the complexity of DWMS and its incompatibility to current working practices influences Action and Records Officers’ unwillingness to adopt and use the DWMS.

Research limitations/implications

This study was limited to the Ministry of Trade and Industry (MTI)’s Department of Corporate Services, so its findings cannot be statistically generalized to the MTI as a whole. Another limitation relates to the secretive nature of staff in some government departments which lead them to provide partial information related to the study. Finally, the additional technology adoption factors discovered from interviews (i.e. computer anxiety, incompatibility of DWMS to current work practices, negative attitudes to system use and complexity of the system) have not been empirically tested to ascertain their validity. This provides an opportunity for a future study to empirically test the said additional factors.

Practical implications

To mitigate the lower DWMS adoption and usage, robust change management and communication were identified as some of the critical factors that should be considered. The identified factors may be used in drafting a model to aid the implementation of DWMS in Botswana or in a contextually similar environment in the developing world.

Originality/value

This study provides empirical evidence from an original study.

Since 2007, the cloud computing term had been introduced to the information technology (IT) dictionary. The theme is attracting growing interest from both the IT world and the business players, who need to enhance information systems agility, reduced costs, or even less dependence on internal IT teams when they are judged too slow. However, the fact that cloud computing, as presented by providers, increases the agility, is unclear. Business Managers; IT professional, and academics are querying about relationship between cloud computing and IT agility. This chapter aims to answer two major concerns: Factors that influence cloud computing adoption in medium and large organizations, and the cloud computing role to improve the agility of information systems. This chapter argues that cloud computing impacts Information System (IS) performance by organizational capabilities (agility). One of the primary motivations of this chapter is the lack of fieldwork when considering how cloud computing improves the information systems’ agility.

Abstract

Purpose

This study investigates the psychological adoption of technology in relation to employees' mental beliefs about using technology in their workplace, because it is necessary to investigate the direct and indirect effects of information systems (IS) on employees' work-related results that underpin creativity and engagement.

Design/methodology/approach

Using a cross-sectional design, data were collected from 153 human resource (HR) employees who used human resource information systems (HRIS) in small- and medium-sized enterprises (SMEs) in Malaysia.

Findings

The results show that effective acceptance and adoption of an HRIS enables HR employees and management in SMEs to be creative, balanced and engaged. Facilitating conditions and task-technology fit positively affect the behavioral intention to accept and adopt an HRIS. Additionally, organizational citizenship behavior moderates the relationship between the behavioral intention to accept and adopt an HRIS and employee creativity.

Originality/value

This study significantly advances the fields of human resource management and IS by elucidating the factors influencing employees' adoption of technology. In an effort to address a research gap in existing research, it introduces a unified theory of acceptance and use of technology, which precedes the psychological adoption process by individuals. Furthermore, it offers both empirical and theoretical insights into the interplay between technology adoption factors and their subsequent impact on work-related outcomes.
