Abstract

Purpose

The paper aims to explore the value of various notions of precarity for the study of information practices and for addressing inequities and marginalization from an information standpoint.

Design/methodology/approach

Several interrelated conceptualizations of precarity and associated terms from outside of library and information science (LIS) are presented. LIS studies involving precarity and related topics, including various situations of insecurity, instability, migration and transition, are then discussed. In that context, new approaches to information precarity and new directions for information practices research are explored.

Findings

Studies that draw from holistic characterizations of precarity, especially those engaging with theories from beyond the field, are quite limited in LIS research. Broader understandings of precarity in information contexts may contribute to greater engagement with political and economic considerations and to development of non-individualistic responses and services.

Originality/value

The presentation of a framework for an initial model of information precarity and the expansion of connections between existing LIS research and concepts of precarity from other fields suggest a new lens for further addressing inequities, marginalization and precarious life in LIS research.

Abstract

According to the United Nations High Commissioner for Refugees, the world is experiencing the greatest refugee crisis in recorded history alongside increasingly restrictive limits on asylum seekers and refugees. In 2020, the US administration established a ceiling for refugees of 18,000 people, the lowest number on record, and only 11,814 refugees were admitted to the United States. The Biden administration has expressed commitments to building a coherent asylum and refugee system and quickly reversing recent detrimental policies. But the administration has cautioned how quickly change might occur, given how “agencies and processes…have been so gutted.”1

2016 to 2020 included an overwhelming series of changes to laws and policies affecting asylum seekers, often with little documented planning or communication, wreaking severe effects on conditions for asylum seekers at the US–Mexico border. These changes had significant consequences for human rights, most notably the linchpin right of access to information. At the US–Mexico border, must the right “to seek, receive and impart information” be fulfilled in order to fulfill the right to asylum?

While information professionals are not expected to be experts in law, they are experts in understanding the link between access to information and the realization of justice and human rights. This chapter investigates the role of the information professional in the fulfillment of the right to asylum, particularly in the context of contemporary asylum seekers at the US–Mexico border, volatile information landscapes, and the legal and historical framework in the United States for seeking asylum.

Abstract

Purpose

Skilled, well-educated African immigrants arrive in Canada with aspirations for more opportunities and a better life, but too often end up with few employment options and precarious jobs. The purpose of this paper is to investigate the experiences of African immigrants attempting to locate suitable, well-compensated employment in Canada. More specifically, this paper reveals how long-standing information poverty frameworks from the field of information behavior are inadequate for understanding intersectional and broader socio-cultural forces influence access to information and employment precarity among African immigrants.

Design/methodology/approach

Data were collected through semi-structured interviews with twenty-five African immigrants in Metro Vancouver. Qualitative content analysis was used to explore participants' employment information seeking and perceptions of information availability using Britz's information poverty framework.

Findings

Participants encountered a range of difficulties when seeking information related to employment, including content, process and identity-related challenges, in alignment with Britz's framework. However, the framework did not fully encompass their information seeking experiences. Limited access to relevant information impacted participants' ability to make timely career decisions, and there was evidence of information inequity resulting from a mismatch between information provision and participants' multifaceted identities.

Originality/value

This research applied Britz's information poverty approaches and provided a map of participants' responses to information seeking challenges. Participants did not fit into the category of information poor as defined by Britz. The findings suggest that the discourse on information poverty would benefit from considerations of the diverse backgrounds of information seekers and the incorporation of cultural dimensions to understandings of information access, information poverty and technology use for information seeking.

Abstract

Purpose

This paper examines how bonded design (BD), a participatory design methodology, was influenced by the transition to working in a virtual environment necessitated by the coronavirus disease 2019 (COVID-19) pandemic.

Design/methodology/approach

Abiding by the participatory design tenets of creativity, learning-by-doing and mutual learning, the BD methodology was created for the specific purpose of fostering meaningful communication and interaction between two disparate groups. Previous iterations of BD are discussed, including its naissance with intergenerational teams, its adaptation to provide a framework for a university-wide initiative, the Faculty Information Technology (IT) Liaison Program that brought together faculty members and IT professional staff, and its current use in helping public librarians to develop with older adults, targeted library programming and services.

Findings

Analysis of the findings from the assessment of the BD methodology in different physical contexts demonstrates that the flexibility in the makeup and order of design techniques (discussion, evaluation, brainstorming, prototyping, consensus-building) makes BD potentially adaptable to online spaces. Recommendations for implementing the BD methodology online are outlined. It is argued that BD’s adaptability makes it an ideal method for creating meaningful and productive collaborations within both physical and virtual environments.

Originality/value

The proposed iteration of the BD methodology responds to a need for innovative practices to foster collaborative work in a virtual environment. BD is a unique, inclusive and cost-effective methodology to encourage meaningful interaction and communication between disparate groups in physical or online contexts.

Abstract

Purpose

The purpose of this paper is to introduce and examine algorithmic culture and consider the implications of algorithms for information literacy practice. The questions for information literacy scholars and educators are how can one understand the impact of algorithms on agency and performativity, and how can one address and plan for it in their educational and instructional practices?

Design/methodology/approach

In this study, algorithmic culture and implications for information literacy are conceptualised from a sociocultural perspective.

Findings

To understand the multiplicity and entanglement of algorithmic culture in everyday lives requires information literacy practice that encourages deeper examination of the relationship among the epistemic views, practical usages and performative consequences of algorithmic culture. Without trying to conflate the role of the information sciences, this approach opens new avenues of research, teaching and more focused attention on information literacy as a sustainable practice.

Originality/value

The concept of algorithmic culture is introduced and explored in relation to information literacy and its literacies.

Purpose

Social media platforms, along with networked devices and applications, enable their user base to produce, access and circulate large volumes of data. On the one hand, this development contains an empowering potential for users, who can make otherwise obscured aspects of social life visible, and coordinate social action in accordance. Yet the preceding activities in turn render these users visible to governments as well as the multinational companies that operate these services. Between these two visions lie more nuanced accounts of individuals coordinating via social data for reactionary purposes, as well as policing and intelligence agencies struggling with the affordances of big data.

Design/methodology/approach

This chapter considers how individual users as well as police agencies respectively actualise the supposedly revolutionary and repressive potentials associated with big data. It briefly considers the broader social context in which ‘big data’ is situated, which includes the hardware, software, individuals and cultural values that render big data meaningful and useful. Then, in contrast to polarising visions of the social impact of big data, it considers two sets of practices that speak to a more ambivalent potentiality. First, recent examples suggest a kind of crowd-sourced vigilantism, where individuals rely on ubiquitous data and devices in order to reproduce law and order politics. Second, police agencies in various branches of European governments report a sense of obligation to turn to social data as a source of intelligence and evidence, yet attempts to do so are complicated by both practical and procedural challenges. A combination of case studies and in-depth interviews offers a grounded understanding of big data in practice, in contrast to commonly held visions of these technologies.

Findings

First, big data is only ever meaningful in use. While they may be contained in databases in remote locations, big data do not exist in a social vacuum. Their impact cannot be fully understood in the context of newly assembled configurations or ‘game-changing’ discourses. Instead, they are only knowable in the context of existing practices. These practices can initially be the sole remit of public discourse shaped by journalists, tech-evangelists and even academics. Yet embodied individual and institutional practices also emerge, and this may contradict or at least complicate discursive assertions. Secondly, the range of devices and practices that make up big data are engaged in a bilateral relation with these practices. They may be a platform to further reproduce relations of information exchange and power relations. Yet they may also reconfigure these relations.

Research limitations/implications

This research is limited to a sample of respondents based in the European Union, and based at a particular stage of big data and social media monitoring uptake. Subsequent research should look at how this uptake is occurring elsewhere, along with the medium to long-term implications of big data monitoring. Finally, subsequent research should consider how citizens and other social actors are coping with these emerging practices.

Originality/value

This chapter considers practices associated with big data monitoring and draws from cross-national empirical data. It stands in contrast to overly optimistic as well as well as totalising accounts of the social costs and consequences of big data. For these reasons, this chapter will be of value to scholars in internet studies, as well as privacy advocates and policymakers who are responsive to big data developments.

Abstract

Purpose

The authors explore the entanglement of smartphone technology and power in this paper. This paper explores the following question: In what ways does the actualization of smartphone affordances result in empowering outcomes (i.e. increase or reduce oppression) in the daily lives of refugees? Leveraging both affordance and feminist theories, the authors develop a hybrid lens bringing attention to the contextualized relationship between social process goals and affordances for sociality, upon which the authors introduce the notion of “goal-affordance interrelations”. The authors then trace how the actualization of these interrelations increases or reduces oppression.

Design/methodology/approach

Using an abductive approach, the authors analyze 32 semi-structured interview transcriptions conducted with Syrian refugees in Lebanon.

Findings

The analysis in this study reveals four categories of social process goals (meet financial needs, satisfy security needs, communicate and learn and maintain pre-existing social ties) that are intimate components of contextually meaningful affordances. When actualized, the goal–affordance interrelations fundamentally shape refugee experiences of power outcomes. The findings suggest forms of empowerment where powerlessness, marginalization, violence and exploitation are perceived to be reduced. Actualization outcomes are also found to increase perceived oppression. Additionally, the findings reveal that not all interrelations are actualized, such that the anticipation of an oppressive power outcome may limit the actualization of affordances for sociality.

Originality/value

This research raises considerations concerning technology and oppression, and that efforts to empower refugees through technology should critically question whether the lived experiences of oppression will be reduced. The findings of this study reveal various forms of less empowering (i.e. oppressive) outcomes for the refugees sampled, they also point to the potential politicization of the actualization of goal–affordance interrelations.

Abstract

Purpose

This review and theoretical analysis paper aims to bring together literatures of place, mobility, refugees and mental health to problematise the ways in which social support is practised on the ground and to rethink its possibilities.

Design/methodology/approach

This paper draws on an interdisciplinary understanding of social support that focusses on the social networks and significant and intimate relationships that mitigate negative mental health and well-being outcomes. The authors explore the dialectic relationship between place and mobility in refugee experiences of social support.

Findings

The authors argue that, in an Euro-American context, practices of social support have historically been predicated on the idea of people-in-place. The figure of the refugee challenges the notion of a settled person in need of support and suggests that people are both in place and in motion at the same time. Conversely, attending to refugees’ biographies, lived experiences and everyday lives suggests that places and encounters of social support are varied and go beyond institutional spaces.

Research limitations/implications

The authors explore this dialectic of personhood as both in place and in motion and its implications for the theorisation, research and design of systems of social support for refugees.

Originality/value

This paper surfaces the dialectics of place and mobility for supporting refugee mental health from an interdisciplinary perspective.
