Abstract

Purpose

The concept of information is central to several fields of research and professional practice. So many definitions have been put forward that complete inventory is unachievable while authors have failed to reach a consensus. In the face of the present impasse, innovative proposals could rouse information theorists to action, but literature surveys tend to emphasize the common traits of definitions. Reviewers are inclined to iron out originality in information models; thus the purpose of this paper is to discover the creativity of authors attempting to define the concept of information and to stimulate the progress of studies in this field.

Design/methodology/approach

Because the present inquiry could be influenced and distorted by personal criteria and opinions, the authors have adopted precise criteria and guidelines. It could be said the present approach approximates a statistical methodology.

Findings

The findings of this paper include (1) The authors found 32 original definitions of information which sometimes current surveys have overlooked. (2) The authors found a relation between information theories and advances in information technology. (3) Overall, the authors found that researchers take account of a wide variety of perspectives yet overlook the notion of information as used by computing practitioners such as electronic engineers and software developers.

Research limitations/implications

The authors comment on some limitations of the procedure that was followed. Results 1 and 3 open up new possibilities for theoretical research in the information domain.

Originality/value

This is an attempt to conduct a bibliographical inquiry driven by objective and scientific criteria; its value lies in the fact that final report has not been influenced by personal choice or arbitrary viewpoints.

Abstract

Part II contrasts the views of materiality in the Conceptual Frameworks of the IASB, FASB, IPSAS, and other framework such as the Integrated Reporting. In particular, it analyzes at what level and how differently that concept interacts with the qualitative characteristics of financial information in each of those frameworks. It looks at its pervasiveness and entity specificity, the interlock with the concept of relevance, reliability and faithful representation, completeness, understandability, neutrality, and drills down to the link to recognition.

This part then compares the definitions of materiality in different standards and contexts, to then draw a taxonomy of materiality and its attributes, such as the subject matter, thecontext of assessment, the addressees, the assessor, and the materiality test. A large part of the analysis involves the comparison between legal definitions of materiality and characterizations in the accounting, financial, and larger management contexts.

Abstract

Purpose

The purpose of this paper is to focus on the development of definitional standards for research information as a wicked problem. A central solution strategy for such problems, increasing transparency by argumentation visualisation, is being evaluated.

Design/methodology/approach

Qualitative formal content analysis is used in order to examine whether the process of definition standardisation in the project can be characterised as a wicked problem. Action Research is used to assess the effect of argumentation visualisation in the project.

Findings

The results of the content analysis confirm the interpretation of the standardisation process as a wicked problem. The implementation of argumentation visualisation shows to increase the meetings’ focus and effectiveness.

Research limitations/implications

The relationship between information exchange, transparency and acceptance of the development result should be addressed in future empirical analyses. Visualisation solutions require further development in order to accommodate needs of the stakeholders.

Practical implications

Argumentation visualisation is of high value for finding a consensus for definitional standards and should be considered for managing and exchanging information.

Originality/value

Applying solution strategies from design research on wicked problems to large-scale standardisation efforts opens up new possibilities for not only handling such projects but also providing new avenues of research for both the design and research information communities.

Abstract

Purpose

This paper aims to report on a study that aimed at analyzing the relationships between information security and records management (RM), both as programs/functions established in organizations. Similar studies were not found in relevant literature.

Design/methodology/approach

The study used the classic grounded theory methodology. Pursuing the general curiosity about the information security-RM relationship in organizations, the study selected the United States (US) Federal Government as its field of entrance and followed the process of the classic grounded theory methodology that starts from the letting of the emergence of the research question to the formulation of a substantive theory that answered the question.

Findings

On the emergent question that why, despite the legislative establishment of agency RM programs and the use of the term records in their work, the US Federal Government information security community considered RM a candidate for deletion (CFD), the study coded the truncated application of the encompassing definition of records as the underlying reason. By this code, along with its three properties, i.e. limitations by the seemingly more encompassing coverage of information, insufficient legislative/regulatory support and the use of the terms of evidence and preservation in the records definition, the CFD consideration and the associated phenomena of unsound legislative/regulatory conceptualization, information shadow, information ignorance and archival shadow were explained.

Research limitations/implications

The study results suggested the data for subsequent theoretical sampling to be the operational situations of individual agency RM programs.

Practical implications

The rationale presented in the study regarding the encompassing nature of records and the comprehensive scope of RM program can be used for building strong RM business cases.

Originality/value

The study appears to be the first of its kind, which examined the RM–information security relationship in a very detailed setting.

Purpose

Current research methodologies in the field of information science employ induction or deduction, ignoring the third fundamental mode of cognition, retroduction. This paper seeks to introduce the Retroductive Recognition of Absence (RRA) methodology that expands inquiry from its current inductive and deductive bases to include the intuition‐based retroduction/abduction of Charles Sanders Peirce.

Design/methodology/approach

In brief, RRA consists of an iterative performance, of its nine‐step heuristic, with each iteration narrowing the scope of the research, while increasing the depth of examination. The nine steps are: perceive a phenomenon leading to surprise; perform the fundamental and primary retroduction; synthesize the phenomenon into a hypothesis; bracket intuitive prejudices; immerse in the data; conceptualize; hypothesize; select the hypothesis most efficient to test; and test the hypothesis. The iterations continue until the researcher reaches a hypothesis testable by inductive or deductive methods. This RRA methodology incorporates a “definition heuristic” that defines any previously undefined concept, a heuristic based on Spradley and McCurdy's classification of definitions.

Findings

A study of Compelled Nonuse of Information (CNI) demonstrated the usefulness of RRA in the study of phenomena from an initial “hunch” to a testable hypothesis. As such, the RRA methodology decreases subjectivity and imparts rigor to the study of absent or newly emergent phenomena that have no theoretical basis, no data, and no pre‐existing, coherent body of literature.

Originality/value

This paper presents the philosophy and practice of the RRA methodology and the retroductive philosophical inquiry postulated by Peirce.

Abstract

Purpose

This paper offers a definition of the core of information science, which encompasses most research in the field. The definition provides a unique identity for information science and positions it in the disciplinary universe.

Design/methodology/approach

After motivating the objective, a definition of the core and an explanation of its key aspects are provided. The definition is related to other definitions of information science before controversial discourse aspects are briefly addressed: discipline vs. field, science vs. humanities, library vs. information science and application vs. theory. Interdisciplinarity as an often-assumed foundation of information science is challenged.

Findings

Information science is concerned with how information is manifested across space and time. Information is manifested to facilitate and support the representation, access, documentation and preservation of ideas, activities, or practices, and to enable different types of interactions. Research and professional practice encompass the infrastructures – institutions and technology –and phenomena and practices around manifested information across space and time as its core contribution to the scholarly landscape. Information science collaborates with other disciplines to work on complex information problems that need multi- and interdisciplinary approaches to address them.

Originality/value

The paper argues that new information problems may change the core of the field, but throughout its existence, the discipline has remained quite stable in its central focus, yet proved to be highly adaptive to the tremendous changes in the forms, practices, institutions and technologies around and for manifested information.

Abstract

Taking as its starting point the view that information literacy (IL) and information literacy education (ILE) are essential for national, social and personal development in countries of the less developed world, this chapter looks at how context informs our understanding of the nature and process of IL and ILE in developing countries of the Asian region, with particular attention to Cambodia and Laos. The principal focus is on definitional issues related to cultural contexts. From the literature and from personal experience as IL/ILE trainers in SE Asia, we maintain that extant definitions and understanding of IL are principally North American in origin and focus, or largely based on the North American perception of IL and ILE. It was not until the mid-years of the first decade of this century that we saw formal recognition that IL competencies are being applied within cultural and social contexts, and that cultural factors are affecting information literacy. Our chapter contributes ‘on-the-ground’ support for this understanding. During the course of a series of IL/ILE workshops in Cambodia and Laos, a series of ad hoc focus groups was utilised to test the contextual effects on understandings of information literacy; contextualised definitions, each specific to and slightly different for individual countries, were developed. What emerged from the focus group discussions about IL was a series of definitional nuances highlighting these key points: (1) information literacy in definition and practice must be contextually grounded; (2) knowledge creation as a product of information literacy is both knowledge based and problem focused; (3) the contexts of a society must be understood quite specifically; and may be unique to each society; and (4) information literacy involves a continuum that comes from and at the same time enables new learning related to the contextual aspects of information. Given these points, we confirm that traditional definitions of IL are not particularly robust in the context of less developed Asian countries. Further, we conclude that local understanding of IL results in definitions aligned with the realities of specific societies. This in our view leads to more robust, contextualised information literacy education.

Abstract

Purpose

The development of technologies for the conduct of cyber operations represents an opportunity for states to defend their interests in international relations but also bears risks and challenges. Since the early 2000s, the United Nations “group of governmental experts (GGE) on developments in the field of information and telecommunications in the context of international security” debates on this issue. This paper aims to investigate how states are challenged in the development of international cyber norms and where capacity to act is idle, i.e. to assess how much has been reached in the international community’s debate on cyber threats and malicious behaviors in the international security context and to identify directions to move GGE work further.

Design/methodology/approach

The methodology uses an extensive text-based desk research and relies on a thorough collection, analysis and interpretation of the United Nations (UNs) documents. When specific substantial topics are addressed in the GGE, the content of the debate was confronted with issue-specific academic literature on those matters.

Findings

The results highlight that the GGE managed to gather consensus on a number of cooperation and normative measures in this politically highly sensitive topic and more deliverables are expected during this and next year. The paper identifies a weakness in terms of operational implementation though. The paper proposes a few examples of concrete headways that could complement existing consensus, especially on the implementation side.

Originality/value

Because of its political sensitivity, the GGE has worked with discretion and has attracted little academic attention. This paper is an original and timely attempt to assess the achievements and possible outlook of this endeavor of the international community, including the incipient work of a recently established open-ended working group. It also attempts to connect the subject matter discussed in the UN with related academic literature, including in respect of definitional and conceptual issues.

Abstract

To clarify the subject of a project and indicate its limits, investigators must define for readers their work's key concepts. In most information behaviour research, definition of “information” itself is critical, although it may be difficult to do this immediately, as the researcher may be initially unsure of the nature of the phenomenon of interest. A definition may be evolved retrospectively and informed by data collected. In assembling a definition, the investigator may consider whether to draw a distinction between “knowledge” and “information”, whether information is believed to be of the purely “objective” kind and the purposes for which information is required. A decision also needs to be made on whether the researcher's construct of “information” should be imposed on study participants. Whatever the approaches taken, the definition must be at least partially grounded in widely held assumptions and not inspired solely by the need to control the work's scope.

Abstract

Purpose

The purpose of this paper is to redefine information and other associated library and information science (LIS) concepts and to reformulate the mission of the library and information profession and the problem of LIS using these concepts.

Design/methodology/approach

This study adopts a deductive approach to conceptualization, starting from one given, a priori concept.

Findings

This paper develops a constellation of concepts which offer mutual clarification for each other. Having defined data by drawing on its existing denotations, it defines “information” as the combined product of data and meaning, and “document” as the combined product of information and media; it defines “knowledge” as one type of meaning and “work” as one type of information. It shows that the mission of the library and information profession is to ensure maximum discoverability and accessibility of information, and that LIS is structured into two fields correspondingly, each consisting of three tiers of knowledge: philosophical foundations, theories, and technologies.

Practical implications

The redefinition of basic LIS concepts may have practical implications for LIS curriculum design and for the cultivation of professional identity among LIS students in the all-encompassing I-Schools.

Originality/value

This study has formed a coherent conceptual framework for LIS and has clarified the hitherto rather confusing relationship between data, information, and knowledge, and the rather nebulous structure of LIS problems; it sheds some light on the source of conflicts between the subjective and objective conceptualization of information and questions the prevailing understanding of work as ideas or meanings.
