Abstract

Purpose

The purpose of this paper is to address the problems associated with informatics and analytics projects that are developed in an “organic” manner. As such, this often circumvents formal project management principles and practices. The decision to do this is determined by organizational factors; however, even in an informal environment, ensuring that adequate disaster recovery and business continuity plans are in place for all mission-critical applications is vital to ensure the long-term survival prospects of an organization in the event of a disaster.

Design/methodology/approach

By adapting the principles and techniques of traditional disaster recovery and business continuity planning, an informatician can develop plans that integrate the requirements of their projects into a larger, organization-wide plan to recover from incidents and ensure continuity of business operations.

Findings

The use of disaster recovery planning and business continuity planning can help ensure the long-term viability of informatics and analytics projects within an organization.

Originality/value

Most business continuity planning is focused on projects that are formally developed and relatively large in scale. This paper applies these principles and practices to informatics and analytics projects that are developed informally and managed casually. Thorough an example, the point that more traditional disaster recovery and continuity practices can and should be applied in this less-formal environment is demonstrated.

Abstract

Purpose

The dynamic nature and complexity of construction projects make it challenging to ensure that the engineer-to-order (ETO) materials supplied onsite match changing needs. The quick and efficient communication of required changes in material fabrication, delivery and use, due to changes in the design and construction schedules, is needed to address the challenges. This study aims to provide a novel integrated management framework with its embedded informatics to help major stakeholders efficiently absorb agility during communication to deal with required changes and improve workflows.

Design/methodology/approach

An integrated management framework is developed that integrates the milestones in look-ahead plans and structured iterative processes for major supply chain stakeholders to quickly disseminate information emanating from changes in design, schedules, production and transportation. A prototype system is devised including the informatics to support the framework, which consists of BIM-RFID functional modules and a central database and uses a client-server architecture. The usefulness of the prototype is illustrated using a construction of part of a fictive but realistic high-rise building.

Findings

The integrated management framework with the informatics provides major stakeholders with the ability to coordinate their activities efficiently and stimulate their agility (measured by process time) in planning and controlling material information. Although only a fictive example was used, it is shown that the use of the system is likely to result in a substantial reduction in the time required to deal with required changes when delivering ETO materials onsite (by 18% in the example).

Research limitations/implications

The functionalities of the prototype system can be easily scaled up to coordinate changes in the design and scheduling of other types of materials. More functional developments are needed to show the extent of the possible improvement for entire construction projects. Future work should focus on investigating the possible improvements for other types and sizes of construction projects, and eventually in real-world construction projects.

Practical implications

By fitting the look-ahead plans into structured iterative processes through digital data sharing, stakeholders increased their capability to quickly capture required change information and resolve associated problems. This is particularly useful for the management of ETO supply chain processes, where prefabricated elements such as ductwork, plumbing, and mechanical systems typically have to be modified because of last-minute design and schedule changes.

Originality/value

Unlike traditional information technology (IT) based supply chain management practices, this research is characterized by a process-centered management framework that provides explicit decision points over iterative planning processes for major stakeholders to manage material information. The iterations through digital data sharing allow stakeholders to quickly respond to last-minute changes on site, which fundamentally achieves workflow agility in the construction supply chain context.

Abstract

Purpose

The purpose of this paper is to identify the factors that managers have to take into consideration when they implement the strategic information systems planning (SISP) process to develop information systems (IS) in the logistics sector.

Design/methodology/approach

Data were collected using questionnaires to IS executives in Greek small- and medium-sized enterprises (SMEs) of the logistics sector. Factor analysis is performed on the detailed items of the SISP process constructs.

Findings

The results of this paper indicate that IS executives do not focus on defining goals, which will be used to improve the operations of the supply chain for the IS development. Both IS executives and managers from the logistics department of each organization should participate in the process of information technology (IT) strategy formulation and implementation. Executives from the logistics department of each organization should be aware of implementing environmental and organizational analysis with greater meticulousness, to identify IT opportunities and apply IT strategy with greater agility rather than now.

Practical implications

A strategic planning process for IS development in the logistics sector is required to achieve the consistently IS planning objectives. This is an important challenge for executives in SMEs who do not concentrate on implementing a strategic planning process for IS development.

Originality/value

This paper examines the factors that influence the strategic development of IS in the logistics sector and improve the effectiveness of decision-making regarding the supply chain’s operation.

Abstract

Purpose

This paper aims to examine the role a recordkeeping informatics approach can play in understanding and addressing these challenges. In 2011, the Wind Tunnel located at the Defence Science Technology Organisation (DTSO)’s Fisherman’s Bend site in Melbourne and managed by the Flight Systems Branch (FSB) celebrated its 70th anniversary. While cause for celebration, it also raised concerns for DSTO aeronautical scientists and engineers as to capacities to effectively and efficiently manage the data legacy of such an important research facility for the next 70 years, given increased technological, organisational and collaboration complexities.

Design/methodology/approach

This paper will detail how, through a collaborative action research project, the twin pillars of continuum thinking and recordkeeping metadata and the three facets of organisational culture, business process analysis and archival access, were used to examine the data, information, records and knowledge management challenges in this research data context. It will discuss how this perspective, was presented, engaged with and evolved into a set of strategies for the sustained development of FSB’s data, information and records management infrastructure, along with what is learnt about the approach through the action research process.

Findings

The project found that stressing the underlying principles of recordkeeping, applied to information resources of all kinds, resonated with the scientific community of FSB. It identified appropriate strategic, policy and process frameworks to better govern information management activities.

Research limitations/implications

The utility of a recordkeeping informatics approach to unpack, explore and develop strategies in technically and organisationally complex recordkeeping environment is demonstrated, along with the kinds of professional collaboration required to tackle research data challenges.

Practical implications

In embracing technical and organisational complexity, the project has provided FSB with a strategic framework for the development of their information architecture so that it is both responsive to local needs, and consistent with broader DSTO requirements.

Originality/value

This paper further develops recordkeeping informatics as an emerging approach for tackling the recordkeeping challenges of our era in relation to maintaining and sustaining the evidential authenticity, integrity and reliability of big complex research data sets.

Abstract

Small architectural firms (those that employ less than six people) account for an estimated 4525 or 74% of the total number of practices in the UK (RIBA, 2000), and market research has shown that there is a poor uptake of existing project specification information technologies in this sector. We present the results of an analysis of the ways that small practices currently create, manage and communicate project specification information and an overview of our research into new models to support these processes. The research has focused on the creation and population of appropriate, re‐usable information models and we describe these in the context of other modelling initiatives in the Architecture, Engineering and Construction (AEC) industry. The research has resulted in the definition of a large pool of domain specific data objects, which have the potential to provide a generic information resource for the industry. The Architectural Informatics Group, in conjunction with the National Building Specification (NBS), have implemented the results of this research through the development of a new commercial software tool for use in small design practices in the UK.

Abstract

Purpose

The purpose of this paper is to address the problem of scheduling under uncertainty in construction projects. The existing methods for determining a project schedule are based on assumption of complete knowledge of project parameters; but in reality there is uncertainty in construction projects, deriving from a multitude of context‐dependent sources and often provided as outcome of a risk analysis process. Thus, classical deterministic analysis might provide a schedule which is not sufficiently protected against possible disruptions.

Design/methodology/approach

A quantitative methodology is developed for planning construction projects under uncertainty aimed at determining a reliable resource feasible project schedule by taking into account the available probabilistic information to produce solutions that are less sensitive to perturbations that occur on line. The methodology relies on a computer‐supported system that allows to identify, analyze and quantify the schedule reliability and the impact of possible disruptions on the duration of the project.

Findings

It is found that the proposed methodology can exploit more information about the uncertain parameters than the commonly‐used deterministic method, and it provides an improved understanding of the schedule reliability in presence of uncertainty. The schedule generated with a classical deterministic method sets a completely unrealistic planned project delivery date of about 1,250 days, with a probability around 50 per cent to be exceeded. This behavior can be very unsatisfactory for construction projects for which high penalties are usually associated to heavy due date violations.

Originality/value

This paper presents an approach for robust scheduling of construction project problem under uncertainty. We provide a tool able to support managers in developing a workable and realistic project schedule to be used as a guideline for project control and monitoring.

Purpose

The purpose of this paper is to discuss the creation and sharing of information by Bangladeshi women participants in a community informatics project and to assess to what extent the information provided to them meets their short and longer-term needs.

Design/methodology/approach

The analysis is based on data collected during a workshop with village women in Dhaka and focus group discussions in rural Bangladesh in March and April 2019. The information continuum model is used as a framework to analyse the data.

Findings

The study shows that the women document their learning and share it with their families and communities and that they are very conscious of the importance of keeping analogue back-ups of the information provided to them in digital format. They use notebooks to write down information that they find useful and they copy information provided to them on brown paper sheets hung in the village community houses.

Practical implications

This paper raises questions about how information is communicated to village women, organised and integrated in a community informatics project, and more generally about the suitability and sustainability of providing information in digital formats in a developing country.

Originality/value

The paper shows how village women participants in a community informatics project in Bangladesh took the initiative to create and preserve the information that was useful to them in analogue formats to remedy the limitations of the digital formats and to keep the information accessible in the longer term.

Abstract

Purpose

The main objective of the study is to identify the vulnerable areas for river‐line and flash flood hazard and its mitigation through GIS Database Management System (DBMS) of geo‐hydrometeorological parameters. The Dabka watershed constitutes a part of the Kosi Basin in the Lesser Himalaya, India in district Nainital has been selected for the case illustration.

Design/methodology/approach

The Dabka DBMS is constituted of three GIS (Geographic Information System) modules, i.e. geo‐informatics (consists of geomorphology, soils, geology and land use pattern, slope analysis, drainage density and drainage frequency), weather informatics (consists of daily, monthly and annual weather data about temperature, rainfall, humidity and evaporation) and hydro‐informatics (consist of runoff, sediment delivery, and denudation). The geo‐informatics and weather informatics modules carried out by comprehensive field work and GIS mapping than both modules used to carry out hydro‐informatics module. Through the integration and superimposing of spatial data and attribute data with their GIS layers of all these modules prepared Flood Hazard Index (FHI) to identify the level of vulnerability for flood hazards and their socio‐economic and environmental risks.

Findings

The results suggest that geo‐environmentally most stressed areas of barren land (i.e. river‐beds, flood plain, denudational hills, sites of debris flow, gullies, landslide prone areas etc.) have extreme vulnerability for flood hazard due to high rate of runoff, sediment load delivery and denudation during rainy season (i.e. respectively 84.56 l/s/km2, 78.60 t/km2 and 1.21 mm/year) whereas in geo‐environmentally least stressed dense forest areas (i.e. oak, pine and mixed forests) have low vulnerability due to low rate of stream runoff, sediment load delivery and denudation (i.e. respectively 20.67 l/s/km2, 19.50 t/km2 and 0.20 mm/year). The other frazzled geo‐environment which also found high vulnerable for flood hazard and their risks is agricultural land areas due to high rate of stream runoff, sediment load delivery and denudation rates (i.e. respectively 53.15 l/s/km2, 90.00 t/km2 and 0.92 mm/year).

Research limitations/implications

For hydro‐informatics module it is quite difficult to monitor water and sediment discharge data from each and every stream of the Himalayan terrain due the steep and rugged topography. It requires strategic planning and trained man power as well as sufficient funds; therefore representative micro‐watershed approach of varied ecosystem followed for a three years (2006‐2008) period.

Practical implications

The study will have great scientific relevance in the field of river‐line flood and flash flood hazard and its socio‐economic and environmental risks prevention and management in Himalaya and other mountainous terrain of the world.

Originality/value

This study generated primary data on hydro‐informatics and weather informatics to integrate with geo‐informatics data for flood hazard assessment and mitigation as constitutes a part of multidisciplinary project, Department of Science and Technology (D.S.T.) Government of India.
