Abstract

The term ‘informatics’ was first advanced formally by the Director of VINITI, A. I. Mikhailov, and his colleagues A. I. Chernyi and R. S. Gilyarevskii, in their paper Informatics—new name for the theory of Scientific Information published at the end of 1966. An English translation was circularized in the beginning of 1967. As the authors state in this paper, they are not the first to use this term, and they quote a review by Professor J. G. Dorfmann of their own book Fundamentals of Scientific Information in which Dorfmann criticizes the use of other terminology, such as ‘documentation’, ‘documentalistics’, ‘information science’, and so on. Although the authors do not object to the use of the word ‘Documentation’ in the name of the International Federation for Documentation, nevertheless they claim that this term has not found application in the USSR and indeed they apologize for spending some time in discussing its suitability as a name for ‘the new scientific discipline which studies the structure and properties of scientific information as well as the regularities of scientific information activity, its theory, history, methods, and organization’. It is clear that the authors have made a thorough survey of the literature, as might be expected, and they argue fairly about the meaning of most of the terms that have at one time or another been advanced to name this ‘new discipline’. Their definition is as stated above but they are careful to add the rider that Informatics docs not investigate the specific content of scientific information, only the structure and properties. In their paper they also advance definitions for ‘information’, ‘scientific information’, ‘scientific information activity’, ‘information officer’, and ‘information scientist’. They have backed up their proposal by changing the title of their own book for its second edition, and the title of the information science fascicule of the Referativnyi Zhurnal, which is now called Informatiki.

Abstract

Purpose

The purpose of this paper is to trace how the relationship between city governments and citizens has developed over time with the introduction of urban informatics and smart city technology.

Design/methodology/approach

The argument presented in the paper is backed up by a critical review approach based on a transdisciplinary assessment of social, spatial and technical research domains.

Findings

Smart cities using urban informatics can be categorised into four classes of maturity or development phases depending on the qualities of their relationship with their citizenry. The paper discusses the evolution of this maturity scale from people as residents, consumers, participants, to co-creators.

Originality/value

The paper’s contribution has practical implications for cities wanting to take advantage of urban informatics and smart city technology. First, recognising that technology is a means to an end requires cities to avoid technocratic solutions and employ participatory methodologies of urban informatics. Second, the most challenging part of unpacking city complexities is not about urban data but about a cultural shift in policy and governance style towards collaborative citymaking. The paper suggests reframing the design notion of usability towards “citizen-ability”.

Abstract

Purpose

This paper aims to present a teaching approach to achieve the most personal support for students with different backgrounds and preferences in studying an Informatics course.

Design/methodology/approach

The presented methodology is based on the main principles of flexible and blended learning. The authors considered three main aspects: student’s background, the level of knowledge and the most suitable style of learning. At the beginning of the course, students were randomly divided into reference and test group. The test group students were continuously supported by different tools within an e-learning environment. The learning process for the reference group students was held in a traditional form.

Findings

The success of the experiment presented in this paper is demonstrated by comparing the results of the test group who were taught using the new strategy with the reference group who were taught in a common way. The statistical analysis shows that the test group students had better achievements compared to the reference group.

Research Limitations/implications

This presented study was carried out with non-IT first-year university students from social sciences, economics and technical faculties. Each year the number of students varied from 150 to 300.

Originality/value

Based on developed methodology, the model of individualization of the educational process in an e-environment was created and implemented in the course of Informatics in Tallinn University of Technology.

It is common for libraries to develop Web sites for the provision of access to resources stored on remote systems: the priority of the University of Oslo's Informatics Library, in contrast, is to use Web functionality to place as many as possible of its own services on the desktop of its users. Through a combination of email and Web interfaces with the Library's bibliographic catalogue, classification scheme and housekeeping system, users can search databases, browse indexes, view loan information, display full texts and order documents directly from their Web browser. Other facilities include a clickable floor‐plan, and direct Web access to faculty, university and national OPACs.

Abstract

Looking back over the 1990s, it is easy to see the widespread troubles of many ventures that depended upon advanced IT applications, including business process re‐engineering projects, enterprise systems, knowledge management projects, online distance education courses, and, famously, some of the dot‐com businesses. These “troubles” vary from substantial underperformance (i.e. projects that were much more costly and/or produced much less social or business value than most of the participating IT professionals anticipated) and many outright failures. Many of these “troubles” could have been avoided (or at least ameliorated) if the participating IT professionals had much more reliable and critical understanding of the relationships between IT configurations, socio‐technical interventions, social behavior of other participants in different roles, and the dynamics of organizational and social change. Social informatics is the name of the field that studies and theorizes this topic, and is discussed in more detail in this paper. The key issue addressed in this paper is who will produce social informatics research for IT professionals, and where will they learn about important findings, theories, design approaches, etc.? The paper examines the record of computer science in the US as a major contributor to the relevant research and teaching. It also examines the possibilities for new kinds of academic programs – sometimes called “information schools” and “IT schools” – that are being developed to expand beyond the self‐imposed boundaries of computer science and to integrate some organizational and social research as sites for social informatics.

Abstract

Purpose

Evaluating health information systems is an integral part of the life cycle and development of information systems as it can improve the quality of health care. The purpose of this paper is to introduce a bilingual Web-based repository of health-related software products evaluation tools.

Design/methodology/approach

The present paper is an applied-developmental study that includes the stages of analysis, design, implementation and evaluation procedures. By searching valid databases as well as holding focus group meetings with a group of experts, the necessary elements for designing a Web-based repository were identified, and also unified modelling language diagrams were designed by using a visual paradigm. The coding(programming) was conducted based on the Gantlet Web Systems Development Framework at the next stage. Finally, after implementing and testing the system, the content was added to the repository, and then the repository was evaluated in terms of usability testing.

Findings

The health informatics evaluation tools (HIET) repository provides a functional and selective environment that facilitates the sharing, online storage and retrieval of assessment tools by the scientific community. The HIET repository is easily accessible at www.hiet.ir/ The website is implemented in structured query language (MySQL), personal homepage. Hypertext Preprocessor (PHP) and Linux, Apache, MySQL, and PHP (LEMP) and supports all major browsers.

Originality/value

The HIET repository, as mentioned earlier, serves as an application environment for sharing, storing and online retrieving the assessment tools of health information systems. Therefore, this tool not only facilitates the search, retrieving and study of many evaluation-related papers, which are time-consuming and stressful for researchers and students but can lead to a faster and more scientific evaluation of information systems.

Abstract

Purpose

This paper aims to describe the emerging field of data science, its significance in the larger information landscape and some issues that distinguish the problems of data science and informatics from traditional approaches in the information sciences.

Design/methodology/approach

Through a general overview of the topic, the author discusses some of the major aspects of how work in the data sciences and informatics differ from traditional library and information science.

Findings

Data science and informatics, as emerging fields, are expanding our understanding of how the massive amount of information currently being generated can be collected, managed and used. While these may not be traditional “library” problems, the contributions of the library and information science communities are critical to help address aspects of these issues.

Originality/value

The emerging fields of data science and informatics have not been extensively explored from the perspective of the information professional. This paper is designed to help information professionals better understand some of the implications of data science in a changing information environment.

Introduction: Data of companies in the Informatics index between 2008 and 2017 fiscal years were analyzed. In the analysis, the following ratios were used as traditional performance evaluation criteria: Return on assets, return on equity, earnings per share, price to earnings ratio, market to book value ratio, and return on sales rate. In addition, economic value added (EVA) was also used. The companies in the Informatics index are divided into sub-sectors according to by field of activity. These sub-sectors are software, communication, and hardware marketing.

Aim: To analyze the power of traditional performance evaluation methods to explain the market value added (MVA).

Method: Regression analysis and autocorrelation tests were used as research methods. These were done with IBM SPSS Statistics 25.

Findings: Models and rates that explain the MVA with the most meaningful results were calculated. These models and ratios are as follows: For the software sub-sector, a market to book value ratio was 77.8%; for the hardware marketing sub-sector, earnings per share was 65.4%; for the communication sub-sector, a market to book value ratio was 92.5%. Market to book value was the independent variable that describes the best MVA value of the two sub-sectors.

Originality of the Study: In this study, the average of the values of all companies in the BIST Informatics Index is not taken. By dividing into sub-sectors, value deterioration from the sector difference is prevented. It is stronger in terms of statistical science.

Implications: Researchers can look for and model the relationship between traditional evaluation criteria and EVA or other value-based evaluation criteria in the same index or other indices.

Brief overview of the teaching case:

This case follows the Kenyan healthcare tech company Savannah Informatics as they contemplate how the company will continue to grow in a post-pandemic world. Savannah is the market leader in electronic claims validation solutions for the Kenyan healthcare system. Their flagship product, the digital platform Slade 360, allows health insurers, healthcare providers, and patients to share claims information for health services in real time, drastically reducing payment transfer times, incidents of fraud, and account errors. The Covid-19 pandemic and the subsequent lockdown mandates from the Kenyan government have reduced short-term revenues by driving down hospital visits for citizens overall, but they have also created a demand for telemedicine and more online healthcare solutions. CEO John Muthee and his co-founders are left to consider their options for growing Savannah Informatics: expanding into new markets, creating more solutions for their insurance and provider customers in Kenya, or diversifying.

Abstract

Purpose

This paper aims to suggest that the concept of clinical governance goes beyond a bureaucratic accountability structure and can be viewed as a negotiated balance between imperfectly aligned and sometimes conflicting goals within a complex adaptive system. On this view, the information system cannot be separated conceptually from the system of governance it supports or the people whose work it facilitates or hinders.

Design/methodology/approach

The study, located within the English National Health Service (NHS) between 1999 and 2005, is case study based using a multi method approach to data collection within two primary care organisations (PCOs). The research strategy is conducted within a social constructionist ontological perspective.

Findings

The findings reflect the following broad‐based themes: mutual adjustment of a plurality of stakeholder perceptions, preferences and priorities; the development of information and communication systems, empowered by informatics; an emphasis on education and training to build capacity and capability.

Research limitations/implications

Limitations of case study methodology include a tendency to provide selected accounts. These are potentially biased and risk trivialising findings. Rooted in specific context, their generalisability to other contexts is limited by the extent to which contexts are similar. Reasonable attempts were made to minimise any bias. The diversity of data collection methods used in the study was an attempt to counterbalance the limitations highlighted in one method by strength from alternative techniques.

Practical implications

The paper makes recommendations in two key governance areas: education and learning to manage health information. In practice, the lessons learned provide opportunities to inform future approaches to health informatics educational programmes.

Originality/value

With regard to topicality, it is suggested that many of the developmental issues highlighted during the establishment of quality improvement programmes within primary care organisations (PCGs/PCTs) are relevant in the light of current NHS reforms and move towards commissioning consortia.
