Abstract

Purpose

This paper aims to investigate the literacy corpus regarding the potential of big data to improve public decision-making processes and direct these processes toward the creation of public value. This paper presents a map of current knowledge in a sample of selected articles and explores the intersecting points between data from the private sector and the public dimension in relation to benefits for society.

Design/methodology/approach

A bibliometric analysis was performed to provide a retrospective review of published content in the past decade in the field of big data for the public interest. This paper describes citation patterns, key topics and publication trends.

Findings

The findings indicate a propensity in the current literature to deal with the issue of data value creation in the private dimension (data as input to improve business performance or customer relations). Research on data for the public good has so far been underestimated. Evidence shows that big data value creation is closely associated with a collective process in which multiple levels of interaction and data sharing develop between both private and public actors in data ecosystems that pose new challenges for accountability and legitimation processes.

Research limitations/implications

The bibliometric method focuses on academic papers. This paper does not include conference proceedings, books or book chapters. Consequently, a part of the existing literature was excluded from the investigation and further empirical research is required to validate some of the proposed theoretical assumptions.

Originality/value

Although this paper presents the main contents of previous studies, it highlights the need to systematize data-driven private practices for public purposes. This paper offers insights to better understand these processes from a public management perspective.

Abstract

Partnership arrangements involving institutions of further and higher education provide educational provision to a broad audience. It is essential that within the framework of a partnership arrangement there is a structure in place which allows senior academics and administrators to ensure that the partnership is maintained, developed and realizes the objectives set by senior management. This paper makes reference to a centre of entrepreneurship, which academics and administrators can establish, to facilitate the development of partnership arrangements and can be viewed also as a catalyst for developing new products and services which can be turned into marketable products and services, leading to increased opportunities for income generation. The framework outlined in this paper can provide a basis for establishing a professional and relational marketing approach that should ensure that customer expectations are met, and can be used to audit, evaluate and manage a partnership arrangement.

Abstract

Purpose

The purpose of this paper is to highlight the social responsibility of universities and other higher education institutes in meeting the challenges faced by biotechnology and human resource development.

Design/methodology/approach

The challenges faced by biotechnology are discussed under three broad heads – exponential growth in biotechnology knowledge, commercialization and industrialization of the biotechnologies, and knowledge integration by various stakeholders of biotechnology.

Findings

The emergence of the knowledge society warrants that universities ensure that overall work of the academy is more relevant to the nation's most pressing civic, social, economic and moral problems and that there is an urgent need to have a fresh look at the approaches followed in biotechnology education and training, particularly with reference to developing countries. It is necessary to see how the different players (industries, university, society, government) concerned with biotechnology can act in unison and in a mutually beneficial way. An integrated approach to the field of biotechnology combining different subject areas is necessary and the courses and approach should reflect this.

Originality/value

Career counselors and those engaged in educational guidance are flooded with inquiries about biotechnology courses and their scope. It is observed, on the one hand, that the biotechnology field is starved of talent and, on the other hand, that there are several universities/colleges, particularly in developing countries, producing large numbers of unemployable graduates. Some serious thinking needs to be done urgently to overcome this problem.

Abstract

In this chapter, we explore the multilevel nature of reputation from a shared value perspective. Building on a large body of literature surrounding corporate reputation, we discuss how the creation of reputational value at the firm level may also lead to value shared by the industries and countries in which a firm operates, and vice versa. In examining the recursive and dynamic relationships, strategic implications emerge with regard to managing reputations globally. We argue that the value of reputation is determined by the ability to meet the expectations of stakeholders with respect to what they as an audience perceive as important. Stakeholders’ expectations and perceptions of what is valuable fluctuate across different markets and the more heterogeneous the markets in which a firm diversifies internationally, the more difficult it will be to manage all these expectations. By building on our understanding of firm, industry, and country reputation, and the recursive relationships between them, we contend that creating shared value (CSV), as part of the global reputation management process (GRM), is likely to be easier when there is contextual similarity and limited product diversification. Building on previous frameworks, and employing signaling theory, we create a simplified model of GRM that highlights CSV in the form of multilevel reputation. Distinctions are drawn between being efficient and effective as part of the GRM process and a corresponding typology is created. The chapter concludes with a discussion of strategic implications, alongside a few recommendations, and possible directions for future research.

Abstract

Purpose

Despite the growing interest regarding the Brazilian rice industry, there is not much literature focusing on the role of the institutions in the process of technological capability accumulation and in the formation of the technological trajectories within this industry. This paper aims to discover the role of local institutions in the generation and dissemination of knowledge for creating the technological capability that can define different technological trajectories, using the Brazilian rice industry as an empirical field.

Design/methodology/approach

To achieve said objective, this paper uses secondary data (documental research) and a multiple case study design based on primary empirical evidence (content analysis and direct observation) about the Brazilian rice industry.

Findings

The paper’s main contribution is the empirical application of a framework that allows us to evaluate the institutions’ roles and activities and how these capabilities evolve as the firms’ technological levels progress and the technological trajectory is formed. Regarding aspects related to public policy, the authors found some implications that are mainly related to the need to consolidate this type of institution in developing countries with the goal of strengthening its technological capabilities, allowing these countries to operate on the technological boundary and to compete with developed countries.

Originality/value

There are few attempts to relate the technological capability, technological trajectories and institutions in the Brazilian rice industry. Therefore, to the best of the authors’ knowledge, the novelty of this study lies in the analysis of these theoretical approaches in this industrial sector, more specifically, in the Brazilian rice industry.

Abstract

Maladies afflicting the higher education system in developing countries are well represented by what is happening in India and have been discussed in detail by many researchers and educationists (Anandakrishnan, 2008; Balram, 2005, 2008). The Government of India has formulated different projects and programmes for improving the education scenario in the country. The successive education commissions from Radhakrishnan (1949) through Kothari commission (1966) discussed various issues related to the higher education system and suggested many steps to resolve them. Recently, the Committee to Advice on Renovation and Rejuvenation of Higher Education (2009) headed by Yash Pal discussed the challenges faced by the Indian higher education system and recommended complete revamping of the higher education system and evolving it as an Indian model. The National Knowledge Commission (NKC, 2006–2009) in 2007 while recommending several measures to keep up the pace of higher education with the developments of knowledge society and knowledge economy observed that ‘We recognize that a meaningful reform of the higher education system with a long-term perspective is both complex and difficult. Yet it is imperative.’ The view that the reforms cannot easily be carried out is more strengthened by the fact that the vision and recommendations of the Kothari Commission of 1966 (based on which the 1968 educational policy was formulated) are still valid and useful even now (Sam Pitroda, 2007).

Abstract

Purpose

Of critical concern to the world is the need to reduce consumption and waste of natural resources. This study provides a multi-level exploration of the ways situational and transformational links between levels and challenges are related to the adoption and utilization of material flow cost accounting in Vietnam, to encourage green productivity.

Design/methodology/approach

Based on triangulation of public documents at different institutional levels and a set of semi-structured interviews, situational and transformational links and challenges for material flow cost accounting in Vietnam are examined using purposive and snowball sampling of key actors.

Findings

Using a multi-level framework the research identifies six situational and transformational barriers to implementation of material flow cost accounting and suggests opportunities to overcome these. The weakest links identified involve macro-to meso-situational and micro-to macro-transformational links. The paper highlights the dominance of meso-level institutions and lack of focus on micro transformation to cut waste and enable improvements in green productivity.

Practical implications

The paper identifies ways for companies in Vietnam to reduce unsustainability and enable transformation towards sustainable management and waste reduction.

Originality/value

The paper is the first to develop and use a multi-level/multi-time period framework to examine the take-up of material flow cost accounting to encourage transformation towards green productivity. Consideration of the Vietnamese case builds understanding of the challenges for achieving United Nations Sustainable Development Goal number 12, to help enable sustainable production and consumption patterns.

Inquiry learning points is based on questions and requires students to work independently to solve problems. Instructors are facilitators of learning, not people who give right answers and instructions to learners. Haaga-Helia University of Applied Sciences Porvoo campus in Finland is a new concept for learning. The lecturers have changed from traditional ones to coaches aiming at new competences with new tools to enhance learning. Their own implementation of inquiry learning has been assessed by themselves with an ongoing self-assessment process as a part of the normal tasks of instructional teams. Self-assessment is a part of action research that aims to develop an organization and the work in it.

Abstract

Researchers continue to seek understanding of industrialization as a state managed process. How to create and implement new industries based on advanced knowledge is on the policy agenda of many advanced nations. Measures that promote these developments include national capacity building in science and technology, the formation of technology transfer systems, and the establishment of industrial clusters. What these templates often overlook is an analysis of use. This chapter aims to increase the understanding of the processes that embed new solutions in structures from an industrial network perspective. The chapter describes an empirical study of high-technology industrialization in Taiwan that the researcher conducts to this end. The study shows that the Taiwanese industrial model is oversimplified and omits several important factors in the development of new industries. This study bases its findings on the notions that resource combination occurs in different time and space, the new always builds on existing resource structures, and the users are important as active participants in development processes.

Abstract

China and the United States represent the two largest greenhouse gas emitters in the world. Studies on how US companies react to the natural environment are plentiful and show that stakeholders are one of the key drivers for green decisions. However, we have limited understanding of the stakeholder pressure faced by firms in China. Drawing on stakeholder theory, this study builds from in-depth interviews with 32 businesses in China. We show that government, customers, employees, suppliers, investors, and community are stakeholders most mentioned. Interestingly, findings also seem to suggest that the perceived pressures of non-profit organizations (NGOs) differ by the form of ownership. Multinational firms often view NGOs as allies, while Chinese firms downplay them as powerless and unimportant. Although stakeholders are seen as both threat and opportunity, two-thirds of those surveyed in this study focused on opportunity as opposed to threat.
