Abstract

Purpose

The purpose of this study is to explore the impact of environmental pollution and industrial structure upgrading on environmental pollution in different stages based on the temporal and spatial heterogeneity of economic development level and industrial structure upgrading level in eastern, central and western regions of China and discuss whether there is adjustment effect and threshold effect in the process of economic growth affecting environmental pollution, and finally realizes sustainable economic development.

Design/methodology/approach

Based on panel data from 30 provincial-level administrative regions of China (excluding Tibet and Hong Kong, Macao and Taiwan) from 2000 to 2019, this paper uses the environmental Kuznets curve, regulating effect model and panel threshold model to analyze the impact of economic growth and industrial structure upgrading on environmental pollution.

Findings

The results present that the uneven distribution of natural resources leads to different levels of economic development and industrial structure upgrading in eastern and western regions, and its impact on environmental pollution is also different. Economic growth and industrial structure upgrading have a positive effect on environmental pollution, and the relationship between economic growth and environmental pollution is inverted U-shaped. At present, the eastern, central and western regions of China are at the right end of the inverted U-shaped relationship. In general, industrial structure upgrading in eastern, central and western regions has a significant inhibitory effect on environmental pollution. Industrial structure upgrading has a negative moderating effect on the relationship between economic growth and environmental pollution, and the regulating effect is most significant in the central region, followed by the eastern region, and not significant in the western region. The results of panel threshold model show that the industrial structure upgrading can slow down the positive impact of economic growth on environmental pollution and strengthen the negative moderating effect of industrial structure upgrading on economic growth and environmental pollution.

Originality/value

The innovation of this study is to bring economic growth, industrial structure upgrading and environmental pollution into a unified analytical framework, analyze the impact of economic development and industrial structure upgrading levels in different periods on environmental pollution, and select industrial structure upgrading as the moderating variable and threshold variable. It provides a thought for the influence mechanism of different levels of industrial structure upgrading on economic growth and environmental pollution. Based on the panel data in China, this study emphasizes the concept of sustainable development, adheres to green development and proposes relevant policies to improve environmental pollution. And this paper proposes relevant policies to improve environmental pollution from the perspective of transforming economic growth mode and optimizing industrial structure in China, which also has reference significance for developing countries to realize sustainable economic development.

Abstract

Purpose

This study examines the factors that influence the improvement of the consumer goods sector in three dimensions (technology, internal factors and external environment) for exploring the upgrading paths of Shanghai's consumer goods industry.

Design/methodology/approach

This paper targeted eight sub-industries of consumer goods as case studies, including food processing, and investigated from qualitative and quantitative perspectives using the technology-organization-environment (TOE) framework.

Findings

The study confirms the diversity of paths to promote the upgrading of the consumer goods industry in Shanghai, and three paths are summarized in this paper. The “human–environment” linkage upgrade path is to bring sufficient economic contribution to help industrial upgrading by expanding market share, and this path is suitable for large enterprises in the industry to adopt; the “internal factor aggregation” upgrading path is to strengthen the aggregation effect of resources, form industrial clusters and link high human aggregation with industrial aggregation to exert leverage to transform and upgrade the consumer goods industry, and this path is suitable for SMEs in the industry to adopt; the “technology–environment” linkage upgrade path is to use technological factors for product innovation to occupy a favorable market position, to obtain high economic returns and realize industrial upgrading under the joint action of technology and external environment, and this path is suitable for high-tech enterprises to adopt.

Originality/value

Shanghai still has a large area for growth toward foreign metropolises, under the backdrop of the strong development of new manufacturing. Also, to diversify their investment portfolio, the consumer goods industry should focus on population, job density and industrial growth while looking into industrial aggregation.

Abstract

Purpose

Why is the “education to industrial innovation” equation not working in China? Why has education development contributed to South Korea’s success but not promoted technology development and industrial upgrading in China? The purpose of this paper is to compare South Korea and China and try to address that puzzle. The author will also identify which mediating factors are crucial in linking education development to industrial innovation and industrial upgrading.

Design/methodology/approach

This study will use the historical comparative method to compare South Korea and China. The author will try to explore the differences in education and industrial upgrading in the two countries, and identify which factors are producing different educational development effects, mainly by narrative comparison. Data will mainly come from online databases such as Statistics Korea, the Center on International Education Benchmarking, the UNESCO Institute for Statistics, China Education Statistics and the World Bank, as well as from second-hand resources.

Findings

In summary, this research has revealed that education itself or the production of human capital may not be sufficient conditions for technology innovation or industry upgrading. For human capital to affect industrial upgrading positively, it is not enough for the Chinese government just to invest in education. Other intermediating market and social contexts are crucial too, especially the allocation of resources between the private and the public sectors, and the existence of a proper employment structure.

Originality/value

The role of education in economic development for the developing world is debated a lot. However, there is little development study research which directly explores the relationship between education and industrial upgrading via macroeconomic analysis. In a globalized world, the situation of international industrial value chains is an important element for sustainable long-term development. Industrial structures and their transformation are becoming more and more important for developing countries. While most past research has treated the absorbing economy’s structure as a condition that determines education’s contribution to development, this paper will treat the industrial structure as the dependent variable, and analyze how education would contribute to the upgrading of industrial structure and, in turn, be of benefit to sustainable economic development.

Abstract

Purpose

Drawing from industrial upgrading theories, this study aims to explore the issues of industrial upgrading and small and medium-sized enterprises (SMEs) development in an emerging market – China.

Design/methodology/approach

A contextual stepwise approach is undertaken by applying netnography and interviews to investigate manufacturing SMEs' perceptions on upgrading.

Findings

The study outlines three economic actors – government, industry and manufacturer; two upgrading factors – internal and external; a vicious circle that consists of thin profit, quality and imitation issues; and a benign circle that incorporates a list of upgrading capabilities – research and development (R&D), creativity, design and branding – in the context of upgrading to the value-added supply chain.

Research limitations/implications

By integrating the findings with relevant literature, the authors propose a framework to best illustrate manufacturing SME upgrading. The findings reveal that Chinese manufacturing SMEs acquire upgrading capabilities through organizational learning during the upgrading process, which is affected by both external and internal factors in the constraints imposed by the interplay of relevant actors.

Originality/value

Through the innovative methodological approach, this study affords great insights into industrial upgrading from the perspective of manufacturing SMEs in an emerging economy – China.

Abstract

Purpose

Using the Shanghai pilot free trade zone (SPFTZ) as the testing ground for further reform and opening up,the links between global value chain (GVC) and pilot free trade zone (PFTZ) programs are mutually reinforcing. GVC creates opportunities for companies to use PFTZ to reduce their costs and increase their competitiveness, while PFTZ can facilitate the movement of goods within GVC and promote the development of GVC by attracting foreign investment. Overall, in SPFTZ, the industrial structure is promoted due to trade and investment facilitation, innovation promotion, and comprehensive service platform inside SPFTZ.

Design/methodology/approach

This study examined industrial upgrading in GVC (IUGVC) using five indicators under three quantitative dimensions: product, process, and skill upgrading. Difference-in-Differences (DID) model is employed for the impact assessment of SPFTZ. Parallel trend analysis and Granger causality analysis are performed to check the reliability of DID outcome. Finally, robustness test using exogenous control variables are carried out.

Findings

A positive impact of SPFTZ is found on IUGVC, which is due to promoting effect of SPFTZ on foreign direct investment and technological innovation. Based on the study's findings, policy recommendations are given, such as providing business support to enterprises operating inside a PFTZ.

Originality/value

From a GVC perspective, the impact of theSPFTZ establishment on IUGVC cannot be ignored, and is so far missing in the literature.

Abstract

Purpose

The purpose of this paper is to explore the internal interaction mechanism of marine scientific research and education, industrial structure upgrading and marine economic growth from a systematic perspective, based on which this work forecasts their future development trends.

Design/methodology/approach

In this study, a multivariate grey model is applied to the prediction of marine scientific research and education, industrial structure upgrading and marine economic growth. Considering the impact of the COVID-19 on marine development, this paper introduces the weakening buffer operator into MGM(1,m) and constructs the AWBO-MGM(1,m) model. To verify the validity and accuracy of the new model, this paper uses AWBO-MGM(1,m), MGM(1,m), GM(1,N), GM(1,1), back propagation neural network and linear regression models for simulation and prediction based on the data from 2010 to 2021, respectively.

Findings

From the theoretical perspective, the development of marine scientific research and education can accelerate industrial upgrading and promote marine economic growth by providing high-quality talents, promoting marine science and technology progress and reducing transaction costs; while the upgrading of marine industrial structure and marine economic growth can promote the development of marine scientific research and education by guiding social capital, enhancing talent demand and stimulating market vitality. From the empirical analysis, the AWBO-MGM(1,m) model can effectively deal with epidemic shocks and has higher fitting and prediction accuracy than the other five comparative models.

Practical implications

The government should pay attention to the construction of marine scientific research and education, so as to provide high-quality talents and advanced scientific research results for the high-quality development of marine economy. On the basis of using science and technology to firmly build the primary and secondary marine industries, the government should actively guide the labor, capital and other factors of production to the tertiary industry, thereby promoting the optimization and upgrading of marine industrial structure.

Originality/value

On the one hand, the interplay mechanism of marine scientific research and education, industrial structure upgrading and marine economic growth is analyzed from a systematic perspective; on the other hand, the enhanced AWBO-MGM(1,m) possesses higher forecasting performance and is applicable to the systemic multivariate forecasting problem in the presence of outstanding external shocks.

Purpose

In confronting the challenge of climate change and progressing towards dual carbon goals, China is actively implementing low-carbon city pilot policy. This paper aims to focus on the potential impact of this policy on enterprise green governance, aiming to promote the reduction and balance of carbon emissions.

Design/methodology/approach

Based on the panel data of China's large-scale industrial enterprises from 2007 to 2013, this paper uses the Difference-in-differences (DID) method to study the impact and path mechanism of the implementation of low-carbon city pilot policy on enterprise green governance. Heterogeneity analysis is used to compare the effects of low-carbon city pilot policy in different regions, different enterprises and different industries.

Findings

The low-carbon pilot can indeed effectively enhance corporate green governance, a conclusion that still holds after a series of robustness tests. The low-carbon city pilot policy mainly enhances enterprise green governance through two paths: an industrial structure upgrade and enterprise energy consumption, and it improves green governance by reducing enterprise energy consumption through industrial structure upgrade. The impact of low-carbon city pilot policy on enterprise green governance shows significant differences across different regions, different enterprises and different industries.

Research limitations/implications

This paper examines the impact of low-carbon city pilot policy on enterprise green governance. However, due to availability of data, there are still some limitations to be further tackled. The parallel trend test in this paper shows that the pilot policy has a significant positive effect on the green governance of enterprises. However, due to serious lack of data in some years, the authors only selected the enterprise data of a shorter period as our experimental data, which leads the results to still have certain deficiencies. For the verification of the impact mechanism, the conclusions obtained in this paper are relatively limited. Although all the mechanism tests are passed, the reliability of the results still needs to be further tested through future data samples. In addition, as the pilot policy of low-carbon cities is still in progress, the policy can be tracked and analysed in the future as more data are disclosed, and further research can be carried out through dimensional expansion.

Practical implications

Low-carbon city pilot policy plays an important role in inducing the green governance of enterprises. Therefore, policy makers can continue to strengthen the construction of low-carbon city pilots by refining pilot experience, building typical cases, actively promoting pilot policy experience, expanding pilot scope and enhancing the implementation efficiency of pilot policy nationwide, which will contribute to the optimization and upgrading of the regional industrial structure at the urban level and will provide experience and reference for the synergistic implementation plan of pollution reduction and carbon reduction.

Social implications

The impact of the low-carbon city pilot policy on enterprise green governance not only exists in two separate paths of urban industrial upgrading and enterprise energy consumption but also exists in a chain transmission path from macro to micro. The authors find that the effect value of each influence path is different, and there is an obvious leading influence path for the role of enterprise green governance. Therefore, in the process of implementing a low-carbon city pilot policy, policies should be designed specifically for different mechanisms. Moreover, complementing and coordinating several paths should be advocated to give full play to the green governance effect of enterprises brought by different paths and to further expand the scope of industries and enterprises where policies play a role.

Originality/value

To the best of the authors’ knowledge, for the first time, this paper connects macro mechanisms with micro mechanisms, discovering a macro-to-micro transmission mechanism in the process of low-carbon city pilot policy affecting enterprise green governance. That is, the low-carbon city pilot policy can facilitate industrial structure upgrading, resulting in reduced enterprise energy consumption, ultimately enhancing enterprise green governance.

Purpose

Since 1978, China has made tremendous economic achievements through industrial upgrading. However, these achievements are accompanied by an expanding income gap between rural and urban areas. The purpose of this paper is to examine the relationship between industrial structure and urban–rural income inequality in China.

Design/methodology/approach

Using the fixed-effects model and provincial data for the period 1985–2019, this paper estimates a linear relationship between industrial structure and urban–rural income inequality. By decomposing total income inequality into four components, the paper then analyzes how industrial structure affects each component.

Findings

The results show that industrial structure imbalance and industrial upgrading are positively associated with urban–rural income inequality. The positive effect of industrial imbalance mainly comes from widening the wage gap, while that of industrial upgrading mainly comes from aggravating business income inequality and property income inequality. Moreover, industrial balance and upgrading are conducive to increasing the share of wage income at the cost of property income.

Originality/value

By progressively examining the total inequality and the inequality of income components, this paper provides a better understanding of how industrial structure affects urban and rural income inequality. The findings of this study highlight the “inequality cost” associated with industrial structure adjustment, which provide policy-related insights on the balance development of urban and rural areas.

Abstract

Purpose

The paper seeks to review the literature on CSR in industrial clusters in developing countries, identifying the main strengths, weaknesses, and gaps in this literature, pointing to future research directions and policy implications in the area of CSR and industrial cluster development.

Design/methodology/approach

A literature review is conducted of both academic and policy‐oriented writings that contain the keywords “industrial clusters” and “developing countries” in combination with one or more of the following terms: corporate social responsibility, environmental management, labor standards, child labor, climate change, social upgrading, and environmental upgrading. The authors examine the key themes in this literature, identify the main gaps, and point to areas where future work in this area could usefully be undertaken. Feedback has been sought from some of the leading authors in this field and their comments incorporated in the final version submitted to Corporate Governance.

Findings

The article traces the origins of the debate on industrial clusters and CSR in developing countries back to the early 1990s when clusters began to be seen as an important vehicle for local economic development in the South. At the turn of the millennium the industrial cluster debate expanded as clusters were perceived as a potential source of poverty reduction, while their role in promoting CSR among small and medium‐sized enterprises began to take shape from 2006 onwards. At present, there is still very little conceptual and empirical work that systematically investigates the linkages between industrial clusters and CSR in developing country contexts. Hence, the authors recommend that future work in this area should focus on conceptually developing and empirically testing “cluster and CSR” impact assessment methodologies in Asia, Africa, and Latin America. This will provide insights into whether joint CSR interventions in clusters bring about their intended consequences of improving economic, social, and environmental conditions in the South.

Originality/value

This article is likely to be the first systematic review of the literature on industrial clusters and CSR in developing countries.

Purpose

The purpose of this paper is to econometrically examine whether indigenous enterprises can upgrade under open economy by using micro-firm data.

Design/methodology/approach

In order to make clear the impact of outward development on the indigenous manufacturing export enterprises' productivity from micro level and to propose policy recommendation, the research group selected indigenous manufacturing export enterprises in Kunshan China as research objects and made a large-scale survey. Based on micro-firm data from survey, the paper carries out empirical analysis.

Findings

After controlling some other variables including innovation activity, human capital and enterprises scale, empirical result shows that export activity, establishing connections with FDI enterprises, industry clusters formed under open economy all have significant and positive effect on upgrading of indigenous enterprises.

Originality/value

This paper is the first to use micro-firm data obtained from survey to examine factors affecting indigenous enterprises' upgrading capability of China.
