Abstract

Purpose

The purpose of this paper is to provide an updated picture of the emergence of specific firms, cities and sectors of excellence in one of the best performing industrial areas of China: Guangdong Province.

Design/methodology/approach

The paper focuses on a single province‐case study and zooms on its leading territories, sectors, firms and policies. Geographical areas, industrial sectors and firms are defined “of excellence” according to their contribution to the overall industrial performance of the province.

Findings

High industrial performances are not equally spread in the province. They involve specific sectors (such as electronics), areas (Pearl River Delta) and even specific firms (particularly Chinese‐owned and SOEs). This picture is in line with the recent policy objectives (support to ODI by national companies, indigenous innovation, national and local champions, restructuring of SOEs) and with the history of preferential industrial development policies.

Research limitations/implications

Given the concentration of industrial excellence in the province, there is a need to further investigate the leading actors. Given the persistent policy practice to encourage excellences (areas, sectors and firms), there is a need to further investigate the linkages between provincial/local policies and performances. The empirical test on the existence of a causal link between policies and performances of specific territories and sectors is left for further research.

Originality/value

While much of the existing literature concentrates on the impressive industrial growth of China as a whole, the paper stresses the degree of concentration of such growth and the importance of focusing on specific leading actors in order to fully understand the industrial development of the country.

Abstract

Purpose

This study aims to better understand the morphological characteristics of single particle and the health risk characteristics of heavy metals in PM2.5 in different functional areas of Handan City.

Design/methodology/approach

High resolution transmission electron microscopy was used to observe the aerosol samples collected from different functional areas of Handan City. The morphology and size distribution of the particles collected on hazy and clear days were compared. The health risk evaluation model was applied to evaluate the hazardous effects of particles on human health in different functional areas on hazy days.

Findings

The results show that the particulate matter in different functional areas is dominated by spherical particles in different weather conditions. In particular, the proportion of spherical particles exceeds 70% on the haze day, and the percentage of soot aggregates increases significantly on the clear day. The percentage of each type of particle in the teaching and living areas varied less under different weather conditions. Except for the industrial area, the size distribution of each type of particle in haze samples is larger than that on the clear day. Spherical particles contribute more to the small particle size segment. Soot aggregate and other shaped particles contribute more to the large size segment. The mass concentrations of hazardous elements (HEs) in PM2.5 in different functional areas on consecutive haze pollution days were illustrated as industrial area > traffic area > living area > teaching area. Compared with the other functional areas, the teaching area had the lowest noncarcinogenic risk of HEs. The lifetime carcinogenic risk values of Cr and As elements in each functional area have exceeded residents’ threshold levels and are at high risk of carcinogenicity. Among the four functional areas, the industrial area has the highest carcinogenic and noncarcinogenic risks. But the effects of HEs on human health in the other functional areas should also be taken seriously and continuously controlled.

Originality/value

The significance of the study is to further understand the morphological characteristics of single particles and the health risks of heavy metals in different functional areas of Handan City. the authors hope to provide a reference for other coal-burning industrial cities to develop plans to improve air quality and human respiratory health.

Abstract

Purpose

The purpose of this paper is to use rainwater quality parameters as indicators of pollution to assess the level of aerial pollution for sustainable environmental development.

Design/methodology/approach

Rainwaters were collected in open spaces within commercial, industrial and residential areas in Ibadan metropolis, Nigeria during onset, peak and late rainy season. Values of NO3, NH4+, Cl, SO42−, pH, electrical conductivity, total dissolved solid, total acidity and total alkalinity were determined using certified wet chemistry procedures, whereas those of Ca2+, Na+, K+ and Mg2+ were measured using atomic absorption spectrophotometry.

Findings

Overall results showed that the concentrations of the physical parameters, anions and cations, were comparatively higher at the onset of the rainy period than the latter periods, indicating washout of the pollutants as the rainy season progressed. Results of Pearson correlation matrix and Cluster analysis results showed that many of the parameters have similar source(s). Analysis of variance and t-test results indicated significant difference between the concentrations of the analyzed parameters at different rainy periods, whereas ratio values of sea salt fraction were higher than non-sea salt fraction for all species, depicting anthropogenic influences.

Originality/value

From the findings, the study concluded that the quality of the rainwaters was substandard due elevated levels of most of the analyzed quality parameters; this method proved to be economical, effective and simple compared to the conventional methods; it also proved rainwater quality to be a reliable pointer of aerial pollution and the concept can be used to assess the pollution level of areas of similar settings.

Abstract

Purpose

This paper aims to provide a comprehensive vision of the formation of intra-metropolitan clusters triggered by the deindustrialization of an urban area, namely, the district of Porto Marghera in the metropolitan area of Venice and propose possible regeneration scenarios based on intra-metropolitan clustering.

Design/methodology/approach

This paper adopts a multi-disciplinary approach and relies on both descriptive and qualitative evidence to show the economic transition occurred in the area of Porto Marghera in recent years.

Findings

Evidence shows the rise of two potential clusters in the KIBS and the creative industries in a well-delimited fringe area placed at the boundary between the urban centre and the core of the deindustrialized zone. Such clustering processes have been, however, characterized by two different and in some way alternative paths. The former stems from the combination of two autonomous entrepreneurial ideas that complemented one to each other. The latter relies on university-industry collaboration and on the presence of places of informal exchanges that proved to support personal networking, knowledge exchange and business opportunities.

Research limitations/implications

This paper suggests that local development policies could leverage on the presence of social entrepreneurs to substitute the creation of amenities and the provision of public goods in fragile territories.

Originality/value

This paper shows that, in presence of specific spatial conditions, deindustrialization can stimulate the formation of new intra-metropolitan through both top-down and bottom-up agglomeration process.

Abstract

Purpose

This paper seeks to examine the extent of real estate investment concentration in institutional industrial portfolios at these same two points in time.

Design/methodology/approach

To examine this issue two datasets are used at two dates, 1998 and 2003. The analysis is confined to England and Wales because of data considerations relating to the availability of comparable data for the rest of the UK. The first dataset relates to floor space and rateable value statistics for the so‐called “bulk classes” of commercial property at Unitary Authority and District (local authority area, LA) level. The more specific institutional real estate investment data for the study come from the IPD analysis “UK Local Markets”. This provides a detailed view of the performance of institutional real estate investment, by sector, in a number of localities across the UK. For the purposes of this study, IPD made data available showing (but with much less detail) other LAs where the number of properties held was greater than zero, but fewer than the four required normally for disclosure. The approach taken is to map the basic data and the results from a standardising measure of spatial concentration – the Location Quotient.

Findings

The findings show that industrial investment concentration is between that of retail and offices and is focused on LAs with high levels of manual workers in areas with smaller industrial units. It also shows that during the period studied the structure of the sector changed, with greater emphasis on the distributional (logistic) element, for which location is a principal consideration. Historically, the sector has provided consistently good total returns with low risk, and was the only sector to expand in terms of numbers of institutionally invested units over the study period. While industrial real estate assets generally do not attract as much capital growth as other sectors, especially in boom periods, rents continued to grow in the period under study. Taken together with the relative resilience in the sector's performance seen over successive cycles, it is not surprising that significant institutional enthusiasm was evidenced.

Originality/value

Using data sets that account for the entire “population” of observations at these two dates the paper demonstrates the relationships between economic theory and the market performance of the sector. The comparisons with the other main sectors also show the differences that would be expected between the sectors, emphasising the point that these markets are dynamic and that their structure, form and content can change dramatically even over quite short periods.

Abstract

Purpose

The aim of this paper is to demonstrate that synergy between firms and local institutions may lead to success even in an economic environment which cannot offer competitive advantages to high tech industrial clustering. However, the condition for such a complex result is convergence between cluster‐based regional development policy, the related industry national strategy and the central government preferential policy for less developed areas.

Design/methodology/approach

The experiences selected as case studies are the Xi'an National Civil Aerospace Base in Shaanxi Province (China) and CampaniAerospace in Campania region (Italy). As information was gathered both through policy documents (China and Italy) and direct interviews to cluster's stakeholders (Italy), the outcome is, according to the criteria suggested by Eisenhardt and Yin, a qualitative research. Comparing economic data provided by the respective countries' Statistical Offices, the authors assessed that Shaanxi Province and the Campania region share a “peripheral” position within their respective national context. Starting from this, the authors analyzed the formal documents which reported the experience of the two clusters.

Findings

The finding is that the outcome (the status of cluster which is assumed as “a value in itself”) of the convergence between firms' will to gain agglomeration advantages and the policymakers' plan to redress interregional economic disparities is definitely not an efficiency‐driven process. In the high tech sectors which are very sensitive to the increasing competition for technology on the international market, the pursuit of efficiency may, on the contrary, be dissipated.

Originality/value

As attested by the comparative literature, aims and performance of industrial clusters differ in accordance with the stage of economic development as well as the institutional and regulatory framework. The paper demonstrates, however, that in the take‐off stage, it is the position occupied by the host region within the national context which determines the behaviour of the actors concerned as well as the outcome of their commitment.

The contradiction between economic development and resource environment has become increasingly acute with the continuous societal and industrial development. The implementation of waste and renewable resource recycling can alleviate the conflict. The multi-project management theory was applied to the construction of an industrial park based on the characteristics of the circular economy theory. In this paper, the basic definition of circular economy and industrial parks was expounded, and the application of circular economy in the planning of parks was studied from five major aspects. From industrial selection, property function and volume allocation planning, industrial park planning and design were studied. Starting from the function structure of the park, the setting of the slag yard outside the park, the green land and the landscape, the road planning of the park, the planning of industrial parks of chemical recycling economy in Gansu was studied. Through empirical analysis, theoretical support and model reference were provided for the construction of circular economy in other industrial parks.

Abstract

Purpose

The purpose of this paper is to examine the development and characteristics of industrial clusters in the province of Zhejiang, China with particular emphasis on the hosiery industry in the town of Datang.

Design/methodology/approach

The study used case study methodology and data triangulation techniques based on archival research and reports of statistical agencies both at central and local government level.

Findings

Industry clusters assist in regional economic development by increasing local competitive advantages and creating an industrial regional identity through specialisation which attracts resources, labour and capital for investment. The industrial cluster in Datang has been stimulated by the local entrepreneurial climate, effective local networks and support from local government.

Practical implications

The hosiery industrial cluster in Datang is in a less‐developed rural region characterised by low‐level labour intensive industrial activity. Their ability to compete internationally is hampered by low levels of innovation. The global networks are controlled by buyers of product. Design and/or innovation capability could be improved by developing strategic alliances with Italian producers in the same industry.

Originality/value

This paper contributes to our understanding of the problems facing industrial clusters in provincial China which, as yet are unable to match the design and branding capabilities achieved by clusters in similar industries in Castel Goffredo (Italy) where outstanding design and branding have enabled them to build a dominant position in the European market in higher added‐value products.
