Abstract
Purpose
Indigenous knowledge is an essential element for unveiling the evolutionary journey of socio-culture phenomena. One of the key challenges in foresight exercises is to incorporate social-culture issues such as culture, lifestyle and behavior (referred as indigenous knowledge) into the study. However, the statistical trends of those factors tend to be either not available or limited unlike the population or economic related factors. The purpose of this study is to present the use of valuable data from indigenous knowledge to enhance the foresight exercise through the better understanding of social dynamics and changes.
Design/methodology/approach
The fragmented form of indigenous knowledge is analyzed and converted into a structured data format and then interpreted to unveil the evolutionary journey of socio-cultural phenomena. This study applies a scenario development method to visualize the results of foresight by comparing before and after the integration of indigenous knowledge. Finally, an assessment was conducted to reflect the value enhancement resulting from the integration of indigenous knowledge into the foresight process.
Findings
With the proposed approach, the foresight study on the future development of Thai food was demonstrated. The findings of this study show that the use of indigenous knowledge on eating behavior, cooking style and food flavor helps improve the alternative scenarios for the future development of Thai foods.
Practical implications
Indigenous knowledge can be applied to develop plausible scenarios and future images in foresight exercises. However, by nature, indigenous knowledge is not well-structured and, therefore, needs to be analyzed and turned into structured data so that it can be interpreted before integrating into the foresight process.
Originality/value
This study is one of few studies addressing the opportunities for integrating indigenous knowledge into foresight process. Indigenous knowledge can unveil the evolution of socio-cultural changes to improve the results of foresight study, especially the cases where statistical data and trends may not be sufficient to foresee future development.

Abstract
Purpose
This paper aims to introduce, unpack, explore, make sense and share Hiraya Foresight via the Engaged Foresight approach as a futures concept, framework and methodology to reconceptualize foresight and reframe anticipatory processes to enable the self and communities to reimagine visions of the future. This indigenous foresight process offers to strip the husk and break the shell of conscious, colonial anticipation and reveal and liberate unconscious imagination that enables ethical aspirations to emerge.
Design/methodology/approach
This paper introduces and examines the context, purpose and process of the four waves of the Hiraya Foresight Framework via the Engaged Foresight approach. These were constructed through the use of the Engaged Foresight approach, through workshops, a literature review and an action–learning approach. The first wave, lawak, looks into the breadth of foresight. The second wave, lalim, looks into the depth of foresight. Tayog, the third wave, looks into the peak of foresight. Finally, the fourth wave of foresight kababaang-loob contemplates the nature, values and wisdom of foresight.
Findings
This paper shares the processes, experiences and impacts through five case studies where the Hiraya Foresight Framework via the Engaged Foresight approach was applied. This paper shares the impacts of Hiraya Foresight in democratizing and indigenizing futures literacy.
Originality/value
This paper describes and offers Hiraya Foresight via the Engaged Foresight approach as an indigenous approach to decolonize futures studies and foresight practice.

Abstract
Purpose
Due to the limitations of conventional urban planning, it is essential to develop novel techniques of urban futruing. This paper aimed to use the scenario technique to create four plausible narratives of the future of Isfahan. Also, the authors described the problems of city foresight in the Global South.
Design/methodology/approach
This paper chronicles the Schwartzian steps taken to build explorative scenarios of Isfahan City in Iran in 2040. After using a STEEPV (Social, Technological, Environmental, Economic, Political, Value) analysis, the authors prioritized the collected variables by combining influence diagrams, the iceberg metaphor and an expert-based survey. Once the key uncertainties were derived, four scenarios were developed and discussed.
Findings
Through thematic analysis of the official visions of Isfahan’s future and the juxtaposition of these narratives with insight yielded in the scenario-development process, the paper concludes that the Northernness of the prevailing urban imaginaries, uncritical mimetic benchmarking, depoliticization of urban futures and the decorative reductionistic visions colonize urban futures in Isfahan/Iran. Critical/deconstructive city foresight and application of discomfort/ignorance criteria in the generation of scenarios can improve the rigor and quality of city foresight in the Global South.
Originality/value
The application of city foresight in the Global South has been limited. The paper is a step toward bridging this gap and providing some recommendations on how city foresight in the Global South might differ from its counterparts in the Global North.

Purpose
This paper seeks to compare recent third generation technology foresight studies in South Korea and mainland China. Both studies were released in 2005.
Design/methodology/approach
Review of the foresight reports released by the Chinese and Korean governments (not available in English), interviews with the project leaders of foresight studies.
Findings
China is relatively behind Korea in the sophistication of its technology foresight methodology. Chinese foresight is second generation (technology focus) whereas Korea's is third generation (society focus). There is no example of policy up‐take of TF results in China so far but there was one very recent example in Korea. There was no private sector participation in using Chinese foresight results; however, there was limited participation in Korea. Foresight methodology should be generally enhanced.
Practical implications
A better link between policy‐making and foresight process is needed. This requires changes at both ends. Governance issues of foresight are addressed towards the end of the paper.

A series of research experiences provoked this paper. In the spring of 2003, I was asked to act as an assessor, for the Island of Ireland Seed Corn competition1. There I came across academic start-ups (ASUs), directly linked to Irish public sector science and technology (S&T) funding. Several of the competition teams consisted of young scientists, who presented business plans. Probing demonstrated that the teams appeared to possess little understanding of the business concepts these contained. Another consistent finding was that any market reference made was focused on multinational corporation (MNC) subsidiaries already located in the country. Intrigued by this, together with a colleague, we then began looking at ASUs, university-based funded S&T research centres and the activities of the newly created Science Foundation of Ireland (SFI).2

Abstract
Purpose
The purpose of this paper is to review and analyse Vision 2023: the Turkish National Technology Foresight project. The paper aims to review the process of conducting the project, how it was implemented afterwards and how it compares to other national technology foresight projects
Design/methodology/approach
Through a literature search, a process framework was conducted. The analysis was then conducted in four phases. First a process review, second a comparative review, third content review and finally a post project review. Expert interviews and site visits to Turkish State Planning Organization and TUBITAK (Scientific and Technical Research Council of Turkey) helped the authors to collect the data on Vision 2023 including how it was established, which areas were involved and what the recommendations were. Finally an expert panel was organized as part of a recent Portland International Conference on Management of Engineering and Technology. This included experts involved in the project as well as leading researchers who have been analyzing this project. This panel helped to validate the results.
Findings
Processes used in the Turkish project were similar to the other national projects, however lack of political ownership and change in leadership had been blocking the recommendations coming out of this project from being implemented. A second effort is required to modify the results of the first one and to establish political ownership and leadership. Several other national projects had multiple rounds before solid actions were taken. Industry needs to be a part of the effort as the panelists indicated that several key corporations were missing in the first project.
Practical implications
The project provides comparative details on running national technology foresight projects. This should be useful for those responsible for planning similar projects.
Original/value
The paper reviews the project implementation process and what happened after the implementation providing feedback on what should have been done or should be done in similar foresight projects.

Abstract
Purpose
Australian Universities have struggled to achieve higher education outcomes for Indigenous students. Rates of retention, attrition and withdrawal characterize the Indigenous higher education participation profile. An emerging Indigenous leadership within the academy provides universities with access to Indigenous standpoints. This chapter promotes the necessity of Indigenous standpoints if universities are to achieve transformation in Indigenous higher education outcomes.
Social and practical implications
The opportunities available to Indigenous Australians to enjoy a quality of life commensurate to non-Indigenous Australians are hampered by disproportionate rates of poor health, education and employment. A higher education qualification positions Indigenous people to access sustainable employment. Improving rates of Indigenous retention, decreasing attrition and increasing the number of graduates can transform current Indigenous experiences of disadvantage. Accessing Indigenous standpoints is integral to universities achieving these results.
Originality/value of chapter
While the concept of Indigenous standpoints has been proposed by other Indigenous scholars, these discussions have not contextualized the operations of this standpoint specifically within the milieu of university administration, management and governance. The intrinsic value of Indigenous standpoints has not gained traction within university executive management and is not readily understood in strategic planning or academic corporate cultures.

Abstract
Purpose
This paper aims to propose future public policy guidelines (FPPG) in sustainable regional development for Guaviare (Colombia) – a territory affected by environmental and social distress – for the year 2035.
Design/methodology/approach
Following collective action theory and sustainable regional development literature, a foresight exercise was conducted using site focus groups and semi-structured interviews with local participants to identify future strategic change drivers and the most relevant social actors for the attainment of economic, social and environmental development in the Guaviare through FPPG.
Findings
The findings suggest that the development of public policies regarding building consensus around Guaviare’s economic, environmental and social issues, reducing conflict between the region’s cultural and environmental ways, decreasing isolation from the centers of decision-making, increasing the transparency of public institutions and reducing insecurity to attract investments are all crucial to attaining sustainable regional development.
Originality/value
Interdisciplinarity is implicit in the local perspectives on the problem that impedes sustainable development in San José del Guaviare. The paper’s main contribution is the long-term vision that breaks away from the traditional short-termism in public policy guidelines in a Latin American context. Methodologically, the significant contribution is the convergent alignment of specific foresight methods toward public policy guidelines’ analysis and design processes.

Abstract
Biotechnology is now considered a key emerging sector in Ireland's economic landscape. Defined as the ‘application of scientific and engineering principles to the processing of materials by biological agents’ (Forfás Report, 2005), biotechnology is now the main high-technology driver affecting industries as diverse as food, agriculture human health and environmental protection. In 2002 it was estimated that over 400,000 people worldwide were employed in biotech (InterTradeIreland, 2002), with the market for biotechnology products worth an estimated 100 billion (European Commission, 2002). However, according to the Technology Foresight Ireland Report (1999), these figures are predicted to increase significantly, with the expectation that, by the end of 2006, the biotechnology sector will be worth an estimated 250 billion and will employ more than three million workers.
