Abstract

In the last decade, Indigenous enterprises and entrepreneurs have played an increasingly important role in Australia. This has not always been the case. Historically, Indigenous Australians have been excluded from the broader economy. However, more recently, the number of Indigenous businesses has significantly increased despite the limited access to capital and lower level of education. This chapter provides a historical perspective of Indigenous entrepreneurs in Australia and argues that entrepreneurial leadership development can play a critical role in developing Indigenous entrepreneurship. The historical context of Indigenous Australians is first discussed, and the current status of Indigenous entrepreneurs in Australia is then examined. In particular, we focus on entrepreneurship among the Aboriginal and Torres Strait Islander people. Finally, the importance of entrepreneurial leadership development in the future landscape of Indigenous entrepreneurship in Australia is highlighted.

Abstract

In Australia, there are agencies funded by the government to provide support to Indigenous peoples wishing to start a business and to provide ongoing support for their businesses. In this chapter, we highlight the government-funded agencies mentioned by Indigenous small business owners and provide insights into their experiences. Informing this chapter are 36 interviews with 30 Indigenous small business owners and 6 Indigenous business stakeholders from urban, rural, and remote areas of Australia. We explore the practice of support from an axio-onto-epistemological perspective. We use the theory of practice architectures lens to analyse the data, identifying how the practice of support is enabling and constraining Indigenous small business owners. Next, we share how these government-funded agencies are understood to be used according to Indigenous stakeholders. Last, we recommend improvements that may further support and sustain Indigenous small businesses.

Abstract

Indigenous Australians are often referred to as ‘the First Peoples’ of Australia, and the inclusion of the Aboriginal and Torres Strait Islander flags in being recognised as official national flags in 1995 by the Keating Federal Government, alongside the Australian flag, embues First Peoples with national recognition. The national discussion and consultation to reform Australia's Constitution has failed to progress a proposal to enshrine Australia's First Peoples recognition in the preamble of the constitution. The Australian Federal Government also dismissed the Uluru Statement from the Heart, which calls for a national Indigenous voice to parliament and the concept of a Makarrata, to facilitate the truth-telling about Australia's violent history. This great southern continent experiences long periods of drought, intense fires and periodic intense flooding across Australia. However, Australian society has barely engaged with First Peoples and their unique knowledge of this land, whether traditional or revitalised, including their exemplary sustainable management through ‘Caring for Country’. This chapter examines the benefits of Indigenous people's knowledge exercised through their laws, customs, practices and polity, and analyses the significant impact resulting from generations of settler Australians ignoring Indigenous ontology and knowledge.

Abstract

Sustainable luxury has often been seen to offer both environmental sustainability and the possibility for innovative entrepreneurial development of natural and cultural heritage. The possibility and challenges of sustainable luxury tourism for Indigenous groups have been discussed by Poelina and Nordensvärd (2018) at some length by including a cultural governance perspective that brings culture and nature together. They stressed how protecting our shared human heritage and human culture can be aligned with a new wave of sustainable luxury tourism. To achieve this, we need to create links to both management and protection of landscapes and ecosystems as vital parts of heritage protection and social development. This chapter explores how and why we need to integrate social sustainability into sustainable luxury tourism, where we can foresee potential pitfalls and conceptualise nature-based and Indigenous tourism to empower local Indigenous communities and provide them with sustainable employment, economic development and community services. The sustainable tourism model provides brokerage necessary to strengthen their capacity for innovation, entrepreneurship and transformational change. This transformational change requires tourist visitors and non-Indigenous tourism operators to be open to a new experience with Indigenous guides and tourism operators to see, share and learn how to feel ‘Country’ (Poelina, 2016; Poelina & Nordensvärd, 2018). We will use Martuwarra (Fitzroy River) and its communities in Kimberley (Western Australia) as a case study to develop a sociocultural sustainable luxury tourism framework that includes governance, legal and management and social policy perspective.

Abstract

Purpose

This paper aims to explore how corporate Australia engages in reconciliation through recognizing and providing pathways for Indigenous Australians' corporate leadership aspirations.

Design/methodology/approach

The research design is informed by the prior literature on pathways by minority groups to corporate leadership through the theoretical lens of transformational leadership. The investigation is conducted using textual analysis of reconciliation action plans (RAPs), a contemporary and voluntary practice adopted by Australian listed companies to disclose their commitment to national reconciliation. RAPs are publicly available from the official websites of listed companies.

Findings

The analysis of contemporary RAPs highlights organizational initiatives to support Indigenous Australians related to corporate and community leadership. Since the authors’ focus is the former, corporate leadership initiatives are further analyzed. Two initiatives for Indigenous Australians to pursue corporate leadership positions are emerging future leaders' programs and mentoring programs. This is the extent to which the authors observe Australian firms' transformational leadership. While some firms have implemented these initiatives with specific targets, other firms do not have specific initiatives or targets. The paper also conducts longitudinal analysis into the transformational leaders' past RAPs and triangulates to other evidence of reconciliation commitment such as the Uluru Statement from the Heart.

Research limitations/implications

This paper contributes new insights to the research area of board cultural diversity, specifically to the limited literature on Indigenous reconciliation. It provides insights into firms and policymakers to address the ongoing issue of the underrepresentation of Indigenous Australians in corporate leadership. The sample of firms comprises Australian listed firms that have adopted higher-order RAPs, which restricts the generalizability of the findings to other sectors.

Originality/value

This paper explores the under researched phenomenon of Indigenous people's pathways to corporate leadership. The research design is informed by transformational leadership theory through considering institutional actions for reconciliation. This research provides evidence of the extent to which corporate Australia has taken action on the issue of the under-representation of Australian Indigenous people in corporate leadership.

Tourism and events have been identified as providing opportunities to revitalize regional and remote economies. In Australia such areas have limited economic opportunities and are constrained by a range of development barriers, including access to markets and human capital. Importantly, tourism in particular is seen as an economic activity that provides scope for Indigenous communities and individuals in regional and remote parts of the country to leverage development opportunities. A number of the island communities of the Torres Strait, the most northern region in Australia, are exploring the potential of tourism and events as an economic development strategy, yet the region is severely constrained by a number of development barriers.

Abstract

Purpose

Research examining the role of construction and involvement of resource organisations with indigenous reconciliation has been very limited in Australia. This paper aims to examine how a sample of organisations from Western Australia (WA) are engaging with indigenous reconciliation.

Design/methodology/approach

A questionnaire survey juxtaposed with in-depth interviews are used to explore how construction and resource companies (mining and energy) operating in WA have been planning to build better relationships with the indigenous community as part of their corporate social responsibility (CSR) programme.

Findings

The majority of construction and resource companies sampled embraced reconciliation as part of a contractual and legal requirement rather than part of their CSR. It was acknowledged that to effectively address the issues associated with reconciliation and indigenous engagement, there is a requirement for flexibility and adaption of existing protocols and processes to better suit the cultural differences that arise with interactions between indigenous and non-indigenous peoples.

Research limitations/implications

The questionnaire survey was cross-sectional, and a limited number of in-depth interviews were undertaken. Respondents’ opinions were sought about their organisations’ reconciliation action plans, which have only been recently embraced by firms, and thus, views that were solicited should not be treated as being definitive.

Originality/value

Research examining the role of construction and involvement of resource organisations with indigenous reconciliation in the construction and resource sector has been limited. The findings of this study can provide a platform for examining and comparing how construction and resource organisations in different countries are embracing the process of reconciliation with their indigenous peoples.

Abstract

Purpose

The purpose of this paper is to investigate the reasons managers of non-Indigenous backgrounds move to, stay in, and leave their positions in Indigenous Art Centres in remote areas of Australia.

Design/methodology/approach

This qualitative study used structured in-depth interviews of 21 managers of Indigenous Art Centres to explore their reasons for staying in or leaving their positions.

Findings

The study finds that managers are not drawn to remote Art Centres for financial gain, or career advancement. In contrast, a broader range of pull factors beyond the job – in particular, the Indigenous community/environment and personal/family reasons – influence managers to stay or leave the job. However, the reasons for choosing to leave are qualitatively different from reasons given by managers who stay, pulling some managers to stay, whilst pushing other managers to leave. Significantly, shocks, in the form of threatening and frightening situations were also influential in explaining turnover.

Research limitations/implications

This research was limited to Art Centre managers in remote Australia and may lack generalisability in other countries.

Originality/value

The study adds to the few field studies that have investigated issues related to recruitment and retention of managers in the creative arts sector in remote areas. It contributes to the literature by extending push-pull theory to aspects of the entrepreneurial career process, albeit among “accidental entrepreneurs”. In addition, the authors have also incorporated “shocks” as catalysts to understanding career deliberations, and that threatening and frightening situations were especially influential in explaining decisions to stay or go.

Abstract

Purpose – We investigated recent efforts of the Australian Football League (AFL) to reintroduce the sport of Australian Football to post-Apartheid South Africa. The chapter adopts a critical approach exploring the difference between the rhetoric of reconciliation and its use as a commercial marketing tool and other agendas that may be at play in international expansion.

Design/methodology/approach – The discussion and research findings outlined in this chapter are based on extensive tape-recorded interviews with Anglo-Australian advocates, African converts and Indigenous Australian critics of the claim to reconciliation as well as field notes collected during the time of visits to Johannesburg and Cape Town, South Africa and Alice Springs, Australia.

Findings – Key themes to emerge from the interviews are presented, cohering around issues of identity, as well as personal and community empowerment through sport, together with the claimed uniqueness of Australian Football to achieve reconciliation in Australia and international contexts such as South Africa.

Research limitations/implications – The limitations of using an ethnographic approach are indicated. This research draws on the qualitative and self-reflective approaches that are characteristic of contemporary indigenous studies where the emphasis is on attempts to allow indigenous people and other marginal voices to speak for themselves.

Originality/value – The chapter provides the first scholarly engagement with the expansion of Australian Football in the new South Africa in the context of the politics of indigenous reconciliation.
