Abstract

Purpose

In order to improve the comprehensive evaluation level of shield tunnel structure health, taking a subway tunnel section as an example, and combined with the onsite measured data, such as regular inspection, health monitoring and disease remediation, this paper introduces the variable weight theory to improve the traditional fixed-weight evaluation method from structural deformation, current durability and disease status.

Design/methodology/approach

Considering the influence of the fluctuation of each index value on the index weight, a comprehensive structural health evaluation model of shield tunnel based on an improved variable weight matter-element extension model is proposed.

Findings

Compared with the traditional fixed-weight evaluation method, this model can correct the evaluation distortion caused by the fluctuation of index value and has optimal effect.

Originality/value

The sensitive analysis shows that several key indicators of the main threats to tunnel structure are obtained to improve the efficiency of operation, maintenance and management of shield tunnel structure.

Abstract

Purpose

The purpose of this paper is to establish a grey cloud incidence clustering model to assess the drought disaster degree under 15 indexes in 18 cities of Henan province.

Design/methodology/approach

The grey incidence degree between each index and ideal index is used to determine the index weight and combined with the subjective weight, the comprehensive weight is given; the traditional possibility function is transformed into grey cloud possibility function by using the principle of maximum deviation and maximum entropy, which fully reflects the coexistence of multiple decision-making conclusions and constructs the grey cloud incidence clustering model.

Findings

The drought disaster degree of Henan province is divided into four grades under the selected 15 indexes. The drought grades show obvious regional differences. The risk levels of the east and southwest are higher, and the risk levels of the north and southeast are lower. This result is consistent with the study of drought disaster grades in Henan province, which shows the practicability and usefulness of the model.

Practical implications

It provides an effective method for the assessment of drought disaster grade and the basis for formulating disaster prevention and mitigation plan.

Originality/value

By studying the method of multiattribute and multistage decision-making with interval grey number information. The objective weight model of index value is designed, and the subjective weight is given by experts. On the basis of the two, the comprehensive weight of subjective and objective combination is proposed, which effectively weakens the randomness of subjective weight and reasonably reflects the practicality of index decision-making. The time weight reflects the dynamic of the index. The traditional possibility function is transformed into the grey cloud possibility function, which effectively takes advantage of the grey cloud model in dealing with the coexistence of fuzzy information, grey information and random information. Thus, the conflict between the decision-making results and the objective reality is effectively solved. The interval grey number can make full use of the effective information and improve the accuracy of the actual information.

Abstract

At present, the evaluation methodology on the design innovation of the stadia is not complete. The degree of innovation of the design scheme of the stadia still cannot be quantitatively estimated; this inability makes it difficult to guide the selection of a design scheme. To solve the problem of evaluation on the innovative design of the stadia, improve such design’s evaluation theory, and accurately direct the selection of the design scheme of the stadia, the Delphi method is used to select evaluation indexes. Moreover, analytic hierarchy process (AHP) is applied to determine the index weight in this study; based on this index weight, fuzzy comprehensive evaluation is used to establish the model of the design innovation evaluation of the stadia. The model involves the comprehensive and simple selection of indexes and the high reliability of weight selection; the model can quantitatively calculate the comprehensive index evaluation value of the design innovation of the stadia in a relatively accurate and rapid way. In this study, Hunan People’s Stadium is taken as the example for design innovation evaluation; the procedure of design innovation evaluation is introduced in detail. The design innovation evaluation value of the stadia is 2.977 through analysis; this value indicates an ordinary degree of innovation. The innovation evaluation value of the shape is 3.425; this value shows a relatively high degree of innovation. The innovation evaluation value of the structure is 2.47; this value represents a relatively low degree of innovation. The model in this study is an accurate and prompt model that can conduct a comprehensive evaluation on the design innovation of the stadia based on quantitative calculation. This model directly and comprehensively finds the advantages and disadvantages of a design scheme. Thus, it is quite suitable for the design innovation evaluation of the stadia.

Abstract

Purpose

This study aimed to analyze existing problems in the dissemination and management of emergency information on social media platforms, improve social media users' experience regarding such information, increase the efficiency of emergency information dissemination and curb the spread of misinformation.

Design/methodology/approach

In this study, the emergency information quality on social media platforms was examined. Based on the evaluation principles of the quality of mature information, social media information characteristics and the rules of emergency information dissemination, combined with relevant academic research results, an index to evaluate the quality of emergency information on social media was constructed. In addition, the authors have introduced cloud theory as an information quality evaluation method and used social media users' emotional characteristics to assess information quality evaluation results. A comprehensive system for evaluating emergency information quality, including indexes, methods and detection strategies was established. Based on a comprehensive system, a case study was conducted on the forest fires in Sichuan Province and the African swine fever events as reported on the Zhihu platform. In accordance with the results of the case study, the authors expanded the research and introduced the emotional characteristics of social media users as an independent evaluation dimension to evaluate the quality of emergency information on social media.

Findings

The comprehensive system's effectiveness was verified through the case study. Further, it was found that users' emotional characteristics (reflected in their information behavior) are inconsistent with their evaluation of websites' information quality regarding major emergencies. Integrating users' emotional characteristics into the information evaluation system can enhance its effectiveness following major emergencies.

Originality/value

First, an evaluation index system of emergency information quality on social media about major emergencies was offered. Unlike the commonly available index system for information quality evaluation, this proposed evaluation index system not only accounted for the characteristics of social media, such as massive disordered information, multiple information sources and rapid dissemination, but also for the characteristics of emergency events, such as variability and the absence of precursors. This proposed evaluation index system enhances the pertinence of the information quality evaluation and compensates for the shortcoming that the current research only focuses on evaluating social media information quality in a broad context, but pays insufficient attention to major emergencies. Second, cloud theory was introduced as a method to evaluate the emergency information quality found on social media. Existing research has primarily included the use of traditional statistical methods, which cannot transform numerical values into qualitative concepts effectively. Various indeterminate factors inevitably affect the quality of emergency information on social media platforms, and the traditional methods cannot eliminate this uncertainty in the evaluation process. The method to assess emergency information quality based on cloud theory can effectively compensate for the gaps in the research and improve the accuracy of information quality assessment. Third, the inspection and the dynamic adjustment of assessment results are absent in the research on information quality assessment, and the research has relied principally on the information users' evaluation and has paid insufficient attention to their attitudes and behaviors toward information. Therefore, the authors incorporated users' emotional characteristics into the evaluation of emergency information quality on social media and used them to test the evaluation results so that the results of the information quality assessment not only include the users' explicit attitudes but also their implicit attitudes. This enhances the effectiveness of the information quality assessment system. Finally, through this case study, it was found that an inconsistency exists between user evaluation and user emotional characteristics after major emergencies. The reasons for this phenomenon were explained, and the necessity of integrating user emotional characteristics into information quality assessment was demonstrated. Based on this, the users' emotional characteristics were used as a separate evaluation dimension for assessing the quality of emergency information on social media. Compared with assessing the quality of general information, integrating the user's emotional characteristics into the evaluation index system can lead the evaluation results to include not only the users' cognitive evaluation but also their emotional experience, further enhancing their adaptability.

Abstract

Purpose

There are thousands of areas excluded from using electrical energy in China. It is mainly because that these places, which are away from towns, have the characteristics of scattered living and low-power consumption and are difficult to construct the power grid. The utilization of energy in remote areas could improve the level of education and quality of life for people living in there, which has great social significance. However, how to choose the optimal power generation model quantitatively according to local energy advantages is a difficult problem.

Design/methodology/approach

To carry out a better assessment of the energy benefits of Chinese rural areas to assist the decision-making of energy utilization project, this paper takes Sunan Yugu Autonomous County in Gansu Province as an example. Four feasible energy utilization scenarios are proposed by analyzing its geographical conditions and re-source advantage, respectively, are photovoltaic power generation, biomass power generation, wind power generation and power grid extension. Based on the above scenarios, the evaluation index system of comprehensive utilization of energy in remote areas is constructed, and the comprehensive benefit of each model is evaluated by adopting entropy-based fuzzy comprehensive evaluation model.

Findings

Evaluation results show that the comprehensive benefits of photovoltaic power generation is the best, followed by power grid extension. Thus, preference should be given to the two models in the energy utilization in Sunan County. This evaluation model can provide a scientific reference for the selection decision-making of energy utilization project, which is helpful to provide the feasibility and efficiency of the construction of energy utilization project.

Originality/value

The authors construct the comprehensive benefit evaluation index system and evaluate the comprehensive benefits of different scenarios are by using entropy - fuzzy comprehensive evaluation model. Then the qualitative problem can be analyzed quantitatively. The purpose of this study is to support the decision-making of energy investment. Simultaneously, the paper also has some practical significance in improving the credibility of the government and the quality of local people’s life.

Abstract

Purpose

Green economy and economic development with high quality have set higher requirements for the development of the urban logistics industry. It can grasp the recent development level of the urban logistics industry by measuring its environmental efficiency to guide its future development direction. The purpose of this study is to improve the environmental efficiency and development level of the urban logistics industry by using a reasonable evaluation method.

Design/methodology/approach

This paper uses information entropy to directly aggregate index weights from different models to acquire comprehensive index weights (CIWs) for calculating peer-evaluation efficiency. Then, we weight self and peer-efficiencies to obtain final efficiency. The environmental efficiencies of the urban logistics industry in Anhui Province in 2019 are obtained according to the above method.

Findings

Several findings are summarized below. The logistics industry in Anhui is in urgent need of improving environmental efficiency. The environmental efficiency of the logistics industry in North Anhui is the highest one, showing that the logistics industry in North Anhui has achieved a relative balance between economic development and environmental protection. Their final cross-efficiency values based on the CIWs are smaller than those based on the comprehensive efficiency. And the environmental efficiency of almost all urban logistics industries is lower than its economic efficiency. The findings show that the proposed method is feasible and more reasonable. More economic implications and suggestions are proposed.

Originality/value

This paper proposes an extended cross-efficiency evaluation method based on information entropy to measure the environmental efficiency of the urban logistics industry, effectively avoiding the overestimation of efficiency results.

Abstract

Purpose

With the advent of the information age, this paper aims to apply risk analysis theories to study the risk prevention mechanism of information disclosure, thus supporting the green electricity supply.

Design/methodology/approach

This paper conducts a comprehensive evaluation and analysis of the impact of power market transactions, power market operations and effective government supervision, so as to figure out the core risk content of power market information disclosure. Moreover, AHP-entropy method is adopted to weigh different indicators of information disclosure risks for the participants in the electricity market.

Findings

The potential reasons for information disclosure risk in the electricity market include insufficient information disclosure, high cost of obtaining information, inaccurate information disclosure, untimely information disclosure and unfairness of information disclosure.

Originality/value

Some suggestions and implications on risk prevention mechanism of information disclosure in the electricity market are provided, so as to ensure the green electricity supply and promote the electricity market reform in China.

Abstract

Purpose

The purpose of this paper is to establish a synthetic evaluation index system of new socialist countryside (NSC) development at county level in China, and by which to evaluate the level of NSC construction among different regions in China. Then, some problems of rural development can be found and corresponding measures can be proposed, which could provide references for policymaking.

Design/methodology/approach

First, from agricultural, rural and farmers' perspective, a preliminary index system which containing 44 indicators was put forward. Then, combining with a series of subjective and objective indicator screening methods, such as fuzzy synthetic evaluation, clustering analysis, correlation and variation coefficient analysis, the final index system containing 22 indicators was established. Third, combining with factor analysis, the final index system was used to evaluate the level of NSC construction in 28 counties of China in 2007. Finally, we calculated district factor scores by a model and gave an aggregate index ranking of different regions.

Findings

NSC construction at county level is not well developed in China and there are significant geographical differences among different districts. First, NSC construction in Shanghai, Beijing, Nanjing, Guangzhou and Hangzhou is relatively better. Second, NSC construction of East China is better than that of North China and Central China. Northeast of China is better than Southwest and Northwest. Third, NSC construction in municipalities is higher than non‐municipalities. Rural development in Western regions of China needs to be paid special attention.

Originality/value

A final evaluation index system including 22 indicators was designed. These indicators are complete, independent, weakly correlative and stable. The index system can be further applied to evaluate other regions' NSC development. The evaluation results can provide useful references for NSC reform in the whole nation.
