Abstract

Purpose

The purpose of this study is to investigate the relationships between (1) employed parents' work–family conflict (WFC), (2) their children with disabilities' support needs, (3) their children's age, and (4) those parents' levels of school engagement.

Design/methodology/approach

Data were collected from 193 US parents of children with disabilities who completed a survey regarding work and family strain as well as school engagement. Descriptive statistical and correlational analyses were used, followed by moderated regression analysis.

Findings

Results indicate that higher levels of WFC have a negative impact on parents' school engagement. Similarly, children with disabilities' increased needs for parental support have a negative impact on school engagement. Moreover, the age of children with disabilities holds a moderating role in the relationship between support needs and school engagement.

Research limitations/implications

Human resource managers can acquire information regarding employed parents of children with disabilities' increased support needs and formalize flexible policies leading to supportive workplace cultures. School personnel can instigate a range of options that facilitate parents' school engagement, such as maximizing use of technology via virtual meetings and activities.

Originality/value

These innovative findings contribute to theoretical underpinnings in work and family strain research as well as conservation of resources theory, given the lack of previous empirical work specific to children with disabilities and their employed parents.

Purpose

Two strands of the literature are combined, namely the modeling of disability insurance and the design, valuation and discussion of insurance-linked securities.

Design/methodology/approach

This paper provides a discussion regarding the advantages and detriments of disability-linked securities in comparison with mortality-linked bonds and swaps as well as regarding potential disability-linked indices and the potential use. The discussion is followed by an introduction of a potential design and a corresponding valuation of disability bonds and swaps.

Findings

This securitization will provide useful tools for the risk management of disability risk in a risk-based regulatory framework.

Originality/value

No disability-linked securities have been defined and discussed so far.

Abstract

We propose that institutional actors do not just ceremonially comply with the cultural values in their environment, as institutional theorists have suggested. Instead, we argue that institutional actors can use conflicting cultural values as tools to further their interests and, in doing so, affect significant social problems and cause unanticipated changes in their core goals and policies. To present support for that proposition, we describe an epidemic of work disability that occurred in the Netherlands between 1967 and 1988. The epidemic is examined in light of conflicting Dutch cultural conceptions of the meaning of work and the meaning of economic security in the welfare state. The behavior of key institutional actors, including the government, medical institutions, employers, and labor unions, is examined to identify their roles in the epidemic. We assert that, by pursuing its own interests while upholding Dutch cultural values, each institutional actor produced conditions in which the work disability epidemic could occur.

Abstract

Purpose

The purpose of this study is to describe knowledge, awareness and experience of different employees in a Swedish municipality (City of Gothenburg) concerning the disability perspective, accessibility and universal design in practice.

Design/methodology/approach

This study is based on an online survey. A total of 119 different employees responded to the survey. The data was analyzed from a mixed-method approach, using descriptive statistics and textual analysis. The study also included personal interviews with 19 employees in the City of Gothenburg.

Findings

A total of 521 employees in the City of Gothenburg participated in disability awareness exercises (DAE) at the Disability Awareness Arena to gain greater knowledge and insight on disability perspectives in different environments and services. Of these, 119 people representing different professions in soft and hard services and companies participated in the survey; and 19 people participated in personal interviews. The study showed that a vast majority of them were very satisfied and they have developed and practiced their new knowledge and attitude toward disability and accessibility.

Research limitations/implications

One limitation in this study is that it has investigated the experiences and effects of the DAE 6–12 months after its implementation. Therefore, it is not possible to analyze long-term effects that the DAE can have in practice.

Originality/value

To the best of the authors’ knowledge, no prior study of these issues has been conducted in Sweden. This study is deemed to have significant social benefit because of the steadily increasing demand for disability simulations, awareness of disability perspective and accessibility in municipality settings. No other study has addressed the importance of the DAE in these perspectives. DAE is defined in this article as a unique concept for promoting the usage of the disability perspective in the everyday workplace.

Abstract

Purpose

Organizations are increasingly investing in disability-specific sensitization workshops. Yet, there is limited understanding about their hoped outcomes, that is, increased knowledge about disability-related issues and behavioral changes with respect to those with a disability. The purpose of this paper is to examine the effectiveness and boundaries of disability-specific sensitization training in organizations.

Design/methodology/approach

This is an interview-based study where 33 employees from five industries across India were interviewed over the span of a year.

Findings

The findings suggest that sensitization workshops are successful with regard to awareness generation. Paradoxically, the same awareness also reinforced group boundaries through “othering.” Further, workshops resonated more so with individuals who already had some prior experience with disability, implying that voluntary sensitization is likely attracting those who have the least need of such sensitization. The findings also suggest that non-mandated interventions may not necessarily influence organizational level outcomes, especially if workshops are conducted in isolation from a broader organizational culture of inclusion.

Originality/value

The present study helps outline effects of sensitization training initiatives and enhances our understanding about how negative attitudes toward persons with a disability can be overcome. The study also indicates how such training initiatives may inadvertently lead to “othering.” Finally, this study offers suggestions to human resource managers for designing impactful disability sensitization workshops.

Abstract

What is the relationship between longevity and health? Health expectancies were developed more than 30 years ago specifically to answer this question. It may therefore be the time to try to answer this question, though it is worth noting that the question implies a unidirectional relationship. Almost no one questions the positive association between health and longevity. It is expected that healthy, robust people will live, on average, longer than frail people. This heterogeneity in terms of robustness/frailty may explain the shape of the mortality trajectory with age, ie. the oldest old seem to follow a lower mortality schedule (Vaupel et al, 1979). On the other hand, many people wonder about the relationship between longevity and health. Are we living longer because we are in better health? Are we living longer in good health? Or are we merely surviving longer whatever our health status? In other words, can we live in good health as long as we can survive? And this is exactly the purpose of health expectancies: monitoring how long people live in various health statuses (Sanders, 1964; Sullivan, 1971; Robine et al, 2003a).

Abstract

Purpose

This paper aims to identify and draw together key themes in the literature relating to the impact of disability on labour market outcomes. In doing so it provides an overview of issues in estimation in empirical work relating to disability.

Design/methodology/approach

This paper reviews the existing international evidence relating to the impact of disability on labour market outcomes.

Findings

Regardless of country, data source or time period disability serves to reduce labour market prospects. Understanding the reasons for this requires consideration of issues such as separating discrimination from unobserved differences in productivity and preferences, the influence of heterogeneity within the disabled group and the dynamic effects of disability.

Practical implications

The paper also reviews recent evidence concerning the labour market impact of significant changes in legislation affecting the disabled, particularly the introduction of the Americans with Disabilities Act in the USA. This evidence is particularly useful to policymakers.

Originality/value

The paper provides a comprehensive review of the empirical evidence relating to the labour market impact of disability and the influence of recent changes in legislation.

Abstract

Purpose

The move from congregated living arrangements to more homely, community‐based accommodation is a policy objective in many developed countries but its implementation is rarely monitored. This paper aims to address this issue.

Design/methodology/approach

The National Intellectual Disability Database in Ireland provided the data to explore the changes in provision that occurred from 1999 to 2009 for nearly 8,000 adults resident in either congregated or community‐based accommodation.

Findings

Over the ten years, there was a marked rise in the numbers living in community group homes and by 2009 just under 50 per cent of persons resided in community settings. Although there was a reduction in the number of places in congregated options over the decade, this was not uniform in that increased numbers of persons were living in new forms of congregated provision designated as specialist units. Moreover, the estimated annual turnover of 2.4 per cent vacancies per annum meant that nearly half of the new admissions were to congregated settings. Over the ten years, a few people moved to a different type of accommodation although more people moved from congregated to community settings than vice versa. A few moved to more independent living arrangements. Despite unprecedented increased investment in services in this period, on average only 70 new places were created per annum – a 1 per cent increase on total places.

Research limitations/implications

Outmoded models of residential provision are likely to persist unless there is sustained investment in new forms of provision largely through a planned transfer of resources.

Originality/value

This national study illustrates how policy changes could be monitored in other countries.

Abstract

Women with learning disabilities have many social, personal and psychological problems that stem from being neglected, as well as from being doubly disadvantaged by their gender and their learning disability. Most of these psychosocial problems are not addressed as they arise, and lead to psychiatric diagnosis and medicalisation of non‐medical issues. It is important to recognise parenting in women with learning disabilities, as well as concerns such as sexual and emotional abuse and violence, and to address them by appropriate agencies. Research suggests that trained mental health staff with a good understanding of gender as well as of disabilities would be able to address the needs before they turn into crises. International and national surveys give a good understanding of where the needs lie and how services could be structured most effectively. Recognition of the problems, a robust gender‐sensitive approach and management skills at community level seem to be most important in dealing with women with learning disabilities. Most women with learning disabilities need local, generic, gender‐sensitive non‐stigmatising services. Only a very small minority of women with behavioural problems will need the highly specialised psychiatric learning disabilities team.

Abstract

Purpose

Persons with disabilities face the impacts of disasters differently. Early warning systems can be one of the powerful tools to reduce the vulnerabilities of persons with disabilities and mitigate the impacts of disasters. The main objective of this study was to assess the disability inclusiveness of the current early warning system (EWS) in flood-prone areas of Bangladesh.

Design/methodology/approach

A qualitative method was focused on getting in-depth information. Persons with disabilities participated in focus group discussions (FGDs) and shared the inclusiveness and gaps of the current EWS. Through extensive literature review, a checklist was developed to conduct the FGDs. QDA Miner 6.0.6 software was used for coding and analyzing the data.

Findings

Results indicated that, though persons with disabilities have proper risk knowledge, the current monitoring and warning service, dissemination and communication, and response capability are not fully inclusive. A significant gap in the EWS was found in response capability. Even if somehow persons with disabilities manage to receive a warning about a flood, they lack the capacity to respond to the warning.

Research limitations/implications

The study proposed that to make an EWS inclusive and effective, the concerned authorities should focus on all four parts of the EWS.

Originality/value

Studies related to disability and disaster management are not very common. Conducting a qualitative study provided the persons with disabilities the opportunity to share their perspectives. Future studies can focus on vulnerability and capacity assessment of persons with disabilities to identify areas requiring interventions to enhance resilience.
