Abstract

Purpose

This study aims to determine the design factors that may affect the design of disabled students. Additionally, this study assesses and compares the reality between the public Jordanian universities’ built environment and international universities based on the Americans with Disabilities Act checklist – version 2.1 – to provide an accessible built environment for physically disabled people. Furthermore, this study examines the satisfaction degree of physically disabled people with the built environment in selected universities. Besides, this study examines the relationships/interrelationships between the students’ demographic factors, design factors and the degree of the disabled students’ satisfaction.

Design/methodology/approach

This research used different data collection methods to answer the research questions: literature review, observation and questionnaire. Additionally, this study used different analytical and statistical methods, such as comparative analysis between the local cases and the selected international case study based on the Americans with Disabilities Act checklist, version 2.1, descriptive analysis and Pearson r correlational statistics.

Findings

This research found that the Jordanian public universities did not apply all required design factors to achieve a high degree of the built environment of accessibility and provide all the requirements and needs of physically disabled students like international universities. Additionally, half of the physically disabled students respondents were satisfied with the availability and quality of pathways, ramps, doors and corridors, non-slippery materials, elevators, accessible entrances, entrances doors, methods of openings, adequate spaces for wheelchair students at the configuration of the entrance and the availability of railing. In contrast, they were unsatisfied with the availability of parking and bathrooms for each gender and signage systems. Moreover, this research found no significant differences between gender and educational level and all factors that may impact the students’ satisfaction with campus environmental design. Furthermore, this research found that there was a strong to very strong positive linear association and a significant correlation/intercorrelation between the availability and the design quality of parking, entrances, doors, lobbies and corridors, bathrooms, signage systems and information, ramps, elevators and stairs and the disabled students’ satisfaction degree.

Practical implications

This research tends to help disabled students participate entirely and independently in the built environment and all aspects of society, involve them within the community and facilitate their access to universities’ urban space. This research considers guidelines and checklists for architects and policymakers to apply through all design and retrofitting processes to meet disabled students’ requirements. This research provides a vital understanding of the needs of disabled students in educational spaces to create a barrier-free campus environment.

Originality/value

Inclusive design is a relatively new architectural concept. It provides means to ensure access and equal participation in the built environment, offers the opportunity to improve and design new equivalent solutions in architecture simultaneously and covers the way for a broad clarification of equality. Applying the concepts of inclusive design is a step toward eliminating the barriers imposed on the built environment in public universities and creating an accessible built environment. In addition, this research can guide future research in other institutions.

Abstract

Purpose

The purpose of this paper is to investigate the level of disability awareness in the property management industry in Hong Kong.

Design/methodology/approach

A structured questionnaire survey was conducted on 342 local property management practitioners. The survey was conducted online in the period between 15 September 2014 and 30 November 2014 to collect various information of the respondents such as their backgrounds, different perceptions towards the disabled and disability awareness. In addition, in-depth interviews with two front-line property management personnel were undertaken to provide a more narrative account of the topic.

Findings

The respondents generally recognized the importance of inclusive built environment to persons with disabilities (PWD) and the vital role played by property management in safeguarding the interests of PWD. However, the research found that some misconceptions about disabilities still prevailed in the industry and the interests of PWD have received inadequate consideration in the routine property management tasks performed by the practitioners, reflecting a lack of disability awareness in the local property management industry.

Research limitations/implications

The research findings provide a baseline reference for longitudinal tracking of the disability awareness among property management practitioners in the future.

Practical implications

Drawing on the research findings, this paper made several recommendations for improving disability awareness in Hong Kong’s property management industry. In addition, the research findings can be used for before-and-after analyses when the public authority strives to evaluate the effectiveness of their programmes, training workshops or campaigns of disability awareness promotion in the industry.

Originality/value

The importance of property management in the achievement of inclusive built environment has long been ignored in the literature. This study on disability awareness of property management practitioners is very likely the first of its kind in the world.

Abstract

Purpose

The purpose of this paper is to explore the implications of socially inclusive Building Information Modelling (BIM) library components. BIM requires and integrates many sets of predefined blocks or collection of attributes. Any one of the individual blocks can be replicated and/or stored in a block library for later reuse. However, few if any current block libraries contain or have access to the blocks that enable social inclusion.

Design/methodology/approach

An action-based research methodology was used to design, develop and deploy three enabling blocks as part of a plan to develop a larger library of tools for BIM practitioners. The Enabling Block Library is an open access library of Australian code-compliant mobility elements published online. This paper discusses the design and development of the library components in detail, explaining how each of the three blocks was selected in our pilot evaluation and how each was identified; fact-checked; planned (designed); deployed (action); and then evaluated.

Findings

The process and evaluation highlights that appropriate code-compliant design tools can support greater social inclusion aspects of a built environment project. These are tools that are relevant to the full spectrum of industry users of BIM, including designers, engineers and certifiers.

Research limitations/implications

Because this paper documents the project while in an early launch phase, with a small number of launch blocks, the research results were limited in their ability to thoroughly measure industry or educational impact. However, the results showed how a socially inclusive BIM block library can be developed and why this is important, with literature supporting the potential of its dissemination to the design and construction industry.

Originality/value

The paper applied action-based research methodology in the development, deployment and evaluation of exploratory BIM use to create more socially inclusive environments. It is of value because it facilitates designers creating the optimum of performance-based accessible environments, rather than the minimum “deemed to satisfy” Building Codes.

Abstract

Purpose

Despite the presence of people with disabilities in higher learning institutions, facilities provided for both accommodation and classrooms prove to be ineffective in fulfilling their expectations. However, the existing measures have tended to be rigid and unable to incorporate the ever evolving user experiences from constantly enrolling students in public campus buildings. The paper is premised on the notion of social inclusivity of the built environment in public universities through user experiences, measured through a qualitative lens.

Design/methodology/approach

The study was qualitative and deployed a case study strategy. Respondents were purposively identified and subjected to in-depth interviews, key informant interviews and focused group discussions. The full realisation of the sample frames was determined by data saturation. Data from responses was thereafter sorted, coded and categorised through a systematic thematic analysis. Some responses reactions were reported verbatim. The anonymity of the respondents was observed though through the use of pseudonyms.

Findings

This paper has indicated respondents' experiences regarding social inclusivity of the institutional built environment and thematically categorised them in six areas: complaints mechanism and feedback, pre- and post-enrolment experiences, namely; complaints mechanism and feedback, pre- and post-enrolment experiences and social support as a property management policy. Others include, representation in university decision-making organs, perceptions regarding disability and its needs and distribution of facilities and site works. It recommends that property management practices should be re-oriented to ensure the sustainability of learning facilities for the disabled, taking into consideration the ever-evolving needs and preferences of PWD user students with disabilities.

Originality/value

Linking the social and human rights models to actual experiences of property occupiers is unique. The author believes that it will, in addition to the existing models and strategies, improve on a better achievement of inclusivity of building use used by all categories of members of the society.

Abstract

The size of the population classified as people with disabilities or older adults is increasing globally. The World Health Organization estimates that the average prevalence of disability is around 18% among adults age 18 and older. People with disabilities and older adults have lower levels of physical activity and experience significant barriers to walking in local neighbourhoods. A new perspective is needed that views disability in the context of the built environment and across the lifespan. The purpose of this chapter is to examine walking as an activity that is inclusive of any age, ability or assistive device used for mobility. Through a literature review, we illustrate the complex relationship that exists between individuals with disabilities/older adults and the built environment. We describe environmental and social factors, which have been found to be associated with walking among people with disabilities and older adults as well as factors perceived to be barriers to walking. Factors cited in the literature include aspects that fall into the environmental domains of the International Classification of Functioning. We conclude by highlighting key factors needed for planning supportive walking environments for people with disabilities and older adults. Recommendations include the use of walking audits to gain information on detailed aspects of the built environment, developing inclusive walking initiatives, including people with disabilities and older adults in the planning process and planning for maintenance.

Abstract

Purpose

A challenge in implementing Universal Design (UD) is the perceived additional cost, which acts as a barrier to its widespread adoption. The few studies that have examined the cost for UD apply a theoretical research approach, failing to account for the unique design context that influences construction costs. This article presents a research methodology to calculate the UD cost in a realistic, context-dependent manner.

Design/methodology/approach

To address this gap, “Research-by-Design” is applied in a case study approach involving twelve cases from three typologies: secondary schools, town halls and small retail shops. Two scenarios are compared to the existing situation: (1) “renovating into a 100% inclusive building” and (2) “building fully inclusive right away”.

Findings

Although the methodology is time-consuming, it allows for a fair, realistic and detailed comparison between costs in different scenarios and cases. Findings show how financial implications are strongly related to its scale. Both “renovation” and “new build” scenarios involve costs, but these are considerably lower for the latter. “Circulation” and “Exterior stairs and ramps” are among the most expensive to renovate, but have almost no additional cost in the examined cases for the “new build scenario”.

Research limitations/implications

The research methodology presented in this study is time-consuming, which may limit its feasibility for large-scale cost assessments in diverse contexts.

Practical implications

The research methodology proposed in this study provides valuable insights for architects, designers and stakeholders involved in the implementation of UD. It offers a realistic and context-dependent approach to assess the cost implications of UD, enabling informed decision-making during the design and construction phases.

Social implications

By revealing the specific cost implications of UD in different building contexts, this study contributes to promoting greater accessibility and inclusion in the built environment.

Originality/value

The applied approach distinguishes this study for its ability to provide rich contextual information on actual cost implications for UD. By considering real cases and their unique design contexts, valuable insights are offered into the true costs of implementing UD in the built environment.

Abstract

Purpose

The purpose of this paper is to build insight into how the local community impacts an organization’s ability to develop an inclusive culture. The paper introduces the concept of inclusion disconnects as incongruent experiences of inclusion between an organization and its community. Then, using the case of teaching hospitals, the paper empirically demonstrates how individuals and organizations experience and deal with inclusion disconnects across the boundaries of organization and community.

Design/methodology/approach

A multi-method qualitative study was conducted in hospitals located in the same city. Focus groups were conducted with 11 medical trainees from underrepresented backgrounds and semi-structured interviews were conducted with ten leaders involved with diversity efforts at two hospitals. Data analysis followed an iterative approach built from Miles and Huberman (1994).

Findings

The findings demonstrate how boundary conflicts arise from disconnected experiences of organizational and community inclusiveness. Such disconnects create challenges for leaders in retaining and supporting minority individuals, and for trainees in feeling like they could build a life within, and outside of, their organizations. Based on findings from the data, the paper offers insights into how organizations can build their capacity to address these challenges by engaging in boundary work across organizational and community domains.

Research limitations/implications

Future research should build upon this work by further examining how inclusion disconnects between communities and organizations impact individuals and organizations.

Practical implications

The paper includes in-depth insight into how organizations can build their capacity to address such a deep-rooted challenge that comes from a less inclusive community.

Originality/value

This paper contributes to an understanding of how forces from the community outside an organization can shape internal efforts toward fostering inclusion and individuals’ experiences of inclusion.

Abstract

Purpose

This study aims to demonstrate how women's involvement in urban planning and design in Gulf cities improves urban space's inclusivity and strengthens identity through cultural heritage revitalisation. It also promotes the participation of women in architecture and city-making by showcasing how shaping urban spaces offers local communities opportunities for social interaction and a more inclusive environment.

Design/methodology/approach

The paper critically compares two case studies in the Gulf region—one in the United Arab Emirates and the other in Bahrain—according to four inclusion criteria: context connection, cultural sensitivity, community engagement and choices of amenities. These inclusion criteria are also applied to an experimental project by women architects' students in Saudi Arabia to inspire the future female architects of the Gulf region. From urban to architectural scales, the project offers a glance into the heritage design by women architects.

Findings

In light of this critical analysis, this study highlights the sensitivity to issues related to the revitalisation of urban areas by women architects. The case studies identified show the role of the female architect in making architecture and linking cultural heritage with contemporary themes. These projects stitch the past with the present and link cultural identity with aspects related to sustainable architecture. Therefore, valorising women's architectural experience is necessary to contribute to sustainable urban development in the Gulf region and beyond.

Originality/value

The present study addresses the importance of the role of women architects in the Gulf region. The research promotes the full and equal participation of women in the architecture and construction of the city to recognise their achievements by increasing their involvement in the work in a more integrated and balanced way.

Abstract

Purpose

The purpose of this paper is to create a building rating system (BRS) with its bottom-up design model that can be carried out manually and in the future automatically.

Design/methodology/approach

The BRS is built on the basis of the structure of spatial representation framework for indoor navigation by people with visual impairment, which was validated with visually impaired people, and incorporated with building design standards and regulations from around the world. The BRS was afterwards validated by three groups of five experts in the related fields such as research and development, accessibility, and building and interior designs. Finally, the user evaluation was carried out by three focus groups of three experts in risk assessment to verify the usability of the system.

Findings

This paper provides the design and methodology of the BRS used for classifying the accessibility in buildings into four levels of classification for people with visual impairment navigating around the buildings. This system is evaluated with system usability scales (SUS), which is found to be in a “Good” level on average (72.2 SUS scores).

Research limitations/implications

Success criteria used in the space classification are mainly created for people with visual impairment at this stage; other disabilities requirements must be taken into account for the next stage of the development.

Practical implications

The system can be carried out in the future automatically in the form of standalone software or plugins that can be integrated in buildings and interior design software to seek recommendations toward a creation of inclusive built environment.

Originality/value

This paper presents a design architecture of BRS with its details, description and success criteria used in the space classification.

Abstract

Purpose

This paper explores ways in which Singapore adapts its planning policy and practices to meet the needs of its growing silver population, particularly the relationship between ageing related policies and its urban development strategies.

Design/methodology/approach

The research assesses Singapore's urban planning policies for the ageing population against the WHO framework for age-friendly cities using Kampung Admiralty (KA) (a pioneering project of integrated housing cum community for the ageing population) as a case study for the analysis. The methodology adopted includes a post-occupancy evaluation and a walking tour of the selected case study (Kampung Admiralty), and an analysis of Singapore's ageing policies in relation to urban planning governance.

Findings

The study examines the role and significance of a multi-agency collaborative governance structure in ageing planning policies with diverse stakeholders in the project. The evaluation carried out on KA reveals the challenges and opportunities in urbanisation planning for the ageing population. This paper concludes by emphasising the potential of multi-collaborative governance and policymaking in creating an inclusive, liveable built environment for the ageing population in Singapore, particularly but also potential implications for other ASEAN tropical cities.

Practical implications

The case study identified key issues in Singapore's urban planning for betterment in ageing and highlighted the requirement for enhancing urban planning strategies.

Originality/value

This article fulfils an identified need for the Singapore government to address the issue of ageing by providing affordable and silver-friendly housing to its ageing population.
