Abstract

Purpose

In many countries, individuals can receive welfare support whilst simultaneously being employed. The level of earned income that welfare recipients are allowed to keep has long been a subject of debate. Core issues include whether in-work benefit regulations provide incentives for individuals to expand labour market participation and are thus also socially effective and whether the population perceives welfare benefits for individuals who earn own income as fair. This article contributes to the debate about the social legitimacy of in-work benefit regulations by shedding light on the principles guiding judgements about an adequate amount of in-work benefit receipt.

Design/methodology/approach

The authors use a factorial survey experiment to investigate which factors guide judgements about an adequate level of in-work benefit receipt. In the authors' factorial survey, the household composition, health status, and monthly earnings of a hypothetical in-work benefit recipient were varied experimentally. The study investigates Germany's basic income support programme, a means-tested social policy programme that targets both unemployed and employed individuals.

Findings

The results show that respondents consider higher earnings retention rates for lower-income earners to be fair. This preference mirrors the German legislation, which is based on the principle of need. Furthermore, the presence of children and of physical as well as mental health impairments are associated with support for higher earnings retention rates.

Originality/value

The findings suggest that citizens support the core features of in-work benefit regulations but do not consider in-work benefit recipients as a homogenous group when assessing the adequate level of benefit receipt.

Abstract

As unemployment rises across the European Union (EU), it is important to understand the extent to which the incomes of the new unemployed are protected by tax–benefit systems and to assess the cost pressures on the social protection systems of this increase in unemployment. This chapter uses the EU tax–benefit model EUROMOD to explore these issues, comparing effects in five EU countries. It provides evidence on the differing degrees of resilience of the household incomes of the newly unemployed due to the variations in the protection offered by the tax–benefit systems, according to whether unemployment benefit is payable, the household situation of the unemployed person and across countries.

Abstract

Purpose

This paper sets out to examine the challenges facing benefit‐dependent lone mothers who seek to engage with self‐employment.

Design/methodology/approach

A case study approach offers a detailed analysis of the experiences of three women considering the transition from benefit dependency to self‐employment.

Findings

The current welfare regime discourages lone mothers from entering formal self‐employment.

Research limitations/implications

The number of cases is limited by the nature of the study involved. Future work would seek to expand upon this.

Practical implications

Questions are raised regarding the efficacy of current welfare to work policies as, in this case, they would appear to impede enterprising behaviour and positively encourage informal working.

Originality/value

The paper engages in a novel fashion with the concepts of gender, welfare dependency and enterprise whilst developing a critique of current policy.

Abstract

Purpose

Mastery goals and intrinsic motivation have separately been found to predict employee turnover and turnover intention, respectively. The purpose of the present study was to examine their relative and combined influence on turnover intention in terms of a direct model and a moderated model.

Design/methodology/approach

A cross‐sectional survey was conducted among employees representing more than 400 organizations from a wide range of industrial sectors. The theoretical or subject scope of the paper was to integrate motivational antecedents for employee turnover.

Findings

When assessed jointly, intrinsic motivation was the strongest predictor of turnover intention. Mastery‐approach goals were positively related to turnover intention, but this relationship was moderated by intrinsic motivation. The relationship between mastery‐approach goals and turnover intention was only positive for employees low in intrinsic motivation.

Research limitations/implications

The two most important limitations are the cross‐sectional nature of the study and the reliance on self‐reported questionnaire data. Consequently, experimental and/or longitudinal studies are needed to examine causality issues.

Practical implications

The results suggest that intrinsic motivation holds a salient role for predicting turnover intention. For managers and organizations, then, emphasis should be placed on facilitating work environments supportive of intrinsic motivation in order to maintain employees' turnover intention at low levels.

Originality/value

The most interesting finding is that intrinsic motivation held a substantially stronger relationship with turnover intention than that of mastery‐approach goals. In addition, support for the buffering role of intrinsic motivation was found, as mastery‐approach goals were unrelated to turnover intention when intrinsic motivation was high.

Abstract

In-work transfers are often seen as a good trade-off between redistribution and efficiency as they alleviate poverty among low-wage households, while increasing financial incentives to work. In the context of the recent economic downturn, they have been advocated to offset the disincentive effect of wage cuts and to cushion the negative redistributive impact of earnings losses and cuts in the minimum wage. We study this double effect for Ireland, a country deeply affected by the economic crisis, and for which existing in-work support policies are of limited scope. The employment and poverty effects of alternative policies are analysed thanks to counterfactual simulations built using a micro-simulation model, the Living in Ireland Survey 2001 and labour supply estimations. We focus on an extension of the existing scheme, the Family Income Supplement and its replacement by the refundable tax credit in force in the United Kingdom.

Abstract

Social assistance and inactivity traps have long been considered as one of the main causes of the poor employment performance of EU countries. The success of New Labour in the UK has triggered a growing interests in instruments capable of combining the promotion of responsibility and self-sufficiency with solidarity with less skilled workers. Making-work-pay (MWP) policies, consisting of transfers to households with low earning capacity, have quickly emerged as the most politically acceptable instruments in tax-benefit reforms of many Anglo-Saxon countries. This chapter explores the impact of introducing the British Working Families’ Tax Credit (WFTC) in three EU countries with rather different labor market and welfare institutions: Finland, France and Germany. Simulating the reform reveals that, while first-round effects on income distribution is considerable, the interaction of the new instrument with the structural characteristics of the economy and the population may lead to counterproductive second round effects (i.e. changes in economic behavior). The implementation of the reform, in this case, could only be justified if the social inclusion (i.e. transition into activity) of some specific household types (singles and single mothers) is valued more than a rise in the employment per se.

Abstract

We analyse the dynamics of social assistance benefit (SA) receipt among working-age adults in Britain between 1991 and 2005. The decline in the annual SA receipt rate was driven by a decline in the SA entry rate rather than by the SA exit rate (which also declined). We examine the determinants of these trends using a multivariate dynamic random effects probit model of SA receipt probabilities applied to British Household Panel Survey data. We show how the model may be used to derive year-by-year predictions of aggregate SA entry, exit and receipt rates. The analysis highlights the importance of the decline in the unemployment rate over the period and other changes in the socio-economic environment including two reforms to the income maintenance system in the 1990s and also illustrates the effects of self-selection (‘creaming’) on observed and unobserved characteristics.

Abstract

Purpose

Providing employees with meaning in their work has inspired numerous researchers to study the role of personal meaningful work and its related outcomes. Despite this high level of interest, the theoretical views and methodological approaches used to explore this concept still require refinement and development. Without a comprehensive review of these views and approaches, the concept of meaningful work will remain an ill defined notion. The purpose of this paper is to address this gap with a review of the theoretical and empirical research on meaningful work.

Design/methodology/approach

The paper includes a discussion on the concepts of “meaning” and “work”, and its importance and the sources for conceptual confusion, and a synthesis of the common features that form the idea of meaningful work in numerous empirical and theoretical studies.

Findings

The paper found meaningful work is derived when the employee has a perfect understanding of the nature and expectations of the task environment (i.e. the work has a clear goal, purpose and value that is connected to the employee), the employee feels a sense of fit or congruence between their own core values and the job requirements and organizational mission and goals, and when perfect understanding exists of how employees’ roles contribute to the purpose of the organization.

Practical implications

As part of an effective HRM strategy, organizations should actively encourage and develop managers’ abilities to redesign jobs and the climate to build enhanced feelings of meaning in work. Furthermore, organizations can promote greater experiences of meaningful work among employees by implementing the “job crafting” concept. Also, the role of top management is to focus on job elements that would possibly change personal needs of employees and hence perceive their jobs to be more meaningful.

Originality/value

Given the limited amount of recent literature focused on defining meaningful work, this paper provides valuable resources to help organizations succeed in their understanding of how to engage in creating meaningful work environment. It also examines the underlying features that constitute the meaningful work concept and offers guidance for future research by presenting the current state of knowledge about meaningful work.
