Abstract
Purpose
Concerns about climate change and the availability of energy has resulted in countries setting targets to improve energy efficiency and reduce carbon emissions. A large proportion of energy is consumed by existing housing. Europe has a large proportion of historic housing, some of which also represent significant value in relation to historical, cultural and/or architectural importance. Upgrading their energy efficiency whilst retaining their significance is crucial for the sustainability of heritage buildings. The purpose of this paper is to focus on the challenges and barriers to improving the energy efficiency of listed pre-1919 housing.
Design/methodology/approach
The research utilised semi-structured interviews to explore the debates surrounding sustainability and conservation, identifying the key drivers and barriers to achieving a balance between these concepts.
Findings
Concern about climate change and the desire to preserve a heritage asset were the main drivers to balancing sustainability with conservation through energy efficiency improvements. The main challenges included the risk of detrimentally affecting the significance of the building, the lack of communication and collaboration between stakeholders, the availability of adequately skilled professionals and the lack of appropriate energy efficiency solutions for heritage buildings. The cost of improvements was found to be both a barrier and driver.
Originality/value
Heritage buildings perform differently to their modern counterparts and therefore the measures the authors apply to these historic properties must be done with sufficient understanding of this difference. Such measures must be compatible with these buildings in line with conservation principles. Further, the discussion of developing an alternative version of energy calculation for these buildings should be entered into.

Purpose
This paper aims to investigate the relation between technological innovation modes and their impact on eco-efficiency of industrial enterprises in China.
Design/methodology/approach
This paper first constructs a model to evaluate and measure the eco-efficiency of industrial enterprises in China from 2006 to 2010. Second, this paper compares the role of technological innovation modes – specifically, domestic independent innovation, foreign technology import and domestic technology transfer – in improving eco-efficiency of industrial enterprises in the Eastern, Central and Western regions of China by logarithmic regression.
Findings
The study finds that domestic independent innovation has a positive significant influence in improving eco-efficiency of industrial enterprises in the Eastern region; domestic technology transfer has a positive significant role in the Central region; and foreign technology import and domestic technology transfer positively affect the Western region.
Originality/value
This paper is the first to identify the role of technological innovation modes in improving eco-efficiency. The findings can help enterprises in the three regions adopt the most effective technological innovation mode. In addition, the results provide valuable insights into policy development to improve China’s overall eco-efficiency and to balance economic and industrial development among the three regions.

Abstract
Purpose
Global climate change is a serious threat to the survival and development of mankind. Reducing carbon emissions and achieving carbon neutrality are the keys to reducing greenhouse gas emissions and promoting sustainable human development. For many countries, taking China as an example, the electric power sector is the main contributor to the country’s carbon emissions, as well as a key sector for reducing carbon emissions and achieving carbon neutrality. The low-carbon transition of the power sector is of great significance to the long-term low-carbon development of the economy. Therefore, on the one hand, it is necessary to improve the energy supply structure on the supply side and increase the proportion of new energy in the total power supply. On the other hand, it is necessary to improve energy utilization efficiency on the demand side and control the total primary energy consumption by improving energy efficiency, which is the most direct and effective way to reduce emissions. Improving the utilization efficiency of electric energy and realizing the low-carbon transition of the electric power industry requires synergies between the government and the market. The purpose of this study is to investigate the individual and synergistic effects of China’s low-carbon policy and the opening of urban high-speed railways (HSRs) on the urban electricity consumption efficiency, measured as electricity consumption per unit of gross domestic product (GDP).
Design/methodology/approach
This study uses a panel of 289 Chinese prefecture-level cities from the years 1999–2019 as the sample and uses the time-varying difference-in-difference method to test the relationship between HSR, low-carbon pilot cities and urban electricity consumption efficiency. In addition, the instrumental variable method is adopted to make a robustness check.
Findings
Empirical results show that the low-carbon pilot policy and the HSR operation in cities would reduce the energy consumption per unit of GDP, and synergies occur in both HSR operated and low-carbon pilot cities.
Research limitations/implications
This study has limitations that would provide possible starting points for future studies. The first limitation is the choice of the proxy variable of government and market factors. The second limitation is that the existing data is only about whether the high-speed rail is opened or not and whether it is a low-carbon pilot city, and there is no more informative data to combine the two aspects.
Practical implications
The findings of this study can inform policymakers and regulators about the effects of low-carbon pilot city policies. In addition, the government should consider market-level factors in addition to policy factors. Only by combining various influencing factors can the efficient use of energy be more effectively achieved so as to achieve the goal of carbon neutrality.
Social implications
From the social perspective, the findings indicate that improving energy utilization is dependent on the joint efforts of the government and market.
Originality/value
The study provides quantitative evidence to assess the synergic effect between government and the market in the low-carbon transition of the electric power industry. Particularly, to the best of the authors’ knowledge, it is the first to comprehend the role of the city low-carbon pilot policy and the construction of HSR in improving electricity efficiency.

Abstract
This study evaluates the efficiency of teaching hospitals using a variable returns to scale, input oriented, Data Envelopment Analysis (DEA) methodology. Hospital executives, healthcare policy-makers, taxpayers and graduate medical education benefit from studies that look to improve the efficiency of teaching hospitals. Data for 164 University Health Consortium Hospitals (UHC) in 1998 and 154 in 2001 were analyzed using DEA. The results indicate that efficiency in UHC Hospitals improved from 64.8% in 1998 to 69.6% in 2001 for an increase of 7.4%. From a management perspective, it shows opportunities for improved management and the realignment of resources to better meet demand. From a policy perspective, the research highlights the problems associated with improving efficiency while providing graduate medical education.

Abstract
Purpose
The issue of energy efficiency is becoming increasingly prevalent globally due to factors such as the expansion of the population, economic growth and excessive consumption that is not sustainable in the long run. Additionally, healthcare facilities and hospitals are facing challenges as their operational costs continue to rise. The research aim is to develop strategic frameworks for managing green hospitals, towards energy efficiency and corporate governance in hospitals and healthcare facilities.
Design/methodology/approach
This research employs a qualitative case study approach, with a sample of ten hospitals examined through interviews with senior management, executives and healthcare facilities managers. Relevant data was also collected from literature and analysed through critical appraisal and content analysis. The research methodology is based on the use of grounded theory research methodologies to build theories from case studies.
Findings
The research developed three integrated conceptual strategic frameworks for managing hospitals and healthcare facilities towards energy efficiency, green hospital initiatives and corporate governance. The research also outlined the concepts of green hospitals and energy efficiency management systems and best practices based on the conclusions drawn from the investigated case studies.
Research limitations/implications
The study is limited to the initiatives and experiences of the healthcare facilities studied in the Middle East and North Africa (MENA) region.
Originality/value
The research findings, conclusions, recommendations and proposed frameworks and concepts contribute significantly to the existing body of knowledge. This research also provides recommendations for hospital managers and policymakers on how to effectively implement and manage energy efficiency initiatives in healthcare facilities.

Purpose
From the perspective of cause and effect, the operational processes of property insurance companies can be considered as historical events. The purpose of this study is to measure the operating efficiency of China's property insurance industry, explore the determinants that affect technical efficiency and outline the path to achieving high-quality development.
Design/methodology/approach
We chose 44 Chinese property insurance companies as research objects. The data were obtained from the Chinese Insurance Yearbook and China Statistical Yearbook 2015–2017. First, the data envelopment analysis (DEA) method was used to calculate the technical efficiency of property insurance companies. Then, Tobit regression and quantile regression were adopted to explore the influencing factors of technical efficiency. Finally, the fuzzy-set qualitative comparative analysis (fsQCA) method was employed to summarize the path to improving the operating efficiency of property insurance companies.
Findings
The empirical results in the first stage suggested that the operation efficiency of China's property insurance industry was technically inefficient, and the scale efficiency was relatively better than the pure technical efficiency. In the second stage, we observed that the drivers for firm size, reinsurance rate, claim ratio and equity restriction were important determinants of an insurance firm's efficiency.
Research limitations/implications
We also put forward four applicable, targeted and proven ways to improve the technical efficiency of property insurance companies. These configurations are verified by cases of existing property insurance companies, which can provide practical references for the insurance industry.
Originality/value
Our research enriches the insurance literature and efficiency methods, particularly regarding the specific paths of improving the technical efficiency. The relationship between elements and results is analyzed from a systematic perspective, and the research results are not only more consistent with what logic might imply but also more instructive for the improvement of reality.

Purpose
The purpose of this study is to evaluate the operational efficiency of 23 four‐ and five‐plum international tourist hotels (ITHs) in Taipei in 2006, paying attention to efficiency improvement using a non‐radial data envelopment analysis (DEA) model.
Design/methodology/approach
A non‐radial DEA model is proposed to improve the efficiency of inefficient hotels focusing on the output side by allowing for non‐proportional reductions in each positive input or augmentations in each positive output. The model considers four inputs (total number of rooms, total number of employees, food and beverage (F&B) capacity, and total operating cost) and three outputs (guest room revenues, F&B revenues, and other revenues); variable returns to scale are assumed.
Findings
The empirical results show that the radial and non‐radial DEA models provide not only different performance measurements for the corresponding hotels but also different benchmarks from different angles for improving efficiency.
Practical implications
Hoteliers or other service providers should find this alternative DEA model helpful and more flexible in re‐examining their resource utilization and possibly reshuffling their resource pool.
Originality/value
Unlike traditional DEA studies, which focus on measuring efficiency while ignoring differences among input or output variables, this study pays attention to efficiency improvement by considering changes in output with non‐proportional augmentations to improve efficiency.

Purpose
The main aim of this paper is to develop a supply chain efficiency framework to improve overall business performance in the competitive era. This paper offers a critical literature review on supply chain efficiency that aims to reveal the basic research that has been carried out, the problem areas and requirements for the efficiency in the new era of the supply chain.
Design/methodology/approach
The methodology followed during this research involves beginning with a wide base of articles lying at the supply chain intersection, performance measurement topics, and then screening the list to concentrate on supply chain efficiency.
Findings
Findings show that supply chain efficiency in the modern era remains an open research field. This research contributes to the supply chain literature by clarifying the supply chain efficiency definition, defining key measurements and variables for supply chain efficiency and developing a supply chain efficiency framework to improve overall performance.
Practical implications
This study will be very useful to the scholars working in this field. The proposed framework would help researchers and academicians to understand every dimension and variable of supply chain efficiency, allowing practitioners to measure efficiency levels and identify improvement measures. Purpose
The paper aims to devote itself to the researching of the changes in firm efficiency in consumer goods industry under the political changes and tightening of competition. This study has for an objective the estimation of the consequences of changes in policy on firm efficiency and the development the ways of improving of the efficiency of both separate firms and the whole industries.
Design/methodology/approach
The industrial efficiency is measured by data envelopment analysis (DEA). The change of efficiency by reason of political events during 2004/2005 is evaluated by the Malmquist total factor productivity index. Some firm attributes are examined for their impact on efficiency. They are firm size, regional location and property category. The results are based on a sample of 336 Ukrainian firms of consumer goods industry.
Findings
Sharp socio‐oriented reforms that promoted the rise of public welfare, led to many negative economic trends. But the impact of political changes on industrial efficiency was multivalued. The political changes had positive influence on efficiency of beverages and food industry and negative on light industry efficiency. The manufacture of food, textiles, wearing apparel and leather products is among the lowest efficient industrial activities in Ukraine and need to be improved. The empirical results reveal the influence of firm size, regional location and property category on firm efficiency.
Research limitations/implications
The research is limited by three main consumer goods industries and by relatively short data set. The former explains that they are the most socio‐oriented industries and kindle researcher interest under the changes of socio‐economic policy. To the latter belong high requirements to the data and necessity to avoid the data errors in DEA. Therefore the input‐output data, reliability of those are proved by the audit reports, are considered here.
Practical implications
The paper examines the impact of sharp political changes on industrial efficiency. Through the results of the analysis the recommendations for the decision making for the purpose of efficiency‐improving in the consumer goods industry of Ukraine were formulated.
Originality/value
This is the first paper that adopts DEA for measuring of efficiency in consumer goods industries of Ukraine under political changes.
