Abstract

Purpose

This study aims to unravel the tensions and convergences between market-oriented neoliberal education and state-serving transnational higher education (TNHE) practices through an infrastructural lens within the broad context of post-pandemic geopolitics.

Design/methodology/approach

The study utilizes a case study approach, with a diverse array of data collection methods, including observations, interviews and review of material/online documents issued by the TNHE-related institutions and the Chinese Ministry of Education.

Findings

The study identifies three findings: (1) Re-articulation of transnational infrastructures, valuing ‘glocal' education and casting immobility as advantageous yet quasi-mobile; (2) Infrastructural tensions arising from stakeholder contests over program control and (3) Infrastructural dialectics, illustrating how promised (im)mobility becomes a tightly regulated academic journey due to institutional constraints and conflicts.

Research limitations/implications

The findings elucidate the dynamic interplay between international education and TNHE amidst neoliberal pedagogical trends and pandemic-driven geopolitical shifts in China. While the interplay showcased a notable effect on Chinese students' (im)mobility during the pandemic, more empirical research is needed to understand international student (im)mobility issues in the post-pandemic era.

Originality/value

This study explores the infrastructural intersections between international and transnational education during the unprecedented Covid-19. Findings may provide a reference for policymakers and practitioners to strategize the “glocal” approach to international/transnational education in China after the pandemic.

Abstract

Purpose

The purpose of this paper is to conceptualize job immobility concepts, e.g. staying in an unsatisfying job and perceiving limited opportunities to move and apply for another job. The existing literature on this situation of job immobility in which the employee is experiencing stuckness in the job is scattered across research domains, limited in scope and existing constructs are not clearly defined or operationalized.

Design/methodology/approach

In this conceptual paper, the authors propose the construct “locked at the job,” by reviewing and building on the job immobility literature and the theory of control and self-regulation.

Findings

This study defines the concept that consists of two dimensions as feeling dissatisfied in the current job and inactivity due to perceived limited job opportunities. This study proposes a conceptual model of antecedents and consequences of locked at the job, based on the person-environment fit theory.

Practical implications

This conceptual paper allows value to be added in practice by the conceptualization of locked at the job, in addition to providing a preview with respect to conceptual causes and consequences of this phenomenon.

Originality/value

Research on this job immobility phenomenon is scattered across different research domains, limited in scope and the concept has not been clearly defined or operationalized.

Abstract

We propose a framework for the measurement of income mobility over several time periods, based on the notion that multi-period mobility amounts to measuring the degree of association between the individuals and the time periods. More precisely we compare the actual income share of individuals at a given time in the total income of all individuals over the whole period analyzed, with their “expected” share, assumed to be equal to the hypothetical income share in the total income of society over the whole accounting period that an individual would have had at a given time, had there been complete independence between the individuals and the time periods. We then show that an appropriate way of consistently measuring multi-period mobility should focus on the absolute rather than the traditional (relative) Lorenz curve and that the relevant variable to be accumulated should be the difference between the “a priori” and “a posteriori” shares previously defined. Moving from an ordinal to a cardinal approach to measuring multi-period mobility, we then propose classes of mobility indices based on absolute inequality indices. We illustrate our approach with an empirical application using the EU-SILC rotating panel dataset. Our empirical analysis seems to vindicate our approach because it clearly shows that income mobility was higher in the new EU countries (those that joined the EU in 2004 and later). We also observe that income mobility after 2008 was higher in three countries that were particularly affected by the financial crisis: Greece, Portugal, and Spain.

Abstract

Purpose

The purpose of this paper is to explore gender differences in career prospects and changes in attitudes to international assignments over recent decades in Finland. This is relevant in light of the international immobility trend among staff with which MNCs especially are struggling, coupled with the persistent unequal ratio of male to female expatriates. The paper aims to increase the understanding of how gender and family relations affect international career prospects and what changes have evolved over time.

Design/methodology/approach

The paper compares differences and changes in opportunities to and preferences for long-term international assignments between male and female business graduates in Finland. It uses survey data on attitudes to expatriation from 1994 to 2008.

Findings

A general shift from individual career centeredness towards family centeredness was detected between the two points in time. Paradoxically, this research shows that while gender equality seems to be increasing between spouses, it seems to be decreasing in who is being offered international assignments. The results give valuable insights into how the trend of international immobility has occurred and how the gender relations and gendered values are developing in society.

Practical implications

While the international immobility trend persists, women apparently remain as an under-utilized resource when searching for employees to send on long-term expatriate assignments. Global HR professionals should pay more attention to whom expatriate assignments are offered and to how dual career couples and families can be better supported in the expatriation process.

Originality /value

The paper contributes to the understanding of gendered careers and women's opportunities in international assignments with a unique comparison of changes over time.

Abstract

Purpose

As its academic definition refers to, induction can be seen as a process designed to prepare newcomers in a company to integrate at least the way of working and collaborating in their new environment. Thus, induction as a process is somewhat a vector for institutionalization. The purpose of this paper is to consider induction as a practice embedded in specific contexts of action. In so doing, it proposes that induction can also be turned into an institution for itself, and this lead to a kind of organizational immobility.

Design/methodology/approach

The paper introduces the case of a consulting company. Supposing that induction is firstly a practice, that is to say an aggregate of ostensive (explicit pattern of action), performative (what is actually done) elements and artefacts (tools and material productions), the dynamics of interactions between these elements are examined.

Findings

Organizational dynamics and change are often considered as synonymous. The paper asserts that, on the contrary, constant dynamics in practices may contribute to organizational immobility. This process can be depicted as “control through the institutionalizing of practice (in the meaning of ways of doing).”

Research limitations/implications

The paper delivers an interpretation of such counterintuitive results, showing the role of modes of action in the way dynamics in practice can engender motion or stability. This research is based on a single case study in a specific range of activities. Additional analyses in other businesses should help deepen the understanding of such dynamics.

Practical implications

Introducing the institutional dimension of practices, this paper offers the opportunity to broaden perspectives on control and responsibility. Change is not only a matter of process design or of culture, which are organizational variables. It should be dealt with in the institutional field.

Originality/value

It sounds original that an organization like a consulting company, supposed to be as highly adaptable as it suggests to be, finally shows to be embedded in such traditional patterns of action.

Abstract

There are conflicting views of the primary role of income inequality in economic development. Many expect that higher income shares at the top reflect substantial economic contributions while others think that these increases in top shares have not translated into higher economic growth. Recently, this debate has been reinvigorated by a new proposal: higher income inequality could hurt economic performance by decreasing future intergenerational mobility. We contribute to this debate by examining the relationship between intergenerational perceived job status mobility and past income inequality. We find a robust negative association of lagged income inequality with upward intergenerational job status mobility and a robust positive association of lagged income inequality with downward intergenerational job status mobility. In addition, we find that the quality of political institutions and religious fractionalization both contribute positively to job status mobility. Higher levels of past Gross Domestic Product (GDP) result in less upward job status mobility and more downward job status mobility.

Abstract

Purpose

This study used data from the General Social Survey (2011) to examine the trends in intergenerational educational mobility in Canada for the 1940–1989 birth cohorts. To this end, the purpose of this study is to focus on the relationship between mothers' education and children's education.

Design/methodology/approach

The study estimated intergenerational regression and correlation coefficients and several mobility indices, namely, the Prais–Shorrocks index, immobility index, upward mobility index and downward mobility index.

Findings

The study found considerable gender differences with respect to the trends in these coefficients and indices. The study found that, over the period of study, the correlation coefficient slightly increased for sons while it decreased for daughters. The Prais–Shorrocks index, immobility index, upward mobility index and downward mobility index show that educational mobility has increased for daughters while that of sons has decreased over time. Finally, the relative educational opportunities indicators also suggest a similar result that educational mobility has increased for the daughters while it fell for the sons.

Originality/value

A number of studies used Canadian data to examine intergenerational educational mobility. However, no study particularly focused on the relationship between mothers' education and children's education. In recent years, women's labor force participation rate and employment rate increased significantly. Thus, it will be interesting to see how mothers' education is related to children's education in Canada.

Abstract

This chapter focusses on the use of immobility policies and practices in the Asia-Pacific nations of East and South East Asia, Australia and New Zealand to respond to COVID-19 across 2020–2021. Concepts from the field of mobilities studies are adopted for analysis. Transport system managers in the region have increasingly played roles either limiting movement, adjusting transport supply, creating proscribed ‘mobilities passageways’ for travellers that present COVID-risk, and encouraging or mandating passenger compliance with other pandemic measures. The series of immobility policies and practices used at the international, intra-national and local scales are analysed. Transport agency responses differed greatly including whether to retain levels of public transport supply or reduce them in line with falling patronage. A summary of known travel behaviour impacts is then discussed, using available data from government travel portals, and, for Shanghai, Brisbane and Hong Kong, a range of road volumes, public transport boardings, micro-mobility, bicycle and pedestrian counts. There are indications that a series of socio-technical transitions have occurred, such as increased work-from-home, new social practices around walking, increased demands for roads to provide place functions (as opposed to movement functions) and the role of cycling and micro-mobility as liberating technologies in a world of increased control and fear of contagion. Transport agencies have harnessed some of these changes in attitudes and societal needs, using radical institutional responses such as pop-up bike lane trials and other ‘tactical urbanism’ approaches, to adapt their cities to life during and after the pandemic.
