Abstract

Purpose

This paper aims to present an overview of information resources that have been collected, prepared, or organized by librarians in support of information, reference and research needs pertaining to immigration and immigrants in the USA. The overview seeks to shed light on how American libraries have responded to the tides of immigration along with other community services to newcomers.

Design/methodology/approach

The paper approaches the topic with a brief historical overview of immigration and library services. Through a comprehensive literature review the author intends to discover the degree to which American libraries have been involved in the provision of collections and services to immigrants.

Findings

The literature review indicates that the early decades of the twentieth century left a legacy of library services to immigrants with special patterns of collection development along with various organized programs. As time went by, these services have become more sophisticated and are today integrated into services of many public and academic libraries.

Originality/value

The paper provides perspectives on the social impact of immigration and immigrants – an issue which continues to challenge both public and academic libraries. The annotated bibliography contains items that are helpful to both reference personnel and researchers from academic fields and the general adult population.

Abstract

Purpose

The purpose of this research is to explore how immigrant library users view Auckland Libraries as a multicultural bridge in New Zealand. The research explored the various factors keeping different cultures apart in the New Zealand socio cultural systems and to find out the gaps in the provision of multicultural services in Auckland public libraries. The study also discusses the specific roles Auckland public libraries play in the development of multiculturalism in New Zealand from the perspective of immigrant users.

Design/methodology/approach

The study uses a qualitative research approach. Semi-structured interviews conducted with 15 participants including five library staff members and ten users of the Auckland library. Thematic analysis (qualitative data analysis, where data is grouped into themes) was used for data analysis.

Findings

Participants perceive that the Auckland Library had an advantage over other citizen service institutions in the development and services of multiculturalism in New Zealand. The participants understand that language, cultural background, beliefs and values are some of the causes of gaps between different ethnic groups, and only by learning from each other can groups enhance mutual understanding between them. The services and programs Auckland Library offer to immigrant enable various interactions among different cultural groups and enhance learning from one another to facilitate their integration into the New Zealand society. The findings show that Auckland public libraries have some gaps in multicultural services. In particular, there are more than 200 different ethnicities in Auckland, but the Auckland library's website does not have the function of a multilingual search tab service, lacks a multicultural book collection and some of the existing collections of books are of low quality, low literary value and so on. The study suggests that these issues need to be improved.

Research limitations/implications

This was small-scale research involving the perspectives of only 15 participants. Nevertheless, the findings provide constructive insight into the development of multicultural services in Auckland libraries that can serve as a useful basis for a broader exploration of more immigrant groups in Auckland and New Zealand as a whole.

Practical implications

The results of this research will provide valuable information for the Auckland libraries to have a better plan for multicultural services in the future. The findings will also serve as a reference for improving multicultural services in the Auckland libraries.

Originality/value

Although other studies have looked at immigrants’ behavior and perception on various issues in New Zealand, this study is the first to look at how different immigrant groups percept Auckland libraries as a multicultural bridge to help integrate them.

Abstract

Purpose

The purpose of this paper is to address a somewhat under‐researched aspect of readers' advisory services in public libraries in North America, namely, readers' advisory for immigrant readers, with a particular emphasis on the readers' advisory interaction/interview.

Design/methodology/approach

The argument draws on the review of relevant scholarly and professional literature and the author's experience in working with immigrant readers.

Findings

It is suggested that public libraries in North America are not actively involved in providing readers' advisory services to immigrant readers aside from developing and maintaining multilingual collections. This trend in readers' advisory practices is clearly reflected in professional and scholarly publications of the field. It is argued that personal interactions with immigrant readers, in the context of the readers' advisory interview, can be an efficient way to engage immigrant readers in the life of the host society, thus fostering their socio‐cultural integration beyond information needs and basic coping skills.

Originality/value

The paper offers practical insights and suggestions for the enhancement of readers' advisory interactions with immigrant readers in public libraries. It also places readers' advisory interactions with immigrant readers in the broader context of readers' advisory practices, public library services to immigrant users, and the theory of readers' advisory interviews.

Abstract

Purpose

Establishing and developing digital science and education evaluation platforms (DSEEPs) have several practical implications for the development of China's science, technology and education. Identifying and analyzing the key factors influencing DSEEP user experience (UX) can improve the users' willingness to use the platform and effectively promote its sustainable development.

Design/methodology/approach

First, a literature survey, a five-element model of UX and semi-structured interviews were used in this study to develop a DSEEP UX-influencing factor model, which included five dimensions and 22 influencing factors. Second, the model validity was verified using questionnaire data. Finally, the key influencing factors were identified and analyzed using a fuzzy decision-making trial and evaluation laboratory (fuzzy-DEMATEL) method.

Findings

Fourteen influencing factors, including diverse information forms and comprehensive information content, are crucial for the DSEEP UX. Its optimization path is “‘Function Services’ → ‘Information Resources’ → ‘Interaction Design’ → ‘Interface Design’ and ‘Visual Design’.” In this regard, platform managers can take the following measures to optimize UX: strengthening functional services, improving information resources, enhancing the interactive experience and considering interface effects.

Originality/value

This study uses a combination of qualitative and quantitative research methods to determine the key influencing factors and optimization path of DSEEP UX. Optimization suggestions for UX are proposed from the perspective of platform managers, who provide an effective theoretical reference for innovating and developing a DSEEP.

Abstract

Purpose

The purpose of this paper is to provide examples by which the library, in its role as an essential service positioned at the center of a community, offers its services to not only a segment of the community but to it in its entirety.

Design/methodology/approach

This is a literature review and commentary on this topic that has been addressed by professionals, researchers and practitioners.

Findings

If it is to remain a viable, productive and trusted symbol of equality and humanity, the library must ensure that, whether it is located in a village, a town or a municipality, the library stands as the center of its community, with its doors swung wide and welcoming to all who enter.

Originality/value

The value in exploring this topic is to offer several examples of evidence indicating that the library is expected to continue in its role as an essential and respected community service, with programs and services accessible to all into the future.

Abstract

Purpose

The purpose of this paper is to emphasize and provide some insights into the changes occurring in the library field, focusing on the need to become multi‐culturally competent to address these changes and in helping to bridge gaps between diverse communities.

Design/methodology/approach

The paper investigates various learning, teaching and communicating styles among cultures. It focuses on using the human experience in general to highlight and bring to the forefront the similarities that humans share rather than what drives them apart.

Findings

Many libraries, grassroots and more established organizations are struggling to achieve common ground and inclusiveness as a sustainable institutionalized work environment. Libraries, by nature, can play a leading role in these steps towards progress.

Research limitations/implications

The nature of the topic and the fact that it is unproductive to treat new views and social changes with old styles of thinking, approaches and solutions, results in difficulties when conformity to style or research methods is mandatory. Trying to box the human experience in scientific or quantified measures negate change and inclusion.

Originality/value

This paper suggests ways by which libraries and other organizations, in multicultural societies, can adapt their view points, work styles, by being open to change and valuing and respecting the different in order to devise new institutionalized measures that encompass all view points and values.

Abstract

Purpose

This study aims to investigate and comprehend the key factors that affect citizens’ adoption of electronic government (e-government) in Nigeria. In addition, the exploration intends to assess the potential determinants that may affect the Nigerian’s behavioural intention (BI) to adopt e-government services. The findings can be helpful for policymakers and government officials to provide e-government practices effectively.

Design/methodology/approach

The research adopted a quantitative method using the unified model of e-government adoption (UMEGA). In this study, data are collected from 410 citizens aged above 18 years old and analysed using partial least squares path modelling technique.

Findings

The results showed that performance expectancy and effort expectancy positively influenced attitude (ATT) towards e-government. In contrast, perceived risk negatively impacted ATT towards e-government. However, social influence did not have a significant influence. The results showed that ATT and facilitating conditions (FC) positively influenced the BI to use e-government services. The explanatory and predictive power of UMEGA in Nigeria accounted for 63.9%.

Originality/value

To the authors’ knowledge, no prior studies analysed citizens’ adoption of e-government in Nigeria. This study, however, filled this gap. This study has contributed to the current knowledge of e-government adoption in Nigeria, which policymakers and government officials can use.

According to the United Nations High Commissioner for Refugees, the world is experiencing the greatest refugee crisis in recorded history alongside increasingly restrictive limits on asylum seekers and refugees. In 2020, the US administration established a ceiling for refugees of 18,000 people, the lowest number on record, and only 11,814 refugees were admitted to the United States. The Biden administration has expressed commitments to building a coherent asylum and refugee system and quickly reversing recent detrimental policies. But the administration has cautioned how quickly change might occur, given how “agencies and processes…have been so gutted.”1

2016 to 2020 included an overwhelming series of changes to laws and policies affecting asylum seekers, often with little documented planning or communication, wreaking severe effects on conditions for asylum seekers at the US–Mexico border. These changes had significant consequences for human rights, most notably the linchpin right of access to information. At the US–Mexico border, must the right “to seek, receive and impart information” be fulfilled in order to fulfill the right to asylum?

While information professionals are not expected to be experts in law, they are experts in understanding the link between access to information and the realization of justice and human rights. This chapter investigates the role of the information professional in the fulfillment of the right to asylum, particularly in the context of contemporary asylum seekers at the US–Mexico border, volatile information landscapes, and the legal and historical framework in the United States for seeking asylum.

Abstract

Purpose – In this chapter, I present a systematic discussion of the relationship between social work (SW) and library and information science (LIS) and explore how SW can contribute to the education of LIS practitioners so that they become more than information facilitators and grow professionally to be true agents of change.

Design/Methodology/Approach – Using engagement with immigrant communities as a case in point and building on the empirical comparative study of public librarians in the Greater Toronto Area and New York City, I outline the current gaps and deficiencies of LIS curricula that can be rectified through blended education. I also integrate the potential contributions of SW into LIS through the case study of an immigrant member of a library community.

Findings – Building on the case study, I introduce a four-tiered model that can be applied to a wide array of courses in LIS programs and conclude with suggestions for taking steps toward blending SW perspectives into the LIS curriculum.

Originality/Value – I position the potential fusion of SW and LIS as “professional blendedness,” which serves as a catalyst for change, and also examine the concept of the blended professional as a change agent. I introduce the rationale for adopting theoretical, practical, and pedagogical approaches from SW in the field of LIS and focus on four specific contributions that can most benefit LIS:

  • the person-in-environment approach;

  • the strengths perspective and empowerment;

  • the interrelated notions of cultural competence, diversity, and intersectionality; and

  • the theory-mindedness approach (including theory and practice models).
