The inhabitants of the active floodplain of Bangladesh’s main rivers receive little government support to help them cope with floods and have developed their own strategies. Major flood projection works are not possible in these areas where floods and erosion annually affect many vulnerable people. Surveys of the impact of severe floods found that total losses and the dislocation to their lives is substantial. These loss data were used to assess the financial viability of small scale floodproofing measures, such as house raising and flood shelters, which are the preferences of these people. Such measures give better rates of return than embankment projects in mainland areas, provided that the location is not affected by erosion for four to eight years. A combination of resources, technical assistance and local hazard assessment is needed, and a government commitment to improve the living conditions of the inhabitants of the active floodplains.

Blumberg observes that, “The main thrust of the autocratic organisation is to drive the mature adult back into childhood. The mature adult strives to take an active part in his world, but the chain of command at work renders him passive. He seeks to be independent and to control his own behaviour, but as an employee, he is rendered dependent and essentially lacking in control over his own behaviour. … At every turn, the psychological needs of the mature individual are at odds with the demands of the autocratic organisation. The consequences are dysfunctional, both for the individual and for the organisation. The employee's principal reaction is frustration which may be expressed in any number of ways, most of which are detrimental all round : aggression, ambivalence, regression, apathy, restriction of output and otherwise subverting the goals of the organisation.” It does not need restating that regardless the degree of automatisation attained through the ever surprising technological advances, the human factor remains the single biggest contributor to the functioning of any plant in industry. And numerous research findings confirm that the ‘participating worker’ is an involved worker. In Blumberg's words, “… his job becomes an extension of himself, and by his decisions, he is creating his work, modifying and regulating it. As he is more involved in his work, he becomes more committed to it, and, being more committed, he naturally derives more satisfaction from it” If this assertion is correct, it follows therefore that worker participation is an inalienable ingredient to the recipe of good industrial relations. Apart from being an instrument of peace at the workplace, worker participation embodies the principles of social justice, and also upholds the dignity of workers as homosapiens, casting itself not as just another ingredient to industrial peace, but the determining factor of that peace. Bell suggests two basic reasons why ‘worker participation’ is inalienable to sound industrial relations;

In the spring of 1982, I published an article in Reference Services Review on marketing libraries and information services. The article covered available literature on that topic from 1970 through part of 1981, the time period immediately following Kotler and Levy's significant and frequently cited article in the January 1969 issue of the Journal of Marketing, which was first to suggest the idea of marketing nonprofit organizations. The article published here is intended to update the earlier work in RSR and will cover the literature of marketing public, academic, special, and school libraries from 1982 to the present.

The office as we know it is gradually being changed as more electronic applications are introduced. To a large extent, information technology based on micro‐electronics is used today to carry out specific tasks in more efficient ways while largely disregarding or failing to cope with the overall effectivenes of an organization. Short‐term tactical productivity gains take priority over long‐term strategic development. Rationalistic and reductionistic procedures take priority over emotional, creative, judgement‐centered activities. Quantitative evaluation takes precedence over qualitative. Employee initiative is expropriated by the technology, leaving the operator little discretion in his or her task and a limited need for training and education to operate the devices.

The curriculum and instruction model, My Place, Your Place, Our Place (MYOPlace), is a vehicle for implementing internationalization of teaching and learning in elementary and secondary schools by creating partnerships across borders to create learning projects to supplement existing local educational goals within a global con text. The model was developed at the University of Tennessee in Knoxville, Tennessee USA and Bourgas Free University in Bourgas, Bulgaria. It has been field tested in elementary and secondary schools in schools in rural Appalachia (a mountain region( of East Tennessee and in urban schools in Bourgas on the Black Sea coast.

Chadderton, England — the home of British Aerospace PLC (BAe), the British company which plays an important role in the Airbus project as designer and builder of the wings for A300, A310, A320 and A340 aircraft. The wings are designed at BAe, Filton, prior to machining at Chadderton, following which assembly is undertaken at BAe in Chester. The company has a one‐fifth share in the Airbus business representing £1 billion turnover and with orders and deliveries for the aircraft approaching 900, the importance of Airbus to the plant is continuing to increase.

Criticisms of the Library Association have no value which do not take account of all the circumstances. We are told that for some years past nothing constructive for librarianship or for its technique has been done. Our correspondent Callimachus makes this assertion by implication on another page. It must be remembered, however, that until quite recently the Library Association was a very small body which exercised an influence out of all proportion to its size and income. It has grown by direct membership and by affiliation in an extraordinary manner in the past year, a result which is due to goodwill on the part of librarians, but more immediately to the wise direction of Messrs. Jast and Savage and the untiring patience and tacful activity of Mr. Guy Keeling. Our readers know that Mr. Keeling has actually had to rest owing to the effects of overwork. This being so, it is quite clear that the demand for more must be tempered by a willingness to work on the part of the critics. The Association is only an embodiment of the membership; what the members want of the Association they must give to it.

This research paper examines the post-military landscape of the Victoria Barracks regarding the high-density urbanism in Hong Kong from the 1970s to the 2000s. The article first interprets the concept of post-military landscape according to the ideology and urbanism of the then Hong Kong society. It then studies three plans of the Victoria Barracks of different stages, showing contestations between domestic, commercial and administrative powers in controlling the military redevelopment. Several contemporary architectural projects on the site will also provide an alternative view of the transformation according to the local economic laissez-faire policy. Its influence to the unsatisfactory heritage protection leads to the disappearance and false representation of the identity of this particular military and cultural heritage.
