Abstract

Purpose

Given the high importance of information systems for procurement, surprisingly there have been little efforts to analyze the process and the relevant reasons for the procurement decision of such systems from a stakeholder perspective. The purpose of this paper is to explore these aspects in the context of low-value (C-)parts.

Design/methodology/approach

Research is based on a case study in a pre-fabricator company in Germany and analyzes the process to procure a system for sourcing low-value parts.

Findings

As a finding, the procurement process and decision attributes have been integrated into a framework which supports corporate decision-making considering the procurement reasons of all involved stakeholders (internal departments, external customers and suppliers).

Research limitations/implications

Research is based on case study analysis. Findings are specific to case companies and the environment in which they operate. The framework should be tested further in different contexts.

Practical implications

The developed decision frame supports the evaluation of different sourcing information systems, including clearly measurable criteria but also qualitative or company-strategic decision attributes.

Originality/value

The combination of financial and other perspectives (operations, information technology (IT)-administration, system users, etc.), is used to evolve a robust ex-ante instrument for supporting buying decisions for procurement information systems. The case description also illustrates the findings and develops new insights about stakeholders and buying groups decision-making for information systems.

Abstract

Purpose

The circular economy grows in popularity in sustainability-oriented environments. Remanufacturing contributes to circularity though it faces challenges regarding reverse supply chains (SCs). Literature focusses on closed-loop supply chains (CLSCs) for reverse flows of products. However, alternative SCs and different market actors provide used components (cores) for remanufacturing through “open-loops”. The purpose of this paper is to investigate the influence of independent actors on core supply and how especially middlemen implement supplier relationship management to address supply shortages in automotive remanufacturing.

Design/methodology/approach

The study follows a qualitative research approach to compare remanufacturing SCs in Europe and North America. The analysis aims to identify managerial leverage to reduce supply shortages.

Findings

Reduction of information asymmetries and transaction costs is crucial for “open-loop supply chains” to compete with more integrated CLSCs. The study identifies an e-procurement solution that addresses these issues and helps to increase the supply through “open-loops”. Furthermore, regulation may hinder or facilitate supply.

Research limitations/implications

It needs to be further investigated to what extent e-procurement and supplier relationship management can reduce shortages. Middlemen who can collaborate with the research would provide further research opportunities.

Practical implications

If supplier relationship management adapts to the requirements of remanufacturing, it can increase the supply potential through “open-loop” SCs. The e-procurement solution could serve SCs beyond automotive remanufacturing. Policy makers need to revise legislation hindering these SCs.

Originality/value

The study provides novel findings regarding independent actors, their supplier relationship management and their potential to reduce shortages in independent SCs for remanufacturing.

Abstract

This paper presents a model for Public Contracting Authorities to quantify procurement performance benefits that can be achieved by adopting e-procurement. It has been found that e-procurement could generate positive impacts, especially on the efficiency, effectiveness, dematerialization, competitiveness and transparency impact dimensions. Adopting e-procurement in the public sector is far more than just a technological challenge; it embodies a large scale change management effort to create a more efficient procurement culture. Using the performance measurement approach herewith presented helps to tackle this challenge, stimulating the effective use of e-procurement solutions. Measuring how eprocurement is contributing to optimize public expenditure by increasing organizational performances; can help to overcome the resistance to change. Plus, this model can be used to strengthen stakeholder accountability of both Contracting Authorities and public e-procurement service providers. The model has been consistently tested over the last four years with satisfactory results confirming the hypothesis; the case study is herewith exposed. The model can be applied in different context, therefore method and practical recommendations are also provided.

Abstract

Purpose

While institutional theory is used widely in the information system (IS) literature to study implementation of systems, the actual process of institutionalization has received less attention. The purpose of this paper is to address this gap in the literature by using three concepts drawn from the theory, namely, institutional isomorphism, institutional logic and institutional entrepreneurship, and the interplay between them to explore the role of the dominant institutional entrepreneur in the institutionalization of a public system, as an instance of e‐government initiatives.

Design/methodology/approach

In an interpretive case study, this study examined the institutionalization process of an e‐procurement system over a four‐year period (2007‐2011) in the Indonesian city of Yogyakarta.

Findings

This study reveals that different institutional isomorphism mechanisms emerge during the process and institutional logics evolve over time. More interestingly, it uncovers the dominant role of an institutional entrepreneur, the city's mayor, who mobilized resources and support to drive the institutionalization process. At the beginning stage, institutionalization is best described as a process of instilling values, cultivated by the mayor, followed by a process of creating reality through a typification process, whereby the e‐procurement system is embedded in the existing practices and institutionalized.

Research limitations/implications

As an interpretive study, the findings are generalized to theoretical concepts rather than the population. The interrelationship between the three concepts of institutional theory represents plausible rather than deterministic links. It also offers practical insights, such as e‐procurement implementation strategy.

Originality/value

This paper goes beyond simply using institutional theory as an interpretive lens by examining the interrelationship between the mechanisms of institutionalization. It shows that the main catalyst of the institutionalization process is the institutional entrepreneur who managed the institutional isomorphism and was instrumental in changing the institutional logic. It also presents lessons from a successful case where corrupt practices were highly institutionalized at the beginning but were decreased through the system.

Purpose

The scope of disaster impacts has become extensive. It is important that resources can be distributed to the needed places in time, and to prevent a second disaster. The appropriate usage of open contract to disaster management is important; therefore, this study aims to discuss the implication, possible problems and strategies of the current use of open contracts.

Design/methodology/approach

Content analysis was used to analyze the operation experiences from contract data collaterally. An in‐depth interview with contract participants was also applied to probe into more issues in practice.

Findings

The study targeted emergency supplies and services, focusing on three dimensions: regulation, contract preparation and contract execution, and found that: conflicts and problems exist between current major procurement and disaster management regulations; government must master open contract suppliers; items in the open contract must be concrete and specific; performance bond and default clause would only keep contractors away from any service; missing links are still among audit system, construction estimation, and construction inspection and acceptance in the current open contract system.

Practical implications

The results of this study can be applied to assist governments to review the current implications of open contract, and to construct better systems which meet the features and needs of emergency responses.

Originality/value

Open contract is a very important tool for saving lives during emergencies, although rarely discussed. This study explored current problems and strategies, and can be provided for better future system construction.

Abstract

Purpose

The purpose of this paper is to investigate the impact of lean production practices on performance measures in machine tool industry and determines the lean criteria that can have significant positive impact on performance.

Design/methodology/approach

The research paper presents a blend of theoretical framework and practical applications. Extant literature was reviewed and to achieve the research objectives, an exploratory survey was carried out in machine tool supply chains located in the national capital region of India. Reliability test, factor analysis and stepwise multiple regression analysis bring out several lean criteria that can affect key performance measures.

Findings

It was found that two lean criteria, namely, strategic partnership with suppliers and cross-functional cross-organizational design and development teams significantly influenced most of the key performance measures. Some lean criteria were found to negatively affect the overall competitive potential of machine tool firms.

Originality/value

The findings can encourage the management of non-adopter firms to adopt lean thinking and to select the lean production criteria that can be implemented to have significant positive impact on key performance indicators in machine tool value chains. This study is perhaps among the first few that focus on machine tool industry in India. The paper provides useful insights to the lean production implementers, consultants and researchers.

Abstract

Purpose

In this paper, a three-dimensional (3D) printer-based manufacturing line and supporting system, which supports personalized/customized manufacturing for individual businesses or start-up companies, was studied to evaluate the practicality of using additive manufacturing for personalization/mass customization.

Design/methodology/approach

First, factory-as-a-service (FaaS) system, which provides factory as a service to customers, was proposed and designed to manufacture various products within a distributed manufacturing environment. This system includes 3D printer-based material extrusion processes, vapor machine/computer numerical control machines as post-processes and assembly and inspection processes with an automated material handling robot in the factory. Second, a virtualization module for the FaaS factory was developed using a simulation model interfaced with a cloud-based order and production-planning system and an internet-of-things-based control and monitoring system. This is part of the system for manufacturing operations, which is capable of dynamic scheduling in a distributed manufacturing environment. In addition, simulation-based virtual production was conducted to verify and evaluate the FaaS factory for the target production scenario. Main information of the simulation also has been identified and included in the virtualization module. Finally, the established system was applied in a sample production scenario to evaluate its practicality and efficiency.

Findings

Additive manufacturing is a reliable, feasible and applicable technology, and it can be a core element in smart manufacturing and the realization of personalization/mass customization.

Originality/value

Various studies on additive manufacturing have been conducted with regard to replacing the existing manufacturing methods or integrating with them, but these studies mostly focused on materials or types of additive manufacturing, with few advanced or applied studies on the establishment of a new manufacturing environment for personalization/mass customization.

Abstract

Purpose

Some studies have suggested that a supply chain augmented with information technology (IT) has a positive effect on performance in the marketplace. However, these studies have not explained how the IT-based supply chain achieves this superior performance. This study aims to reveal some of the mediating influences at play: the new product development (NPD) activities of product launch, product innovativeness and product development capability.

Design/methodology/approach

Taking the electronics manufacturer’s perspective, this study took a resource-based view to propose that NPD activities are affected by IT advancement and that IT-based supply chain architecture is a critical resource that ultimately affects new product performance. Thus study focuses on product launch, because this is the most expensive and risky stage of NPD; product innovativeness, because it plays a substantial role in achieving a competitive advantage; and product development capability, because it leads to superior product performance. A questionnaire was used to collect data from managers of projects, products and supply chains of computer and communication electronics manufacturers; 235 valid questionnaires were returned. These data were subsequently analyzed using a variety of statistical methods.

Findings

The results support that manufacturers’ IT resources enable them to enhance NPD activities effectively with their suppliers, and that NPD activities play a key role in moderating the relationship between IT-based supply chains and new product performance.

Originality/value

This paper provides an empirically tested model of how IT-based supply chain architecture can lead to superior new product performance through product lean launch, product innovativeness and product development capability.

Abstract

The effectiveness of innovative procurement practices, illustrated at the US federal level by Performance Based Service Contracting and other best value approaches, depends upon changes in the public procurement organizational culture. These changes require agency officials to establish new relationships with contractors, as the challenges of acquiring complex as well as highly customized goods/services is best met through flexibility and negotiation throughout the life of the acquisition. Using procurement approaches that provide maximum flexibility provide challenges to public managers, as choices regarding negotiation include the content as well as the intensity and duration of negotiation sessions. The use of the Invitation to Negotiate (ITN) approach by the State of Florida is one example of an approach that allows flexibility and facilitates different relationships with contractors. Two case studies, from the Departments of Transportation and Management Services illustrate the use of ITN.

Abstract

Decision making and the nature of decisions themselves are changing with the introduction of new information technology (IT)‐based systems in the construction industry. The use of IT systems relates to and can induce changes in business processes within firms as well as interorganizational project processes between firms. In the USA, some of the world's largest hardware and software producers are developing new generations of systems. The market for such systems is potentially large, and these vendors work in close proximity to powerful engineering and construction organizations as well as leading research establishments. It is likely that some of these systems will become de facto standards. For this and other reasons of industrial competitiveness, developments in US IT decision support systems are of interest to practitioners and researchers around the world. The present paper presents the findings of a UK Department of Trade and Industry Expert Mission to assess the development and use of IT systems in the US construction industry. The mission team included seven members, each with specialist knowledge of different aspects of IT development and implementation. The team visited 18 leading organizations where detailed interviews and seminars were conducted during a 2‐week period. The present paper highlights questions for researchers and systems developers. The main findings indicate fundamental changes to the timing, sequence and hierarchy of decision making.
