Abstract
Purpose
Information technology (IT) personnels’ technical, business and behavioral skills are critical enablers for generating IT value. In an increasingly digitalized working environment where non-IT employees participate in digital innovations, a focus on IT personnels’ skills only doesn’t meet researchers’ need for a framework to study digital skills and managers’ need to address digital skills challenges across an enterprise’s workforce. Nevertheless, the digital skills topic is complicated by conceptual ambiguity and a lack of theoretically derived and empirically validated model. The purpose of this study is to address this problem.
Design/methodology/approach
Theoretically, this study draws on human capital (HC) and resource-based view (RBV) theories. Empirically, it follows mixed method combining interviews and a survey.
Findings
The digital skills construct is a multidimensional second order reflective construct. While its development is influenced by an organization’s commitment and exposure to digitalization, it influences the value organizations obtain from digitalization.
Research limitations/implications
This study conceptualizes the digital skills construct, identifying technology agnostic subdimensions that are meaningful beyond a particular digital domain [information and communication technology (ICT), information, Internet, Inter of Things (IoT)] and establishing a valid measure. Other researchers can improve both the indicators of the existing four conceptually distinct and managerially recognizable workplace digital skills dimensions as well as testing new ones.
Practical implications
Managers can use the instrument to assess the extent to which their non-IT workforces are equipped with digital skills and get strategic insights for specific interventions such as upskilling or buying in skills.
Originality/value
The main theoretical contribution of the paper is the conceptualization and validation of the digital skills construct for the non-IT workforce. Furthermore, we provide a theoretical framework to explain the factors that could influence the development of digital skills and demonstrate the impact that digital skills have on selected digitalization value indicators. This contribution provides the foundation for investigating the drivers, outcomes and the relationship of digital skills to other constructs such as digital transformation, innovation and firm performance.

Introduction: Organisations all over the world are experiencing skill gaps. One of the key factors contributing to the shortage of competent workers is the inability to find candidates that fit the profile. Most of the time, the market does not offer what organisations require.
Purpose: This research focuses on skill shortages and labour market rigidity in the information technology (IT) sector. It discusses the impact of labour shortage and strategies to overcome these challenges.
Need of the Study: The study is required to reduce the skill shortage in the IT sector and inflexibility in the labour market.
Methodology: The data are collected from secondary sources, that is, books, journals and other internet sources.
Findings: The labour market volatility is impacted by several external factors leading to rigidity and talent shortages. Different forecasts within the IT industry, manufacturing, media and telecommunications indicate large-scale labour shortages. The growing influence of digitalisation further creates challenges for organisations during the hiring process as the identified skill gaps for IT professionals are also identified.
Practical Implications: Labour market rigidity affects the labour market. Shifts in labour supply and demand do not always impact wages. Methods are suggested on how to reduce the rigidity in the labour market and, in turn, decrease the skill gaps.

Abstract
Purpose
Effective use of data is critically important for the provision of health services. A large proportion of employees in health organisations work in non-clinical roles and play a major part in organisational information flows. However, their practice, data-related capabilities and learning needs have been rarely studied. The purpose of this paper is to investigate issues of capabilities and learning needs related to employees' interactions with data in non-clinical work roles.
Design/methodology/approach
The study used a mixed-method approach. Qualitative methods were used to explore issues, and survey was administered to gather additional data.
Findings
Data use and related capabilities at the workplace are highly contextual. A range of general, core and data-specific capabilities, underpinned by transferable skills and personal traits, enable successful interactions with data. Continuous learning is needed in most areas related to data use.
Research limitations/implications
The study was conducted in a large public-health organisation in Australia, which is not representative of unique organisations elsewhere. The study has implications for the provision of health services, workplace learning and education.
Practical implications
Findings have implications for organisational decisions related to data-use and workplace learning, and for formal education and lifelong learning.
Originality/value
The study contributes to closing a research gap in understanding interactions with data, capabilities and learning needs of employees in non-clinical work roles. Capabilities continuum presented in this paper can be used to inform education, training and service provision. The workplace-based results contribute to theoretical considerations of capabilities required for work in technology-rich environments.

Introduction: The Udaan Scheme was implemented in response to enduring conflict, economic downturn, and employment scarcity. Under the Rangarajan Committee, the scheme aimed to address unemployment in a selected region through skill development programmes. Based on practical experience, Udaan aimed to build a competitive workforce for India and the global economy.
Purpose: The purpose of the study is to evaluate the success ratio of the Udaan Scheme in addressing the employment challenges faced by the youth.
Need of the study: The chapter highlights the potential of the scheme to be a part of a resilient industry for job employability in politically disturbed areas.
Methodology: The compiled data were analysed using a spreadsheet collected from online sources, providing information on the number of registrations for the skill development programme between March 2012 and May 2018, that is, the programme’s implementation in the pre-UT era, mainly sourced from the Udaan Impact Assessment Report and the Review of the Udaan Scheme in Jammu and Kashmir (J&K).
Findings: The programme, which provided professional training and increased the job-securing capacity of youth, has had a dismal success rate despite the government’s investment of Rs 246 crore. The initiative has employed less than 10,000 individuals, or at most 10% of the target population, falling short of its claimed goals.
Significance of the study in the global market: The scheme addresses unemployment and career development for educated youth, enhancing India’s economic growth and global competitiveness. By providing skill development and exposure to the corporate sector, it empowers youth and attracts international business opportunities. It aligns with global efforts to bridge the skills gap and showcases India’s commitment to human capital development in a conflict-driven state.

Abstract
Purpose
This study aims to investigate digital technology (DT) competencies, training and awareness amongst Black Asian Minority Ethnic (BAME) construction students in the UK.
Design/methodology/approach
This study uses a quantitative online survey to investigate both BAME Construction Undergraduates Graduate Students (CUGS) and staff studying on and teaching on Construction programmes. The investigation examined their opinions as to their own awareness of their competencies and training regarding DT.
Findings
Findings indicate that BAME CUGS were mostly “very proficient” in the use of basic DT, such as required to complete an authentic assessment that typifies a real-life scenario. For example, sending and receiving emails, Excel, Word, computer literacy/basic IT skills, browsing searching materials, PowerPoint, specialist IT skills, mobile devices, tablet and social media handles. However, findings revealed that training awareness and competencies in new DT is shallow, and BAME CUGS are probably not ready for the digitalised construction world. Respondents were mainly within the “probably aware” range, and very few were within the “definitely aware” range, on the Likert scale adopted. New DTs that fell within the “definitely aware” range are BIM, offsite construction and manufacturing, 3D printing, cloud computing and collaboration.
Research limitations/implications
It is acknowledged that expanding the sample size to other universities and exploring BAME industry professionals’ narratives could further enrich the discussion. However, these limitations did not impact the robust practical and theoretical implications provided to CUGS, Higher Education (HE)sectors, University staff and industry emerging from the analysis and findings achieved in the study. Still, it is being recommended for future work to consider.
Originality/value
The study provides valuable recommendations helpful to HE institutions, industry and government. Recommendations provided include a need to review and update the current curriculum, robust partnership between academia and industry, increase government funding, upskilling and training staff in the new DT.

Abstract
Purpose
This study aims to explore the opinions of Built Environment Professionals (BEP) on the usage of fourth-generation digital technologies in the construction industry.
Design/methodology/approach
This study adopts a qualitative research approach and conducts semi-structured interviews with Black, Asian and Minority Ethnic (BAME) professionals to explore the adoption and utilisation of fourth-generation digital technologies in the construction industry. The semi-structured interviews allowed the participants to elaborate on their experiences, and thematic analysis was employed to identify and analyse significant themes related to the topic.
Findings
Accounts from BAME construction professionals reveal that the increased popularity of fourth-generation digital technologies, also known as Industry 4.0 technologies, does not necessarily result in increased usage. This is because many of these new technologies have not been embraced and are unpopular in certain circles. A more significant revelation is the impact of BAME community settings on determining the career pathways of most individuals, which often do not support the construction or digital technology pathways within the construction industry.
Research limitations/implications
Research targeting ethnic minorities may not necessarily yield a large response due to the sensitivity of the issues raised. However, conducting a nationwide research with a larger sample size drawn from various locations in the UK could achieve more robust findings and uncover additional issues. Meanwhile, the results of this research can serve as a framework for more extensive investigations.
Practical implications
The research offers valuable recommendations to industry and academia regarding the need to address the specific challenges faced by the BAME community in terms of digital technology adoption. These issues are often overlooked in most discussions about digital technology.
Originality/value
The study provides critical recommendations that are relevant to Further and Higher Education (HE) institutions, industries, construction organisations, government bodies, etc. Recommendations include a call for collaboration between educational institutions, industry partners and local communities to facilitate awareness and orientation programmes within the community.

Abstract
Purpose
Researchers and policymakers have given attention to generic skills development in higher institutions. One of the intentions is to broaden graduate employability with generic skills. In South Africa, there is a paucity of research concerning future built environment practitioners’ (FBEP) generic skills development from the students’ perspective. Thus, this paper aims to investigate South Africa’s FBEP generic skills and suggest feasible solutions to improve FBEP generic skills from the students’ perception.
Design/methodology/approach
The researchers collated the views of FBEP via a phenomenology type of qualitative research design. It covered selected South African public universities and investigated the discourses that underpin “perceived hindrance” in developing generic skills for FBEP. Selected 30 FBEP were engaged in the virtual interviews across three public universities. Data saturation was achieved. Three themes emerged and were analysed through a thematic analysis.
Findings
Findings show that FBEP generic skills development will enhance integrated productivity and higher value for money in construction project delivery. But developing these skills demands a holistic approach. Findings have raised concern with the perceived hindrances facing FBEP in developing generic skills. Findings suggest the need to revisit and revamp the curricula to develop these skills and strengthen policies that will “nip” possible hindrances.
Research limitations/implications
This study was limited to South Africa’s FBEP generic skills from students’ perception. In line with the limited resources, three public universities were covered from the selected provinces in South Africa. Future research with a more diverse sample is needed to ensure a better representative and generalisation of findings.
Practical implications
Findings show that apart from academic knowledge system thinking skills, civic responsibility skills and critical thinking skills are germane for intending construction industry professionals. Others are integrated teamwork skills, good attitude and communication skills, entrepreneurship skills and resources management skills. Findings from this paper may stir up the education sector’s stakeholders to revamp the curricula in enhancing these skills among students from the basic to higher institutions. The outcome will improve productivity in the construction industry.
Originality/value
Although few scholars have discussed generic skills in the built environment, there are limited studies from the students’ context in developing countries, a South Africa case study, a gap this research aims to fill. Also, it proffers ways to mitigate perceived hindrances facing FBEP in developing generic skills.

Purpose. This chapter discusses the challenges and different strategies to increase skill development for the future workforce.
Methodology. Multiple sources on the topic were studied and reviewed in this chapter. The idea of skill and its development is discussed in the literature review.
Findings. Different nations’ governments have promoted human capital development by providing up-skilling and retraining programs to balance supply and demand. Skills gaps need to be brought to the attention of stakeholders, such as governments, businesses, and the educational system. Teachers, employers, and other stakeholders need to develop strategies and action plans to ensure that the skills gaps are appropriately identified and adequately addressed. These initiatives must be developed with input from various stakeholders.
Practical Implications. The research results would inform the curriculum, incorporating skill development processes tailored to various scenarios. These findings would aid business organisations in crafting skill development programs that address identified skill gaps. Challenges in skill development would be taken into account during course development, and relevant teaching–learning materials would be created. Key stakeholders, such as accrediting organisations, employers, and students, should exert more influence on academic institutions to prioritise societal demands for economic development.
Originality/Value. The uniqueness and significance of this chapter lie in its concise summary of the strategies to tackle the hurdles in skill development.

Purpose
The study aims to ratify skills necessary to bridge the gap between the existing models and emerging needs of a technology-enabled workspace; especially in the Indian context.
Design/methodology/approach
This paper extends the ongoing debate on a relevant employability framework suitable both for higher education institutes and corporates. To remain resilient to future catastrophes similar to the ongoing pandemic, the relevancy of established employability skills to suit the changing scenario needs to be established.
Findings
The partial least squares (PLS) technique has been used to present a framework confirming the importance of digital competencies, business fundamentals and behavioral skills. In-depth discussions with specialists ratified the proposed framework and recommended potential changes in curriculum and pedagogy.
Research limitations/implications
This study validates an explicit and comprehensive employability skill framework and useful recommendations in teaching strategies, which may provide a broad skill base for graduates to prepare for the volatile business environment in the long run.
Practical implications
The study has been able to put forth significant employability skills as deemed significant by the three stakeholders. This will provide guidance to higher educational institutions (HEIs) to come up with a broad skill-base for the fresh graduates and prepare them for the volatile business environment and encourage life-long learning to remain productive in the long run.
Originality/value
The study is unique as it incorporates the perceived importance of the competencies assumed by each stakeholder, namely, employers, faculty and management graduates, which was unfortunately lacking in earlier researches.
