Abstract

Purpose

Through an evaluation of the information technology (IT) adoption and diffusion models and the free and/or open source policy of the South African Government, the underlying assumption is that the developmental divide between those with and those without access to technology is purely technical. This paper aims to illustrate that if Free and/or Open Source Software is to be used as a building block to bridge the “digital divide” a more social and environmental perspective, which embraces the philosophy behind the software, needs to complement the technical perspective. The human environmental model is presented as a useful alternative which, if embraced, can inform more holistic information and communication technology (ICT) policies.

Design/methodology/approach

Through a review of diffusion of innovations models an alternative diffusion framework is described and applied to an interpretive open source case study in South Africa.

Findings

Contemporary diffusion and innovation models are narrowly focused on IT as a purely technological linear phenomenon. This perspective also underlies many ICT policies. A more socio‐technical adoption model can assist in providing a more holistic approach to ICT policy development.

Originality/value

The application of a new innovation model, the human environmental model, to ICT policy provides a holistic framework in which the complexity of the innovation process can be reflected in policy. Such an approach to ICT policy formulation will assist with broadening the perspective of policy makers from IT as a technical solution to IT as part of a socio‐technical solution and recognise the duality of the innovation process.

Abstract

Purpose

The purpose of this paper is to empirically examine the performance of the alternative IS/IT adoption models used more frequently in the citizen centric adoption of e‐government systems. Such analysis will not only provide a trend about the models and subsequent constructs being utilized in this area of research but also guides us toward laying a foundation for the formulation of an alternative integrated model for citizen centric adoption of e‐government services.

Design/methodology/approach

The relevant secondary data from 87 research studies on citizen centric e‐government services were analysed to examine the performance of some of the most frequently used alternative models (e.g. technology acceptance model (TAM), diffusion of innovation|innovation diffusion theory (DOI|IDT), DeLone and McLean IS success model, unified theory of acceptance and use of technology (UTAUT), and theory of planned behaviour (TPB)) of IS/IT adoption in this area of research.

Findings

The findings of this research indicate that TAM is by far the best suited model for analysing citizen centric adoption of e‐government services. It was also found that although diffusion of innovation|innovation diffusion theory (DOI|IDT) is the second highly used model, only three of its constructs (i.e. compatibility, complexity, and relative advantage) were in use across various studies. Moreover, it was visualised that constructs such as triability and observability were never used in the e‐government context. Similarly, the constructs from TPB have not been used up to the presence of the model across various studies. All the constructs (i.e. performance expectancy, effort expectancy, and social influence) of the UTAUT model, except facilitating conditions, have been used quite regularly.

Research limitations/implications

This research evaluates the various IS/IT adoption research models being used in e‐government adoption only on the basis of their performances across the existing research studies. The evaluation of the performance of such models may not reflect their true picture only through meta‐analysis.

Originality/value

This paper presents a comprehensive meta‐analysis of some of the most frequently used IS/IT adoption models in the context of e‐government adoption research. Such analysis would help us picking up the most appropriate models and/or their constructs for developing an alternative model for our research.

Abstract

Purpose

The purpose of this study is to develop a model to understand the relationships among technology, organizational and environmental (TOE) contexts, intention to adopt cloud computing (IACC) and actual usage of cloud computing (AUCC) in small and medium enterprises (SMEs) in Malaysia as a developing country. More specifically, this paper seeks to explore the mediation effect of IACC on the relationship between TOE context and AUCC.

Design/methodology/approach

A positivist research approach was selected for this study. Drawing largely upon the TOE framework, this study uses survey data from 209 Malaysian SMEs. Structural equation modelling (SEM) based on partial least squares (PLS) was used to assess the structural relations of the research model.

Findings

The results of the structural model show that data security, technology readiness, top management support, competitive pressure and innovativeness are the most significant factors in predicting the adoption of cloud computing in Malaysian SMEs. Further, the results indicate that intention to adopt cloud computing can play a mediating role between TOE factors and the actual usage of cloud computing.

Research limitations/implications

The focus upon Malaysian SMEs may diminish the generalizability of the findings. This study provides profound insight into the management and foundation of cloud computing, different types of cloud services and deployment models that could facilitate the management of enterprise strategic resources and contribute to the performance improvement. This study also provides another important implication for practitioners regarding the absolute necessity of value drivers’ identification within enterprise and understand the causal relationships, which are vital in driving those values.

Practical implications

This study provides several practical guidance for practitioners in deploying cloud services which are most suitable option for their specific technology requirement in their enterprise to enjoy the full benefits of their intangible assets. Another significant implication of this study lies in the fact that it may require a different emphasis on nature and adoption design when there is a higher level of stress on technology-related and cloud computing resources.

Originality/value

This study contributes to the extant literature by developing an integrative model to identify how a wide set of contextual factors can determine the intention to adopt cloud computing and, in turn, influence the actual usage of cloud computing in SMEs in Malaysia as a developing country.

Abstract

Purpose

The purpose of this paper is to elucidate the concept of user development which consists of proactively transferring knowledge to potential users of IT innovations in order to increase the likelihood of innovation adoption and diffusion.

Design/methodology/approach

An exploratory approach was adopted using three case organizations representing different sectors. These organizations represent the public, the semi-government, and the private sectors.

Findings

The findings show that proactive knowledge transfer builds the requisite absorptive capacity of users to understand, adopt new and complex systems and technologies, and effectively integrate them into their organizations, hence increasing their likelihood of adopting such innovations. The findings also show that effective user development hinges on proper selection of potential users and on goals alignment between the innovating firm and the selected users.

Research limitations/implications

The framework could be further refined through more diverse case studies from a broader range of companies. Survey-based investigations are also needed to operationalize the constructs and explore its effects on the performance of the innovating firm. In practice, innovation managers should be more proactive by recognizing the value of knowledge transfer when it comes to expanding and accelerating the adoption and diffusion of their innovations.

Originality/value

This paper illustrates the importance of proactive knowledge transfer, especially in situation that call for absorptive capacity building. This paper also opens new opportunities for innovation managers to sell their innovations faster and to a wider market, and perhaps even altering the trajectory of particular innovations.

Abstract

Purpose

The purpose of this paper is to contribute to a growing body of research on cloud computing, by studying the small to medium‐sized enterprise (SME) adoption process. If SMEs have access to scalable technologies they could potentially deliver products and services that in the past only large enterprises could deliver, flattening the competitive arena.

Design/methodology/approach

By adopting the Technological, Organisational and Environmental (TOE) framework as a theoretical base, this qualitative exploratory study used semi‐structured interviews to collect data in 15 different SMEs and service providers in the north east of England. The north east of England was selected as it is a region that aspires to become home to innovative digital firms and most of the companies in the region are SMEs.

Findings

The main factors that were identified as playing a significant role in SME adoption of cloud services were: relative advantage, uncertainty, geo‐restriction, compatibility, trialability, size, top management support, prior experience, innovativeness, industry, market scope, supplier efforts and external computing support. In contrast, this study did not find enough evidence that competitive pressure was a significant determinant of cloud computing adoption.

Research limitations/implications

These findings have important implications and great value to the research community, managers and information and communication technologies (ICT) providers, in terms of formulating better strategies for cloud computing adoption. For service providers, using the research model in this study can assist in increasing their understanding of why some SMEs choose to adopt cloud computing services, while seemingly similar ones facing similar market conditions do not. Also, cloud computing providers may need to improve their interaction with SMEs which are involved in the cloud computing experience, in an effort to create a healthy environment for cloud computing adoption, and to remove any vagueness surrounding this type of technology.

Originality/value

This study is an attempt to explore and develop an SME cloud computing adoption model that was theoretically grounded in the TOE framework. By adopting the TOE framework this study has shown that the three contexts of this framework (technological, organisational, and environmental) are connected to each other.

Abstract

Purpose

Rogers’ diffusion of innovations theory typically concerns attributes that steer the process of inducing new ideas through various communication channels, which essentially diffuse different types of innovations into different systems. After Rogers, Tornatzky, and Klein presented 30 such attributes (five of which were Rogers’) that steered the process of innovation diffusion. The purpose of this paper is to use a systematic approach in reviewing the literature pertaining to these 30 attributes, followed by the meta-analysis of the articles collated in relevance to these attributes.

Design/methodology/approach

Publications in the time frame of 1996-mid 2011 in this field of literature have been shortlisted for this review. A total of 223 innovation articles are studied in detail to collate the relevant data needed to reflect on the various informative trends exhibited by the shortlisted innovation attributes.

Findings

An analysis of these trends will be carried out across three different categories – first, subjective analysis; second, seven features of an ideal innovation attribute study (approach, dependent variable, study type, instrument, measure, number of attributes, number of innovations, adopting unit); and third, antecedents and descendants of the innovation attributes, which altogether will be used deduce findings, limitations, and suggestions for future research from this review.

Originality/value

No recent study has analysed existing research on less explored innovation adoption attributes. Therefore, analysis and findings presented in this research is original and will make adequate contribution to the existing research on this topic. Findings presented in this submission would be helpful for researchers, authors, reviewers, and editors.

Abstract

Purpose

The information technology (IT) literature is mixed regarding the benefits of inter-organisational IT, but shifts towards less adoption of IT remain largely an unexplored area of research. The purpose of this paper is to address this gap by shedding light on the question of whether or not such shifts exist, and if so, why they occur.

Design/methodology/approach

A mixed method, sequential research design was adopted. A quantitative study based on two cross-sectional surveys conducted in 2001 and 2011 yielded responses from 62 matching firms that had implemented IT based on global GS1 standards. Survey results led to the identification of a group of organisations that provided evidence of reduced standards-based inter-organisation IT over time. Subsequently, four theory-building in-depth case studies explored why changes towards less IT occurred.

Findings

Results from the quantitative study show that measurable changes take place in IT implementation over time (both increasing and decreasing). The case studies show that changes towards less implementation of IT are largely explained by a complex interaction of multiple factors lending support to a situational model of IT adoption.

Research limitations/implications

The empirical investigations were limited to Australian manufacturers. Further studies should extend the generalisability of the findings and study the phenomenon in different contexts, as well as across firms that increased, decreased, and maintained their level of IT over time.

Practical implications

The study helps managers to identify the IT that best suits their strategic objectives. Further, this research increases managers’ understanding of how to better use IT as firms weigh opportunities to invest in new supply chain technologies and as a result may choose to reduce investment as a strategic alternative.

Originality/value

The paper provides the first systematic insight into reduced IT standards use and implementation. The authors offer a more granular understanding of why firms may choose to reduce usage of IT over time.

Abstract

Purpose

The purpose of this paper is to provide an insight about factors affecting Big Data Analytics (BDA) utilization and adoption in Indian firms. Research studies have so far focused on BDA adoption in developed economies. This study examines the factors that influence BDA usage and adoption in the context of emerging economies.

Design/methodology/approach

This study proposed a theoretical model of factors influencing BDA utilization and adoption. Two independent research streams – first, the top managers’ perceived strategic value (PSV) in BDA and second, the factors that influence the adoption of BDA theoretically – have been integrated with the technology-organization-environment (TOE) framework. In the BDA context, there was a theoretical necessity to identify the driver and barriers of BDA from the TOE framework on PSV and adoption of BDA. A qualitative exploratory study using face-to-face semi-structured interviews was carried out to collect data from 22 different enterprises and service providers in India. India was selected as the context as it is one of the fastest growing large economies of the world with huge potential of BDA to improve the business landscape.

Findings

The results showed that the major reason behind BDA non-adoption is that the organizations did not realize the strategic value (SV) of BDA, and they were not ready to make the changes because of technological, organizational and environmental difficulties. The findings corroborate previous results about significant factors affecting IT adoption and implementation and provide new and interesting insights. The main factors identified as playing a significant role in organizations’ adoption of BDA were SV of BDA, complexity, compatibility, IT assets, top management support, organization data environment, perceived costs, external pressure and industry type.

Research limitations/implications

The main limitation related to this study is the difficulty in generalizing the findings to a larger population of enterprises. To overcome this, a statistical survey has been planned to be conducted in the future.

Practical implications

The BDA adoption model in this study will have both managerial implications for practitioners in India, as well as those in other developing countries, and academic implications for researchers who are interested in BDA adoption in developing counties, in terms of formulating better strategies for BDA adoption. For managers, using the research model of this study could assist in increasing their understanding of why some organizations choose to adopt BDA, while similar ones facing similar conditions do not. Also, the understanding of the strategic utilization of BDA in different business processes may improve the adoption of BDA in organizations.

Originality/value

This paper contributes in exploring and enhancing the understanding of the factors affecting the utilization and adoption of BDA in organizations from an Indian perspective. This study is an attempt to develop and explore a BDA adoption model by the fusion of PSV and TOE framework. The effect of the three contexts of this framework (technological, organizational and environmental) on the strategic utilization of BDA has been studied for the first time.

Information systems for production management tend to be promoted by technology suppliers as standardised solutions which form a singular “best practice”. However, as these technologies are configurational, the notion of best practice is illusory. Data on the diffusion and design of information systems for production management across four European countries indicate distinctive national differences. It is argued that these can best be explained at two levels: first, national differences in the social institutional networks through which information about these systems is diffused socially shapes patterns of adoption and design; second pre‐existing patterns of work design and managerial practices may influence the degree of “fit” between particular design philosophies and prevailing organizational contexts in different countries. Differences in the particular roles of professional association networks and technology suppliers in the diffusion process are explained in terms of different patterns of knowledge sharing across countries.

Abstract

Purpose

This paper aims to advance information and communication technologies (ICT) adoption research and practice by examining and understanding the emerging ICT adoption in small and medium enterprises (SMEs) from a dynamic process perspective using actor-network theory (ANT).

Design/methodology/approach

This study employs a qualitative approach to investigate how services SMEs are constantly engaging in ICT adoption for improving business performance. Two rounds of interviews were conducted with 26 interviewees. Data collected from the unstructured and semi-structured interviews were analysed to understand the dynamic adoption process, actors involved and their interactions.

Findings

The findings reveal the recursive and dynamic nature of the emerging ICT adoption process and the constant interactions and negotiations of various actors. Underpinned by the key concepts of ANT and validated by the empirical data, a framework is developed to depict the stages of dynamic process of emerging ICT adoption, the actors involved and the associated key activities.

Research limitations/implications

Qualitative research is interpretive in nature and the size of the sample used is limited. These limitations require caution for the generalization of the findings. The framework can be further validated across a wider population using mixed methods combining qualitative and quantitative approaches.

Practical implications

Emerging ICT adoption has moved from a simple adopters’ participation process to involving various actors that constantly interact and influence the process. SMEs manager can be influenced by and influence the technology advancement. As a result, SMEs need constantly interact with various human and non-human actors to keep up with the new ICT development and benefit from the emerging opportunities.

Originality/value

The research focuses on the emerging ICT adoption in SMEs from the dynamic process perspective using ANT. It advances ICT adoption research and practice by developing a framework to depict the dynamic and interactive nature of ICT adoption process, and the actors involved and their interactions in the adoption process.
