Abstract
The academic library is an important component of any university and is responsible for providing academic and research support to all members of the university community. At present, higher education institutions in Thailand are trying to evaluate and improve their quality by implementing quality assurance models/mechanisms. Libraries, as critical supporting organizations in these institutions, also need to improve their quality. As a service organization, academic libraries are faced with the need to satisfy their clientele and to measure and evaluate their services. There is a need, therefore, for librarians to take positive steps to insure that their clients receive quality services.

Abstract
Purpose
The purpose of the paper is to benchmark two ISO 9001:2000 based quality management systems, one in the Universitat Autònoma de Barcelona, Spain, and the other in Kuopio University, Finland.
Design/methodology/approach
The paper is a case study in which both libraries' approach to the building of their quality management system are compared.
Findings
The ISO 9001:2000 guides institutions so that they will develop their quality management systems along similar lines. Both libraries have devised the same kinds of solutions to the key points of the standard and it has helped them to develop their services and analyze how they have succeeded in this task.
Research limitations/implications
The paper is based on the experiences of two libraries.
Practical implications
The paper gives examples for the implementation of the ISO 9001:2000 quality standard inside an academic library.
Originality/value
The paper provides ideas on how a quality system is best developed.

Abstract
Purpose
The purpose of this paper is to put forward a Ultra-high Frequency Radio Frequency Identification (UHF-RFID) data model construction scheme for university libraries, hoping to realize the opening, uniform, compatible and interoperable RFID application between different libraries and manufacturers.
Design/methodology/approach
This article uses the practical application needs of university libraries as the starting point, and proposes the UHF-RFID data model construction scheme for university libraries based on the study of applicable standards, such as ISO 28560.
Findings
Based on practical application demand of university libraries and some international standards, the paper puts forward an UHF-RFID data model construction scheme for university libraries. First, the scheme explains and defines six user data elements different from ISO28560: version, owner library identifiers, temporary item location, subject, International Standard Serial Number (ISSN) and International Standard Book Number (ISBN). Furthermore, different encoding rules for electronic product code (EPC) data area and user data area are designed to achieve maximum work efficiency.
Practical implications
This paper tries to bring forward a set of referential UHF-RFID data model standards for university libraries. Hopefully, this standard will offer uniform data models for university libraries to comply with, integrate the disordered market and further make the opening, unified, compatible and interoperable RFID application possible.
Originality/value
Although there are several formally published RFID standard documents, they are primarily designed for high frequency RFID technology. Concerning UHF-RFID technology, there are still no internationally unified data model standards. Hence, this paper brings forward the UHF-RFID data model construction scheme for university libraries.

Abstract
Presents a guide for development of certifiable quality management systems for the library and information sector. The project was supported by NORDINFO and was carried out in 1993‐94. Begins with an introduction to fundamental ISO 9000 philosophy, definitions and concepts. All 20 main points of ISO 9001 receive a thorough treatment with respect to the library and information sector. The staff members concerned describe experiences from two test sites (Norsk Hydro and Telecom Denmark‐Jutland Telephone Co.) and analyse the two reports. Describes the implementation of ISO 9000 in the library and information sector in practice in general terms. Describes four examples of typical library and information routines in detail, together with relevant quality requirements. Analyses the process of certification and reports the findings of an empirical survey in the Nordic countries. Aims at a general quality improvement of information services and products, and at developing new tools for quality improvement.

Purpose
This paper focuses on the use of ISO 9000 standards for the introduction of quality management in information services, with a special emphasis on the Brazilian experience, aiming to provide support to information services managers in the use of quality management.
Design/methodology/approach
The research is based on a comprehensive review of the literature, from the earliest citations to those published more recently, principally articles relating to the application of quality programs in Brazilian information services.
Findings
The paper presents and discusses the main benefits (ordered according to the eight principles of quality management), the concerns and the difficulties of the use of ISO 9000 mentioned by the analyzed literature.
Research limitations/implications
Although the literature describes several practical experiences and theoretical studies that analyze the application of ISO 9000 in information services, each organization has its own typical characteristics and their internal and external environments may differ, helping or making it more difficult to implement projects related to quality management.
Practical implications
The paper observes a general predisposition towards the principles defined on the ISO 9000 standard series, which can be used as a parameter to guide and support quality improvement initiatives.
Originality/value
The research supports the idea that ISO 9000 standards are a guideline for the implementation of quality management in organizations of different types and sizes. The exponential growth on the number of ISO 9000 certificates in Brazil has created a scenario that has certainly favoured the option of several information services towards the ISO 9000 standard series.

Abstract
Purpose
The purpose of this paper is to present the new edition of the IFLA handbook Measuring Quality that since its publication in 1996 has influenced performance measurement in many countries.
Design/methodology/approach
The approach used is to acquaint librarians and information professionals with the present state of performance measurement and the different ways of assessing quality in specified library services.
Findings
Based on the research for the handbook, the paper presents an overview of today's performance measuring worldwide, as well in individual libraries as in joint library projects. Examples show typical varieties in measuring processes and results and possible methods for the evaluation of specified library services and products. The new edition widens the perspective to public libraries and adds indicators for electronic services and cost‐effectiveness. The 40 performance indicators in the handbook follow the structure of the Balanced Scorecard. Each indicator shows examples of results obtained in libraries and information about other possible methods.
Originality/value
A comprehensive overview and state‐of‐the‐art analysis of the core publications concerning performance measurement in libraries.

Abstract
Purpose
The present paper's purpose is to review the literature related to quality assessment and performance evaluation in academic libraries, whether empirical or theoretical, and to extract key issues. It aims to explore which criteria exert a significant relationship with the academic libraries' performance quality; identify a set of criteria that appears to be useful for assessing the quality of academic libraries ITBS; and use these criteria to develop an instrument or evaluation checklist for evaluating the quality of academic libraries ITBS.
Design/methodology/approach
Related keywords such as “academic libraries research”, “academic libraries evaluation”, “academic libraries assessment” were searched on the web as well as some leading databases. In addition, available library resources as well as online book databases were consulted. Key issues were identified, categorized and discussed to develop the evaluation checklist suggested by the paper.
Findings
A number of indicators have been developed and tested in quality assessment studies debated in the paper. The literature reveals that evaluating ITBS in academic libraries should be considered to a greater extent and thus, more evaluation studies on the basis of validated tools are needed.
Research limitations/implications
The review does not claim to be comprehensive.
Originality/value
The paper can serve as a research roadmap concerning quality assessment of ITBS in academic libraries for researchers, managers, academic authorities and users.

Abstract
A study was done to document the standards that should be adhered to by library and information professionals in Zimbabwe to assure quality in service provision in order to meet the sustainable development goals. A literature review and web content analysis were done to unpack the various standards that all types of libraries should consider from library buildings, service provision, qualifications and accreditation of library and information science schools and professionals, and assessing the impact of libraries in the communities that they are serving. The findings review that there are international and national standards from various governing bodies that should be considered in library and information service provision. The author recommends the implementation of these standards in all the libraries to assure quality in library and information service provision.

Purpose
The purpose of this paper is to discuss emerging practices in open evaluation, namely, the concept of co-evaluation and how research on evaluation developed within information science can contribute to enhance stakeholders and citizens’ involvement in open science.
Design/methodology/approach
A meta-evaluative and transdisciplinary approach – directed toward the intersection between information science, evaluation, competences management, sustainability transitions management and participatory methodologies – provided the basis for the identification and subsequent reflection on the levels of stakeholder participation embedded into ISO 16439’s (2014) methods for assessing the impact of libraries and on the domains and competences to be mobilized for (co)evaluation. The contributions of Engaged 2020 Action Catalogue, as well as several taxonomies of evaluator competences and the Council of Europe’s (2016) conceptual model of competences for a democratic culture were particularly relevant for this (re)construction process.
Findings
Two results of the line of research carried out since 2012 at the Faculty of Social Sciences and Humanities of the Universidade NOVA de Lisboa (Portugal) can significantly contribute to improve stakeholders’ participation in Open Science: ISO 16439’s systematization of methods and procedures for assessing the impact of libraries and the (co-)evaluation competency framework.
Originality/value
This paper presents the transdisciplinary concept of co-evaluation and examines the current epistemological challenges to science by analyzing the general tendency to openness through the lens of research on evaluation and participatory methods developed within information science.
