Abstract

Currently, the European air transport system is experiencing an annual growth of 7%. With an increasing number of flights, airports are reaching their capacity limits and are becoming a bottleneck in the system. Mantea is a European Commission funded project dealing with this issue. This paper focuses on planning decision support tools for airport traffic controllers.

The objective of our planning tools is to achieve a better use of the available airport infrastructure (taxiways and runways). To generate a safe plan, many rules must be taken into account that restrict the usage of airport tarmac: international regulations, airport operational procedures, aircraft performance, weather conditions and sometimes even controller “usual practices”. To generate a realistic plan, extensive monitoring of the traffic situation as well as suitable timing must be achieved. In the life cycle of a flight, 11 out of 15 possible causes of delay occur in an interval of 10-20 minutes, between aircraft start-up request and push-back. This means that precise planning before the end of this period is highly improbable. On the other hand, planning after this period implies the need for fast responses from the system.

In the Mantea project, an architecture is proposed in which a co-operative approach is taken towards planning aircraft movements at the airport. Controllers will be supported by planning tools that help assigning routes and departure times to controlled vehicles, in planning runway allocation (departure sequence) and occupancies, and in monitoring plan progress during flight phases. The planning horizon relates to medium term operations, i.e. 2-20 minutes ahead. The Mantea planning tools implement the following functions: runway departure planning, routing, and plan conformance monitoring. The tools will reduce the controller's workload, increase the level of safety for airport surface movements, and reduce the number of delays and operating costs for the airliners.

In this paper, we will focus on the constraint satisfaction programming techniques used in Mantea for (1) runway departure planning, (2) itinerary search and taxi planning functions. The airport tarmac and runway vicinity air routes have been modelled as a graph. Real time constraints have brought us to develop an algorithm linear in complexity for the itinerary search problem. Operational pressure has led us to develop fast search strategies for scheduling (i.e. use of heuristics, hill climbing…).

With the growing development of China's architecture, the problems existing in municipal engineering have become the focus of public concern. Based on this, study on the lack of law in leading bribes based on the bidding of municipal planning and construction and its imperfect scheme was put forward in this paper. First of all, the needs of municipal engineering planning and construction were expounded, and the present status of the research on the theory of municipal engineering was expounded; then the perfection of the common municipal engineering bidding laws was analyzed, and the content of the architectural planning was mainly introduced; taking the municipal engineering project of a city as an example, the detailed analysis of the planning of the railway station, Central Park and the river of the municipal engineering is made to provide reference for the municipal planning and construction.

Abstract

The cultural tourism industry, which has subtly met the needs and solved the major problem of the current age, is a new growth point for the current city economic growth. Therefore, its position in the industrial structure system will be increasingly improved. The development of the cultural tourism industry also provides an important opportunity for the renewal and re-engineering of urban space. For the current urban space construction crisis needs the integration of historical and cultural elements urgently while the development of the cultural tourism industry itself happened to need the city to provide the necessary carrying space and incubation carrier urgently as well. Thus this research discusses the construction of urban visual planning system and the specific implementation path from the perspective of the development of cultural tourism industry.

Abstract

The economy of Fujian has caused tremendous development momentum and increased the economic exchanges between Taiwan and the mainland since the establishment of the free trade area of Fujian province. However, the contradiction between ecological protection and economic development should be considered on the basis of solving the problem of building trade zones. Performing regional trade zone planning from the ecological and economic perspectives is difficult, not only should the ecological and economic perspectives meet and emphasize the ecological and economical levels of interaction, but also achieve the optimization of eco-economic development potential of the free trade zone. In view of the above problems, according to the economy and resource allocation base of the new trade zone in Fujian Province, the space planning strategy development was carried out in this paper. In the overall layout of the new trade zone, the chain service area, the high-end service area, and the city near the port are taken as a major planning axis. North and South regions are gathering areas of shipping, logistics and new industries, developing on three partitions of function, improvement and advance around Haijing Road. The landscape is divided into Cai Jianwei mountain and Jing Kouyan mountain as the basis, and the third South China Sea Road and Haixin road form six corridors between mountain and sea. With the foundation of international cruise port development planning, the ease of east harbors should be promoted to north, and the development rhythm od airport planning areas should be strictly controlled, which can prepare for the later spatial release of the relocation of the airport from city planning areas. The main line of the important traffic node is reserved to improve the stock space, and the industrial neighborhood area near the central fishing port of Fujian and Taiwan is reserved, which can provide the regional space preparation for the planning of the new trade zone.

Abstract

Purpose

The public activity of controlling land use is exerted through the planning process. The purpose of this paper is to examine how housing developers perceive different aspects of the planning process, and if these perceptions might act as a constraint for the development of new housing projects.

Design/methodology/approach

A survey, based on a questionnaire, has been conducted with housing development companies having at least one project initiated during the period 2001‐2004 and with municipal housing companies with responsibility for providing affordable rental housing. The study focused on the assertions contained in the questionnaire, which were measured statistically with a t‐test, to establish if the respondents agreed with the stated assertions. Additional information was achieved from factual and open questions to the respondents of the survey.

Findings

The study shows that the housing developers do perceive the planning process as a factor of uncertainty in the development of new housing projects. Responsibility for making the planning process less uncertain lies both with planning officials and housing developers. However, housing developers cannot directly affect how the planning process is organised and controlled. Thus, housing developers need to decrease the uncertainty by performing stakeholder and risk analysis before acquisition of land.

Originality/value

The study has found that there is evidence of reasonable concern on the part of housing development companies that should be taken seriously by planning authorities. The findings imply that greater transparency in the process would go hand‐in‐hand with a more consistent approach and thus more certain outcomes.

Abstract

By strategic planning of education I mean a consistent system of analyses, forecasts and planning work based on them, all aimed at establishing the purpose of general education and vocational training, the development of education in schools and outside them (adult education) as well as the number and composition of those participating in education. The system is primarily aimed at clarifying those problems of development which generally require a decision or a stand to be taken by government. This short study describes a possible methodological concept of the strategic planning of education, tested and for long applied in practice, together with the logical course and essential contents of the planning process. However, this is only a part of the complete system of the planning of education, which also comprises other planning tasks, e.g. the planning of the general objectives, methods and content of education or that of the technical, material and financial conditions of development and maintenance. These related, but at the same time separate, tasks as regards contents and methodology mostly require a different approach, also as regards scientific discipline; in fact, even different planning horizons, institutional and organisational frameworks. The present specific methodological study only indicates these tasks in one or two respects. Because its characteristics differ in part from other internationally acknowledged methodological concepts, e.g. the “manpower approach”, etc, this methodology will be called “socio‐economic” methodology.

Abstract

Purpose

Paint path planning for industrial robots is critical for uniform paint distribution, process cycle time and material waste, etc. However, paint path planning is still a costly and time‐consuming process. Currently paint path planning has always caused a bottle‐neck for manufacturing automation because typical manual teaching methods are tedious, error‐prone and skill‐dependent. Hence, it is essential to develop automated tool path‐planning methods to replace manual paint path planning. The purpose of this paper is to review the existing automated tool path‐planning methods, and investigate their advantages and disadvantages.

Design/methodology/approach

The approach takes the form of a review of automated tool path‐planning methods, to investigate the advantages and disadvantages of the current technologies.

Findings

Paint path planning is a very complicated task considering complex parts, paint process requirements and complicated spraying tools. There are some research and development efforts in this area. Based on the review of the methods used for paint path planning and simulation, the paper concludes that: the tessellated CAD model formats have many advantages in paint path planning and paint deposition simulation. However, the tessellated CAD model formats lack edge and connection information. Hence, it may not be suitable for some applications requiring edge following, such as welding. For the spray gun model, more complicated models, such as 2D models, should be used for both path planning and paint distribution simulation. Paint path generation methods should be able to generate a paint path for complex automotive parts without assumptions, such as presupposing a part with a continuous surface.

Practical implications

The paper makes possible automated path generation for spray‐painting process using industrial robots such that the path‐planning time can be reduced, the product quality improved, etc.

Originality/value

The paper provides a useful review of current paint path‐planning methodologies based on the CAD models of parts.

Abstract

The scale of urban land has been expanding because the speed of urban development has increased the population. Thus, certain improvement in planning and construction based on circular economy is required. Industrial resource-based city planning and construction is particularly important based on the aforementioned problems and development background. The development of industrial resource cities in the transformation stage based on the circular economy was considered as the breakthrough point. The development, function, and concept of the new district planning were analyzed in view of the design strategy of the current domestic resource-based urban planning; moreover, the planning principles (integration of regional and harmonious resource constructions and coordinated organization function) that are suitable for resource industrial city were presented. In this study, taking the industrial transformation and resource-based city of Yichun as an example, the infrastructure and the general situation of the new district planning in the future were deeply analyzed. In the light of the functional development and planning structure of the transformation and development planning of resource-based industrial cities, the following planning and development strategies were proposed: the centralized small-scale space should be constructed. Diversion control should be carried out on bicycle lane and motorized lane in new area. The three-dimensional layout of the grid should be applied to the overall planning of the road, and according to the expressway, main roads, secondary roads and ordinary sections, there must be four kinds of traffic system, so as to construct a diversified traffic diversion system. The original industrial land should be extended into a continuous space, and the allocation of new district resources after transformation must be suitable for the development plan of brand strategy, so as to perfect the forestry land of Sun Yue gorge street and transform it into RBD recreational and entertainment community, and build a friendly eco city.

Abstract

The practice of organized corporate planning in major Japanese enterprises is more sophisticated, further developed, and better accepted than most Westerners recognize. Just as we can learn from Japanese management, we can also learn from Japanese corporate planning. Our research reveals that formal planning was started in Japan before most American or European managers embraced the concept, that the best Japanese practices represent the forefront of the state of the art, and that the current emphasis in Japanese planning is highly entrepreneurial and strategic. As of the mid‐1970s, corporate planning in Japan is very popular, well integrated into the Japanese managerial system, and highly geared to diversification strategies at home and resource‐ and market‐based strategies internationally (see Appendix A). The so‐called Japanese challenge may have abated in traditional form. A study of current corporate planning practices, however, suggests that Western managers would make a mistake in discounting the challenge altogether.
