Abstract

Purpose

This study aims to analyze to what extent distance education is feasible and efficient with the limited technological infrastructure in Egypt. The study answers this question from the perspective of households' preparedness level regarding possessing information and communication technologies (ICTs). In addition, it assesses whether the pattern of students' ICT ownership is influenced by disability- and socioeconomic-based inequality in education and whether the pattern of ICT ownership exacerbates such biases.

Design/methodology/approach

A three-stage probit model with double sample selection (PMDSS) was applied to estimate the factors likely to influence ICT possession, considering the selection process for school enrollment and education continuation. The authors utilized nationally representative data from the Egypt Labor Market Panel Survey 2018.

Findings

About 40% of students aged 12–25 did not have ICTs. Most socioeconomically poor households, particularly those living in Upper Egypt, were the least likely to obtain ICTs and rely on distance education. In addition, female students, particularly those with disabilities, had the lowest chance of benefitting from distance learning.

Research limitations/implications

The persistent structural deprivation of school enrollment and educational progression has led to the positive selection of well-off children in education, which is extended to ICT possession and internet use. Without addressing these structural biases, the study suggests that distance education will likely exacerbate educational inequalities.

Originality/value

The study analyzed the extent to which Egyptian families were prepared in 2018 regarding ICT possessions for distance education for their children, particularly those with disabilities. Furthermore, it investigated whether access to distance learning was influenced by disability- and socioeconomic-based inequalities in education.

Abstract

Purpose

The purpose of this paper is to investigate the nature of the inequalities in the usage of the internet and inequalities in the growth rate in the usage of the internet, and thus ascertain the possibility of convergence of the digital divide between the major regions of the world.

Design/methodology/approach

The design was a longitudinal study of the usage of internet and growth rate in the usage of the internet in the different regions of the world for the period 2009–2019. The quantitative research method was used. Simple percentages and F-test were used in data analysis.

Findings

The usage of internet in Asia and Europe is higher than all the other regions in the world but there is no significant difference in usage between the other regions. The results further showed that some of the digitally disadvantaged regions had higher growth rates in the usage of the internet and these digitally disadvantage states are not disadvantaged in access to smartphones and the emerging 5G technology, thus suggesting the possibility of imminent convergence in access to the internet given the increasing usage of smartphones for the internet subscription.

Research limitations/implications

The focus on internet usage in the major regions of the world without recourse to the variability of the usage and growth rate of internet usage within the regions. The dearth of the empirical literature on quantitative research on the research problem was another constraint. Finally, restriction in available statistics on digital divide constrained the use of 2009–2019 as the periodic scope of the study.

Practical implications

Inclusion of ICT in the school curricula of the component states to acquaint them with information and communication technology (ICT) usage at an early stage, as well as provision of the enabling environment for business to thrive and through a national culture that will encourage businesses to be vibrant, and thus lay a foundation for future convergence.

Social implications

Enhancement in employment opportunities through the increased investment in the ICT facilities and the subsequent reduction in social vices.

Originality/value

Use of secondary data through a longitudinal design to categorically indicate the differences between the different regions of the world in terms of internet usage, as well as the empirical determination of the discrepancies between the growth rates in the access to internet and usage of internet by different regions of the world, especially as regard some of the digitally disadvantaged regions having higher growth rates in the usage of the internet than the perceived digitally advantaged regions.

Abstract

Purpose

The purpose of this paper is to investigate the possession of information and communication technologies (ICTs) among small- and medium-sized enterprises (SMEs) in the developing economy of the Democratic Republic (DR) of the Congo.

Design/methodology/approach

A survey of Congolese SMEs in two major cities was conducted.

Findings

The results of the study demonstrate that nearly 51 percent of SMEs in the sample reported a cell phone number, making this tool the most popular among SMEs studied. In total, 31 percent of SMEs reported an e-mail address while only 3 percent of them reported having a firm web site. Far <1 percent reported a fax number, while none of the SMEs in the sample used a fixed telephone line. The telecommunications sector demonstrated the highest rate of ICT usage. The findings give consistency to what the body of research has concluded relative to the use of mobile telephone by SMEs in developing economies.

Originality/value

This study fills a gap in the research into ICT usage by SMEs in developing countries by analyzing a sample of SMEs in the DR Congo ever attempted.

Abstract

In Egypt human capital is perceived as Egypt’s best resource, over 50% of Egypt’s population is under the age of 25. On its behalf, the Egyptian government has made a strong commitment to invest in education and to ensure that today’s students receive an education that will equip them to integrate in the Information Society (Ministry of Communications and Information Technology, 2006). Therefore, Egyptian students are expected to be taught the skills and obtain the necessary familiarity with the technologies so they can continually adapt to a work world of continuous technological innovations, and makes it easier for students to access knowledge.

The analysis of student teachers’ elaboration of their investment of ICTs either in academic or practical fields reveals that the effective integration of ICTs into Egyptian education is a complex, multifaceted process that involves not just technology competencies training but also curriculum and pedagogy revolution, institutional readiness, and well established and maintained infrastructure.

Abstract

Purpose

Based on the organizational learning theory, this study regards market orientation as market-based learning and seeks to advance insight into how proactive and responsive market orientations affect two kinds of open innovation strategies, sourcing and selling. A firm’s information and communication technology (ICT) capability is considered an essential moderator in these relationships.

Design/methodology/approach

This study adopted a quantitative design and used the questionnaire survey method to collect data. The authors finally collected data on samples in China. Multiple regression analysis was used to test the hypotheses.

Findings

The results show that proactive and responsive market orientations act as antecedents of open innovation, showing linear and curvilinear relationships between them. Specifically, responsive market orientation positively affects selling, and proactive market orientation positively affects sourcing. Responsive market orientation has an inverted U-shaped relationship with sourcing, and proactive market orientation has a U-shaped relationship with selling. In addition, ICT capability strengthens the positive effects of market orientation on open innovation and weakens the negative effects.

Originality/value

Drawing on organizational learning theory, this study provides a novel perspective to explain the complex mechanism between market orientation and open innovation. This study also explores the moderating role of ICT capability in this process, which advances research on how to select open innovation strategies under different conditions.

Abstract

Purpose

The purpose of this paper is to investigate the levels of information and communication technology (ICT) literacy proficiency and experiences amongst Universities of Fort Hare and Rhodes undergraduate students, on the utilization of electronic resources amongst South Africa.

Design/methodology/approach

This research comprised of undergraduate students from the Universities of Fort Hare and Rhodes, who registered for a three- or four-year study. The study implemented the stratified random sampling procedure. The study’s sample size was proportionally distributed amongst all the faculties common to both universities. The mixed method was applied in the study. Of the 377 administered copies of the questionnaire, 285 were returned, of which 266 were deemed useable, thereby generating a 70.6% response rate. The results were analysed using the SPSS version 26.

Findings

Findings revealed that there is underutilization of electronic resources by the undergraduate respondents due to their low level of ICT proficiency and experience.

Originality/value

This original research article investigated the influence of ICT literacy skills proficiency and experience on the use of electronic resources amongst undergraduate students in selected Eastern Cape Universities, South Africa.

Abstract

Purpose

This study aims to endeavor to explore the extent of gender digital divide(GDD) in Uttar Pradesh (U.P., IT-Hub of North India), a most populous state of India, with a particular focus on the first and second order of digital divide, including availability, access time and use of the internet.

Design/methodology/approach

The authors have adopted stratified multistage sampling procedure for this research and conducted an empirical study on the data set of 600 respondents of six districts of U.P. to perform the inter-regional analysis. Furthermore, χ2 method has been used to reveal the factors responsible for the GDD among selected districts of UP.

Findings

Statistical results clearly indicate that out of 12 sub-districts, most of the districts suffered from first order as well as second order of GDD, and this gender disparity within an increasing digitization environment is due to the existence of exclusion from basic technological skills, social norms and financial constraints.

Practical implications

The results have implications for the U.P. Government in general and policymakers behind digitization projects in particular as well as the promoters of gender equality including researchers and fellows.

Originality/value

This study is the first to illustrate the orders of the digital gender gap in a developing economy such as India and to gain an insight into the factors behind it. This research will also consider a promising avenue for future work.

Abstract

Purpose

The purpose of this study is to reveal both the adaptations of information computer technology (ICT) teachers teaching the information technologies and software (ITS) course online during the pandemic and the factors that affect this adaptation process. Teachers’ endeavours to conduct their courses online, the support they take during their endeavours, and their relationships with such basic components as the environment, content and students during this adaptation process will be revealed within the framework of unified theory of acceptance and use of technology (UTAUT).

Design/methodology/approach

In this study, a sequential transformative mixed model was used in which firstly quantitative and then qualitative data were collected and analysed. The sample of this study consists of 307 ICT teachers employed and serving at public and private school in 2020–21. A proper sampling technique is used in the study. Findings

The ICT teachers’ adaptations to the online courses have developed positively over the sub-dimensions of UTAUT, which are performance expectancy (PE), effort expectancy (EE), social influence (SE), facilitating conditions (FC) and behavioural intention (BI). The ICT teachers’ adaptations to the online instruction process have a significant effect on PE, FC and BI on the basis of gender, and on PE and EE on the basis of course content quality. In the process whereby the ICT teachers carry out the ITS course online, the sub-dimensions of PE, SE and FC are significantly predictive of the BI.

Research limitations/implications

UTAUT has been taken as a guiding framework in explaining and discussing the adaptations. Similarly, in other studies focussing on adaptation, this model could be employed in planning the research process. In addition, this study has followed a method in which qualitative data are mostly used to explain the quantitative data. Further studies may adopt a process whereby qualitative data are largely used to describe the way ITS course is conducted in online environments and this process may be used to develop a model.

Practical implications

Examining the students’ BIs in online courses overlaps with the sub-dimension of PE in this study, which stresses that PE, EE and motivation are significantly and directly effective on the students’ intentions of using the online courses, while there is a difference between these two studies in terms of the dimension of EE. The factors such learning outcome, curriculum, attendance to the course, use of materials and tools, interaction and technological substructure appear to be affected by this dimension, so they could be taken as important in that they reveal the importance of the study.

Originality/value

This study may provide clues for the online instruction practices that it reveals teachers’ adaptations to online learning environments at secondary schools. On the other hand, software, hardware, coding and robotics take place in the subjects like product designing, developing and programming that are within the content of ITS course for secondary schools. Even though there is a curriculum prepared for these subjects, a lot of different instruction techniques can be used for the teaching of these subjects. This can allow some inferences about the environments and methods suitable for the online instruction of the related subjects.

Abstract

Purpose

The purpose of this paper is to critically examine how social augmented parameters impact on the effective adoption of information and communication technology (ICT) by small‐scale agribusinesses operating in Southeast Nigeria. The relevance of incorporating social imperatives in scholarship focused on technology adoption is due to its role in sustaining the process of adoption and diffusion.

Design/methodology/approach

Data were gathered from a focus group made up of 27 agribusiness proprietors affiliated with a state cooperative based in the south‐eastern Nigerian state of Ebonyi.

Findings

This paper puts forward an argument that to ensure successful diffusion of innovation, a balance must be maintained between the amount of effort expended in the design of ICT and social factors such as language and traditional life. The paper finds that a willingness of indigenous ICT users is particularly influenced by the recognition and incorporation of visible social imperatives during the adoption process.

Research limitations/implications

The outcome of this study highlights important issues for ICT adoption. One particular area that must be taken into consideration is the adoption channel. Perceptions of ICT adoption will differ significantly among adopters. For this reason, the need for developing an appropriate adoption channel that ensures successful diffusion of the innovation should be recognised.

Originality/value

This study contributes to ongoing research in ICT innovation adoption in small agribusinesses operating in indigenous societies. The theoretical implications of this paper are the development of a conceptual ICT adoption framework that emphasises social imperatives. The paper also demonstrates that agricultural enterprises should be treated as ‘normal’ firms in their own right.

Abstract

Purpose

The purpose of this paper is to assess e-readiness (preparedness) of the Copperbelt University (CBU) with a view to ascertain the likelihood of the university benefiting from various opportunities unlocked by the adoption and use of ICT in advancing its core mandate of teaching, learning and collaborative research.

Design/methodology/approach

The study used the network readiness model emanating from the socio-technical theory, which underpins the extended technological enactment framework. Further, it employed a positivist approach and adopted a case study method coupled with methodological triangulation at data collection stage. With a 95 per cent confidence level of a possible sample frame of 2,980, the study sampled 353 respondents with a response rate of 81 per cent.

Findings

The results show that anticipated ICTs users have not leveraged available ICT infrastructure or are unaware of its existence. Further, quantitative constructs: “accessibility to ICTs” and “requisite ICTs skills” has significant impacts on e-readiness indicators and in integration of ICTs in CBU core business activities. Also, the study argues that institutional ICT policy and working environments reshape users’ perception of ICTs for teaching, learning and research.

Research limitations/implications

The proposed conceptual framework only accounted for 43 per cent variance of the factors determining e-readiness of CBU.

Originality/value

Investigating CBU’s e-readiness will enable policy-makers to prioritise interventions needed for transforming the university into an e-ready entity favourably placed to benefit from digital opportunities. Also the emanating conceptual framework is important to theory and practice in integrating ICTs universities business value chains especially in contextually similar environments.
