Abstract

Purpose

The purpose of this paper is an analysis of the process of digital transformation of enterprises, by measuring the efficiency of the use of information and communication technologies (ICTs) in business in 29 European countries in the period from 2012 to 2020.

Design/methodology/approach

A Charnes, Cooper and Rhodes data envelopment analysis (CCR DEA, 1978) window model has been developed to measure the ICT efficiency of European countries. Several indicators of the use of information and communication technologies in enterprises are selected as the variables of the proposed models, which are available as such in the Eurostat database for European countries. Due to the sensitivity of the results obtained by applying the DEA method to measurement errors and output values, the robustness analysis of the obtained values of average efficiency is also performed, using the bootstrap method.

Findings

The obtained results show that the highest average technical efficiency of the use of ICT in companies by windows, in the observed period, is recorded in Belgium, while Denmark is in the second place. Bulgaria, Romania, Greece and Latvia have the lowest average technical ICT efficiency per window. The analysis of the obtained results by years in the same period brings identical conclusions. Only Belgium has been ICT efficient many times. In general, for all observed countries, the movement of average ICT efficiency in the observed period shows a slightly growing trend, with the exception of a significantly decline in 2013. However, the fact is that the ICT efficiency of the observed countries in the past period is relatively low and for all countries it is 46.36%, with no country being 100% efficient and with eight countries whose average efficiency is below 50% of best practice.

Research limitations/implications

To measure and evaluate the efficiency of ICT use in enterprises, four variables for efficiency assessment are identified, given the fact that only these data are available continuously for the observed period from 2012 to 2020 in the Eurostat database.

Practical implications

Low efficiency of using digital potential in business of the observed countries indicates the need for better understanding of the nature and goals of the digital business transformation process by employees and management, to create conditions for effective implementation and optimization of business digitalization.

Originality/value

Measurement of digital transformation is the subject of a very small number of studies and research, which mainly focus on measuring and assessing the impact of digital transformation on individual countries and perform a comparative analysis of technological development in those countries. Also, analyses are mainly based on identifying similarities and differences between countries or ranking countries according to adopted evaluation criteria using different digitization indices. A step forward in this research is the application of the DEA window method for measuring the relative efficiency of the use of ICT in enterprises, and the development of a model that can be extended if necessary with indicators for which data are available.

Abstract

Purpose

The aim of the paper is to review some previous researches examining ICT efficiency and the impact of ICT on educational output/outcome as well as different conceptual and methodological issues related to performance measurement.

Design/methodology/approach

This paper adopts a non‐parametric methodology, i.e. data envelopment analysis (DEA) technique, and applies it to selected EU‐27 and OECD countries.

Findings

The empirical results of the varying levels of (output‐oriented) efficiency (under the VRSTE framework) show that Finland, Norway, Belgium and Korea are the most efficient countries in terms of their ICT sectors. In addition, the analysis also finds evidence that most of the countries under consideration hold great potential for increased efficiency in ICT and for improving their educational outputs and outcomes.

Originality/value

This is the first paper that investigates such a wide range of countries with DEA technique when analyzing efficiency of ICT sector from an educational perspective.

Abstract

Purpose

The purpose of this paper is to identify cross-country differences in socio-economic sustainability, which are operationalized as relative efficiency of economic and social impacts of hyperconnectivity (usage intensity of information and communication technologies (ICT) devices). The authors have a particular interest in the emerging economies because they enjoy outstanding growth rates and prospects for market expansion, and have undertaken significant economic reforms and, thus, should be expected to lead other two groups in the efficiency of transforming hyperconnectivity into sustainable growth.

Design/methodology/approach

The authors use canonical correlation analysis (CCA) to confirm the existence of a strong and significant relationship between hyperconnectivity drivers and socio-economic outcomes on a country level. The authors test the difference in efficiency of transforming hyperconnectivity into socio-economic sustainability among three groups of countries: advanced, emerging and developing nations using data envelopment analysis (DEA).

Findings

The findings indicate that indeed emerging economies were the most effective ones to use infrastructure and digital content followed by developing and advanced countries, respectively. However, relatively better affordability of technologies in the emerging countries did not produce as much socio-economic impact as compared with developing nations. Favorable legislative conditions and high individual ICT usage in advanced economies did not contribute much to socio-economic sustainability either.

Research limitations/implications

One of the limitations of this study stems from the classification of the countries. World Economy Forum and International Monetary Fund resources are utilized for the economy categories, but their basis for classification of counties is rather subjective. Lack of existing comparative efficiency studies on a country level prevents effective benchmarking of the results.

Practical implications

Since the key vehicles of transforming technology into socio-economic impact are organizations, they should design and implement an appropriate organizational architecture which would facilitate this transformation in the emerging markets more effectively.

Social implications

In a climate of increasing public accountability, governments have been increasingly urged to introduce good administrative practices and performance standards to enable efficient utilization of their resources and enhance social implications within and across countries.

Originality/value

Although the impact of ICT on macro-economic development has been previously studied, the efficiency of this impact was not. Using CCA as a complementary tool for DEA approach in this study constitutes a methodological contribution to existing DEA research, mostly done in the area of operations management. Using DEA on a country level is a novel approach which contributes to the realm of application of this methodology.

Abstract

Purpose

The aim of this paper is to evaluate the intensity and success of the digitalization process, by measuring the efficiency of the use of information and communication technologies in business in the Republic of Serbia (RS) in the period from 2006 to 2019.

Design/methodology/approach

The data envelopment analysis method is applied and due to the sensitivity of the results to measurement errors, the robustness analysis of the obtained values of average efficiency is performed, using the bootstrapping method.

Findings

The results show an intensive, expansive and relatively efficient process of digital business transformation in the RS. The results indicate inefficient use of software packages, While the efficiency of e-commerce in companies in most years is over 80%.

Research limitations/implications

The research is limited to the RS, so the conclusions cannot be generalized in a broader context.

Practical implications

The biggest problem in the implementation of digital business transformation in the RS is the understanding of management and employees in organizations that digital business transformation will take place only if software solutions are purchased and installed, with less attention paid to their proper application and low use of their maximum capabilities.

Originality/value

Digital transformation measurement is the subject of a very small number of studies. Through a review of the literature, the authors of this paper do not find the use of data envelopment analysis to measure the efficiency of digital business transformation in the way they present it in this paper.

Abstract

Purpose

The potential and opportunity offered by Information and Communication Technologies (ICTs) to enable Energy Efficient (EE) viable operations has been thoroughly laboured with respect to sustainability goals. Often the issue is not a lack of technological options, but rather an issue in understanding what choices will lead to the greatest impact. This paper summarises the outcome of a research work undertaken within Roadmap Enabling Vision and Strategy for ICT-enabled EE (REViSITE), an EU-funded project tasked with investigating migration pathways from current state of the art to a common vision for ICT-enabled EE with respect to four energy intensive sectors (energy grids, built environment, manufacturing and lighting). In this paper the focus is particularly on the built environment and how it might benefit from other sectors.

Design/methodology/approach

The REViSITE methodology/framework combined Life Cycle thinking, an adapted capability Maturity Framework and the REViSITE-developed SMARTT taxonomy for the development of a multi-disciplinary Strategic Research Agenda (SRA) which suggests research trajectories based on Research and Technology Development (RTD) topics. These priorities or pathways are presented in terms of short, medium and long-term delivery.

Findings

Development of a multi-disciplinary SRA and the corresponding Implementation Action Plan (IAP) offering specific recommendations for research development in the area of ICT-enabled EE among other recommended actions, which are reported in other publications.

Originality/value

At a basic level the value of the research is that it offers the potential to augment existing domain knowledge by offering a lens onto the ICT4EE practices of other sectors.

Abstract

Purpose

Banking institutions have vigorously pursued the integration of information and communication technology in modern banking services. Unfortunately, empirical support demonstrating the usefulness of this undertaking has largely been scanty. The purpose of this paper is to investigate causal links between the efficiency of information technology (IT) applications and bank performance using data envelopment analysis.

Design/methodology/approach

The study adopts the DEA approach to evaluate the bank level cost and IT efficiency. The Vector Error Correction Model Granger causality tests with the forecast error variance decomposition and impulse response functions were subsequently used to examine the causal relationship between the variables.

Findings

From the findings, the bank achieved an average level of 99.1 per cent cost efficiency for the sampled period. Also the periods where the bank obtained optimal cost efficiency were in 2005, 2006 and 2014. This culminated into inefficiency scores ranging from 0 to 2.9 per cent, with 2016 financial year as the period of worst cost performance. In addition, the study found that there are both short-run and long-run relationships between IT efficiency and cost performance.

Practical implications

Management should note that any improvement to IT applications may contribute significantly to overall IT performance but for the short period, specifically the first period, by the medium to long-run period, most improvement to overall IT performance emanates from cost performance of the bank.

Originality/value

Some studies have examined the effect of IT on banks in USA and Europe. However, such studies are rare in the African context. This study will contribute to extant literature by add a new dimension of IT and bank efficiency.

Abstract

Purpose

Through the “Going Digital Initiative,” the Ghanaian government has introduced policies that aim at improving the information and communication technology (ICT) infrastructure of the country. These ICT policies have benefited numerous sectors of the Ghanaian economy. In logistics management, ICT has impacted drone medical delivery in the healthcare and maritime sectors. However, the importance of ICT is not realized in the motorcycle goods transport (MGT) industry, regardless of its popularity and high economic dependency. Second, all research on motorcycles is focused on diverse social concerns, and no study has attempted to analyze ICT implementation for MGT operations. This is a significant gap in logistics management. Hence, the study aimed to investigate the impact of ICT on Ghana's MGT industry empirically.

Design/methodology/approach

The study adopts a two-phase data collection approach to collect the data. The authors use partial least square structural equation modeling to analyze the study's measurement and structural assessment model.

Findings

ICT positively impacts MGT and the drivers considered. The drivers positively influence MGT. The study further analyzes novel results on the relationships between the drivers and their mediating roles in enhancing MGT performance.

Originality/value

The study's originality is the extension of ICT adoption and usage in MGT. The lack of literature on the importance of ICT for MGT services makes this study the primary source of literature, and the relationships investigated are unique as the research area is unexplored.

Abstract

Purpose

It has been argued that a mono product economy experiences epileptic growth because it is prone to global dynamics such as epidemic. Therefore, the need to diversify investments cannot be over-emphasized. Hence, the study examined port operation's efficiency and revenue generation in global maritime trade: implications for national growth and development in Nigeria. The objectives of the study are to identify the factors that improve efficiency in port operations, and to ascertain how efficiency of operations will affect revenue generation and national growth.

Design/methodology/approach

The study employed correlation and multiple regressions analyses to test the hypothesis which states that port operation's efficiency does not have positive and significant effect on revenue generation in Nigeria. A cross sectional research design and structured questionnaires were deployed in the study and simple random sampling technique was used to select the sample size of 200 respondents.

Findings

Results revealed that efficient port operations affect revenue generation and national development.

Research limitations/implications

Port operations in Nigeria are bedeviled with daunting challenges that hamper smooth and efficient working port's system.

Originality/value

The study suggested that modern port's technologies (ICTs) be deployed to enhance operations in the ports and manpower should be trained on regular intervals to understand modern logistics management techniques in the ports. Third, government should provide port infrastructures being the backbone of efficient port system. Lastly, the private sector should be partnered with in several areas including port's concession to facilitate effective and efficient service delivery in the Nigerian ports.

Abstract

Purpose

The national and global digital transformation makes investments in information and communications technology (ICT) by financial institutions a necessity, not only for gaining a competitive advantage but also for expanding their knowledge and learning about their customers. This study assesses the business value of ICT investments by financial institutions using a mixed-method approach.

Design/methodology/approach

This study adopted a mixed-method approach. First, financial data were gathered from Omani banks' annual financial reports and through a longitudinal quantitative analysis in order to assess the value of ICT in financial institutions' profitability performances. Second, a Delphi qualitative approach was utilized in order to further assess how top managers view the impact of ICT investments in different aspects of business. We used an extended balanced scorecard (finance, customer, internal process and learning and growth) and a sector perspective to address how future ICT investments can offer value that goes beyond traditional metrics of profitability.

Findings

The results of the longitudinal study demonstrated significant evidence of the impact of ICT investment on finance performance indicators; ICT value is significantly positive. Furthermore, the results indicated that there is an acceptable consensus among business and ICT managers that ICT is linked to performance indicators beyond financial; ICT value is linked also to customer indicators, internal process indicators and learning and growth indicators in addition to sector indicators.

Originality/value

ICT is vital for a diversified and knowledge-based economy, especially for developing countries, because modern banking and financial institutions are relatively new in economies such as those that had previously relied on cash and informal financing institutions. Therefore, continued ICT investments face challenges and may not succeed. Most of the existing literature on ICT value has focused on tangible financial performance indicators. The financial evaluation of intangible performance indicators of ICT investments still remains a problematic area of high relevance to decision-makers. The present study provides an integrated assessment that enables financial institutions to develop their strategies and assessments in terms of ICT investments and to go beyond typical, tangible financial profitability indicators. Furthermore, it integrates assessment indicators that are beyond organizations themselves and reaches sectors and countries. This type of investigation is limited in the literature yet important for the financial sector as it is highly integrated by nature and critical to the development of a nation's economy.

Abstract

Purpose

Prior studies have argued that small firms with dynamic capabilities can revise and reconfigure their internal resources to meet the uncertainties of their business environment. However, there is a lack of understanding of how they can develop such critical capabilities. The purpose of this paper is to propose that small firms can employ information and communication technology (ICT) capabilities as a facilitator for developing dynamic capabilities. Thus, the study builds on resource-based view (RBV) literature and information systems (IS) literature by examining the influence of ICT capabilities on the dynamic capabilities of small firms.

Design/methodology/approach

Several hypotheses were tested by analysing the survey data from 291 small high-technology firms in Sweden.

Findings

The results reveal that ICT capabilities influence dynamic capabilities of small firms. More specifically, the ICT use for internal efficiency positively influences adoptive capabilities, collaborative use of ICT positively influences networking capabilities, and ICT use for communications positively influences both adaptive and innovation capabilities. Consequently, the results suggest that the different components of ICT capabilities facilitate the development of the different organizational capabilities that together represent dynamic capabilities and thus, can contribute to a small firm’s competitive advantage.

Practical implications

This study has few implications for the managers and CEO’s of small high-technology firms. First, by prioritizing ICT capabilities, small firms can benefit from the development of dynamic capabilities that will support them to meet the challenges of turbulent business environment. Second, because small firms usually lack internal resources (i.e. financial resources and competence), the study provides more specific direction on how they can strategically invest and build different components of ICT that will positively influence their adaptive, absorptive, innovative, and network capabilities.

Originality/value

The study provides an alternative view of how ICT capabilities influence the performance of small firms, and outlines how such capabilities influence the development of dynamic capabilities. Therefore, the study in hand contributes to the RBV and IS literature by specifically linking the components of ICT capabilities to dynamic capabilities and its related sub-capabilities.
