Abstract

Information and communications technology (ICT) offers enormous opportunities for individuals, businesses and society. The application of ICT is equally important to economic and non-economic activities. Researchers have increasingly focused on the adoption and use of ICT by small and medium enterprises (SMEs) as the economic development of a country is largely dependent on them. Following the success of ICT utilisation in SMEs in developed countries, many developing countries are looking to utilise the potential of the technology to develop SMEs. Past studies have shown that the contribution of ICT to the performance of SMEs is not clear and certain. Thus, it is crucial to determine the effectiveness of ICT in generating firm performance since this has implications for SMEs’ expenditure on the technology. This research examines the diffusion of ICT among SMEs with respect to the typical stages from innovation adoption to post-adoption, by analysing the actual usage of ICT and value creation. The mediating effects of integration and utilisation on SME performance are also studied. Grounded in the innovation diffusion literature, institutional theory and resource-based theory, this study has developed a comprehensive integrated research model focused on the research objectives. Following a positivist research paradigm, this study employs a mixed-method research approach. A preliminary conceptual framework is developed through an extensive literature review and is refined by results from an in-depth field study. During the field study, a total of 11 SME owners or decision-makers were interviewed. The recorded interviews were transcribed and analysed using NVivo 10 to refine the model to develop the research hypotheses. The final research model is composed of 30 first-order and five higher-order constructs which involve both reflective and formative measures. Partial least squares-based structural equation modelling (PLS-SEM) is employed to test the theoretical model with a cross-sectional data set of 282 SMEs in Bangladesh. Survey data were collected using a structured questionnaire issued to SMEs selected by applying a stratified random sampling technique. The structural equation modelling utilises a two-step procedure of data analysis. Prior to estimating the structural model, the measurement model is examined for construct validity of the study variables (i.e. convergent and discriminant validity).

The estimates show cognitive evaluation as an important antecedent for expectation which is shaped primarily by the entrepreneurs’ beliefs (perception) and also influenced by the owners’ innovativeness and culture. Culture further influences expectation. The study finds that facilitating condition, environmental pressure and country readiness are important antecedents of expectation and ICT use. The results also reveal that integration and the degree of ICT utilisation significantly affect SMEs’ performance. Surprisingly, the findings do not reveal any significant impact of ICT usage on performance which apparently suggests the possibility of the ICT productivity paradox. However, the analysis finally proves the non-existence of the paradox by demonstrating the mediating role of ICT integration and degree of utilisation explain the influence of information technology (IT) usage on firm performance which is consistent with the resource-based theory. The results suggest that the use of ICT can enhance SMEs’ performance if the technology is integrated and properly utilised. SME owners or managers, interested stakeholders and policy makers may follow the study’s outcomes and focus on ICT integration and degree of utilisation with a view to attaining superior organisational performance.

This study urges concerned business enterprises and government to look at the environmental and cultural factors with a view to achieving ICT usage success in terms of enhanced firm performance. In particular, improving organisational practices and procedures by eliminating the traditional power distance inside organisations and implementing necessary rules and regulations are important actions for managing environmental and cultural uncertainties. The application of a Bengali user interface may help to ensure the productivity of ICT use by SMEs in Bangladesh. Establishing a favourable national technology infrastructure and legal environment may contribute positively to improving the overall situation. This study also suggests some changes and modifications in the country’s existing policies and strategies. The government and policy makers should undertake mass promotional programs to disseminate information about the various uses of computers and their contribution in developing better organisational performance. Organising specialised training programs for SME capacity building may succeed in attaining the motivation for SMEs to use ICT. Ensuring easy access to the technology by providing loans, grants and subsidies is important. Various stakeholders, partners and related organisations should come forward to support government policies and priorities in order to ensure the productive use of ICT among SMEs which finally will help to foster Bangladesh’s economic development.

Abstract

Purpose

The purpose of this research paper is to assess efficacy of e-governance implementation, influenced under the Indian-EU (European Union – EU) strategic dialogue. For the same purpose, this study aims to analyse and measure penetration level of information and communication technology (ICT) applications across ten select gross domestic product-dependent sectors (gross domestic product – GDP) in Indian economy.

Design/methodology/approach

Multi-criteria decision-making (MCDM) approach of PROMETHEE, using its partial and complete versions in fuzzy environment, is applied. The approach assesses e-governance efficacy in various sectors, which is chosen based on their contribution to GDP, where criteria values are assigned by expert opinions, feedback is received and lessons are learnt from training and initiatives taken under the Digital India programme launched by the Government of India. These criteria related to IT policy implementation, cyber security breaches, IT infrastructure development initiatives in select sectors are identified. Later, sectors outranking results have been highlighted using both fuzzy set theory along with PROMETHEE (F-PROMETHEE) and its visual application.

Findings

On applying F-PROMETHEE, studies found that industrial, railways, health and finance and education sectors outrank in their high merit orders. Contrary, outranking shows that agriculture, defence and aerospace sectors should be more open and accessible to adopt ICT applications in order to promote e-governance processes and their implementation to make e-services available to common citizens. For better interpretation of results, graphical analysis for interactive aid is used to present the analyses.

Research limitations/implications

Research study was found useful in the assessment of ICT penetration level in to support Indo-EU relations, where PROMETHEE method is used to outrank sectors alternatives. Criteria are also weighted using fuzzy scale, and the impact of criteria on all alternatives has also been assessed. MCDM framework addresses that subjectivity lies in sectors to implement ICTs bases services. However, few other MCDM frameworks, methods such as COPRAS, GST, GRA, SAW and SWARA, can be used for the same purpose.

Practical implications

Sectors alternative involve high degree of complexity to adopt ICT applications for smooth e-governance and seek effective decision-making for investment prioritization and future development. This study also aims to address cyber security concerns of policymakers. Outranking methods of F-PROMETHEE are able to address the criteria-to-criteria impact and support decision-making in a more precise way.

Social implications

This study is inspired from the strategic implementation of the framework of the e-Government Action Plan 2016-2020 of the EU. The findings from the paper can provide referential support to the Indian Government and policymakers to support information delivery, implement cyber security policies and various sector developments.

Originality/value

This research study can act as a strong base in the decision-making process in conflicting situations of e-governance in India. This study not only can synergize conflicting ideas of various stakeholders, academicians in the Indian IT-sector but also can act as support to administrators and the policymakers to monitor the status of the India-EU Information Society Dialogue.

Abstract

Purpose

The purpose of this research paper is to assess e-governance efficacy in various sectors of India. The paper develops on Grey System Theory (GST) methodology and enlightens grey portions of e-governance in select sectors. Research study identifies few grey criteria which affect implementation of information and communication technology (ICT) applications to support sustainable e-governance. Such criteria are related to information security breaches, information technology (IT) policy implementation, investments and strategic advantages for the various sector developments.

Design/methodology/approach

Considering “information” as a sensitive element to security for administration and part of dark portion to Indian economy, GST-based COmplex PRroportional ASsessment (COPRAS-G) method is adopted to assess the e-governance efficacy. The method provides flexible multicriteria decision-making (MCDM) approach to assess e-governance in prioritizing the sector alternatives of future strategic development. Priority order of select sectors is estimated, and COPRAS-G method is used in the research study to support decision-making on e-governance. Study compares ten major gross domestic product-dependent sectors based on few grey criteria. These criteria are chosen based on authors’ perspective on this study and feedback received from government officials of district levels under the Digital India-training programme. To address the subjectivity that lies in e-governance grey areas of sector, criteria are also weighted using fuzzy scale. Later methodology-based results are presented to draw a strategic road map for strategic development of the country.

Findings

On applying COPRAS-G method to predict pessimistic, optimistic and realistic scenarios of e-governance implementation across the ten sectors, high priory order in realistic scenario of results shows that implementation of ICT applications for e-governance should be in the sectors such as environment, climate change and in the railways. Industrial sector is also ranked as the preferred one over the other sectors on the basis of e-governance efficacy assessment.

Research limitations/implications

Here COPRAS-G method is used as MCDM techniques. However, few other MCDM techniques such as GRA, DRSA, VIKOR, SMAA, SWARA and SAW can be also explored to outrank various Indian sectors to deal with subjectivity in decision-making.

Practical implications

Implementation of ICT applications to support e-governance varies from sector to sector. ICT-based governance involves high degree of complexity in driving the operations for development of respective sectors. Therefore, government and policymakers need more flexibility to overcome present barriers of sector development. Such research can support decision-making where GST-based COPRAS-G method is able to capture and address the breaches of information security. Moreover, management concern for sector development has been presented on the basis of pessimistic, optimistic and realistic scenarios more precisely.

Social implications

The results can provide guidance to the academicians, policymakers and public sectors highlighting various possible measures to handle the security breaches in multi-facet intention of sustainable development. The outcomes from MCDM framework can also help in drawing a rough trajectory of strategy, i.e. development of ICTs applications and e-governance process.

Originality/value

This paper can supplement and act as the support for decision-making in conflicting situations on different flexible scenarios. Moreover, such work can synergize conflicting ideas of decision makers, academics and various other stakeholders of the Indian IT sector.

Abstract

Purpose

Current facility management (FM) practices are inefficient and ineffective, partially because of missing information and communication issues. Information and communications technologies (ICT) are asserted to provide a promising solution for managing and operating facilities. However, the impact of ICT applications on current FM practices needs to be validated and the perception of FM professionals on ICT-based FM needs to be understood. Therefore, this paper aims to investigate the impacts and the perception of ICT application on FM practice and further develop an ICT-based integrated framework for smart FM practices.

Design/methodology/approach

To achieve the objective, the research starts with reviewing several promising ICT for FM, including building information modeling, geographic information systems, unmanned aerial vehicle and augmented reality. On this basis, a conceptional framework was synthesized in consideration of the benefits of each technology. A survey questionnaire to FM professionals was conducted to evaluate the proposed framework and identify the challenges of adopting ICT in the FM industry. Furthermore, return on investment and strength, weakness, opportunities and threats analysis have been used in this paper as evaluation methods for ICT industry adoption.

Findings

The survey results are validated by FM professionals for the future engagement of the integrated ICT applications. Also, the proposed framework can assist the decision-makers to have comprehensive information about facilities and systematize the communication among stakeholders.

Originality/value

This research provides an integrated framework for smart FM to improve decision-making, capitalizing on the ICT applications. Apart from this, the study sheds light on future research endeavors for other ICT applications.

Abstract

Purpose

This study was conducted to investigate the application of information and communication technologies (ICT) in special libraries in Kerala, India.

Design/methodology/approach

The following methods were used to collect data for the study: questionnaire survey of librarians and library users, semi‐structured interviews with librarians, and observational visits in the libraries. This study was confined only to the automated special libraries in Kerala.

Findings

The analyses revealed that though the libraries had hardware, software, and communication facilities to some extent, ICT‐based resources and services were not reaching the users to the expected extent. Library automation in special libraries in Kerala was largely commenced during the period 1990‐2000. CDS/ISIS was used more in the libraries than any other software. The library catalogue found to be the most popular area for automation. The ICT‐based resource used by the largest percentage of the users was the e‐mail. Most of the libraries were hampered by lack of funds, lack of infrastructure, and lack of skilled professionals to embark on automation of all library management activities and application of ICT. A good number of the library users were not satisfied with the application of ICT in their libraries and indicated “inadequate ICT infrastructure” as their major reason for dissatisfaction. They proposed a variety of measures of formal orientation and training on ICT to become more effective users.

Originality/value

The study provides recommendations to enhance library automation and effective and efficient application of ICT.

Abstract

Purpose

The objective of this paper is to demonstrate how a critical perspective (i.e. critical social theory) can be applied to provide understanding and insights into mechanisms as to why interorganisational information communication technologies (ICT) in construction projects is not used in the intended way.

Design/methodology/approach

Habermas' critical social theory, in particular his models of action, is used for the critical analysis. From this perspective, the intended and actual use of document management and workflow management systems are studied in two construction projects.

Findings

In construction projects, interorganisational ICT is intended to support instrumental action, communicative action and sometimes also dramaturgical action. However, in practice, this ICT is not used in the intended way because actors adopt strategic action and normatively regulated action as well.

Research limitations/implications

The paper confirms the importance of analysing the social system and the technical system, and how these interact, to understand how and why actors use interorganisational ICT.

Originality/value

This paper demonstrates how a critical social theory provides insights into mechanisms as to why interorganisational ICT in construction projects is not used in the intended way.

Abstract

Purpose

The construction industry’s daily processes demand heavy data usage and communication between project participants to meet client requirements. Thus, the application of information technology in project implementation has been increasing in the construction sector (CS) lately. However, the same cannot be seen in public sectors responsible for implementing government projects in South Africa. This study aimed to investigate the causes and effects of the underutilisation of information communication technology (ICT) in the building section of a public sector in a municipality in South Africa.

Design/methodology/approach

A qualitative approach was adopted for the study, using a public sector in one of the municipalities as a case study. Face-to-face interviews were conducted among the building unit workers, using unstructured interview questions. The data collected were analysed using the ATLAS.ti software.

Findings

The findings indicate a lack of understanding of existing and newly available ICT software and hardware technology among staff within the building technology due to lack of digitalisation in construction projects implementation, inadequate system upgrades, lack of adequate ICT resources, lack of financial resources for internet and software application subscriptions and lack of ICT training leading. The issues mentioned above have led to the outsourcing of projects professionals, slow pace of electronic emails, untrained professionals, usage of different and unlicensed software, resulting in the underutilisation of ICT within the whole building section. This change also adversely affects all officials, especially the junior officials who have graduated using the most recent ICT technology during their studies.

Research limitations/implications

The building department of only one public sector was used for the study; therefore, the findings may not be generalisable. The case study public sector’s name is withheld for confidentiality purposes.

Practical implications

Adequate change management and continuous development, combined with the allocation of proper resources, would be necessary for all staff members. Enormous investments had to be made in the ICT equipment by providing a sufficient budget in the building section of the public sectors. The building section within public sectors should provide change management to all aged skills staff by attending seminars to learn new ICT technology applied within its work environment.

Originality/value

The study established the causes of the underutilisation of ICT in the CS, especially in the public work departments and municipalities, and how this contributes to service delivery.

Abstract

The purpose of this study was to explore and identify factors affecting adoption and implementation of information and communication technology (ICT) in large ICT‐experienced Australian construction organizations. During 2002 the researchers undertook an online survey, supplemented by a hardcopy collection option, to gather data from three major construction organizations with many years experience with implementing and adopting IT. The analysis concentrated on a common class of ICT adopted across the three organizations so that factor analysis could be validly undertaken. Results identified 11 factors that were found to influence ICT diffusion and adoption by the organizations that were grouped into management, individual, technology and workplace environment categories. These concurred with theory from the change management, innovation diffusion and organizational learning literature. Further, in‐depth qualitative analysis through case studies (beyond the scope of this paper) also helped to explain and make sense of the results. The results help to better explain human related factors in particular in terms of the broader and emerging literature of organizational learning and innovation adoption with a clear focus on how the people‐side of ICT diffusion and adoption is undertaken. This ICT diffusion and adoption study is undertaken at the firm‐level (micro analysis) as opposed to the industry level (macro analysis) and so provides insights into the interplay between diffusion and adoption concepts.

Abstract

Purpose

The purpose of this paper is to highlight the ICT‐enabled enhancement of control capability in MNEs. The literature on MNE structures acknowledges the role of ICT as a support system, but the specific changes facilitated by ICT have remained significantly underdeveloped. The paper seeks to address this issue conceptually and link contemporary ICT advancement with changes in MNE strategy or structure. The paper further posits that certain applications of ICT may paradoxically reduce a key advantage of multinationality.

Design/methodology/approach

The paper is of conceptual nature and critically examines and develops literature to generate insight on the implications of ICT applications for MNE development. Specifically the focus is on enterprise resource planning systems (ERPs) and the impact of enhanced visibility of remote operations to headquarter management.

Findings

The finding is that ICT application entails a possible trade‐off. It may facilitate an enhancement of control capability for MNE headquarters, however, potentially entails the risk of lessened adaptive capability of subsidiaries, thus potentially constraining the long‐term viability of MNE operations:

Practical implications

Whilst ICT applications may improve coordination and control for the MNE, a level of subsidiary autonomy and initiative taking is still beneficial for MNE strategic and organisational development. ICT applications should not go so far as to suppress it. To this end, managers may be advised to purposefully “blur” subsidiary visibility, by, e.g. allowing the use of different ERP systems.

Originality/value

The main contribution is the integration of literature on ICT advancements, specifically the application of enterprise resource planning systems (ERP), into the IB literature.

Abstract

Purpose

The purpose of this paper is to present some of the findings (which were reported on more extensively in earlier work) regarding the visibility of gender issues in the literature on selected information and communication technologies (ICTs) with a view to make predictions about potential ethical issues that the application of these ICTs may bring about in the future. This paper is part of the larger research project called ETICA (Ethical Issues of Emerging Information and Communication Technologies), a collaborative project funded by the 7th Framework Programme of the European Union.

Design/methodology/approach

On the basis of the analysis of around 100 published sources, which dealt with various aspects of selected ICTs, conclusions have been drawn regarding gender issues and concerns that the applications of these ICTs may cause. The authors' analysis is theoretically informed by critical discourse analysis (CDA) which assumes that texts, both written and spoken, as well as other forms of symbolic representations, are indicative of social practices. Of particular methodological relevance was the survey of methods of text and discourse analysis presented in Titscher et al. and especially the application of keyword search as a way to measure the prominence of each investigated method. This approach to literature surveying proved very useful in selecting analytic material: only those published sources on the selected four ICTs have been included in the survey, for which the analysis of keywords, abstracts and indexes of terms indicated authors' interest in gender issues.

Findings

First, ICTs such as affective computing, ambient intelligence, and artificial intelligence, have been found to have the potential of positively affecting gender power relations and thus positively affecting gender balance in the areas of labour market related to ICT across EU countries and worldwide. Second, more research on the relationship between gender and ICT design, application and representation is needed, so as to enhance a better understanding of ethical issues resulting from unequal participation of women and men in all aspects of ICT production and implementation, which in itself is an ethical dilemma with which both the ICT business and legislators have to grapple.

Originality/value

The paper offers insight into the relationship between the level of attention devoted to particular ICTs by ICT researchers, as evidenced in the reviewed literature, and the likelihood of the application of a particular ICT in the future, which is looked at and assessed from a gender perspective.
