Abstract

Purpose

In an increasingly digitalised society, digital participation is reliant on information communication technology (ICT) access and the ability to use technologies for everyday tasks. To this end, people risk being digitally excluded if they cannot access and use ICTs. The purpose of this paper is to examine globally the effects of ICT access and ICT use on digital inclusion on one hand and the mediating role of ICT usage on the linkage between ICT access and digital inclusion on the other.

Design/methodology/approach

The study used a hypothesized model based on structuration theory and secondary data drawn from multiple archival sources in 121 countries. The authors test the model using partial least squares structural equation modelling.

Findings

The results from the PLS analysis shows that while ICT usage significantly influences digital inclusion at the global level, ICT access does not. Furthermore, the mediating role of ICT usage was not supported.

Originality/value

This study to the best of the authors’ knowledge is one of the very few studies to examine the effects of ICT access and ICT use on digital inclusion at the global level. The study contributes to the discourse on digital inclusion in ICT4D research.

Abstract

Purpose

The purpose of this paper is to address the gender digital divide through the adoption of information and communication technologies (ICTs) by reviewing existing knowledge within the field. This paper explores the characteristics and factors contributing to the gender digital divide. To bridge the gender digital divide, it is important to understand the factors behind gender differences in ICT access and use.

Design/methodology/approach

In this study, the systematic literature review was conducted in accordance with the preferred reporting items for systematic reviews and meta-analyses (PRISMA) approach. In total, 24 articles were selected and analysed with using PRISMA steps.

Findings

Despite a significant increase in usage of the internet and other ICTs around the world, women, especially in developing countries, tend to be on the wrong side of the digital divide. The results indicate that while there are still gender differences in access to ICT in developing countries, second-level digital divide issues are more of a concern in developed countries. In the literature, several important factors have been identified as being associated with the gender digital divide. The results highlight the importance of implementable policies to bridge the gender digital divide, as well as how sociocultural factors play an important role in explaining the gender digital divide phenomenon.

Originality/value

By identifying the gender digital divide studies’ characteristics and factors contributing to the gender digital divide, the authors provide an overview of the existing research, allowing us to discuss future research needs within the field. The authors argue that more research is needed to understand how to better address the sociocultural factors affecting the gender digital divide, to understand why equal access seems not to result in equal use and, to understand the consequences of the COVID-19 pandemic on the gender digital divide.

Purpose

Most research on information and communication technologies (ICT) differences has been related to gender and ethnicity, and to a lesser extent religious affiliation. The purpose of this paper is to contribute to this field of research by situating the discussion in the context of British Muslims and extending current research into ICT differences beyond gender and ethnicity.

Design/methodology/approach

This paper explores the ICT differences in access and use by British Muslim teenage girls at Islamic faith schools, and ICTs’ perceived influence on learning. The qualitative research was undertaken by conducting 45 semi-structured interviews with British Muslim teenage girls in Islamic faith schools.

Findings

The study provides tentative findings that Islamic faith schools are not only framed by the wider diverse Muslim community, but also by the supplementary schooling of madrasahs. The findings suggest that the home use of ICTs was reinforced rather than compensated for by the Islamic faith schools. This seemed to inhibit many pupils’ access to online educational resources. The authors found that didactic instruction was prevalent and this provided tentative insights into the types of digital inequity experienced by many pupils.

Originality/value

The research into ICT differences in the UK adopted the premise that the unity in Muslim identity increasingly transcends ethnicity and gender in the Muslim community.

Abstract

Purpose

To identify research work on Information and Communication Technology (ICT) in the context of young girls’ affective responses to access and use of ICT in developing countries.

Methodology/approach

A literature search covering the period from early 1990s to date in fields of information science, human–computer interaction, ICT, and educational technologies was performed using relevant databases and Google Scholar. Related literature in the context of specific theoretical frameworks was retrieved and analyzed.

Findings

Abundant research exists on ICT in developing countries. However, little empirical work was found on young girls’ affective responses to access and use of ICT. The gendered digital divide in relation to ICT showed differing perspectives on this issue. Generally, affective information behavior is much less observed in empirical research than the cognitive behavior, regardless of age, gender, or culture.

Practical implications

Young girls’ affective responses to access and use of ICT in these countries warrant additional research in this area of study. Findings from research on youth information behavior in Western countries may have little or no bearings on youth in developing countries. The study of young girls’ access and use of ICT in developing countries should account for cultural, socioeconomic, and institutional differences among countries and between societies or communities in a given developing country.

Originality/value

Minimal research exists on young girls’ affective responses to accessing and using ICT in developing countries. The literature review covered in this chapter is grounded in theoretical frameworks derived from varied disciplines, including the field of library and information science.

Abstract

Purpose

This paper presents a framework to measure the digital divide by considering a more comprehensive index of information and communication technology (ICT) predictors. The authors also address the conceptual and methodological problems in the digital divide field, given that its focus has been shifted from technological access to higher-order divides over the years. The proposed framework is hypothesized and tested in the context of unemployed and underemployed residents in Singapore.

Design/methodology/approach

Through a quantitative survey, 302 unemployed and underemployed workers were asked what ICTaccess”, “usage” and “appropriation” meant to them. Factor analyses were deployed to identify the underlying, granular dimensions of ICT access, usage and appropriation.

Findings

The factor analyses revealed an interesting breakdown of the main factors of ICT access, usage and appropriation. The authors found that one's purpose for which technology is accessed, used and appropriated determines how each of the levels of ICT assets is defined. Thus, the authors propose new operational definitions for ICT access, usage and appropriation based on the analyses.

Originality/value

This study aims to provide a more robust measure of the digital divide from access, capabilities to outcomes. The authors hope that this framework, besides complementing current digital divide models, can be applied to different types of participants.

Purpose

Globally, information and communication technology (ICT) is regarded as a reliable tool that facilitates economic development and propels sustainable development. However, little empirical work exists on the specific effects of ICT access and usage on economic and sustainable development. This paper aims to investigate the nexus between ICTs, economic and sustainable development at the global level.

Design/methodology/approach

This paper presents ICT for Development (ICT4D) value chain empirical evidence on the linkages between ICTs, economic development and sustainable development goals (SDGs). The research model based on the capability approach is validated by using archival data from 130 global countries and partial least squares–structural equation modelling.

Findings

The findings reveal that ICT access and usage significantly influence a country’s attainment of the SDGs. Whilst ICT access plays a crucial role in promoting economic development, ICT usage does not. Also, findings show that economic development significantly mediated the nexus between ICT access and SDGs but not between ICT usage and SDGs. This calls for countries to ensure that access to ICTs is accompanied by a low cost of usage to achieve the full benefits of economic and sustainable development.

Originality/value

Using the ICT4D value chain, this paper empirically shows how ICT readiness and availability in the form of ICT access and ICT uptake (individual ICT use) promote economic development and SDGs (impact). Furthermore, with many studies conducted on SDGs at the country level, this study provides a broader understanding of the roles of ICT access and use on SDGs at the global level. This allows for easy generalisability and reproducibility of results.

Abstract

Purpose

The purpose of this paper is to improve understanding of the societal problem of the deepening digital divide by establishing and testing an integrated conceptual framework for digital divide research.

Design/methodology/approach

The authors established the integrated conceptual framework after synthesizing the literature, and then tested the framework by conducting a secondary analysis of a 2014-2015 data set comprised of 398 survey responses and nine interviews with Chinese migrant workers.

Findings

The results showed that Chinese migrant workers were partially e-included in the digital society. However, they encountered material, cognitive, motivational, and social access limitations due to the lack of financial, material, educational, psychological, interpersonal, and cognitive resources, which caused them to experience a digital divide. Findings support the use of the integrative model as a potential analytical framework to understand and address digital inequalities.

Originality/value

This study first proposed an integrative framework to understand the measurements and causes of the digital divide and then empirically tested its feasibility.

Abstract

Within today’s information and knowledge society, learners with disabilities and/or special education needs (SEN) are among the groups most likely to encounter barriers to accessing and using ICT, while at the same time the essential purpose of using ICT in education for learners with disabilities and/or SEN is to promote equity in educational opportunities.

This chapter considers two key issues:

  • Legislation and policy focussing upon rights and entitlements to ICT as an educational equity issue;

  • Access to appropriate ICTs within an accessible and sustainable ICT infrastructure for learners with disabilities and/or SEN.

In the chapter, how international and European level policy impacts upon the use of ICT in inclusive education will be discussed, followed by the presentation of a profile of a fictitious learner with disabilities who uses ICT as a key tool for accessing educational and inclusive learning opportunities. The case study will be used to exemplify the sorts of issues apparent in many different policy and practice situations across Europe.

Based on this discussion, a consideration of the use of ICT in inclusive education as a tool to enable all learners to be empowered in their learning is presented. This discussion leads to the identification of three potential policy levers that should be further exploited in attempts to address the digital divide and ensure all learners benefit from ICT as a tool for accessing inclusive learning opportunities:

  1. Public procurement;

  2. A widespread programme of training for all stakeholders;

  3. School level policies and action plans for ICT.

Abstract

Purpose

This study examines the problem of unequal access to the Caribbean ICT industry on the part of women, and considers causes, consequences and possible solutions. The latter includes integrating gender perspectives in ICT policies and programmes to increase access for all to education and employment opportunities for national development.

Methodology/approach

Mixed Methods research techniques (questionnaire surveys, elite interviews and focus group discussions) were used to collect data from national stakeholders in Jamaica and St Lucia.

Findings

Despite policy commitments to gender equality and the deployment of ICTs to promote development, significant gaps persist between policy and practice. Results show that disadvantages in ICT access for women result in gender differences in sector involvement. Gender socialisation and the resulting discrimination in education and employment undermine commitments to inclusive development. Consequences include untapped opportunities for innovation, efficiency and business along the ICT value chain relating to development.

Research limitations

Case studies only represent Anglophone Caribbean and may not reflect all subregional contexts.

Practical implications

The paper demonstrates the value of collecting, analysing and using data disaggregated by sex to identify needs of vulnerable groups relating to inclusive development.

Social implications

Equitable access to ICTs for women through training, community Internet-access-points, and support to establish/expand Micro Small and Medium-sized Enterprises will enable women to combine paid and unpaid family caregiving work and to participate in the ICT value chain.

Originality/value

There is a dearth of gender-based analysis of ICT policymaking in the Caribbean. The paper contributes theoretical, methodological and policy analysis geared towards understanding and promoting inclusive access and gender equality in ICTs for sustainable development in the Caribbean.

Purpose

The objective of this study is to present evidence regarding how young people, who are not in education, employment or training (NEET) in South Africa, lack literacy skills and access to enabling resources to actively search and navigate information services systems that are primarily web-based. Information Poverty Theory is adopted to better understand the technological and social strata challenges experienced by young NEET people.

Design/methodology/approach

The study used semi-structured interviews for collecting data over two months in 2018, employing snowball sampling with 24 key participants, representing a diversity of educational backgrounds and previous experience of economic participation.

Findings

The findings of this study suggest that most interviewed young people, who are NEET, lack advanced information literacy and digital skills to access information services. The results also indicate that access to information services that are primed for online information is a challenge for most of these NEET young people residing in underserviced communities. The high cost of an Internet connection means that the Internet is out of reach for most low-income households. In communities that are underserviced with no adequate information and communication technology (ICT) infrastructure, people residing in such areas are subjected to living in circumstances where there is poverty and thus a lack of access to online information.

Research limitations/implications

This paper reports on data collected in 2018 using intense interviews, while acknowledging limitations in terms of the sample size. Hence, it is not fully representative of the whole population of young people, who are NEET, residing in the Gauteng Province of South Africa.

Practical implications

The findings illustrate the need for further collaboration among relevant stakeholders to strengthen existing programmes and for stronger partnerships. The arguments presented herein enhance knowledge and understanding concerning the digital literacy skills divide that exists among young people who are NEET. It includes a discussion to contribute to policy development.

Originality/value

This study focuses on challenges young people who are NEET experience when looking for work and developmental opportunities. This qualitative study adopts Information Poverty Theory and uses prior studies to link the undertaken survey and research. It is expected that this study may serve as a pilot for future studies and may also contribute to the ongoing discussions around the use of ICTs on their use and access, especially the effect on young people when searching for information related to jobs and other developmental opportunities using online services.
