Abstract

Purpose

Early involvement of the project team with the construction resources seems to be gaining popularity as it aims to improve the cost efficiency of a project as there is significantly more potential to influence the project solution at that point in time. The missing price during early involvement/selection and the principal-agent setting, however, tend to leave the project owner in doubt of the reasonableness of pricing when it is fixed only later after the joint design phase involving the service provider and the owner. The purpose of this paper is to find a solution for this challenge.

Design/methodology/approach

A two-stage target-cost (2STC) arrangement has been proposed as the solution. In this model the service provider earns a bonus by suggesting a lower target cost than the reference set at the time of the involvement of the provider. The amount of bonus also impacts the cost over-run risk transferred to the service provider to avoid overly optimistic promises. The proposition encompassed just the basic idea, and did not really delve into actual model formulations and their functioning under practical realities. Therefore, the required work is presented here in the form of a conceptual, discursive study focusing on relevant theories and empirical findings from major investment projects.

Findings

The study produces a requirement framework for the 2STC model to allow functioning models to be formulated and tested. The framework incorporates numerous requirements, constraints and a suggested path forward. For instance, while the model may not be manipulatable, it must incentivise the service provider to seek more cost-effective project solutions, be feasible also from the view of the project owner and adapt to various project risk profiles and ranges of efficiency improvements.

Research limitations/implications

The study suggests more concrete model formulations to be provided under the guidance of the presented framework.

Originality/value

The 2STC model is a unique concept and no comparable construct is known to exist. Besides the requirement framework, the study also strengthens the foundation of and need for the 2STC model by a thorough survey of its theoretical linkages. Accordingly, the study presented in this paper forms the second stage in the overall 2STC development process focused on benefiting project owners and the industry.

Abstract

Purpose

The purpose of this paper is to explore how far plans to “modernize” hospital management in China are converging toward a global model of new public management (NPM) or represent a distinctive pathway.

Design/methodology/approach

This paper draws on a systematic review of available secondary sources published in English and Chinese to describe both the nature and trajectory of hospital management reforms in China.

Findings

In China, while public hospital reforms bear many of the hallmarks of the NPM, they are distinctive in two key respects. First, the thrust of current reforms is to partially reverse, not extend, the trend toward marketization in order to strengthen the public orientation of public hospitals. Second is a marked gap between the rhetoric and reality of empowering managers and freeing them from political control.

Practical implications

This paper develops a framework for understanding the drivers and obstacles to hospital management reforms in China that is useful for managers, clinicians and policy makers.

Originality/value

In China, few authors have considered NPM reform in relation to healthcare. This paper contributes in better understanding current reforms taking place in China’s expanding healthcare sector and locates these within broader theoretical and policy debates.

Abstract

Purpose

This paper aims to identify and analyse the factors affecting the selection of effective cost control techniques in the UK construction industry and assess their importance. The study examines these key areas; the factors that have significant impacts on cost overruns, the most effective cost control techniques and the factors for selecting cost control techniques for a project.

Design/methodology/approach

The study relies on a mixed-method research approach; a qualitative exploration of the most effective cost control techniques and the factors affecting the selection of cost control techniques, followed by a questionnaire survey and follow-up interviews. Relative importance index (RII) is used for ranking the factors.

Findings

The budgeting technique is ranked first with-0.821RII, followed by cost forecasting-0.800RII and cashflow monitoring-00.733RII, as the most effective cost control techniques. On factors that influenced the choice of the techniques used, cost information/cost-related factors are ranked first with-0.611RII, followed by the size of the company-0.509RII and the effectiveness of the technique-0.572RII.

Research limitations/implications

Although the scope of the study was limited to the UK construction industry, the results could be interpreted for critical learning in other developed/developing countries.

Originality/value

Identifying and ranking the factors affecting the selection of effective cost control techniques in the UK construction industry has been the focal point of this study. The study also proposes a simple but effective model which can be used for critical learning on mitigating cost overruns and the effective use of cost control techniques in the construction industry.

Abstract

Purpose

Based on experience from the UK construction industry, this paper aims to capture the dimensions of the collaborative ethos required for successful implementation of Joint Risk Management, i.e. the cooperative and dynamic risk management approach that continues into the post-contract stage and is jointly undertaken by different project stakeholders.

Design/methodology/approach

A mixed methods research approach involving semi-structured interviews and a questionnaire survey was adopted to provide the basis for the statistical analysis encompassing descriptive statistics, non-parametric tests and exploratory factor analysis.

Findings

The analysis highlights the critical role of team integration achieved through the diffusion of collaborative values at strategic and practical level. Relevant applications include early stakeholder engagement, common goals and interests, team building activities and contractual flexibility.

Originality/value

This research is beneficial for the industry and academia as it enhances the understanding of an under-utilised management tool and highlights the requirements for its successful implementation.

Abstract

Purpose

The purpose of this paper is to examine the direct and indirect effects of destination image on destination loyalty. Indirect effects are measured via tourists’ satisfaction.

Design/methodology/approach

A reliable conceptual framework was developed through a mixed methods research methodology. A three-pronged approach was used to cross-validate the results from a literature review, expert interviews, and exploratory study. Structural equation modeling was used in conceptual model development and hypotheses testing.

Findings

Exploratory dimensions of destination image, satisfaction and destination loyalty of Indian cities were revealed from Thai tourists’ perception. The positive indirect effects of destination image on destination loyalty via satisfaction is supported.

Research limitations/implications

This study is limited to tourists of Thai nationality who visited India’s travel destinations. Future research should include further generalization of the research methodology to specific travel destination.

Practical implications

This study provides useful information for India’s tourism industry, specifically for the marketing of historical cities as travel destinations.

Originality/value

By proposing a reliable conceptual model based on a mixed methods research methodology, this study is among the first to explore destination image, satisfaction and destination loyalty in India’s tourism context. The mediating role of satisfaction on destination image and destination loyalty was also recognized as an extension of, and contribution, to the theoretical foundation for the destination image concept.

Abstract

Purpose

Following COVID-19, the emphasis on tourism development has shifted to rural tourism and eco-destinations for preventive practice of the three Cs – confined spaces, close contact and crowded spaces. Given the potential growth of rural tourism destinations, to the best of the authors’ knowledge, this study is conceivably the first to provide empirical evidence for rural tourism development post-COVID-19, and this study aims to examine the relationship between the potential development of rural tourism destination competitiveness alongside the inherited, created and supporting resources as perceived by domestic tourists.

Design/methodology/approach

This study sampled 172 respondents who were all domestic tourists in Malaysia. A partial least square (PLS)-structural equation modeling approach was used to evaluate the developed model, with PLS estimation and hypothesis testing performed using WarpPLS software.

Findings

Interestingly, the findings indicate that rural tourism destinations in Sarawak derive competitive advantage from factors that are closely associated with urban destinations (i.e. created and supporting resources), whereas rural-related factors (i.e. inherited resources) are not perceived as a contributor to their competitive advantage.

Practical implications

The findings will assist tourism planners in constructing a deployable rural tourism destination competency index to develop policies and programmes that address specific tourism or rural development objectives in Malaysia and beyond.

Originality/value

The value of present study lies in its examination of the tourists’ perspectives on the factors that provides addition to rural competitive advantage, with an emphasis on a relatively new and contentious post-COVID-19 topic, namely, rural tourism destinations.

Abstract

Purpose

This study aims to evaluate the key factors affecting the behavioural intention of urban tourists towards visiting national parks by integrating the theory of planned behaviour (TPB) and expectancy theory (ET).

Design/methodology/approach

Data were collected from urban tourists using an online questionnaire developed through Google forms. A total of 489 valid online questionnaires were considered for this study. The proposed research model was empirically evaluated using the structural equation modelling method.

Findings

According to the results of this research, TPB constructs are significantly and positively associated with the behavioural intention of urban tourists towards visiting national parks in India and out of ET constructs, only expectancy and valence are significantly and positively associated with behavioural intention while instrumentality does not.

Research limitations/implications

This study manifests the behaviour of urban tourists towards national parks and contributes to academics by incorporating existing literature. The findings of this study also help policymakers in formulating innovative strategies for national parks. It presents an integrated framework that lays the platform for a new study domain on urban tourists' intentions to visit national parks, which will be useful to urban managers, officials and the tourism sector. Furthermore, as the scope of this study is confined to assessing the intentions of urban tourists toward visiting national parks, it is difficult to generalize the findings.

Originality/value

To the best of the authors' knowledge, this is the first research of its kind to provide an understanding of the behavioural intention of urban tourists towards visiting the national parks in India by optimizing the TPB and ET.

Abstract

Purpose

The purpose of this paper is to summarize the current applications of BIM, the integration of related technologies and the tendencies and challenges systematically.

Design/methodology/approach

Using quantitative and qualitative bibliometric statistical methods, the current mode of interaction between BIM and other related technologies is summarized.

Findings

This paper identified 24 different BIM applications in the life cycle. From two perspectives, the implementation status of BIM applications and integrated technologies are respectively studied. The future industry development framework is drawn comprehensively. We summarized the challenges of BIM applications from the perspectives of management, technology and promotion, and confirmed that most of the challenges come from the two driving factors of promotion and management.

Research limitations/implications

The technical challenges reviewed in this paper are from the collected literature we have extracted, which is only a part of the practical challenges and not comprehensive enough.

Practical implications

We summarized the current mode of interactive use of BIM and sorted out the challenges faced by BIM applications to provide reference for the risks and challenges faced by the future industry.

Originality/value

There is little literature to integrate BIM applications and to establish BIM related challenges and risk frameworks. In this paper, we provide a review of the current implementation level of BIM and the risks and challenges of stakeholders through three aspects of management, technology and promotion.

Abstract

Purpose

This study aims to examine an emerging product–place co-branding marketing practice in China’s rural areas. The role of this practice in inclusive development is analyzed from the perspectives of value proposition innovation, market legitimacy, media coverage and brand value. Both research and practice indicate value proposition innovation to exert an important influence on brand value enhancement, but little is known about the mediating and moderating mechanisms underlying this relation.

Design/methodology/approach

A moderated mediation model is constructed to examine whether market legitimacy mediates the relationship between value proposition innovation and brand value. vWhether this mediating process is moderated by media coverage is also examined. The primary data are collected from semi-structured interviews and observations conducted with two common cases to develop proper scales for value proposition innovation and market legitimacy. The research includes 100 product–place co-brandings published by the Ministry of Agriculture and Rural Affairs in 2019. Hypotheses are tested using hierarchical regression and a Bootstrap model.

Findings

Value proposition innovation has a positive effect on brand value, and market legitimacy partially mediates this relationship. Media coverage positively moderates the relationship between value proposition innovation and market legitimacy, and positively moderates the mediating effect of market legitimacy; the higher the media coverage, the stronger the mediating effect of market legitimacy.

Research limitations/implications

Based on data availability and accessibility, the study sample focused on indicators from 100 brands in 2019. If the Ministry of Agriculture and Rural Affairs discloses consecutive annual information for other years, future studies could explore panel data to further test the study’s conclusions from a longitudinal perspective.

Originality/value

First, this paper adds to the emerging literature on product–place co-branding business models by examining the relationship between value proposition innovation and brand value. Second, this paper enriches institutional theory by including market legitimacy as a mediator between value proposition innovation and brand value. Third, this paper identifies the moderating role of media coverage, thus broadening the theoretical implications of institutional theory with respect to improving market legitimacy.

Abstract

Purpose

This paper aims to focus on the attempts to implement the challenges of teaching enterprise to science and engineering students by the embedding approach chosen by the White Rose Centre for Enterprise (WRCE), one of the centres formed under the Science Engineering Challenge in the UK.

Design/methodology/approach

WRCE's objective was to have departmental science and engineering staff teach enterprise modules as part of their overall departmental teaching and to have such modules integrated into the course provision. The WRCE approach emphasized the value of giving students some real life or simulated “real” experience and of developing a strand or track of enterprise through the years of the course.

Findings

The general propositions of WRCE are reviewed in the light of the outcomes in a number of departments, but most specifically within the Department of Mechanical Engineering at Sheffield, which would claim to be one of the most successful departmental interventions of WRCE. Whilst good examples of embedded modules exist, the successful results in Mechanical Engineering appear to depend on the appointment of non‐traditional staff, the integration of enterprise in a track broader than enterprise and leadership of that track that has the confidence and resource to deliver its agenda in part using external rather than internal teaching.

Originality/value

The embedding of enterprise learning into an engineering curriculum and a mechanical engineering degree program in particular, is discussed from the perspective of the programme leadership, the sponsoring body and the implementing instructor.
