Abstract

Purpose

The purpose of this article is to investigate the nature of the humanitarian aid supply chain and discuss the extent to which certain business supply chain concepts, particularly supply chain agility, are relevant to humanitarian aid.

Design/methodology/approach

The paper identifies elements of good practice in conventional business supply chains and applies them to the humanitarian aid supply chain, making use of published practice‐based literature and web sites associated with humanitarian aid. Particular emphasis is placed on the concept of “agility” in supply chain management. A model of an agile supply chain for humanitarian aid is developed.

Findings

Humanitarian supply chains have similarities with business supply chains, but there are significant differences. Many humanitarian supply chains have a short and unstable existence with an inadequate link between emergency aid and longer‐term developmental aid. Unlike many business supply chains, typical emergency aid appeals assign inventory to a particular destination at the supply chain source.

Practical implications

This research note is a starting‐point for empirical studies to test the agile humanitarian supply chain model.

Originality/value

This paper seeks to integrate humanitarian aid practice with concepts in the academic supply chain literature. In particular, proposes that humanitarian donors need convincing of the value of supply chain processes.

Abstract

Purpose

The purpose of this paper is to introduce a 3R (right time, right place, and right material) principle for characterizing failure in humanitarian/relief supply chains’ response to natural disasters, and describes a Bayesian methodology of the failure odds with regard to external factors that may affect the disaster-relief outcome, and distinctive supply chain proneness to failure.

Design/methodology/approach

The suggested 3Rs combine simplicity and completeness, enclosing all aspects of the 7R principle popular within business logistics. A fixed effects logistic regression model is designed, with a Bayesian approach, to relate the supply chains’ odds for success in disaster-relief to potential environmental predictors, while accounting for distinctive supply chains’ proneness to failure.

Findings

Analysis of simulated data demonstrate the model’s ability to distinguish relief supply chains with regards to their disaster-relief failure odds, taking into account pertinent external factors and supply chain idiosyncrasies.

Research limitations/implications

Due to the complex nature of natural disasters and the scarcity of subsequent data, the paper employs computer-simulated data to illustrate the implementation of the proposed methodology.

Originality/value

The 3R principle offers a simple and familiar basis for evaluating failure in relief supply chains’ response to natural disasters. Also, it brings the issues of customer orientation within humanitarian relief and supply operations to the fore, which had only been implicit within the humanitarian and relief supply chain literature.

Abstract

Purpose

This paper aims to provide a commentary and an overview of developments in the field of humanitarianism that could impact theoretical understanding of agility in humanitarian aid supply chains over the past decade.

Design/methodology/approach

Authors review papers published on agility in humanitarian aid supply chains from 2006 to 2015 in the four leading Emerald-published logistics and supply chain management journals. These are: Supply Chain Management: An International Journal (SCMIJ); International Journal of Physical Distribution and Logistics Management (IJPDLM); International Journal of Operations and Production Management (IJOPM); and Journal of Humanitarian Logistics and Supply Chain Management (JHLSCM). This paper presents an overview and update of developments that have the potential to influence current thinking and understanding about agility in humanitarian aid supply chains, and humanitarian aid supply chains in general.

Findings

Humanitarianism and the environment of Humanitarian organisations are evolving. Such evolution has potential impacts on theoretical discussions and understanding of agility in humanitarian aid supply chains and humanitarian aid supply chains in general.

Research limitations/implications

This is not a critical literature review but an overview. The paper is based on four logistics and supply chain management journals only. However, the paper is based on the work published over a decade.

Practical implications

Points scholars and practitioners to the impacts of Humanitarian Organisations using the relief-development continuum on supply chain design decisions including the pursuit of agility.

Social implications

It may be the time to consider the relief-development continuum in fresh light and its implications for agility in humanitarian aid supply chains.

Originality/value

This paper seems to be the first paper that highlights the influence of the relief-development continuum model on humanitarian aid supply chain design strategies.

Abstract

Purpose

This paper aims to identify the state of the art of performance measurement and management in humanitarian supply chains; to categorize performance measurement indicators in the five supply chain phases of Gunasekaran and Kobu (2007) and evaluate them based on the evaluation criteria of Caplice and Sheffi (1995); and to define gaps and challenges in this field and give insights for future research in this domain.

Design/methodology/approach

A literature review has been conducted using a structured method based on Denyer and Tranfield (2009) and Rousseau et al. (2008). The state of the art on humanitarian supply chain performance management with a focus on measurement frameworks and indicators and their applications in practice is classified in three categories. The first category is the definition and measurement of success in humanitarian supply chains. The second category is managing performance, which focuses on describing and analyzing the actual practice of managing performance. The third category shows the challenges in performance management that humanitarian supply chain actors deal with.

Findings

Findings reveal that performance measurement and management in humanitarian supply chains is still an open area of research, especially compared to the commercial supply chain sector. Furthermore, the research indicates that performance measurement and management in humanitarian supply chains has to be developed in support of the supply chain strategy. Based on the findings of the literature review on performance measurement and management in the commercial and humanitarian field, a first classification of 94 performance measurement indicators in humanitarian supply chains is presented. Furthermore, the paper shows key problems why performance measurement and management systems have not been widely developed and systematically implemented in humanitarian supply chains and are not part of the supply chain strategy. The authors propose performance measurement guidelines that include input and output criteria. They develop a research agenda that focuses on four research questions for designing, deploying and disseminating performance measurement and management in humanitarian supply chains.

Practical implications

The result helps the humanitarian supply chain community to conduct further research in this area and to develop performance measurement frameworks and indicators that suit humanitarian supply chains.

Originality/value

It is the first systematic approach to categorize research output regarding performance measurement and management in humanitarian supply chains. The paper shows the state of the art in performance measurement and management in humanitarian supply chains and develops a research agenda.

Purpose

Foreign governments do not always welcome international humanitarian organizations responding to a disaster in their country. Many governments even impose restrictions on humanitarian supply chains through import barriers, travel restrictions or excessive bureaucracy. The purpose of this paper is to analyze these restrictions and try to identify the government characteristics that best explain the tendency to impose such restrictions.

Design/methodology/approach

Through a multiple case study among four international humanitarian organizations the authors identify and analyze the restrictions imposed on humanitarian supply chains in 143 different programs. The authors compare the average number of restrictions per country with different governmental and socio-economic situational factors.

Findings

The authors find that state fragility, a combination of government ineffectiveness and illegitimacy, is the characteristic that best explains the tendency of a government to impose restrictions on humanitarian supply chains.

Practical implications

Knowing that fragile states tend to impose a high number of restrictions helps humanitarian organizations to prepare adequately before entering a country with a fragile government. The organization can, for example, anticipate possible concerns and establish trust with the government. Commercial companies starting to do business in such country can learn from this knowledge.

Originality/value

Multiple studies have mentioned the strong impact of governments on humanitarian supply chains, but no paper has yet analyzed this problem in detail. The paper is the first to identify the characteristics that explain the number of restrictions governments impose on humanitarian supply chains, and what humanitarian organizations can do to address them.

Purpose

An understanding of the “AS-IS” stage of a relief operation is the basis for further action in humanitarian supply chain management. The purpose of this paper is to develop a toolbox called the Humanitarian Supply Chain Assessment Tool (HumSCAT). This toolbox is comprised of a set of basic tools which can be classified into each phase of disaster relief.

Design/methodology/approach

The HumSCAT is proposed by paralleling frequently used tools in commercial supply chains with the objectives and characteristics of relief phases. A case study was used to validate the HumSCAT along with six tools provided in the preparation phase.

Findings

The HumSCAT consists of seven tools in the preparation phase, nine tools in the response phase and ten tools in the recovery phase. The case study illustrates how to use the HumSCAT and the six tools. The latter were found to be useful for improving the relief chain.

Research limitations/implications

The list of tools is not exclusive. Other tools might be applicable as long as they meet the objectives and characteristics of the phase. A tool should be adjusted accordingly to the contexts. Tools in other phases should be validated in future research.

Practical implications

The HumSCAT may serve as a reference toolbox for practitioners. Its output can be used for further designing of the “TO-BE” status of humanitarian relief chains.

Originality/value

The HumSCAT is proposed as a toolbox for academics and practitioners involved in humanitarian supply chains.

Abstract

Purpose

By constantly working in environments with high degree of uncertainty, humanitarian organizations end up becoming specialists in the implementation of agile systems. Their counterparts in profit‐making organizations have a lot to learn from them in this domain. Volatility of demand, imbalance between supply and demand and disruptions are all factors that affect commercial supply chains and call for a high level of agility. The aims of this paper are twofold: first, to clearly define the concept of supply chain agility, and second, to build a model for assessing the level of agility of a supply chain.

Design/methodology/approach

Three approaches are used in this research: literature review, case study and symbolic modeling.

Findings

The paper developed first, a framework for defining supply chain agility and second, a model for assessing and improving the capabilities of humanitarian and commercial supply chains in terms of agility, based on an analysis of humanitarian approaches.

Research limitations/implications

The model has been developed thanks to inputs from humanitarian practitioners and feedbacks from academics. The practical application to various humanitarian relief operations and commercial supply chains is yet to be done.

Originality/value

This paper contributes significantly to clarifying the notion of supply chain agility. It also provides a consistent, robust and reproducible method of assessing supply chain agility, which seems appropriate for both humanitarian and business sectors. Finally, it is complementary to existant research on humanitarian logistics. It shows that though humanitarian professionals have a lot to learn from the private sector, the reverse is also true.

Purpose

The purpose of this paper is to provide a framework on how strategic philanthropy can be included in humanitarian supply chains delivery. This framework explains the modalities where strategic philanthropy can be successful when collaborating with key humanitarian supply chain actors.

Design/methodology/approach

A philanthropy delivery framework is developed based on the literature related to strategic philanthropy and humanitarian supply chains. The delivery framework is further validated with the real-life case study of a multinational firm during the 2011 Thai floods.

Findings

Procter and Gamble (P&G) was involved in the Thailand flood 2011 relief efforts in three phases: preparation, immediate response, and reconstruction phase. The company supported and distributed a water purifier through a non-governmental relief agency, the Princess Pa Foundation, under the Thai Red Cross Society, that enabled P&G to not only gain the trust of the targeted community during all the phases but in the continued usage of their water purifier after the event. Community leaders and P&G’s modern trade retailers played an important role in collaborating in this humanitarian supply chain to enable the successful delivery and usage of the donated water purifier.

Research limitations/implications

This proposed delivery framework is appropriate for in-kind products and services philanthropy. The case study describes how strategic philanthropy can be implemented in a specific case, i.e. flood disaster.

Practical implications

Academia, practitioners, and companies who are involved in humanitarian reliefs may adopt and adapt this framework in order to enable a win-win situation for all stakeholders in the humanitarian supply chain.

Originality/value

The delivery framework suggests that firms can develop successful strategic philanthropy through systematic humanitarian supply chain collaboration. It explains how a company can operate its philanthropic programs through collaboration with others as well as describes how these different actors can work together.

Abstract

Purpose

The purpose of this paper is to understand how big data and predictive analytics (BDPA), as an organizational capability, can improve both visibility and coordination in humanitarian supply chains.

Design/methodology/approach

The authors conceptualize a research model grounded in contingent resource-based view where the authors propose that BDPA capabilities affect visibility and coordination under the moderating effect of swift trust. Using ordinary least squares regression, the authors test the hypotheses using survey data collected from informants at 205 international non-government organizations.

Findings

The results indicate that BDPA has a significant influence on visibility and coordination. Further, the results suggest that swift trust does not have an amplifying effect on the relationships between BDPA and visibility and coordination. However, the mediation test suggests that swift trust acts as a mediating construct. Hence, the authors argue that swift trust is not the condition for improving coordination among the actors in humanitarian supply chains.

Research limitations/implications

The major limitation of the study is that the authors have used cross-sectional survey data to test the research hypotheses. Following Guide and Ketokivi (2015), the authors present arguments on how to address the limitations of cross-sectional data or use of longitudinal data that can address common method bias or endogeneity-related problems.

Practical implications

Managers can use this framework to understand: first, how organizational resources can be used to create BDPA, and second, how BDPA can help build swift trust and be used to improve visibility and coordination in the humanitarian supply chain.

Originality/value

This is the first research that has empirically tested the anecdotal and conceptual evidence. The findings make notable contributions to existing humanitarian supply chain literature and may be useful to managers who are contemplating the use of BDPA to improve disaster-relief-related activities.

Abstract

Purpose

Over the last decade, temporary supply chains (TSCs) have become a well-recognized logistics model. In TSCs, supply chain members are organized for an ad hoc project; they pool resources in order to make the project successful. Although it might be perceived that TSCs are unstable due to their temporary nature, this paper aims to discuss how TSCs can be managed so as to be both stable and agile, while achieving the stated objectives; since the stability-agility context could be really challenging in humanitarian and peacekeeping supply chains, this is the one that has been selected.

Design/methodology/approach

The authors reviewed the literature, research reports and electronic documents on humanitarian and peacekeeping supply chains, to understand the main challenges in terms of managerial and social impacts of logistical operations in a disaster context.

Findings

The disaster context is very peculiar, since it requires tremendous agility when a natural or man-made catastrophe hits, so that as many lives as possible can be saved and that the situation could get back rapidly to a relatively normal level. The paper shows that TSCs require an advanced level of time and organizational stability of the human and material resources involved in order to be highly flexible. In other words, an efficient TSC relies on “anticipated responsiveness”, a major managerial challenge in the years to come.

Originality/value

The paper clarifies the management of humanitarian and peacekeeping supply chains and identifies the importance of anticipation capability to improve logistical responsiveness.
