Abstract
Purpose
The aim of this paper is to conduct a systematic literature review to understand the state of the art of partnerships between humanitarian organizations and business corporations in managing humanitarian logistics.
Design/methodology/approach
A systematic literature review is conducted based on the steps proposed by Denyer and Tranfield (2009). The context-intervention-mechanism-outcome (CIMO) logic is applied to identify the state of the art of partnerships between humanitarian organizations and business corporations in humanitarian logistics. Thirty-six papers related to the topic are extracted from recognized journal databases and then classified into four categories based on the CIMO logic: situational context, intervention factors, mechanisms and outcomes.
Findings
The study shows that while the context and mechanisms for developing cross-sector partnerships between the humanitarian and the business sector have been examined and illuminated by many researchers, additional research (in particular, empirical studies) is needed to measure outcomes as well as the contributions of partnerships to the performance of humanitarian logistics. In addition to synthesizing the literature in this area, this study also presents challenges of such partnerships.
Practical implications
The study improves the understanding of the state of cross-sector partnerships in humanitarian logistics as well as identifies opportunities for future research in this area. The study provides reasons and motives of initiating humanitarian–business partnerships in humanitarian logistics as well as their mechanisms and potential outcomes. This may help in developing successful logistics partnerships with each other.
Originality/value
This is the first systematic literature review to examine the nature of partnerships between humanitarian organizations and business corporations in humanitarian logistics using CIMO logic.

Abstract
Purpose
This study aims to help understand individual donors’ preferences over different designs of humanitarian–business partnerships in managing humanitarian operations and to help understand if donors’ preferences align with their actual donation behavior.
Design/methodology/approach
Choice-based conjoint analysis was used to understand donation preferences for partnership designs, and a donation experiment was performed using real money to understand the alignment of donors’ preferences with actual donation behavior.
Findings
The results show that partnering with the business sector can be a valuable asset for humanitarian organizations in attracting individual donors if these partnerships are managed well in terms of partnership strategy, partnership history and partnership report and disclosure. In particular, the study finds that the donation of services and products from businesses corporations to humanitarian organizations are preferable to individual donors, rather than cash. Furthermore, donors’ preferences are not necessarily aligned with actual donation behavior.
Practical implications
The results highlight the importance of presenting objective data on projects to individual donors. The results also show that donors value the provision of services and products by business corporations to humanitarian operations.
Originality/value
Partnerships between humanitarian organizations and business corporations are important for the success of humanitarian operations. However, little is known about which partnership designs are most preferable to individual donors and have the biggest chance of being supported financially.

Abstract
Achieving localisation (the transfer of control to local actors) has proven extremely challenging in the development sector, and the humanitarian sector appears to be facing equal challenges. This chapter seeks to engage with that struggle and examine why this lesson has been so difficult to learn. Drawing on conference workshops and 10 key informant interviews, this paper examines the obstacles and opportunities for localisation, seeking to understand what makes it so hard for those who hold disproportionate power in humanitarian encounters to hand over power. The authors found a clear sense of localisation being a process rather than an outcome; optimism that momentum is slowly gathering towards this process, and a clear sense of the steps required to fully achieve it. Examining practitioners’ perspectives in this way adds an important voice to discussions of humanitarian practice.

Abstract
Purpose
The purpose of this paper is to empirically explore the potential of outsourcing of humanitarian logistics activities to commercial logistics service providers (LSPs) throughout the different disaster phases. The authors identify incentives for initiating outsourcing of humanitarian logistics activities to commercial logistics providers, humanitarian logistics activities to be outsourced and selection criteria for partners.
Design/methodology/approach
This study is based on empirical data collected by interviewing 12 practitioners from commercial LSPs and 12 practitioners from humanitarian organizations (HOs). A review of related literature guided this research.
Findings
This research shows that incentives for initiating outsourcing engagements, partner selection criteria and activities to be outsourced are changing throughout the different disaster phases. A number of research propositions are presented.
Research limitations/implications
This research constitutes a first step towards the goal of a comprehensive analysis of humanitarian logistics outsourcing throughout the different disaster phases. The authors collected data from practitioners and large organizations based mainly in Europe and the USA. Hence, insights from national and local organizations of other parts of the world are missing.
Practical implications
This research provides a deeper understanding of outsourcing of humanitarian logistics activities. As the main implication for practice, the research suggests a strategic use of outsourcing during the three disaster phases. The authors acknowledge that business objectives, risks, stakeholder agendas and requirements, as well as costs play a vital and changing role for outsourcing decision-making during the three disaster stages. The managerial implications arising from the research can provide support to commercial LSPs and HOs that initiate or develop strategic outsourcing relationships.
Originality/value
This study covers the gap in the humanitarian literature related to context-specific factors of outsourcing in humanitarian logistics by empirically investigating the phenomenon. This is one of the first studies that empirically investigate the potential of outsourcing of humanitarian logistics activities throughout the disaster phases.

Purpose
The purpose of this paper is to explore the contribution of logistics service providers’ (LSPs) initiatives to disaster relief and how LSPs are engaged with humanitarian sector. In recent years, the importance of logistics services in disaster relief operations and the capacity of LSPs to improve humanitarian supply chain management have become an increasingly interesting topic for both professionals and academics.
Design/methodology/approach
This research follows a qualitative approach based on multiple case studies.
Findings
The current research, after considering the differences and similarities among collaboration, cooperation and coordination and underlining how crucial these mechanisms are in the humanitarian context, explains the contribution of LSPs to relief operations alongside humanitarians.
Research limitations/implications
There has been increased interest in humanitarian logistics on the part of international academic and professional communities. This study constitutes a first exploratory step in the research to build a platform for benchmarking analysis of logistics services that aims to ensure the effective implementation of social responsibility principles.
Practical implications
The managerial implications arising from the research offer a range of current responsible actions from which strategic and operative directions to contribute can be derived.
Originality/value

Abstract
Purpose
Humanitarian disasters strike overnight causing urgent demands for assistance in complex environments. Attending to the needs of the beneficiaries requires highly trained and knowledgeable staff. However, humanitarian agencies can neither afford, nor keep on standby full‐time staff with a wide range of knowledge and expertise to meet all possible needs. Some agencies have gained access to additional trained staff through partnership agreements with the private sector. These secondments augment the capacity of humanitarian agencies placing corporate managers in a different setting where they can test their knowledge and skills. The purpose of this paper is to provide arguments to build a business case for corporate managers to be seconded to humanitarian relief operations.
Design/methodology/approach
The paper uses case study research and academic literature.
Findings
The paper provides a list of the managerial roles of humanitarian logisticians to identify the learning opportunities available to seconded staff operating in disaster relief operations. The list of roles may be considered learning opportunities for corporate managers in a different context and setting.
Social implications
The paper shows that there is a possibility to augment the response capacity of humanitarian agencies with corporate managers during a disaster.

Abstract
Purpose
The purpose of this paper is to advance thought and practice on supply chain relationship building, in the context of humanitarian logistics, drawing on lessons from leading practitioners.
Design/methodology/approach
The presentations were treated like data, enabling grounded research concerning practitioners. The presentations were recorded, transcribed, vetted, and imported into qualitative software (NVivo8) to facilitate further analysis, which led to testable propositions.
Findings
Three themes emerged, centered around relationship benefits, challenges, and advice on relationship building. Advice from the practitioners led to 11 propositions.
Research limitations/implications
While the presentations were treated as interview data, there was no opportunity to probe statements made by the speakers. Also, speakers were the sole representatives for their organizations. Finally, the findings cannot be generalized beyond the types of situations and organizations represented at the conference.
Practical implications
The propositions represent advice from experienced humanitarian practitioners on building supply chain relationships.
Social implications
Supply chains are economic entities. They are also social entities. Humanitarian supply chains involve people working together to help other people in need.
Originality/value
There are few published articles on supply chain relationship building, and only several pieces on humanitarian partnerships or relationships. This paper contributes to the literature in a novel way, by drawing on expert speakers at a humanitarian conference.

Abstract
Purpose
Outsourcing of logistics has great importance in disaster relief. Aid agencies spend several billion US dollars every year on logistics services. However, the concept of outsourcing has not been established adequately in literature on humanitarian logistics, leading to a fragmented view of the practice. This paper provides a holistic perspective of the concept by constructing a conceptual framework to analyze both practice and research of outsourcing in humanitarian operations. Based on this analysis, we explore future trends and identify research gaps.
Design/methodology/approach
The paper is based on a structured review of academic literature, a two-round Delphi study with 31 experts from aid agencies and a complementary full-day focus group with twelve experts from aid agencies and logistics service providers.
Findings
The paper systemizes the current practice of outsourcing in humanitarian logistics according to a conceptual framework of five dimensions: subject, object, partner, design and context. In addition, it reveals ten probable developments of the practice over the next years. Finally, it describes eight important research gaps and presents a research agenda for the field.
Research limitations/implications
The literature review considered peer-reviewed academic papers. Practitioner papers could provide additional insights into the practice. Moreover, the Delphi study focused on the perspective of aid agencies. Capturing the views of logistics service providers in more detail would be a valuable addition.
Originality/value
The paper establishes the academic basis for the important practice of outsourcing in humanitarian logistics. It highlights essential research gaps and, thereby, opens up the field for future research.

Purpose
This article examines the leadership vision, values and vigilance of an emerging markets logistics firm in managing customer and humanitarian concerns and critical supply chains during the COVID-19 pandemic. The study explores how an emerging markets firm has contributed to global supply chain mobility and vaccine distribution in the pandemic – keeping cargo moving – drawing on vision, values and vigilance, including attention to the innovation momentum of the firm.
Design/methodology/approach
The article concentrates on an exemplar firm, leader and management team to illustrate challenges of helmsmanship during the pandemic for an emerging markets firm, Agility, that operates worldwide in numerous developed and developing economy markets. The article develops a case study analyzing how Agility has met the simultaneous challenges for innovation and transformation in the digital revolution and navigation through the crisis times of the global pandemic. The analysis derives from direct management communications, corporate documents and media sources.
Findings
The vision, values and vigilance of the leadership, with emphasis on digital innovations and disruptions, digital supply chains, humanitarian partnerships, focusing both globally and on emerging markets, and nurturing smaller as well as larger businesses, have enabled the firm to thrive. Given the importance of global supply chains during COVID-19, Agility is a pivotal example of partnering with governments and pharmaceutical companies worldwide in delivering the new array of vaccines, as well as personal protective equipment and other medical supplies, in the battle against the pandemic. Agility in addition illustrates the strategic value of partnering with other logistics firms in humanitarian collaborations as well as in business strategy transactions.
Research limitations/implications
The article contributes to the emergent research stream on leadership, innovation and internationalization in the Arabian Gulf Cooperation Council and Middle East North Africa (GCC/MENA) region and more generally on the strengths and proficiencies of emerging market firms and leaders. Future research could examine additional firms, industries or regions of the world during the pandemic or other crisis contexts. Further data sources and analyses can be used in validating and extending the findings.
Practical implications
Digital supply chains, humanitarian partnerships and an emphasis on digital communications, storage and transportation innovations can benefit firms from all regions of the world during the global pandemic and other crises, as well as in normal operations.
Social implications
Emerging markets represent the majority of global population and economic growth, as well as of pandemic cases and mortality risk, signifying the importance of leadership, collaboration and innovation around issues such as vaccine delivery into emerging markets regions of the world.
Originality/value
The article takes a revelatory case perspective in the pandemic crisis context from a unique foundation of immersive field research and data access in the GCC/MENA) region.
