Abstract

Purpose

The purpose of this paper is to present research assessing the level of qualitative adequacy of newly constructed public housing in urban centres in Ogun State, Nigeria.

Design/methodology/ approach

The study followed a quantitative research strategy. A survey of 517 housing units constructed through four different strategies and selected based on quota of their existence in nine public housing estates was conducted with a questionnaire as the key data collection instrument. A five‐point Likert scale was used in measuring the level of qualitative adequacy of four key housing sub‐components. The data were analysed using descriptive statistics.

Findings

Residents found the overall housing to be inadequate; they indicated that housing unit attributes were the most adequate and thus contributed most, while neighbourhood facilities were the least inadequate and contributed the least to qualitative housing adequacy.

Research limitations/implications

The sample population comprised mainly house heads in public housing constructed between 2003 and 2009 therefore, the findings may not be considered to be applicable to all the public housing in the study area. However, the findings can form the basis for judging the performance of public housing in the current democratic dispensation in the study area.

Practical implications

The findings imply that giving adequate attention to the provision of infrastructural facilities and maintenance of existing ones can enhance the qualitative adequacy of public housing.

Originality/value

This paper is a pioneering effort at evaluating the qualitative adequacy of most recently constructed public housing in the study area.

Abstract

Meeting human needs is considered as fundamental to sustainable human settlement. However, in micro level developments particularly in respect of a housing unit, for example, an operational definition of sustainability which will be useful in its practical implementation, has yet to be developed. To address this, the author posits that theories on the relationship between the environment and the person can be taken as a conceptual frame of reference. One of them is the theory of Person-Environment Congruence (PEC). This theory conceptualizes “congruence” as the favourable outcome of the person-environment relationship. Achieving PEC is considered as the most important criteria that supports the concept of housing sustainability. In the context of housing, the author considers that PEC is achieved when the dwelling place can offer its inhabitants a place which meets their basic needs. In order to operationalize this concept in terms of housing unit design, the author propagates the use of the Means-End Chain (MEC) research model to explore the relationship between a person and his or her environment. The combination of the two concepts facilitates the identification of those housing attributes emphasized in the home-making process, together with the users' perceptual orientation towards those attributes. To experiment with the application of the MEC research model in respect of exploring the concept of PEC, a case study was conducted on 15 renovated and personalized houses in a mass housing scheme in Malaysia. The traditional MEC methods were maintained with some modifications to accommodate the various housing characteristics. The results suggest that the MEC research model is able to link the relevant housing unit attributes to user values, and it is potentially applicable in the design of a housing unit. The results also indicated that user participation is essential in home making process, in order to achieve and maintain sustainability.

Abstract

Purpose

The aim of this study was to investigate the dimensions of housing adequacy evaluation by residents in public housing with a view to identifying how government and construction professionals can deliver adequate housing facilities.

Design/methodology/approach

The research is based on household surveys involving 517 respondents selected from nine public housing estates constructed between 2003 and 2010 in Ogun State Southwest Nigeria. The data were collected using structured questionnaire administered to the residents by the researchers through visits to the housing estates. A total of 33 variables derived from the review of the literature were used in measuring housing adequacy. Descriptive statistics and factor analyses were used in analysis of the data.

Findings

The study reveals that residents perceived their housing situation as inadequate. They evaluated housing adequacy based on four key dimensions: ambient condition of interiors spaces, security, utilities and neighbourhood facilities; social infrastructure; level of privacy and size of sleeping; and living and dining areas in the residences. These dimensions of housing adequacy evaluation were found not to be exactly the same way experts conceived housing adequacy in the literature.

Research limitations/implications

The concept of housing adequacy can be used to examine occupants’ housing preferences and their standard of living, the quality of housing and the performance of mass housing projects.

Practical implications

The paper makes practical suggestions to government and construction professionals on how to improve adequacy levels of public housing. Specifically, in the areas of giving more attention to ambient condition of interiors, security, utilities and neighbourhood facilities as well as privacy and sizes of main activities areas in dwelling units in the design, construction and management of public housing projects.

Originality/value

The study identifies dimensions of housing adequacy evaluation by residents in public housing and compares these with experts’ conception of housing adequacy.

Abstract

Purpose

The general aim of this research is to investigate residents' perception of the quality of public housing and factors influencing this in Ogun State Southwest Nigeria. This is in view of a paucity of published works on this subject matter and the need to upgrade the quality of public housing in urban areas in Nigeria.

Design/methodology/approach

Data for the study were collected through a cross sectional survey of proportionately selected 517 household heads in newly constructed public housing estates, and 90 staff members of four key public housing agencies in urban areas of Ogun State, Nigeria. Structured questionnaires were used in the collection of primary data. Descriptive statistics and categorical regression analysis were used in data analysis.

Findings

The results show that a majority of the respondents rated their current residential environment low on the quality scale. Whereas housing unit attributes were rated highest, neighbourhood facilities were rated very low on the housing quality scale. Housing delivery strategies, spatial deficiencies in housing units, organizational capacity of housing providers, age, income, education and tenure status of residents were found to be among the key factors influencing residents' perception of housing quality in the study area.

Research limitations/implications

The survey was concentrated on newly constructed public housing by Ogun State government in selected urban areas. Other studies can examine housing constructed by the Federal Government of Nigeria in the study area.

Practical implications

Lack of access to housing services, infrastructure and neighborhood facilities accounts for poor quality of public housing in the study area. This can be improved through adequate provision of basic social amenities, organizational capacity building and adoption of appropriate housing delivery strategies by public housing providers.

Originality/value

A framework for studying the quality of public housing in Nigeria and other countries has been developed. The findings can assist public housing policy makers and programme managers to improve on the quality of public housing and services.

Abstract

Purpose

The purpose of this paper is to explore the role of locally-produced architectural design solutions for the provision of thermal comfort in the vernacular settlements of Mardin, Turkey.

Design/methodology/approach

With an aim of extracting clues of climate responsive design, the paper develops a socio-technical assessment methodology and presents a comparative inquiry between the vernacular and contemporary built environments of Mardin.

Findings

Findings display that the capacity of vernacular architecture in providing a more climate responsive living environment than contemporary one is in fact correlated with the design of living spaces in harmony with the local climatic conditions as well as how inhabitants traditionally use and behave in designed space.

Originality/value

The paper argues for a need for (re)conceptualization of thermal comfort within and through the production of housing, as well as by taking into account the ways in which end-users interact, adapt and sustain end-users' everyday life in accordance with the local climatic characteristics.

Abstract

Purpose

This paper aims to examine the impact of coastline on the rental value of residential property in proximity to the coastline, using the hedonic pricing model from two perspectives. First, Model 1A–C accounted for estimating the influence of coastal amenities while controlling for other housing attributes influencing rent. Second, Model 2A–C accounted for the interaction between coastal amenities/disamenities and other housing attributes influencing rent.

Design/methodology/approach

A survey approach was adopted for the data collection process. For both models, property values were measured in proximity to coastline using 0–250 m, 251–500 m and 0–500 m.

Findings

Findings revealed that property rental value increases as we move away from the coastline when disamenities are not controlled. The results suggested that for a mean-priced home (N2,941,029 or $8,170) at the mean distance from the coastline (301.83 m), a 1% increase in distance from the coastline would result in a 0.001% or N9.77 ($0.03) increase in rental value.

Practical implications

The implication to real estate valuers is that varying premiums should be considered when valuing a property depending on the distance to the coastline while considering other housing attributes.

Originality/value

This research introduces a novel approach to the hedonic model for determining property values in proximity to coastal environment by estimating the influence of coastal amenities while controlling for other housing attributes influencing rent, on the one hand, and accounting for the interaction between coastal amenities/disamenities and other housing attributes influencing rent, on the other.

Abstract

Purpose

The housing sector in Jordan suffers from a lack of balance between supply and demand, in general, and from the inability to meet the demands of low‐income households, in specific. The purpose of this paper is to explore the potentials and obstacles facing low‐income housing supply. It is shown that there is undersupply in low‐income housing.

Design/methodology/approach

The attributes of the supply–demand model are explored using qualitative and quantitative research methods. The first research step was archival. Findings indicated a presence of major obstacles facing developers and hindering them from supplying low‐income housing. The second research step included face‐to‐face interviews with the local developers in three major cities: Amman, Irbid and Zarqa. They were interviewed using a semi‐structured and open‐ended questionnaire.

Findings

Results indicated that most plausible causality of undersupply of low‐income housing is due to macro‐environment attributes: controllable – management (lack of human resources and capacity building), real estate (lack of marketing skills and sales advertising), technology and construction industry (inaccessible appropriate building technology and affordable construction), land ownership and site selection (limited to the developers geographical area); and uncontrollable – financing (small capital operation and difficulties in bank loans and lending), government policies (lack of incentives, tax exemptions, and rigid laws and regulations), and social and cultural (social needs requires certain spatial arrangements and rejection of borrowing from financial institutions for religious reasons).

Practical implications

The study recommends increasing supply of low‐income housing can be achieved by various means and not by single attribute. Attributes affecting this price reduction and increase homeownership include implementing real estate principles and processes, co‐operation of all key‐players through various forms of public/private partnership, facilitating procedures in commercial banks, increasing the number of units that share services and infrastructure, constructing multi‐use housing projects, defining gradual revenue rates for services and limiting revenue rates for the housing units, developing local construction material, using simple shapes and configurations, and reducing non‐used space like the formal reception and dining areas despite their cultural value.

Research limitations/implications

Statistical inferences will be needed in a future study to complement the present study's investigation of low‐income housing production in Jordan.

Originality/value

As the first of its kind, the research help to identify policy implications for different partners (housing developers, local planning authorities, national housing and planning authorities and government policy makers) in order to increase homeownership for low‐income groups.

Abstract

Purpose

The purpose of this paper is to discuss the relation between dissatisfaction with housing conditions and considering moving among residents of Finnish rental multifamily buildings. The paper examines physical attributes, socioeconomic factors, and subjective opinions related to housing conditions and satisfaction with housing.

Design/methodology/approach

Logistic regression analysis is used to examine survey data to analyse which factors contribute to dissatisfaction with the housing unit and the apartment building and whether dissatisfaction is related to consideration of moving.

Findings

The findings indicate that dissatisfaction with the building and individual housing unit are associated with greater probability of considering moving. Satisfaction with kitchen, living room, storage, and building age are the most important indicators of satisfaction with the housing unit, and satisfaction with living room, bathroom, storage, and building age are associated with satisfaction with the apartment building. These are the areas in which landlords could invest in renovations to increase satisfaction in an attempt to reduce turnover.

Research limitations/implications

The study is conducted with Finnish data only. The sample is not a representative sample of the Finnish population. A longitudinal study would be needed to determine whether dissatisfied residents indending to move actually change residence.

Originality/value

This study is the first of its kind in the Finnish housing market. It tests a general model that has been suggested to be customized to local conditions. In addition, much of the research on this topic is more than 20 years old. Examination of the model under current housing and socioeconomic conditions is necessary to determine if relationships have changed over time.

Abstract

Purpose

This study aims to trace the transformation in the form of apartment building and the connotations it has in understanding the changes that occurred in the Jordanian society’s lifestyle over the past five decades.

Design/methodology/approach

A comparative case study analysis has been conducted amongst 170 apartments, covering 70 design attributes related to aspects of appearance, spatial organisation, parking and access to building, outdoor space and finishing. This was followed by experts and households solicitation to help giving more confidence on the validity and reliability of findings regarding the sorts and justifications for the changes that have taken place in the form of apartments over the studied time frame.

Findings

The results reveal changes in design attributes indicating particular alterations in people’s lifestyle. New interests act in formulating recent housing design attributes. People seem to turn into a more open social life within public community but more privatised living amongst family members. People are becoming more attached to indoor modernised lifestyle, in homes and public areas where activities take place. This entails pursuing a more comfortable, facilitating and enjoyable life that presents luxury and tranquillity.

Originality/value

Understanding the relationship between transformations in the built form of apartment buildings and the associated social alterations provides useful insights towards improving housing provision to better match the ever-changing demands of people and respond to alterations in their lifestyles.

Abstract

Purpose

The perception that the repetitive nature and attributes of mass housing projects (MHPs) induce significant influence on communication among projects teams have persistently been acknowledged without an empirical accentuation. This seemingly untested knowledge tends to limit the predictive accuracy of success and effectiveness of adopted communication style, strategies and models in mass housing particularly due to the incidence of the repetitive attributes. The purpose of this study is to delineate the influence of the repetitive attributes of mass housing projects on communication performance among the project team.

Design/methodology/approach

Through the use of questionnaire survey and structural equation modelling analysis, a hypothesized model tested evaluated the effects of the repetitive attributes of mass housing on information flow and information composition communication performance.

Findings

In the case of influence on information flow, it was seen to be substantial whereas that of the information composition was moderate.

Originality/value

The findings offer empirical credence to the existing perception and indeed affirm that the repetitive features of MHPs significantly contribute to communication performance related to information flow and information composition among the project team. The implication of these findings is that, practitioners and stakeholders on mass housing are urged to explore bespoke communication methods, medium, strategies and management approaches that fit the MHP attributes and environment to engender managerial and communication efficiencies in the delivery.
