Abstract

This paper considers the funding of supported housing schemes. These are schemes that house vulnerable people with special needs in the community. The paper looks at why the future of these schemes has been threatened by a series of legal decisions interpreting the housing benefit regulations.The paper analyses the relevant regulations and looks at how they apply to supported housing schemes. It then sifts through the details of the case law and concludes by looking at the lessons that may be learned in the future.

Abstract

Homeownership is a problem among younger working households (YWH). This is a more serious problem with YWH working in urban areas. New housing schemes introduced by the government show that measures are being taken. This paper aims to determine homeownership problems among YWH in order to assess the new housing schemes towards helping YWH. The questions arise are what are the homeownership problems among YWH and to what extent does YWH perceive the new housing schemes to help them. The objectives are to ascertain homeownership problems among YWH and to explore the perceptions of YWH on the new housing schemes introduced. The study was conducted qualitatively through in-depth interviews with YWH. The findings showed that the main homeownership problem highlighted by the YWH is housing prices are high in urban area which resulted to the location of affordable houses inconvenient. From the assessment, majority of the YWH agree with the new housing schemes. However there are weaknesses such as high land prices and absence of financial literacy. In conclusion, housing schemes should also consider financial education as part of their aims. Nevertheless, the introduction of housing schemes is beneficial to address homeownership problems among YWH.

Abstract

Sheltered housing schemes for older people took a new turn in the UK with the community care policy of the early 1990s giving care provision for people living in such schemes. There is relatively little research on what sheltered housing schemes provide and what makes them work well. Data was gathered in relation to sheltered housing provision for older people in the north Antrim area of Northern Ireland through 10 focus groups with tenants and 16 questionnaires administered with managers of schemes. Tenants valued the independence and choice of sheltered housing in comparison with institutional care. They also highly valued the social interaction with other tenants, fostered by activities such as coffee mornings, regular lunches and social events. Tenants often helped each other with transport and when sick. Tenants of schemes in small towns were generally satisfied, because of access to shops, churches and other services. Transport was an issue for many, particularly in more rural areas and in relation to attending hospital appointments. Scheme managers were often available to tenants for long and anti‐social hours. The home care arrangements were generally regarded as satisfactory although there were criticisms of the limited hours for tasks and the skills of some care workers. Some scheme managers thought that the publicly‐funded homecare service would be more efficient if the staff were managed from the housing scheme. Appropriate social activities and effective care arrangements are an important aspect of supported housing, as well as the independence it offers. Consideration needs to be given to access to services in locating new schemes.

Abstract

For the last 20 years, the Yemeni government has been providing housing schemes for low‐income groups. These low‐income housing schemes have not, however, been evaluated. Based on a post‐occupancy evaluation of three low‐income public housing schemes in Sana’a, Yemen, the paper describes the residents’ judgement and assessment of the environment in which they are living. Interviews with 180 occupants revealed that they attach great importance to the level of satisfaction with their neighbourhoods. The most important factor associated with neighbourhood satisfaction was privacy, a reflection of the cultural background in Yemeni society.

Abstract

Evaluating housing projects is an essential task to determine the effectiveness of these projects and to provide a useful feedback to the projects’ initiators ‐ be it the public or the private sector. The evaluation could be on a number of different bases. Reports the results of research work aiming to compare the quality and effectiveness of three housing projects initiated by the Yemeni government in the capital ‐ Sana’a. The basis chosen for evaluating the public low‐income housing schemes is the housing quality measurement technique. This technique is used for measuring quality under widely different housing standards. It is a way of assessing the environmental quality and hence evaluating the success or failure of a particular housing project. Satisfaction of residents has also been evaluated and reported in an earlier paper (Al‐Abed and Mustapha, 1996).

Abstract

Purpose

The purpose of this research is to explore the possibility of integrating women‐centred savings schemes into formal finance systems in order to help such schemes to leverage finance for housing purposes.

Design/methodology/approach

The research adopts a case study approach that uses mainly semi‐structured interviews. The case studies involve two savings schemes with their respective supporting organisations and five commercial banks in South Africa.

Findings

The case studies show that, if savings systems are flexible and suitable to their needs, women are capable of saving and repaying housing loans. The results also suggest that the accumulated group savings and the savings schemes themselves act as good collateral. However, despite showing interest in involvement in the low‐income sector, banks do not have a financially viable and workable business model to exploit this potential market.

Research limitations/implications

Integrated community housing is essential. Future research is required to determine how good repayment rates could be achieved while maintaining risks at acceptable levels.

Practical implications

For practical purposes, collaboration with intermediary organisations working with women‐centred savings schemes would be a beneficial starting point in linking the savings schemes with formal finance systems.

Originality/value

The paper provides valuable reference material for understanding the gap that exists between what banks currently offer and what poor households require in meeting their housing needs. It may also be useful to researchers and practitioners as a basis for exploring innovative finance models for banks.

Abstract

Extra care housing is seen as a popular option for older people by families, some older people, policy‐makers and practitioners. Some new build is being provided but another option, for which grants are available, is to remodel existing outmoded buildings. This research reports on recent attempts from 10 case‐study areas in England to remodel sheltered housing and residential care homes to extra care housing. The results are mixed, with satisfaction reported by many new tenants, anger by some existing ones, challenges at every stage of the project for design and construction teams, and issues over the provision of assistive technology and care. Nearly all the schemes experienced unexpected problems during the course of construction. Remodelling is not necessarily faster or cheaper than commissioning a purpose‐designed new building. Nevertheless, remodelling may be the only viable option for some unpopular or outdated schemes. The research showed that remodelling is not a quick fix, but that it did have considerable advantages for many of the older people and support staff who were living and working in the remodelled buildings. The research concluded that remodelling should only be undertaken when other options have been carefully examined. Drawing on the research findings, advice to policy‐makers and practitioners who are considering this course of action is outlined in the discussion.

Abstract

Purpose

The purpose this paper is to explore walking with purpose in extra care, retirement and domestic housing settings to better understand and support people living with dementia in these settings, develop recommendations and inform practice.

Design/methodology/approach

A mixed-methods study was used: scoping literature review; online survey of extra care and retirement housing managers in the UK; case studies involving interviews with staff and family carers (n = 14) of ten individuals who engaged in walking with purpose in the different housing settings.

Findings

Although residents who walk with purpose constitute a minority (0–2 residents), managing walking with purpose can be challenging and time consuming. Distraction or redirection was the most common response. Other strategies included identifying the resident’s motivations and accommodating their wishes or walking with them. Culture of care, staff training and dementia-friendly design are keys to effective support for safe walking with purpose. Responses to walking with purpose in the domestic housing settings have raised serious deprivation of liberty issues.

Research limitations/implications

This study had a number of limitations. The completed survey questionnaires represent a self-selected sample of extra care and retirement housing settings, and responses are based on the perceptions of the staff members completing the survey. There were a relatively small number of case study sites (three extra care housing and three retirement housing), and it was not possible to interview family members for all of the residents who walked with purpose.

Originality/value

This study provides unique data on walking with purpose in extra care and retirement housing setting in the UK.

Abstract

Purpose

This study aims to examine the issues and challenges in contemporary affordable public housing schemes and proposes an alternative affordable public housing model for low- and middle-income households in Malaysia.

Design/methodology/approach

The paper applied qualitative research method. Semi-structured in-depth interviews with four government officials were conducted to understand the provision, framework and working mechanism of selected affordable public housing schemes. A focus group with nine participants was conducted with low- and middle-income households to validate pertaining residential issues and problems in affordable public housing schemes.

Findings

The overall findings reveal that the growing plights of unaffordability, poor maintenance and mismanagement have undermined the performance of affordable public housing schemes in Malaysia. The paper indicates that Islamic Public–Private Housing Co-operative Model (IPHCM) possibly has a comparative advantage in its design and operation and therefore can be implemented as an alternative model to address these issues in contemporary affordable public housing schemes in Malaysia. The findings also offer guidelines to government officials and managers of public housing schemes to implement the IPHCM model that can help in reducing the financial burden on low- and middle-income households, improving maintenance work and enforcing effective management practices with residents’ participation.

Research limitations/implications

The paper is limited to develop a new Shariah-compliant affordable public housing model. The paper presents a design and defines the underlying Shariah concept and contracts and their working mechanisms in the proposed model. The paper has not considered other related areas in the development of IPHCM model including Shariah and subject matter expert’s perspective, consumer behavioural intention, legal and regulatory requirements.

Originality/value

The paper has relevance for policymakers and government institutions offering affordable public housing schemes to ensure successful deliverability of sustainable and affordable public housing for low- and middle-income households in Malaysia.

Abstract

Purpose

This paper seeks to describe the development of an annual National Housing for Older People Awards scheme, to celebrate innovation in extra care housing, using a card game between residents to gather views on the services they receive. The approach, based entirely on residents' views, has been further developed into a Resident Consultation Service and is suitable for both general retirement housing and housing‐with‐care schemes.

Design/methodology/approach

As a case study of development practice, the paper is based on the first‐hand knowledge of the development team. It relates this development to the broader UK policy context which now requires older persons' accommodation services to develop a range of consultative approaches, and highlights the importance of including informal, scheme‐based and social opportunities for residents to share their views – especially for those who may be frail.

Findings

The card game approach is informal, resident‐led, allows for group discussions and group scores and scoring by individuals, and provides meaningful comparisons with other schemes regionally and nationally. In the absence of formal evaluative research, the feedback from service users is that the card game, combined with the awards nomination and ceremony, is an enjoyable and effective means to elicit their views, with minimal input from the service provider agencies.

Practical implications

The card game offers an enjoyable and engaging, but low cost means of providing essential feedback to service providers in housing with care and support. The awards approach takes this further, as a means by which current older residents can now provide benchmarking quality information for future potential residents across the country.

Originality/value

This is the first paper of its kind to describe the development of the awards scheme, the Resident Consultation Service, and the card game itself. As an example of empowering practice, it will be of interest to supported accommodation services and any others working with older persons, or other comparable resident groups, to encourage them to give their views individually and collectively on the services they receive, and to celebrate the successes of good services.
