Abstract
Purpose
Although the Singapore model of ethnic integration through its public housing programme is well known, the formula for replicating its success elsewhere remains underexplored. This study aims to identify the criteria for successful transplantation, specifically by identifying the housing tenure types that are most amenable to the implementation of the Singapore model.
Design/methodology/approach
Through a comparative study of two common law jurisdictions – Singapore and England – this article highlights the differences in their housing landscapes and how such differences impact upon the adoption of ethnic integration policies through housing. The article also unpacks, through a cross-disciplinary lens, the concepts of public housing and housing tenures, drawing heavily on socio-legal and housing literature.
Findings
The authors observe that the implementation of ethnic integration policies is best justified and most easily achieved in leasehold estates that exhibit a strong tenurial relationship with the state retaining a more than notional role. Public housing in Singapore being an exemplar of this model, the implementation of its ethnic integration policy is relatively straightforward. By contrast, the shrinking public housing sector in England means that adoption of a similar policy would have limited reach. Even then, the political–legal environment in England that promotes home ownership is potentially hostile to the adoption of such policy as it may be seen as an infringement of private property right.
Originality/value
The cross-jurisdiction comparison is supplemented by an interdisciplinary analysis that seeks to bridge differences in the categorisation of tenure in housing and law literatures so as to promote cross-disciplinary dialogue.

Abstract
Purpose
In India – the largest democracy and second most populated country globally – the housing research domain is relatively under-researched and under-theorized. To support and advance research in this domain, this study aims to form and organize the repository of extant academic knowledge in the subject matter of housing research in India.
Design/methodology/approach
This study uses a scoping review methodology and a thematic analysis method. All the articles analyzed in this study were systematically searched by following the scoping review approach proposed by Arksey and O’Malley (2005). An initial search found 365 articles and finally, 108 articles that met the inclusion criteria were analyzed using the thematic analysis method.
Findings
The data extracted from these 108 articles were analyzed using thematic analysis to arrive at four thematic areas, namely, housing policy, slum housing, housing finance and affordable housing. These thematic areas and 11 sub-themes present under them were used to present a thematic map of housing policy research in India.
Practical implications
This paper contributes to presenting an up-to-date literature review of the housing policy research in India.
Originality/value
To the best of our knowledge, this scoping review focused on housing research in India is the first of its kind. We hope that this study provides a repository of extant research on housing research in India to help current and future researchers.

Abstract
Purpose
Housing is an essential element in the dynamics of urbanization. One of the main reasons for urbanization is population growth. As the population grows, the need for housing also increases. Therefore, the purpose of this study is to examine the links between housing policies and plans and demographic issues in Iran.
Design/methodology/approach
The research has been conducted using the qualitative method. First, 14 main indicators of the population that occurred over the past 40 years have been extracted. To investigate the role of demographic indicators in seven main housing plans and policies in Iran, 30 indigenous housing experts have been interviewed. A criteria-based sampling method has been used in this research.
Findings
The results of this study show that demographic developments have been neglected in the formulation of Iranian housing policies and plans. It is also worth noting that the lack of attention to demographic issues a main reason for the failure of housing policies in Iran.
Practical implications
As an important implication, the present paper revealed that the mere submission of planning to the economists has been associated with an unpleasant consequence in Iran, and now, it is time to use various expertise and sciences in this important process, as well. Certainly, the use of other sciences such as urban planners contribute greatly to the housing promotion of plans.
Originality/value
In the present research, the relationship between housing and population changes has been investigated because of the significance of the housing sector in Iran besides the problems in the implementation of housing plans.

Abstract
Improving quality of life for older people calls for public policy initiatives that have a positive impact on the determinants of quality of life. This paper presents a review of current social welfare, housing and health policy in the Republic of Ireland relevant to older people and policy areas that are of particular relevance to the determinants of quality of life identified in the literature. The state pension, on which older people are heavily reliant, constitutes the main focus of social welfare cash payments. However, a general practice of marginal increments that fail to take adequate account of inflation and costs of living can leave older people living on the margins of society. In relation to housing policy, there is a need for improved policy implementation regarding housing maintenance and facilitating home comfort in the older population. Overall, greater consideration for the housing needs of older people in general and social housing needs in particular are required. Since 1988 a preference for community over institutional care has persisted throughout Ireland's health policy documents, although gaps between policy aspiration and implementation measures continue to be highlighted. Future policy needs to focus on the creation of enabling environments for social participation and in the optimising of opportunities for physical, social and mental well‐being. The review underscored the absence of a rights‐based approach in policy‐making to date and the need for substantial capacity building to be undertaken among older people themselves.

Purpose
The purpose of this paper is twofold: first, it derives the optimal loan-to-value (LTV)-ratio for a mortgagor that maximizes the return to home equity when considering the capital structure of housing investment. Second, it analyses the demand-side contribution to mortgage market variability across monetary policy regimes.
Design/methodology/approach
The paper endogenizes both the relation between the LTV ratio and the mortgage rate and the relation between LTV and the rate of appreciation. When we consider LTV-variance and the demand-side contribution to mortgage market variability, three stylized regimes is considered.
Findings
The paper finds an intuitive ranking of the optimal LTV-ratios across regimes, and the optimal LTV-ratio peaks during a housing boom. When, however, monetary policy ignores asset inflation the demand-side contribution to market variability is highest during normal market conditions. Hence, there is a potentially hump-shaped relation between the risk exposure of individual mortgagors and the demand-side contribution to mortgage market variability.
Originality/value
The paper finds a potentially hump-shaped relation between the risk exposure of individual mortgagors and the demand-side contribution to mortgage market variability, which, to the best of our knowledge, is novel. The paper shows how macro-prudential and monetary policy are complementary tolls for preserving financial stability.

Purpose
The purpose of this paper is to compare homelessness policies in Portugal and Greece.
Design/methodology/approach
After a brief overview of the relationship between welfare regimes and homelessness, the characteristics of homelessness policies within the South-European regime are studied. Subsequently, by employing empirical data, a comparison between the homelessness policies of these two countries is attempted through three axes of analysis: the historical emergence of homelessness policies; the impact of the memoranda, as a series of fiscal measures associated with welfare retrenchment, on the deterioration of homelessness; and the characteristics of the social policies being developed.
Findings
It is noted that the two countries consolidate a residual social intervention model that fails to address homelessness adequately.
Originality/value
This is the first attempt to compare homelessness policies between Portugal and Greece.

Abstract
The purpose of this chapter is to analyze the evolution in the provision of public services’ delivery, with a specific focus on housing policies. New practices are being implemented, thanks to the cooperation of the public sector, private, and nonprofit actors. Rather than just providing assistance to households with income levels falling below specific thresholds, social housing addresses the broader and more complex areas of vulnerability that affect several categories, such as single parents, young students and professionals, and temporarily unemployed people. Co-production also comes into the picture, since many social housing projects require that beneficiaries contribute to the implementation of the project itself, for example by managing the buildings and common areas or by creating communities.
The chapter will start from considerations on the emergence of new housing needs. It will then review the literature on the concept of co-production of public services and provide a definition of social housing. Then, examples of social housing will be analyzed based on specific criteria derived from the literature and the theoretical framework. The methodology is qualitative and based on descriptive case analysis.
The chapter analyzes the evolution of public housing policies by taking into account the social and economic changes that have determined greater and more complex areas for public intervention, adopting a twofold approach of partnership and collaboration between the three sectors, and of co-production of public services by directly engaging the users.

Abstract
Purpose
This paper aims to examine housing need for older people and people with dementia, with reference to Scotland. This paper also examines policy responses and tensions arising from such need and looks critically at the evidence of care needs and what older people want in relation to later life conditions, including dementia.
Design/methodology/approach
Taking the Being Home: Housing and Dementia in Scotland report (2017) as a baseline descriptor, the authors have collated evidence from a range of sources to help them examine what has changed in terms of policy, practice and population ageing. Set against this backdrop, using desk-based analytical methods, the authors interrogate existing planning processes and systems in Scotland.
Findings
Scottish Spatial Planning has a policy blindness on the overwhelming evidence of the housing needs derived from an ageing population. Policy focus is geared towards the amount of housing supplied, rather than appropriate types of housing, leaving older people with little choice of suitable accommodation. A key area to improve is in establishing greater co-operation and policy synthesis between health, social, housing and planning functions. Broad policy ambition must be transferred into detailed reality for older people and people with dementia to benefit.
Originality/value
The integrated approach and in-depth analysis, linked to planning policy and housing need, is highly original and much needed.
