Abstract

Purpose

To reduce rates of homelessness, recent efforts have been directed toward developing non-conditional supported housing programs that prioritize the delivery of housing support and individual services, without tenancy conditions (i.e. maintaining sobriety and adhering to mental health treatment). As promising as these programs are, findings generally show that while housing stability is improved, other individual outcomes remain largely unchanged. No review to date has synthesized the collective evidence base of non-conditional housing programs, rather the focus has been on specific programs of delivery (e.g. Housing First) or on specific population groups (e.g. those with mental illness). The purpose of this paper is to evaluate the extent to which non-conditional housing interventions improve housing and well-being outcomes for all persons.

Design/methodology/approach

A systematic search of the literature was conducted for randomized controlled studies that evaluated the effectiveness of a non-conditional housing intervention in improving housing and health outcomes among any participant group.

Findings

A total of 31 studies were included in this review. Non-conditional supported housing programs were found to be most effective in improving housing stability as compared to health and well-being outcomes. Policymakers should consider this when developing non-conditional supported housing programs and ensure that housing and other health-related outcomes are also mutually supported.

Originality/value

This is the first review, to the authors’ knowledge, to synthesize the collective impact of all non-conditional supported housing programs. The current findings may inform the (re)design and implementation of supported housing models to prioritize the health and well-being of residents.

Abstract

Purpose

The purpose of this paper is to provide rationale, methodological guidance and clarity in the use of case study designs and theory driven approaches to evaluation of interventions to end homelessness.

Design/methodology/approach

Using an evaluation of a transitional shelter program aiming to support permanent exits from homelessness as an example, the authors show how case study designs and theory driven evaluation is well suited to the study of the effectiveness of homelessness interventions within the broader socio-political and economic context in which they are being implemented.

Findings

Taking account of the context as part of program evaluation and research on homelessness interventions moves away from blaming programs and individuals for systemic failures to better understanding of how the context influences successes and failures. Case study designs are particularly useful for studying implementation and the context which influences program outcomes. Theory driven evaluations and the use of realist evaluation as an approach can provide a broader understanding of how homelessness interventions work particularly for whom and under what conditions. These methodological and theoretical approaches provide a consistent strategy for evaluating programs aimed at ending homelessness.

Originality/value

There is a need for greater capacity in the homelessness sector to apply approaches to evaluation that take into account the broader socio-political and economic context in which programs are being implemented. Through the use of a case example, the authors provide guidance for application of case study design and theory driven approaches as a strategy for approaches programs aimed at ending homelessness.

Abstract

Purpose

The purpose of this paper is to provide an overview of the economics of providing well-located housing in the inner city of Cape Town. The paper emphasises the need to maintain an appropriate balance between the viability and affordability of the product offered to the market and overcoming the value versus cost challenges. While developers have limited influence over value, they do have influence over cost structures through the development approach that is chosen. Moreover, local authorities influence the viability of projects through standards and regulations. The conclusion drawn from the research has considerable implications for the formulation of market-driven housing policy interventions.

Design/methodology/approach

In addition to the review of urban economics theory and the literature on the drivers and costs of inner-city, higher-density residential development, a series of interviews with inner-city residential developers was conducted to access current property development cost data and to identify the parameters that determine the viability of inner-city, high-density residential development.

Findings

Cape Town, like other South African cities, suffers from being inefficient and inequitable largely due to its low density and sprawling nature. As a result, most planning- and housing-related policy interventions advocate the provision the higher-density, more affordable residential housing in well-located areas such as the inner city. However, to date, these policies have, on the whole, been unsuccessful in achieving these outcomes. This paper argues that this is because these policies largely do not take urban economics into account and fail to address the value versus cost tension that needs to be overcome to allow for the provision of such accommodation. Based on the viability calculations provided, the research illustrates the main cost drivers associated with higher-density, inner-city residential development and makes certain recommendations as to how these cost barriers can be reduced.

Research limitations/implications

Financing arrangements and taxation implications have not been accounted for as these are often specific to the developer and thus cannot be generalised.

Practical implications

The solutions put forward by the paper offer lower-income households the ability to successfully compete with higher-income households and other land uses for well-located space in Cape Town’s inner city.

Social implications

The findings of this research illustrate the type of interventions that the public and private sectors can consider to improve the viability and affordability of affordable housing units in city centres located in emerging countries.

Originality/value

While traditional urban economic concepts are drawn upon, the paper contributes to addressing the challenge of providing higher-density, more affordable accommodation in South African inner cities. It does this by applying these well-known concepts to the inner city of Cape Town and draws on current data and developer views to accurately diagnose the problem and, in turn, to offer pragmatic solutions.

Abstract

Purpose

This paper aims to present an overview of the current state of evidence on the effect of housing circumstances, and housing‐related interventions, on adult mental health and well‐being. It covers the entire range of health from chronic illness to positive thriving, and both individual and community‐level/public health.

Design/methodology/approach

The paper is based upon a purposive review, commissioned originally for the UK Department of Health; and therefore is selective in giving priority to research relevant to public policy considerations, and to the UK context. Research with a variety of methodological foundations is considered, where robust enough by its own standards.

Findings

The available evidence gives conditional support to policies accentuating empowerment at individual and community levels; early intervention; locality or place‐based interventions; and integrated working practice. The complexity of methodological issues emerges as a key challenge for research in this field, and for the prospect of evidence‐based national policy. Meanwhile local knowledge and interpretation of data in context may be more reliable than context‐blind studies.

Research limitations/implications

Where “hard evidence” is unavailable, reports of the lived experience of individuals and in communities remain a legitimate basis for policy and commissioning.

Originality/value

This appears to be the first attempt in print to cover such a wide canvas in one overview.

Abstract

Purpose

The purpose of this paper is to compare homelessness policies in Portugal and Greece.

Design/methodology/approach

After a brief overview of the relationship between welfare regimes and homelessness, the characteristics of homelessness policies within the South-European regime are studied. Subsequently, by employing empirical data, a comparison between the homelessness policies of these two countries is attempted through three axes of analysis: the historical emergence of homelessness policies; the impact of the memoranda, as a series of fiscal measures associated with welfare retrenchment, on the deterioration of homelessness; and the characteristics of the social policies being developed.

Findings

It is noted that the two countries consolidate a residual social intervention model that fails to address homelessness adequately.

Originality/value

This is the first attempt to compare homelessness policies between Portugal and Greece.

Abstract

Purpose

The purpose of this paper is to examine the impact of integrated rural development scheme on livelihood and rural housing condition in selected rural areas in Osun state. This is prompted by the need to develop effective strategy for improving the rural housing condition in Nigeria.

Design/methodology/approach

The impacts of the scheme were measured through survey of 344 participants obtained from 28 active communities out of the 36 communities’ coverage by Rural Development Programme of Justice Development and Peace Makers’s Centre through a multi-stage sampling. Both qualitative and quantitative data were obtained from the respondents. The data were analyzed through descriptive statistics, frequency distribution, correlation and regression analysis.

Findings

The result revealed that the mode of operation of the integrated scheme is to educate farmers on best farming practices. The integrated scheme had contributed positively to the livelihood of the respondents by providing stable source of finance than any other available finance source options, and it increased assets and skill acquisition and ability to have more combination of livelihood options as a result of the intervention. In addition, the number of respondents without personal accommodation also decreased at a significant proportion after the intervention. Also, notable numbers of respondents have increased access to domestic housing facilities such as, well, pit toilet and electricity. The result of the correlation analysis showed further that respondents with more livelihood assets and larger household size most often have a better housing condition, whereas the regression analysis revealed that change in the household size and change in livelihood assets lead to change in the housing condition. The paper suggest that integrated scheme could be used as a self-financing strategy for both qualitative and quantitative improvement of rural housing in Nigeria if the scheme enjoys the requisite government support in terms of adequacy of finance and more government agency participation for wider coverage.

Originality/value

The paper is one of the pioneering studies in Nigeria.

Abstract

Purpose

The purpose of this paper is to compare approaches to policing and addressing offending and anti‐social behaviour in public housing in New York City and UK cities and to discuss whether the different rationales and techniques deployed may be effective in reducing recidivism.

Design/methodology/approach

The paper is based on qualitative research undertaken in New York City in 2008 and a series of studies (comprising qualitative and quantitative methods) conducted in the UK for national government departments, local authorities and registered social landlords. The research included analysis of documents and statistics, interviews with policy makers, practitioners, tenants and offenders.

Findings

The research established that, in addition to some similarities in approaches, there were significant differences in the policing of public housing and the role of housing in reducing recidivism between New York and UK cities. These included the stronger identification of housing as an element in influencing offending in the UK, key roles for social landlords and housing‐based techniques of governance aimed at intervening in offending households.

Practical implications

The research suggests the need to retain a focus on housing circumstances as a key determinant of both offending behaviour and as a mechanism for reducing recidivism.

Social implications

The research indicates that reducing recidivism within public housing populations requires the provision of intensive interventions and support services.

Originality/value

The paper provides an original international comparative analysis of public housing‐based approaches to addressing offending and recidivism.

Abstract

Purpose

The past century and a quarter can be divided into three successive eras for homeownership policy characterization. For the first four decades, the federal government pursued a laissez-faire policy that left housing issues to the individual states and private markets. For the next six decades, the federal government implemented a policy created as part of the Roosevelt New Deal program. Finally, the Clinton administration discarded the New Deal policy in favor of a more aggressive policy that has continued to the present day. The purpose of this study is to compare the performance of the respective policies.

Design/methodology/approach

The study introduces two metrics. The first metric, based on government homeownership rate data, enables comparison of the laissez-faire and New Deal policies. The second metric, based on financial frictions in the mortgage market, enables comparison of the New Deal and Clinton policies.

Findings

Analysis based on the first metric suggests the New Deal policy was successful in meeting its macroeconomic objectives and was more effective overall than the laissez-faire policy. Analysis based on the second metric suggests the New Deal policy was also more successful in both respects than the Clinton policy.

Practical implications

The findings suggest that the Clinton homeownership policy was the primary driver behind the recent US housing crisis and that vulnerability in the secondary mortgage market created by the Clinton policy represents systemic housing market risk.

Originality/value

The study introduces simple analytical tools to address problems related to systemic risk in the US housing and housing finance markets due to homeownership policy.

Abstract

Purpose

The purpose of this paper is to introduce a Central-European perspective into the international discussion of the participatory place-making. The research focuses on the renewal of the large prefabricated housing estates, dominant type of urban housing in the area where after the privatisation process resident-owners own only a so-called floating plot under their block. In total, 80 per cent of the land of the whole neighbourhood remains public. The question is how participatory place-making works in this specific urban, social and cultural situation?

Design/methodology/approach

By introducing the topic from a theoretical point of view, the study is based on research conducted in Budapest’s Újpalota Housing Estate. Fieldwork, project analysis and interviews uncover the complexity of this Hungarian case where appropriation of residents, municipality and European social regeneration projects are simultaneously present with different types of participatory methods.

Findings

The majority of real changes in Újpalota – as well as in housing estates of post-Communist countries in general – are led by individual or common appropriation that sometimes becomes convincing participation. This informal transformation of the built or natural environment can create a small sense of place everywhere. At the same time, it can work against the architectural and urban character of a neighbourhood or a building, rendering a feeling of disorder.

Originality/value

The paper based on this Hungarian case shows that the real culture of participatory place-making is still missing in post-Communist context, and despite some good examples, the majority of people are inactive, waiting for changes to be made by leaders.

Abstract

Purpose

Homelessness is a colossal issue, precipitated by a wide array of social determinants, and mirrored in substantial health disparities and a revolving hospital door. Connecting people to safe and secure housing needs to be part of the health system response. The paper aims to discuss these issues.

Design/methodology/approach

This mixed-methods paper presents emerging findings from the collaboration between an inner city hospital, a specialist homeless medicine GP service and Western Australia’s inaugural Housing First collective impact project (50 Lives 50 Homes) in Perth. This paper draws on data from hospitals, homelessness community services and general practice.

Findings

This collaboration has facilitated hospital identification and referral of vulnerable rough sleepers to the Housing First project, and connected those housed to a GP and after hours nursing support. For a cohort (n=44) housed now for at least 12 months, significant reductions in hospital use and associated costs were observed.

Research limitations/implications

While the observed reductions in hospital use in the year following housing are based on a small cohort, this data and the case studies presented demonstrate the power of care coordinated across hospital and community in this complex cohort.

Practical implications

This model of collaboration between a hospital and a Housing First project can not only improve discharge outcomes and re-admission in the shorter term, but can also contribute to ending homelessness which is itself, a social determinant of poor health.

Originality/value

Coordinated care between hospitals and programmes to house people who are homeless can significantly reduce hospital use and healthcare costs, and provides hospitals with the opportunity to contribute to more systemic solutions to ending homelessness.
