Abstract

The aim of this research is to investigate the effects of land supply (LS) and lease conditions on the housing market. It tests whether there exists a relationship: between LS and housing price, between development conditions in government land leases and housing supply, and to what extent these development conditions affect Hong Kong's supply, of private residential flats. This paper focuses on examining the supply side of private housing in Hong Kong, whilst limiting the investigation on how LS and development conditions affect the supply of the private residential property market. The findings of this study bring additional knowledge on a different form of government control over the land market. First, an overview of Hong Kong's housing supply situation is presented. An understanding of Hong Kong's housing situation generates an underlying rationale for this study. In order to understand Hong Kong's land tenure system, Section 2 provides a brief background of the establishment of Hong Kong's leasehold tenure system. Section 3 develops the research framework within which to provide a global synopsis of literature (relating to the effects of leasehold land tenure system, governmental land regulation, development/land use control, and restricted LS on the housing market) and theoretical models for the analysis of LS and lease conditions. Following the analysis of findings, the concluding section presents recommendations for policy change.

Abstract

The purpose of this study is to understand what health and safety hazards low-income households are subject to by surveying the real conditions of the defective housing of low-income households, and to find improvement strategies. For this purpose, we visited the concentrated areas of the multi-dwelling unit (MDU) (also known as multi-family residential) housing in Jungwon-gu and Sujeong-gu in Seongnam City, Kyunggi-do, one of the representative areas in Korea with a massive distribution of the low-income class. Based on the survey data, the level of housing defects were comparison analyzed per income decile (decile 1, decile 2, deciles 3–4), and per housing location, in the categories of subsidence, cracks in the wall, delamination, water leakage/infiltration, condensation, and contamination. The housing condition per income class was more defective in the decile 2 households rather than in the decile 2 households, and in the substructure more than in the superstructure. Among the six defects, contamination problems, caused by sub-standard living conditions, were the most frequent cases. Structural defects, subsidence and cracks in the wall, were found in the main living areas—the bedrooms and the living rooms. It was confirmed in this study that the conditions of low-income housing are serious, and that it is necessary to explore specific countermeasures in the near future.

Purpose

Housing quality across the life course is an important health determinant. The purpose of this paper is to profile the current housing conditions of older adults in Ireland, and to investigate the association between housing conditions and heating problems and two types of non-communicable diseases: respiratory health problems and bone and joint conditions.

Design/methodology/approach

Data are from the Healthy and Positive Ageing Initiative Age-friendly Cities and Counties Survey, a random-sample, population representative survey of 10,540 adults aged 55 and older collected in 2015–2016. Mixed-effects logistic regression analysis was used to investigate the association between poor housing (leaks, rot and damp) and poor heating (unable to keep the home adequately warm) and the likelihood of having a respiratory health problem or a bone or joint condition. Results are reported as odds ratios with 95% confidence intervals.

Findings

Overall, 10.2 per cent had poor housing and 10.4 per cent had poor heating. Poor housing and poor heating were strongly associated with respiratory health problems and there was a strong association between poor housing and bone and joint conditions. These associations were not explained by health behaviours or socio-demographic characteristics.

Originality/value

Despite a number of publicly funded schemes available to assist in upgrading and maintaining housing, a considerable number of adults aged 55 years and older continue to report problems which are associated with an increased likelihood of respiratory health problem and bone and joint conditions and present a considerable threat to healthy ageing in place.

Purpose

Customization is a paradox in architecture, providing necessary modernization for buildings but potentially damaging their architectural integrity. In this paper, the authors introduce the Inhabitant-Driven Customization approach for avoiding this paradox; this approach lets inhabitants design the customization from options created by architects that safeguard architectural rules. As a first implementation of the Inhabitant-Driven Customization approach, the MyChanges tool is presented. The authors assess whether the approach avoids the customization paradox by a qualitative stakeholder evaluation of the MyChanges tool and by a comparison of the Inhabitant-Driven Customization approach with existing approaches to housing customization.

Design/methodology/approach

MyChanges is a shape grammar-based design tool developed to enable inhabitants of the Álvaro Siza Vieira Malagueira housing complex to customize their houses in accordance with the architectural language of the complex. In this study, the authors qualitatively evaluated MyChanges with architects and other professional stakeholders. MyChanges is used in this paper to assess if the Inhabitant-Driven Customization approach avoids the paradox of customization. The initial reception of MyChanges produced diverging outcomes, suggesting that Inhabitant-Driven Customization is also unable to avoid the customization paradox. For analyzing this possibility further, this paper describes the main existing approaches to housing customization, including the Inhabitant-Driven Customization approach, formulates nine conditions for these approaches, and provides a qualitative comparative assessment of the approaches.

Findings

The customization paradox is demonstrated in the outcomes of the interviews with professional stakeholders on the MyChanges customization tool for the Malagueira housing complex. An argument is given that makes plausible that the Inhabitant-Driven Customization approach avoids the customization paradox by creating a co-design process in which inhabitants and architects alternately shape customization.

Originality/value

The originality of this paper lies in the introduction and discussion of the paradox of customization in housing. The paper identifies the conditions advanced in architecture for assessing housing customization approaches. Additionally, the authors propose a new customization approach and a design tool that to a large extent fulfills those conditions and avoids the customization paradox.

Abstract

Despite the significant amount of time that children spend in the home, relatively little attention has been paid to the direct impact of housing conditions on children's development. A literature review of over 100 research studies was undertaken to examine evidence of a ‘housing effect’ on children's health, learning, safety and behaviour. The results found strong evidence of a relationship between poor housing conditions and children's health and some evidence that growing up in sub‐standard housing affects children's performance at school. While children's safety is clearly linked to the quality of their home environment, further research is necessary to understand the apparent link between poor housing conditions and children's behavioural problems. The review suggests that growing up in poor housing has a profound and long‐term effect on children's life chances and that public policy should play closer attention to this relationship. Nevertheless, the volume of high‐quality research in this area is surprisingly limited and there is a need for more comprehensive studies.

Abstract

It was not until the late 1960s that housing attracted much attention from academic social scientists. Since that time the literature has expanded widely and diversified, establishing housing with a specialised status in economics, sociology, politics, and in related subjects. As we would expect, the new literature covers a technical, statistical, theoretical, ideological, and historical range. Housing studies have not been conceived and interpreted in a monolithic way, with generally accepted concepts and principles, or with uniformly fixed and precise methodological approaches. Instead, some studies have been derived selectively from diverse bases in conventional theories in economics or sociology, or politics. Others have their origins in less conventional social theory, including neo‐Marxist theory which has had a wider intellectual following in the modern democracies since the mid‐1970s. With all this diversity, and in a context where ideological positions compete, housing studies have consequently left in their wake some significant controversies and some gaps in evaluative perspective. In short, the new housing intellectuals have written from personal commitments to particular cognitive, theoretical, ideological, and national positions and experiences. This present piece of writing takes up the two main themes which have emerged in the recent literature. These themes are first, questions relating to building and developing housing theory, and, second, the issue of how we are to conceptualise housing and relate it to policy studies. We shall be arguing that the two themes are closely related: in order to create a useful housing theory we must have awareness and understanding of housing practice and the nature of housing.

Older people (particularly 75 years+) are the main users of health and social care services. They are also the age group most likely to occupy non‐decent homes. Government health and social care policy is increasingly focused on enabling more older people to remain living independently in their own homes and on delivery of care ‘at or closer to home’. This article considers how greater recognition of the negative impacts of poor‐quality and inappropriate housing on older people's health and well‐being, combined with targeted housing repair and adaptation assistance, could contribute to achieving a range of current health and social care objectives, including enabling older people to live independently in mainstream housing and better management of chronic health conditions.

Abstract

Purpose

The inadequacy of regulations, the uncertainty of the quality of houses produced and the needs of users all highlight the need for a house analysis in Turkey. The goal of this study is to understand housing quality in Turkey based on the gap between expectations and existing housing stock, to identify the main housing expectations and the problematic issues in the current housing situation.

Design/methodology/approach

The authors designed a survey using the quality indicators of several well-known housing quality assessment tools to reveal residents' housing preferences and current housing situation in Turkey. The authors analyzed the survey results to identify the gap between housing preferences and existing conditions to reveal the housing quality of Turkish housing.

Findings

Overall results show that residents in Turkey, regardless of their demographics, want and need better houses. It was determined that physical conditions, safety, aesthetics and accessibility are the issues for which the expectations of the participants are high and the lack of which is most felt.

Originality/value

This paper reveals the residents' perspective on housing and their housing quality. It emphasizes the need for more research on housing quality, the need for updated regulation and necessity of a housing quality assessment tool in Turkey.

Abstract

Purpose

Housing policies in India (last modified in 2017) define “affordable housing” on three main parameters – income of the target group, dwelling unit size and house price to income ratio. The Covid-19 pandemic has questioned the robustness of the defining parameters of affordable housing. This paper aims to study the impact of Covid-19 pandemic on housing affordability and adequacy for the urban poor and highlights how one pandemic has directly challenged the practicality of the affordable housing criteria in urban India.

Design/methodology/approach

The study is based on a pilot test conducted through interviews with the consumer group. Furthermore, the affordable housing policies of urban India were studied in conjunction with the pandemic guidelines laid down by the World Health Organization. The consumer responses were analyzed in relation to the policies and guidelines to arrive at the inferences. The secondary case examples of the Dharavi slums in Mumbai and the Savda Ghevra slum resettlement colony in Delhi, along with the findings of the primary survey in the economically weaker section category, are used to formulate the conclusions.

Findings

The pilot test conducted for the target consumer group clearly indicates that (i) the pandemic has severely affected the housing purchase capacity of the target consumer, thereby questioning the “affordability” of housing; (ii) proposed housing solutions are inadequate to enable livability, thereby questioning the “adequacy” of housing; and (iii) proposed housing solutions are inept to accommodate pandemic protocols. The Covid-19 pandemic and the conditions it imposed on the built environment clearly highlight the inadequacy of affordable housing parameters being followed in urban India.

Research limitations/implications

Further research may be conducted on global best practices in housing, which may advise the housing policies in India.

Practical implications

The study suggests key areas that need intervention and modification to make the housing policies more robust and effective.

Social implications

The study explores the social sustainability aspects of housing, which are often considered secondary in policies.

Originality/value

Because housing has a direct bearing on the physical, social and mental well-being of society, it is imperative to find housing solutions that are safe and resilient for a sustainable future. This paper is an original attempt by the author to question and highlight how the current affordable housing solutions adopted in urban India will continue to fail under any external adverse conditions unless modifications are considered in the existing housing parameters.

Abstract

Purpose

Providing student housing designed to support students living with a disability is a global challenge. This study assesses buildings' physical health condition systems and drivers of physical health condition effects on students living with disability (SWD) in purpose-built university housing in Ghana.

Design/methodology/approach

The study used quantitative design and methods based on the theory of supportive design premises. Using the partial least square structural equation model, a survey of 301 students living with a physical disability, mild visual disability and mild hearing disability was collected in 225 student housings.

Findings

The study found that insect control and cleaning services are a priority in off-campus building design and management and directly positively affected the sense of control and physical health of SWD. The nature of lightning systems, noise and thermal comfort directly negatively affected SWD disability learning and discomfort.

Practical implications

Reviewing and enforcing student housing design drawings at the preliminary development stage by university management is critical. More broadly, physical health systems that control cleaning, noise and thermal comfort are essential for SWD health in student housing.

Originality/value

Studies on all-inclusive building designs have consistently focused on lecture theaters and libraries with limited attention on the physical health condition systems in student housing that support the quality healthcare of university campuses. Research on physical health condition systems in student housing is significant for all-inclusiveness and student housing management.
