Abstract

Homelessness has many causes and also is stigmatized in the United States, leading to much misunderstanding of its causes and what policy solutions may ameliorate the problem. The problem is of course getting worse and impacting many communities far removed from the West Coast cities the authors examine in this study. This analysis examines the socioeconomic variables influencing homelessness on the West Coast in recent years. The authors utilize a panel fixed effects model that explicitly includes measures of healthcare access and availability to account for the additional health risks faced by individuals who lack shelter. The authors estimate a spatial error model (SEM) in order to better understand the impacts that systemic shocks, such as the COVID-19 pandemic, have on a variety of factors that directly influence productivity and other measures of welfare such as income inequality, housing supply, healthcare investment, and homelessness.

Abstract

Purpose – This chapter presents information about the residential patterns and reported segregation or discrimination of Latinos in the greater Washington, DC, metropolitan region. The author provides definitions, associated concepts, causes and consequences, selected data findings, and a historical and demographic overview of the Latino population in the region.

Methodology/approach – A literature review of scholarly articles from the social sciences, policy reports, census data, and other public use data, and other publications.

Findings – Data from the Harvard University DiversityData Project (2012) reveals evidence of Hispanic residential segregation throughout the Washington, DC, metropolitan region. In addition, Hispanic children are more racially isolated, have less exposure to Whites, and are more densely populated and residentially clustered in the region.

Research limitations/implications (if applicable) – This chapter does not present new research or original evidence about residential patterns, residential segregation, or housing discrimination among Latinos in the greater Washington, DC, metropolitan region.

Practical/social implications – The prevalence of residential discrimination, segregation and its impact on the restricted residential patterns, social mobility, and isolation of Latinos is a regional and national social problem. The greater Washington, DC, region will continue to receive Latino newcomers who will disperse into areas where they have not resided before. The ways in which they and their families are received and treated by their neighbors can provide context into race relations in a so-called post-racial America.

Originality/value of chapter – The residential patterns of Latinos in the greater Washington, DC, metropolitan region and evidence of the segregation and discrimination they have encountered caution us to examine how segregation perpetuates disadvantage, inequality, racialization, social distance, and other kinds of discrimination. Whether residential segregation is voluntary or involuntary, its remnants are a visceral force that cannot be ignored.

Abstract

Although rental housing has historically maintained a peripheral position within the community-building sphere, the current economic volatility is evidence of how imbalanced housing policy can impact overall stability, particularly among low-income people within low-income communities. Economic and other macro-environmental shifts will have lasting and poignant impacts on low-income geographies; therefore, the state of rental housing within the context of urban neighborhoods will continue to be a critical policy matter. This research explores whether the low-income housing tax credit (LIHTC) program encourages the development of housing with the physical and operational attributes that strengthen low-income neighborhoods. Given the program's growing dominance, this study analyzes whether specific characteristics associated with neighborhood revitalization are prevalent in LIHTC properties located within qualified census tracts. Also examined are the methodologies among nonprofit developers and for-profit developers relative to these development characteristics.

The findings indicate that properties under 50 units are more likely to be located within suburban qualified census tracts. Within the urban core, the results reveal that qualified census tract LIHTC developments are more often serving extremely low and low-income families. The research outcomes also show that nonprofit developers are more likely to serve lower incomes and utilize certified property management agents for these properties. Given the unique needs of urban and suburban low-income neighborhoods and a national environment that portents a growing dependence upon the LIHTC, the findings suggest that both enhanced coordination between state, regional, and local interests and innovation in resource allocation policy are critical to erasing the neighborhood divide that marginalizes low-income people in low-income communities.

Abstract

Cities are continually built and unbuilt (Hommels, 2005), reflecting cycles of investment and disinvestment across space, the machinations of housing and urban policy interventions, and shifting patterns of household need, demand, choice and constraint. The drivers of change are fluid and reflect shifting political, institutional, technological, environmental and socio-economic contexts. Urban landscapes evolve in concert with these changes, but the built environment tends to be defined more in terms of spatial fixity and the path-dependency of physical fabric. Suburban neighbourhoods register this dynamism in different ways as they have flourished, declined and subsequently revalorised over time. Changes initiated through redevelopment, from large-scale public renewal to alterations and renovations by individual owner-occupiers, are long-standing signifiers of reinvestment (Montgomery, 1992; Munro & Leather, 2000; Whitehand & Carr, 2001). Our concern here relates to a particular form of incremental suburban renewal: the increasing significance of private ‘knockdown rebuild’ (KDR) activity. KDR refers to the wholesale demolition and replacement of single homes on individual lots. We are interested in the scale and manifestations of this under-researched process and, in particular, the new insights offered to debates regarding gentrification, residential mobility and choice, and in turn, potential implications for metropolitan housing and planning policy. Our focus is Sydney, Australia.

Abstract

This chapter examines observed regional inequalities and centralization tendencies in Norway. Small, rural, municipalities experienced a favourable population development from 1970 to the mid-1980s. After this, the percentage population growth has been strongest in the largest municipalities/cities, and this tendency has accelerated during the last 10–15 years. Data post-1970 strongly support the reasonable hypothesis that population growth is positively related to centrality. The major source of changes lies within the labour market regions, whereas the changes between the regions are modest. Jobs have not become more centralized than households over the period.

A conceptual model is developed, offering a useful taxonomy of municipalities in three dimensions: the unemployment rate, the employment growth, and housing prices. This provides a classification that contributes to clarify the changes in the urban-rural divide. The discussion demonstrates that distinguishing between different categories is important, since different explanations of centralization and regional disparities call for different menus of policy instruments.

We study the relationship between population growth, unemployment rates, and employment growth in Norwegian municipalities, to distinguish between disequilibrium and equilibrium explanations of the situation in regional labour markets. At a national level our results indicate that neoclassical adjustments dominate weakly over amenity-based mechanisms. However, results from many regions support the hypothesis that amenity-based adjustments are dominant for municipalities within a labour market region. One possible explanation is that the diversity in job opportunities is considered as an amenity. A thicker labour market is better fit to meet the demand of workers with specific qualifications.

Abstract

Purpose

This research examines the effects of health, location, and other factors on receipt of wage income for young heads of households, aged 19 to 25, who lived in HUD-assisted housing and in other rental housing in 2011.

Methodology/approach

This chapter reports results of analyses of the 2011 American Housing Survey, merged with HUD administrative records, available as a public-use file at the U.S. Census Bureau.

Findings

Nineteen percent of young householders in assisted housing and 8% in other rental housing reported less than good health or a disability. Nearly two-thirds of young householders in assisted housing reported receipt of earned income. For respondents in assisted housing who reported good health and no disabilities, logistic regression models suggest that educational attainment beyond a high school diploma, more than one adult in the household, and living in metropolitan areas in the Midwest or West census regions were positively and statistically significant for receipt of earned income. For respondents in both assisted and other rental housing who reported less than good health and/or disabilities, residence in assisted housing or educational attainment beyond a high school diploma were positively associated with receipt of earned income, while residence in the metropolitan South lowered the odds of receipt of earned income.

Social implications

Success of self-sufficiency programs will depend on accommodating the imperatives created by health, disability, and structural impediments created by a market economy.

Originality/value

This is the first analysis of health/disability and other barriers to paid employment that accurately identifies a nationally representative sample of young Millennials in HUD-assisted and other rental housing.

Abstract

Purpose

This chapter examines the primary factors affecting the demand for parking, distinguishing between residential demands and parking at other destinations. The demand for parking relates not only to where people may want to park, but also at what time and for how long.

Methodology/approach

This chapter is largely based on an analysis of the Great Britain National Travel Survey (NTS), over the period 2002–2010. While data on residential parking is straightforward to obtain, extracting data for non-residential parking involves ‘following’ successive trips made by the same vehicle and deriving the duration of parking, using the NTS 7-day trip diary.

Findings

At the home end, the main variations in parking demand are related to housing type and residential density: the issues associated with residential parking are essentially an urban problem. At the destination end, commuting parking dominates because (a) it is the largest single purpose category; (b) with the minor exception of Holiday parking, it has the greatest duration; and (c) the onset of working time is more concentrated than that for other purposes. Nonetheless, at the peak of destination parking activity (around 12 noon), other purposes add about 44% to the base demand due to workplace parking.

The analysis also reveals that only a small percentage of destination parking acts make any payment, and that for those that do, the average is under £2 per stay. On an annual basis, it is suggested that parking consumes about 3% of motoring expenditure but 97% of motoring time (on average).

Practical implications

Residential Parking is only a significant problem at higher densities (above 45 ppHa, say) where the housing types required to support the population density result in competition for on-street parking. For non-residential parking, the dominance of commuter parking causes particular problems both in terms of space provision and its impact on mode choice. Neither form of parking capacity appears to be well managed by current pricing policy, at least on the basis of the British evidence.

Originality/value of paper

To the author’s knowledge, diary travel surveys have not previously been analysed to investigate parking demand. While the technique is most relevant to multiple-day diaries like NTS, the approach opens up the possibility of more extensive analysis of other surveys to reveal the patterns of parking, and duration in particular.
