Abstract

This study explores the historical development of a deprived class in Messina, a Southern Italian city. By means of 85 in-depth interviews and the analysis of the most important phases of the reconstruction following a disastrous earthquake which took place in 1908, the authors investigate the forces that, over the course of a century, shaped the formation process of an “underclass” living in shanties and deprived project areas within the city. The authors’ hypothesis is that the “economy of disaster” and the “shock economy” are not a specific feature of the current period. On the contrary, the elements characterizing the contemporary disaster-related speculative processes were largely active at the very beginning of the past century. This chapter, then, explores the long-lasting social consequences of speculative approaches to the management of disasters, and reflects on the forms of resistance of subaltern populations to an organization of life that started in the aftermath of a remote earthquake, and still affects their living conditions and ways of reproduction.

Abstract

Although a basic need, housing and its development activities impinge on the environment. As part of efforts to promote sustainability, there have been several initiatives since the Brundtland Commission's work in 1987 to minimise the adverse impact of housing development activities on the environment in the developing world such as sub-Saharan Africa (SSA). This chapter explores housing development activities in Ghana within the context of environmental sustainability based on the extant literature. The aim is to examine the state and promotion of environmental sustainability in the housing development sector. The chapter establishes that although there are some efforts to promote environmental sustainability within the housing development sector, uptake of environmental sustainability practices has been less satisfactory due to lack of incentives as stakeholders perceive that environmentally sustainable homes are more expensive than conventional ones. The chapter, therefore, recommends further investigations into the cost and benefit of environmentally sustainable homes as well as other drivers in Ghana to give additional insights to provide the appropriate doses of incentives both contrived and instinctive to drive uptake.

Abstract

Purpose

Based on a case study of conversion of real estate complexes built in Turin at the time of the 2006 Winter Olympic Games into public and subsidized housing, the chapter compares policy goals aimed at producing social mix through the mixing of housing tenure, with actual outcomes and thus identifies possible advantages, challenges, and pitfalls of this kind of intervention.

Methodology/approach

The analysis is based on a survey and semi-structured interviews with residents, in-depth interviews with key actors, and observation of daily interactions in public and shared places.

Findings

Regeneration policies and tenure mix seem to be most effective at preventing neighborhood stigmatization and attract private investments in facility development (area-based effects), but not to be “automatically” a source of mixed social relations and positive role models able to limit socially disapproved behaviors (people-based effects).

Social implications

The practical lesson which can be drawn from this chapter is that the achievement of people-based effects requires long-standing actions which go beyond the construction and allocation of new apartments.

Originality/value

The chapter engages critically with the idea that built environment has deterministic effects on social environment, and social mix resulted from regeneration and housing policies can work as a catch-all solution for activating and rehabilitating human and social resources in the target area. Specifically, we show how these processes require particular organizational and policy conditions that cannot be taken for granted.

Discussions on the implications of power relations among the state, market, and society in urban plans and planning processes are usually centered on urban issues. Studies on suburbanization generally look at suburbs and satellite towns as “spillovers” of high density in the cities, deteriorating conditions of the innercity – particularly in the case of the United States – as well as the longing for living closer to nature. During the twentieth century, both the garden suburb and garden city movements in Britain influenced the planning of new communities overseas. The garden city movement of Ebenezer Howard, emphasizing new and attractive planned towns with their own socialisitic administration, employment, and local facilities, has strong echoes in Singapore's new towns, although the adaptation of the concept in Singapore is more towards the physical landscapes and built greeneries rather than embracing the whole idea of the garden city.

A statutory board is one of the three forms of public enterprise in Singapore which are involved directly or indirectly in economic development. Tan Chwee Huat has defined a statutory board as “an autonomous government agency set up by special legislation to perform specific functions (Tan, 1974, p. 102).” Similarly, Lee Boon Hiok has referred to statutory boards as “a catchall phrase for the statutory bodies which have been established by an Act of Parliament,” which specifies their rationale as well as their rights and powers (Lee, 1975, pp. 38–39).

Abstract

This chapter examines the survival of private property during the early transition to communism in Romania at the intersection of state policies, ideologies, and legal practices. It focuses on petitions contesting urban housing nationalization in the city of Timişoara between 1950 and 1965. I argue that petitions are partially successful acts of microresistance through law that contested the communist regime's concept of private property, played a role in halting further urban housing nationalization, undermined the regime's attempts at building legitimacy through legality, and challenged ideas about legal instrumentalism in a communist system.

This chapter addresses housing policy in England since 2007 and changes in housing opportunities and inequalities. The credit crunch and its aftermath were experienced across the United Kingdom, and speeded the established trend to greater inequality. Many problems identified in England are relevant elsewhere, but the distinctive housing policies adopted in Scotland, Wales and Northern Ireland are not discussed here. The chapter argues that the policy direction adopted since 2010 failed in its ambition to increase housing supply and home ownership and further increased social and spatial inequalities.
