Abstract

Purpose

This paper intends to explore the localist perspectives concerning Hong Kong’s political development. The persistent growth of localists in the polity of the Hong Kong Special Administrative Region (HKSAR) has not only challenged the current political order but also aroused Beijing’s national security considerations. The oath-taking controversies of 2016 demonstrated the strife that now exists between Beijing and the localists in Hong Kong. The purpose of this paper is to analyze the localists’ perceptions of the political decay, legitimacy crisis and reverse democratization in HKSAR to illuminate further their perceptions of Hong Kong’s political development.

Design/methodology/approach

This paper uses the theoretical discussion of the relations between political decay, legitimacy, the legitimacy crisis and reverse democratization as the key analytical framework to understand the localists’ perspective concerning Hong Kong’s political development. Based on an analysis of the localists’ discourse, the implication for the HKSAR regime’s legitimacy and for reverse democratization will be discussed.

Findings

The emergence of the new localists leads to the belief that Hong Kong’s political development is experiencing the reverse of democratization as the government cannot fully absorb the demands made by the general public. The reverse democratization is directly impacting the regime’s legitimacy, but in the HKSAR’s case, the new localists see the root of the problem as stemming from Beijing, that is that the Chinese Communist Party’s legitimacy problem is due to its underdevelopment in the legal, political and cultural spheres. This underdevelopment has weakened the legitimacy of the HKSAR’s administration, especially with regard to political reform, the legal interpretation of the Basic Law, and the influx of immigrants and tourists from the Mainland into the Hong Kong’s society. The China factor, from the Localists’ viewpoint, is at the root of the political decay and the legitimacy crisis in Hong Kong. More significantly, the localists regard the involvement of Beijing in Hong Kong’s affairs as its way to disrupt the autonomous status of the HKSAR. As a result, public discontent has further intensified and created the legitimacy crisis for the HKSAR Government.

Originality/value

This paper is the first academic paper to provide a critical analysis of Hong Kong’s localists’ views regarding Hong Kong’s political development since becoming the HKSAR. In contrast with the existing literature about Hong Kong’s democratization and political development, this paper introduces localists’ views and advocates the idea of “reverse democratization” to explain their perceptions concerning Hong Kong’s political development.

Abstract

Purpose

After the handing over of Hong Kong sovereignty from 1997 and under the “one country two systems” model, the Special Administrative Region's Government initiated new policies of civic education and amended or ignored the old ones. However, it was not until May 2011 that the complete new policy paper was introduced for consultation and then it was passed and issued as national education in April 2012. This article aims to analyze the civic education policy of Hong Kong in the transfer of power after the handing over in the following 15 years.

Design/methodology/approach

This policy analysis describes the preparations for Hong Kong’s future citizens and masters. Theories of citizenship education are adopted for this analysis. Moreover, theories of the state are also applied for more in‐depth understanding. These concepts are helpful to operationalize the contents of the study. It was a historical and comparative method to help to understand and explain the civic education policy of the HKSAR's governance.

Findings

Basically, it can be seen that the policies are anticipatory and responsive. The historical context of Hong Kong helped to make the correspondence with how the government expected to mold its future citizens in order to facilitate and implement their administration and governance.

Originality/value

This paper explores the role of the Hong Kong Government in the initiation and implementation of civic education.

Abstract

Purpose

The purpose of this paper is to explain the evolution of the system of public governance in Hong Kong, the various public sector reforms undertaken over the past two to three decades, and the present quagmire in governance resulting in a looming crisis in public trust and governability.

Design/methodology/approach

The research for the paper is based on opinion polls conducted by the University of Hong Kong Public Opinion Programme, and the findings of government reports, international organizations, official documents of the Hong Kong government, surveys by international and domestic organizations, and media reports.

Findings

The paper shows that the present political configuration of governance in Hong Kong had largely thrived on the pre‐1997 colonial logic of administrative state and government by bureaucracy. Such a system has now become hard to sustain due to rising political distrust and cynicism caused partly by the democratic deficit and the absence of the politics of responsibility. Hong Kong was a pioneer of public sector reforms in the 1980s and 1990s, but such reforms – grounded in the NPM (new public management) logic of management efficiency – no longer suffice to cope with the growing crisis of governability. It is argued that rebuilding trust and governability should be put at the forefront of the governance reform agenda.

Originality/value

The value of the paper is to show that despite good external ratings, the domestic perceptions of the performance of governance might be very different due to internal social and political problems. Administrative and management reforms merely copying external models, without touching on the fundamental and structural issues, are unlikely to forge a common sense of purpose and identity that is needed for sustainable governance.

Abstract

Hong Kong’s public sector reform since the 1990s is not just a continuation of an administrative reform trajectory started in colonial years to modernize the civil service. Although concerns for efficiency, productivity and value for money have always formed part of the reform agenda at different times, an efficiency discourse of reform is insufficient for capturing the full dynamics of institutional change whether in the pre-1997 or post-1997 period. During Hong Kong's political transition towards becoming an SAR of China in 1997, public sector reform helped to shore up the legitimacy of the bureaucracy. After 1997, new political crises and the changing relations between the Chief Executive and senior civil servants have induced the advent of a new “public service bargain” which gives different meaning to the same NPM-like measures

Abstract

Purpose

With a focus on Hong Kong tourism policy, the purpose of this paper is to explain the Hong Kong government’s conundrum in addressing society’s concerns and controversies over the massive influx of mainland tourists in recent years.

Design/methodology/approach

This paper adopts the approach of historical institutionalism, in which the notion of structural-power takes centre stage. It outlines some notable trends in Hong Kong’s tourist arrivals and highlights some of the controversies that have arisen before delving into how existing institutional arrangements and key actors have shaped Hong Kong’s tourism policy amid the city’s shifting social, political and economic contexts.

Findings

The prevalence of business interests and the ideology of economism largely explain the Hong Kong government’s stasis in tackling the problems stemming from the large inflow of mainland visitors. Institutional arrangements in the post-handover period have further empowered the business class, giving it an edge over the unelected executive that lacks a popular mandate. Therefore, even if the central government has signaled its willingness to adjust the Individual Visit Scheme (IVS) policy, the Hong Kong government is unlikely to propose significant cuts to the inflow of IVS arrivals. Without further political reforms to boost the executive’s legitimacy and accountability to the Hong Kong people, it is doubtful that the government may emerge from its predicament in the near future.

Originality/value

Through the lens of tourism policy and planning pertaining to inbound mainland visitors, this paper aims to assess the current state of governance in Hong Kong. It not only offers a timely look into Hong Kong’s political system 17 years after handover but also explores the extent to which apparent dysfunctions in the city’s governance today are a consequence of institutional incongruities in its political system.

Despite an intensified anti-corruption campaign, China's economic growth and social transition continue to breed loopholes and opportunities for big corruption, leading to a money-oriented mentality and the collapse of ethical standards, and exposing the communist regime to greater risk of losing moral credibility and political trust. In Hong Kong, the setting up of the Independent Commission Against Corruption (ICAC) in 1974 marked the advent of a new comprehensive strategy to eradicate corruption and to rebuild trust in government. The ICAC was not just an anti-corruption enforcement agency per se, but an institution spearheading and representing integrity and governance transformation. This chapter considers how mainland China can learn from Hong Kong's experience and use the fight against corruption as a major political strategy to win the hearts and minds of the population and reform governance in the absence of more fundamental constitutional reforms, in a situation similar to Hong Kong's colonial administration of the 1970s–1980s deploying administrative means to minimize a political crisis.

Abstract

Purpose

This article examines the effects and implications of the 2019 social movement in Hong Kong and those of the enactment of the National Security Law (NSL) for Hong Kong for one country two systems (OCTS). It further explores how these factors potentially promote or threaten the intrinsic value of OCTS a normative consensus. It also discusses the factors underpinning the rationale of OCTS as a normative consensus and whether this consensus is inviolable and sustainable.

Design/methodology/approach

This article uses the concept of selective adaptation, especially the element of complementarity to explainthe legal behaviour of the Peopleʼs Republic of China (PRC) in relation to Hong Kong and to examine the effects and implications of the 2019 social movement in Hong Kong and those of the enactment of the NSL for Hong Kong for OCTS. It further explores how these factors potentially promote or threaten the intrinsic value of OCTS a normative consensus. It also discusses the factors underpinning the rationale of OCTS as a normative consensus and whether this consensus is inviolable and sustainable.

Findings

It is still possible and feasible for China and the West to work out a normative consensus to sustain and/or restore the core values of Hong Kong – the rule of law, freedom of expression, and political participation – while accommodating the PRC's political concerns about national sovereignty and security. This intrinsic value of OCTS in terms of seeking complementarity and coexistence between the Western liberal norms of governance and Chinese socialist ideology, should be acknowledged and that the OCTS policy should remain in full force to serve as a normative consensus between China and the West, and the feasibility of this proposed normative consensus rests on the PRC's self-interest.

Originality/value

This is one of the very few original research that applies the paradigm of selective adaptation to explain and understand the legal behaviour and phenomenon in relation to PRC's policy towards Hong Kong.

Abstract

Purpose

This paper seeks to examine changing plan‐making governance processes in Hong Kong and identifies factors leading to the changes.

Design/methodology/approach

Both primary and secondary sources of data were collected. Various stakeholders were interviewed and analysis of Hong Kong planning policies, ordinances and guidelines was undertaken.

Findings

Since the late 1990s, plan‐making in Hong Kong has undergone a major shift in governance from that of an elitist‐led pro‐growth mode to one with more community engagement, environmental consciousness and sustainability. The Southeast Kowloon development scheme played a crucial role in triggering this shift.

Research limitations/implications

The paper focuses solely on one of the three planning systems in Hong Kong, plan‐making.

Practical implications

This paper provides a comprehensive discussion of the changing governing processes of Hong Kong's plan‐making and will be useful for policy‐makers when examining whether ruling strategies are responding well to changing circumstances. It also contributes to the existing governance literature by offering some insights into the nature of governance and the methodologies for studying it.

Originality/value

There is little literature linking governance and urban planning in Hong Kong. The paper offers a useful background and a framework for future studies.

Abstract

Purpose

This paper aims to examine the strategic role of world-class universities and the international academic profession in the regionalisation project of China’s Greater Bay Area (GBA). It illustrates the way in which the case of the GBA regionalisation project offers a potentially rich empirical example for adding contextual understanding to the literature of the Triple Helix model, which largely draws on inductive theorising from western successful innovation cases. The GBA regionalisation processes will provide a wealth of empirical cases for identifying circumstances that address tensions and increase interactions in the Triple Helix relationship of university, government and industry for fostering knowledge synergies.

Design/methodology/approach

Focusing on the case of Hong Kong, it engages in policy and stakeholder analysis and addresses three key research questions: What are the competitive advantages and potential strategic role of Hong Kong's universities and academic profession in the regionalisation of innovation systems in the GBA? What is the role of the governments in the regionalisation processes? What are the expected opportunities and challenges offered by the GBA policy initiatives for the future development of Hong Kong’s universities and academic profession?

Findings

Hong Kong, given its status as an international finance centre and global city with intense internationalisation and established judicial system operated by the rule of law, will contribute to the GBA development by leveraging on its edge in scientific research and development and international networks of academic research through the world-class academic profession. Scientists and researchers in the city, possessing the competitive advantages of basic research and international partnerships, are highly regarded by the central government. The engagement of Hong Kong’s scientific talents, can play an important role in achieving China’s aspiration of becoming a global technology power.

Research limitations/implications

Analysis of this article implies that the GBA concept is currently China’s ambitious but vague economic plan. The opportunities in which key node cities and knowledge/ innovation clusters will capture and capitalise from the regional ‘co-opetitive” ’entrepreneurial ecosystem are still unclear. The future of the GBA regionalisation is so dynamic and open-ended that grounded concepts related to the governance innovation/ discourse of ‘one country two systems’ and social connectedness and capitalisation with Chinese characteristics will help in making sense of the contextualisation of a Chinese regional innovation system and enhancing the sophistication of reconceptualisation of the Triple Helix model.

Originality/value

This article will add to the literature some novel contextualised knowledge about the GBA’s potential triple-helix relationship between government-university-industry in the 21st century. The empirical example of China’s GBA will also shed light on a new understanding of the role of international social capital in the entrepreneurial knowledge economy, dynamics between basic and applied research, and a synergistic interface between regionalisation and national innovation system.

Abstract

Purpose

This study explores the interrelationship between regulatory risks and strategic controls within the financial supervision architecture of an emergent global financial centre of China that embraces innovation as part of its strategic objectives.

Methodology/approach

This paper employs a longitudinal case study approach to examine the institutional dynamics of the key financial regulators in connection with the regulated financial institutions in Hong Kong before and after the financial tsunami of 2008.

Findings

First, this study reveals an organic development of a specialised financial regulatory architecture that resists transforming itself structurally despite the significant impact of externalities. Second, in this post-financial crisis analysis, regulated financial institutions swiftly respond by strengthening their risk controls through compliance with the guidelines imposed by the regulator. Institutional dynamics in influencing the implementation of risk controls through a top-down interactive mechanism are observed. Such dynamic and pertinent rapid responses induce the pursuit of optimal risk management within a regulatory framework.

Originality/value

This paper provides a longitudinal case study to reveal regulatory risks and strategic controls of the global financial centre of China. It unveils mitigating risk control measures in the aftermath of the global financial crisis. The study demonstrates how regulatory institutions strive to take precautionary, coercive measures such that the regulated institutions mimic and implement prudent mechanisms.
