Abstract

Purpose

The purpose of this paper is to investigate how the effects of 8Ps of services marketing affect students’ selection of self-financing sub-degree programmes in Hong Kong. The factors that affect students’ selection of self-financing sub-degree programmes have not been studied in higher education market of Hong Kong. This research is to fill the gap by examining the effects of 8Ps (“Product Elements”, “Price and Other User Outlays”, “Place and Time”, “Promotion and Education”, “People”, “Process”, “Physical Environment” and “Productivity and Quality”) on self-financing sub-degree programmes in Hong Kong.

Design/methodology/approach

The research taken was a quantitative survey of students at Community College at Lingnan University in Hong Kong.

Findings

The results reveal that “Productivity and Quality” is the most important element of 8Ps of services marketing. Accreditation of programmes seeking recognition in Hong Kong and overseas can increase student enrolment. “Promotion and Education” element is the least important element of 8Ps of services marketing. Self-financed higher education institutions should develop strategies to build relationships with the secondary school teachers and counsellors rather than invest money on advertising.

Research limitations/implications

The data were collected from a particular community college in Hong Kong only.

Practical implications

Management can increase student recruitment by allocating minimum amount of limited resources to recruit maximum number of students.

Originality/value

This research adds knowledge to the marketing of higher education in Hong Kong. The management of self-financing sub-degree programmes can use the findings of this research as a reference to develop their marketing strategies.

Abstract

The Government of India’s National Policy of Education 2020 stipulates that in the following five years all stand-alone teacher education colleges will be required to convert to multidisciplinary higher education institutions. This calls for a complete overhaul of the country’s vast, diverse, and age-old system of teacher preparation. Evidence-based policy implementation is thus the need of the hour. This chapter attempts to aid the process by presenting insights from a comparative education research on pre-service teacher education (PSTE) of secondary school teachers at stand-alone teacher education institutions (TEIs) in the Indian city of Mumbai and university-based teacher education in the Chinese city of Hong Kong. Documentary sources, field visits, and 57 interviews form the basis of the findings. The dimensions for comparison include academic freedom and autonomy; pathways to PSTE; linkages of teacher education providers; and role and working conditions of teacher educators. The chapter deduces the core differences in teacher education at stand-alone TEIs vis-à-vis that at a university and draws out implications of shutting down the former. It concludes by laying down a road map for the effective universitization of teacher education in India that will result in genuinely improving teacher quality.

Abstract

This chapter discusses the social mobility and the political consequences of three education events in Hong Kong: the extension of free and compulsory schooling in 1978, the construction of universities after the Tiananmen repression amid popular unrest, and the creation of two-year degree programs after Hong Kong became a Special Administrative Region. The chapter shows the repercussions of these events for civil society organizations and political parties. The chapter first reviews the historical context for state-society relations created by the current Special Administrative Region and the former British Crown Colony. It presents two alternative perspectives on the impact of higher education for civic development and social mobilization, perspectives rooted in neo-functionalist and in neo-Weberian sociologies of education. Next, the chapter discusses the actors and agents of political change in Hong Kong. Inferences are drawn about the social integration of new immigrants from Mainland China, as well as the opportunities for women and for lower-income students, based on analysis of 35 years of Hong Kong Census data (1971–2006). The chapter concludes by raising questions about the future ability of governments and parties to define the postsecondary policy agenda, an agenda that now threatens to escape from government control and become a flash-point of popular mobilization.

Purpose

Most Middle Eastern countries suffer from high rates of unemployment and underemployment among university graduates. This condition is known as overeducation and it is observed in many countries around the world. Two countries, Singapore and Hong Kong, have been able to prevent overeducation. The purpose of this paper is to identify political and institutional factors that have allowed these two countries to succeed.

Design/methodology/approach

The author has relied on published government documents, online short articles and academic publications to collect evidence on higher education policies in Hong Kong and Singapore. The author has also received some valuable insight by e-mail communication with scholars and some government institutions in these countries. In addition, the author has generated tables and charts based on official government statistics from both countries to show the trends in higher education and the labor market outcomes for university graduates.

Findings

First, in Singapore and Hong Kong, the labor ministry and the private sector industries are able to influence the higher education enrollment policy based on economic demand for skilled labor. Second, in both countries, the political leadership is committed to preventing graduate surplus and has enough political strength to resist populist pressures for increasing the enrollment into higher education. Third, both countries have been able to direct a large number of high school graduates to vocational and two-year associate degrees.

Originality/value

Overeducation is a very costly and undesirable outcome that leads to a large amount of wasted investment in human capital. It is very valuable for developing countries to learn about policies that have been successfully used by Singapore and Hong Kong to prevent overeducation because the same policies can be used in the affected countries.

Abstract

Purpose

The purpose of this study is to examine the current state of online sustainability reporting in the Hong Kong higher education sector from a variety of perspectives.

Design/methodology/approach

The multiple case study was the research method for this research. Content analysis of the university website, as well as interview with university management, personnel in the sustainability office, academics and students, were adopted for data collection. An assessment framework for sustainability reporting was developed as an instrument for content analysis, based on G4 guidelines and prior literature.

Findings

The authors observe that most Hong Kong public universities have a specific webpage for sustainability reporting on the website, which consists of an amount of sustainability-related information in terms of general aspects, specific aspects and stakeholder participation. Moreover, they notice that Hong Kong public universities attach importance to sustainability and its reporting, and they would like to communicate their sustainability activities to various stakeholders and the community where they operate.

Practical implications

This paper indicates some practical implications for academics, university management, policymakers and sustainability education amongst universities in Hong Kong and beyond.

Social implications

This paper argues that universities, as a central place to foster talents and future leaders, should operate in a sustainable manner at the first place and then report their sustainability-related activities taking full advantage of the current information and communication technologies, so as to discharge accountability to various stakeholders and meet the expectations of the community where they operate.

Originality/value

This paper uses a multiple case study approach to explore the status of online sustainability reporting at Hong Kong universities, which contributes to limited research in the area, particularly for online sustainability reporting in the higher education institutions, and makes some contributions to the extant literature.

Abstract

Calls for public accountability in higher education are widespread and higher educational organizations are under pressure to demonstrate “value for money” performance. Organizational self‐assessment is one response to the pressure for public accountability but self‐assessment exercises thus far have largely relied on criteria that are both subjective and untested. This paper describes a Hong Kong study that attempted to produce more objective assessment criteria through the development of organizational self‐assessment scales for Hong Kong higher educational organizations. A modified version of the behaviourally anchored rating scales (BARS) procedure resulted in four organizational effectiveness scales capable of producing valid and reliable ratings for higher educational organizations in Hong Kong. The nature of the scales highlighted human resource management issues that are current in Hong Kong higher education and are likely to be relevant to other higher education systems that, in common with Hong Kong, rely largely on public funding.

Abstract

Purpose

The purpose of this paper is to investigate the management competencies required by a Master of Business Administration (MBA) graduate to succeed as a global business manager in an increasingly competitive business environment in Asia.

Design/methodology/approach

This paper analyzes the differences in management competencies of nearly 600 MBA students from 13 universities in Thailand and Hong Kong. In the questionnaire, the MBA students are asked to indicate the levels of the management competencies which they have gained from studying the MBA program.

Findings

The findings indicate that the work competency of the Hong Kong MBA students is significantly higher than the Thai MBA students. The levels of interpersonal competency do not, however, differ significantly between the Thai and Hong Kong students. The findings also show that there are significant relationships between the background variables, e.g. job title and cultural values – namely individual success and social power – and work and interpersonal competencies.

Practical implications

To improve the value of the MBA programs in Thailand, business schools will need to put more emphasis on the work competencies in their curricula. More workshops that actively stimulate work competencies must be emphasized in the Thai MBA programs.

Originality/value

The study of management competencies in Asia representing Thailand and Hong Kong is rare. New management development approaches are proposed for business schools to train their business students to become world‐class global managers.

Abstract

Purpose

The purpose of this paper is to explore the factors that influence internationally mobile students’ decision making regarding their choice to study in Hong Kong and Taiwan.

Design/methodology/approach

The existing literature on student motivation was examined, particularly factors relevant to the two key jurisdictions. Subsequently, a qualitative study was conducted to verify and expand upon these factors.

Findings

This study found a high degree of overlap between the two jurisdictions. However, Taiwan-based students emphasised elements such as the political climate, and the opinion of family, friends and peers, whereas academic quality and the perception of authority figures featured more for Hong Kong-based respondents.

Practical implications

The similarities and disparities between the two jurisdictions provide insights for decision makers, as well as avenues for further research.

Originality/value

This paper builds upon prior research into international student destination choice by exploring students’ decision-making process through qualitative research; thus, highlighting previously unexplored factors.

Abstract

Purpose

The purpose of this paper is to develop a conceptual model to examine key employability skills that match workplace requirements and foster employability.

Design/methodology/approach

This research comprises a cross-sectional study from self-financing institutions in Hong Kong. The current study adopted structural equation modeling to examine key employability skills that match workplace requirements and foster employability.

Findings

Based on the empirical findings, the acquired employability skills of young graduates are entrepreneurship, professional development, work with others, self-management, communication and problem solving. Moreover, higher education institutions should work closely with industry stakeholders to get employers engaged with the work-integrating learning (WIL) programs and subsequently equip young graduates for better employability opportunities. In connection with employer engagement, employability skills of communication, problem solving and self-management would be improved. Furthermore, entrepreneurship and problem-solving skills could further be developed for young graduating students working in SME organizations during WIL.

Originality/value

As a notable gap exists in the current literature to examine young graduates' key employability skills in the context and content of Hong Kong self-financing tertiary education, this research explores key employability skills of self-financed young graduates and the relative importance of employability skills across company size using a quantitative approach.

Abstract

Purpose

Free and open-source software (FOSS) has been used worldwide because of the advantages of user control, cost-saving, flexibility, openness, freedom, more security and better stability. The purpose of this study is to explore the status quo of educational application of FOSS and the trends from international perspectives and its implications for higher education in Hong Kong.

Design/methodology/approach

The method of cluster analysis was used in this study. The Web of Science database was used as the data source and all relevant literature for the year 2010–2020 on the theme of “FOSS” was collected for analysis. The information visualization software CiteSpace was used for citation visualization analysis, revealing the research results of FOSS worldwide, including hot spots and development trends.

Findings

This paper found that FOSS has become an important research area and is playing an important role in the reform and development of education. Meanwhile, the development and application of FOSS have regional imbalances and strong differentiation, including the educational sector. The paper also found that although FOSS has entered the stage of interdisciplinary development, the research and development of FOSS in the field of education is insufficient, which poses a huge challenge to decision-makers, teachers and students.

Originality/value

Implications for higher education in Hong Kong including: attach importance to and vigorously promote FOSS research and practice to benefit more teachers and students; teachers and students need to be trained for acquiring the awareness and skills of FOSS applications and formulate different strategies; the government should provide greater support to formulate and implement a short and middle-term development plan to facilitate the application of FOSS; and Hong Kong higher education institutions may strengthen exchanges and cooperation with counterparts around the world to jointly promote the development of FOSS. It is hoped that the findings will provide a reference for the study and application of FOSS in higher education in Hong Kong.
