Abstract
Purpose
Aims to describe one academic health science center library's experience with expanding reference librarian leadership roles in implementing institutional repository initiatives.
Design/methodology/approach
The institutional repository project development phases are briefly documented. The rationale for selecting reference librarians to lead the initiative and resultant role changes is discussed.
Findings
Reference librarians are strategically placed to promote and administer institutional repository initiatives successfully. The professional challenge rests in reference librarians' readiness to become scholarly publishing change agents.
Practical implications
This case study documents a successful approach to incorporating institutional repository projects into existing library roles in addition to providing new leadership opportunities for reference librarians.
Originality/value
Reference librarian roles in institutional repository projects and the evolution of organizational roles are not addressed in the heavily technology‐ and marketing‐based institutional repository literature.

There is clear recognition of the relationship between social support and mental health (e.g., Kessler, & McLeod, 1985; Turner, 1981; Winefield, 1979), general health outcomes (e.g., Berkman, 1986; Cohen 1988; DiMatteo & Hays, 1981), work stress (Ganster, Fusilier, & Mayes, 1986), burnout (Etzion, 1984), work adjustment, and work performance (e.g., Fisher, 1985; Ford 1985; House, 1981). Despite the clear correlation between support and more positive outcomes in all these domains, the causal mechanisms and nature of the relationships remain a matter of debate and for research to answer.

Abstract
A distinction must be drawn between a dismissal on the one hand, and on the other a repudiation of a contract of employment as a result of a breach of a fundamental term of that contract. When such a repudiation has been accepted by the innocent party then a termination of employment takes place. Such termination does not constitute dismissal (see London v. James Laidlaw & Sons Ltd (1974) IRLR 136 and Gannon v. J. C. Firth (1976) IRLR 415 EAT).

Abstract
Purpose
The purpose of this paper is to systematically and comprehensively review the extant literature on measurement issues in police use of force.
Design/methodology/approach
The current study uses a narrative meta-review of measurement issues in police use of force through a systematic and exhaustive search of several academic databases (e.g. Criminal Justice Abstracts, EBSCO Host, PsychInfo, etc.).
Findings
The current meta-review identified 56 studies that matched the inclusion criteria. These studies examined public and police officer perceptions of use of force, rates of use of force, types of force used, neighborhood contextual correlates of use of force, and severity of force used. A wide variety of approaches were used to measure use of force, and operationalization of use of force was inconsistent across studies. This indicates a need for high-quality research focusing on comparable operationalization of variables, consistency in measurement, and use of more rigorous research techniques. The use of validated measures is essential moving forward.
Practical implications
The practical implications derived from this meta-review indicate a need for future researchers to carefully evaluate the measurement approaches used in use of force studies. The lack of consistency in measurement of use of force research is concerning, and a focused effort is required to validate measures.
Originality/value
The state-of-the-art review on measurement issues in police use of force is the first of its kind. This study comprehensively reviews the literature on measurement issues in police use of force. This study will be useful for those who wish to further explore measurement issues in police use of force issues in policing and those who wish to work toward validated use of force measures.

The current study uses a narrative meta-review of racial disparities in police use of force through a systematic and exhaustive search of several academic databases (e.g. Criminal Justice Abstracts; EBSCO Host, PsychInfo, etc.).
Findings
The current meta-review identified 41 studies that matched the selection criteria. These studies examined public and police officer perceptions of use of force, rates of use of force, types of force used, neighborhood contextual correlates of use of force, and severity of force used. The relationship between race and use of force remains unclear after an examination of these studies. This indicates a need for high-quality research focusing on comparable operationalization of variables and stronger methodologies.
Research limitations/implications
The research implications derived from this meta-review indicate a need for increased research to better understand the intersections of race and police use of force (and the factors that increase the likelihood of force being used more broadly).
Practical implications
The practical implications derived from this meta-review indicate the need for monitoring techniques, such as the use of police body-worn cameras that could serve to deter inappropriate use of force.
Originality/value
The state-of-the-art review on racial disparities in police use of force is the first of its kind. This study comprehensively reviews the literature on racial disparities in police use of force. This study will be useful for those who wish to further explore racial disparities and use of force issues in policing, and for police managers and administrators who want to address concerns related to racial disparities in use of force in their organization.

Abstract
Purpose
Using data from Turkey, this paper seeks to investigate whether relative price changes can help to explain the Phillips Curve relationship between inflation and output.
Design/methodology/approach
Building on work by Ball and Mankiw, the paper includes measures of the variance and skews of relative price adjustment in an otherwise standard model of the Phillips Curve. It employs a bounds‐testing approach based on an ARDL model to establish long‐run relationships. It then uses error correction models to analyze short‐run dynamics.
Findings
No evidence was found for a long‐run relationship between inflation and output. However, a long‐run relationship is in fact found, once the variance and skew of relative price changes are included as regressors. The error correction model implies plausible short‐term dynamics in this case.
Originality/value
This paper combines two distinct literatures, on the Phillips Curve and on the distribution of relative price changes, showing that insights from the latter can be essential in constructing coherent models of the Philips Curve.

Abstract
The report of the Chief Veterinary Officer of the Ministry of Agriculture and Fisheries which records the proceedings taken under the Diseases of Animals Act for the year 1929 has just been issued. It indicates clearly the enormous amount and complexity of the work which devolves on the officers of the Ministry. They may very well say with John Wesley, “ All the world is my parish.” For instance in seven outbreaks of anthrax “ which …. occurred a few years ago,” the cause was found to be infected bone meal used as a manure and imported from an Eastern country (p. 43); another outbreak was traced to beans that had been imported from China (p. 44); again, special measures have been taken, at the instance of His Majesty's Government, by the Governments of Uruguay, Brazil, and Argentine to prevent the introduction of foot‐and‐mouth disease into this country by chilled or frozen meat (p. 46); an outbreak of foot‐and‐mouth disease at Los Angeles, California, led to an embargo being placed on the importation of hay and straw from that State (p. 52); while an outbreak in Southern Sweden led to similar steps being taken (p. 52). It is unnecessary to give further instances, but it is evident that the complexities of modern commerce and the development of rapid means of transport imposes world‐wide duties on the Ministry of a nature that were by no means contemplated when in 1865 the Veterinary Department of the Privy Council—of which the present Ministry is a lineal descendant—was instituted as a result of the outbreak of cattle plague which had ravaged the country. Table I. (p. 94) gives the total number of cattle in Great Britain for the five years 1925–1929 inclusive, each year ending in June. The percentage variation in the number of cattle during that time appears to be four per cent., so that the Ministry is responsible under the Act for about 7¼ millions of cattle, the 1929 return gives 7,190,539. The census and the subsequent co‐ordination of the returns made is in itself a task of no inconsiderable magnitude. In addition to this, however, veterinary skill of a high order is demanded, not only in the interests of a trade whose dimensions are indicated by the figures just given, but in the interests of public health in relation to notifiable cases, under the Act, of bovine tuberculosis. The number of cows and heifers in milk or in calf is given as 3,166,292 or 44 per cent. of the total number of bovine animals. It is of course from these that we derive our supplies of fresh milk, so that on their health our own health to a certain extent depends, and to a greater extent the health of invalids and children to whom milk is a prime necessity. It is therefore scarcely possible to over‐rate the weight of responsibility resting on the Ministry when the relation of its duties to the incidence of bovine tuberculosis is considered. Two important facts, however, demand attention. The first is that the Tuberculosis Order of 1925 was, as the Report points out, neither designed nor expected to eradicate bovine tuberculosis. The disease is widespread, and it is to be feared somewhat firmly established in our herds—an evil legacy from the past. The most that can be done at present is by means of the Order to remove as far as possible the danger to human health from the ingestion of the milk of infected animals and to reduce the number of these animals. Any attempt which might be made to completely eradicate the disease would in our present state of knowledge lead to a serious depletion of our herds throughout the country, and large expenditure in compensation (p. 23). In the second place while the Order of 1925 requires certain forms of the disease to be reported, no steps are at present taken or can be taken to search out the disease. An organisation designed so to do would be costly, as it would in the first place involve “ a considerable extension of periodical veterinary inspection of all dairy cows, coupled with the application of the biological test ” (p. 23). Hence leaving out of consideration our deficient knowledge of the disease, though its effects are horribly evident in our national life, the old conflict of public health versus public pocket is presented to us in an acute form.

Abstract
Purpose
Despite heightened interest in return‐on‐investment (ROI) and increased accountability for training professionals to prove their bottom‐line organizational value, many practitioners are deterred from comprehensive measurement and ROI evaluation due to concerns about the cost, time, and human resources necessary to fully implement the process. This article, the second in a two part series, aims to present best practice, cost savings approaches for developing a credible, economical ROI strategy.
Design/methodology/approach
A systemic approach to measuring training's impact begins with an evaluation framework. For purposes of this article, Phillips' (1997) five‐level framework for capturing the financial impact of training programs was referenced. Based upon over 20 years of research and global applications, Phillips' ROI model also includes techniques for isolating the impact of other variables, besides training, upon performance improvement.
Findings
Many organizations around the globe are using cost‐saving approaches so they can begin conducting ROI evaluation within their current budget while others use cost‐saving approaches in order to increase the number of ROI studies they conduct. The ten cost saving approaches for measuring programs at the ROI level have been proven to significantly decrease resource requirements while still providing sound, credible data. Despite these factors, establishing an evaluation culture is no easy task. In many ways, implementing a system‐wide ROI effort is similar to implementing a large‐scale change initiative.
Practical implications
Practical application of these cost‐savings approaches allows the resource‐constrained training function to present their work in terms of financial benefits that leaders understand and have come to expect. It is a vital step in establishing business partnerships that will enhance commitment for training programs, products, and services going forward.
Originality/value
By evaluating training programs with the ROI in mind, training functions can be perceived in a more credible light. Programs aligned with organization strategy are offered, while others that add little value are redesigned and sometimes eliminated. Trainers, designers and developers can use the findings of an ROI evaluation to increase training alignment with business needs and to improve the efficiency of the training design, development, and delivery life cycle.
