Abstract

Purpose

A long‐standing argument for historic preservation of houses has been the positive externalities that it produces. The purpose of this paper is to quantify the externality associated with the designation of historical houses in San Diego, California under the Mills Act.

Design/methodology/approach

The Mills Act allows for individual houses to be designated as historically significant. This results in neighborhoods where historically designated houses are side‐by‐side with houses with no particular historic significance. The positive externality hypothesis predicts that the value of a house should be a function of the number of historically designated houses within the neighborhood. The proximity of historically designated houses on the sales price of other non‐historic houses is valued using hedonic regression analysis.

Findings

The results suggest that a house's value is increased by 3.8 per cent by having a historical house within 250 ft, and by 1.6 per cent by having a historical home located between 250 and 500 ft away. Under the Mills Act, property taxes are lowered on the historically designated properties, costing local governments tax revenues. Based on the results presented in this paper, the overall taxable basis for the neighborhood increases by $1.8 million for each historical home. Estimates are provided that show that local governments might expect a net tax revenue gain of US$14,000 per house per year.

Originality/value

The Mills Act is a market‐based approach to historic preservation. Homeowners are encouraged to pursue designation of their property for property tax reductions. This paper demonstrates that local governments also gain through this program through higher property tax revenues.

Abstract

Purpose

This research aims to develop a method for defining the identity of multilayered neighbourhoods by taking a case study in Nantes/France. It utilizes the urban identity concept to achieve this goal, which is defined by physical and identificatory relation to the neighbourhood.

Design/methodology/approach

The methodology includes historical periodical analysis, housing form and architectural stylistic definition, visualization and geographic information system (GIS) mapping. The research conducts spatial analysis to reveal the physical component of the urban identity of the neighbourhood and interviews (No = 50) with dwellers for the identificatory relation, asking about neighbourhood tangible/non-tangible elements. All these data are mapped through GIS.

Findings

The study found that the physical component is defined by three urban layers (identified as industrial, reconstruction and development, and post-industrial) and eleven housing typologies. As for the identificatory relation, the authors found that the interviewees mostly identified with their neighbourhood, whereas a minority did not. The most important form of identification with the neighbourhood was its atmosphere, and as reasons were given, the neighbourhood's positively evaluated quality, good location and social values.

Originality/value

It proposes the definition of the physical component through urban layers and housing typologies. The identificatory relation also considers the identification of the residents with the neighbourhood's tangible/non-tangible urban elements.

Abstract

Purpose

Concerns about climate change and the availability of energy has resulted in countries setting targets to improve energy efficiency and reduce carbon emissions. A large proportion of energy is consumed by existing housing. Europe has a large proportion of historic housing, some of which also represent significant value in relation to historical, cultural and/or architectural importance. Upgrading their energy efficiency whilst retaining their significance is crucial for the sustainability of heritage buildings. The purpose of this paper is to focus on the challenges and barriers to improving the energy efficiency of listed pre-1919 housing.

Design/methodology/approach

The research utilised semi-structured interviews to explore the debates surrounding sustainability and conservation, identifying the key drivers and barriers to achieving a balance between these concepts.

Findings

Concern about climate change and the desire to preserve a heritage asset were the main drivers to balancing sustainability with conservation through energy efficiency improvements. The main challenges included the risk of detrimentally affecting the significance of the building, the lack of communication and collaboration between stakeholders, the availability of adequately skilled professionals and the lack of appropriate energy efficiency solutions for heritage buildings. The cost of improvements was found to be both a barrier and driver.

Originality/value

Heritage buildings perform differently to their modern counterparts and therefore the measures the authors apply to these historic properties must be done with sufficient understanding of this difference. Such measures must be compatible with these buildings in line with conservation principles. Further, the discussion of developing an alternative version of energy calculation for these buildings should be entered into.

Abstract

Purpose

This study aims to explore the complex relationship between post-earthquake reconstruction processes and gentrification in neighbourhoods of intermediate cities, calling on the critical role of recovery strategies in altering neighbourhoods physical and social urban structure identities.

Design/methodology/approach

The paper uses a case study; the reconstruction process of the neighbourhoods post-2010 earthquake in Talca, Chile, and analyses in a six-year timeline its socio-spatial changes. The latter based on mixed methods, primary data from strategic interviews with key stakeholders, cadastres of land value and real estate housing projects and neighbourhood polls, and secondary data from official documents such as plans and policies.

Findings

The findings suggest that patterns of incipient gentrification are an outcome of the reconstruction strategies. Acknowledging the intricate interplay amongst urban neoliberal conditions, historical heritage and identities and post-disaster recovery, inadequate housing subsidies and normative plans are causing the displacement of hundreds of historical residents and resistance, arrival of newcomers with higher debt capacity in new housing typologies and increasing land value. Process related to neoliberal politics of state led to new-build gentrification.

Originality/value

Gentrification and reconstruction are both processes that modify urban structures, society and perceptions, and yet their socio spatial effects have never been studied in a cumulative and integrated manner, even more, in intermediate cities. The value is to rethink the critical role of recovery strategies in halting and containing gentrification in fast transforming secondary cities.

Abstract

Purpose

This paper aims to explore the external spillover effects of landmarks and buildings with historic preservation designation in Vietnam, a country marked with a unique property right regime and market transparency. The study contributes to the existing debate over the impact of distance to historic preservation sites and landmarks and property prices.

Design/methodology/approach

The study examines property data of 274 attached townhouses in Ho Chi Minh City, Vietnam and estimates the spillover effects of historic preservation on property prices collected during 2018–2019. The authors test for spatial autocorrelation by using the Global Moran’s I and Lagrange Multiplier diagnostics and deploy different spatial regression models including SAR, SEM and SDM.

Findings

The authors find that there is a premium on the prices of townhouses near formally designated landmarks and buildings. This premium decreases monotonically away from the historic sites. However, this paper also demonstrates that there is a non-linear (U-shape) relationship between housing premium and the distance to the nearest historic building.

Originality/value

This study is the first to take advantage of the surveyed property data to study the external impacts of historic preservation designation on housing prices in Vietnam. The study also contributes to the ongoing scholarly debate over the direction of the impacts. The study suggests that similar to other amenities, the price effect of designation tends to fade away after a certain distance.

Abstract

Purpose

In response, this study developed a mathematical and computational method, through spatial configurations with justified plan graph (JPG), drawn from Space Syntax to extract essential information of the spatial topology of 13 valuable traditional courtyard houses located in Toon historical city of Iran.

Design/methodology/approach

Historical vernacular housing has always been designed to incorporate and reflect the local lifestyle and cultural conditions. “Courtyard” is a fundamental part of traditional Iranian houses. This traditional building type includes a walled boundary and a complex of open, semi-enclosed and enclosed spaces. This study investigates the traditional houses in Toon historical town. Toon is one of the ancient towns in southeast Iran, including old courtyard houses in its heritage context. The spatial influence of the courtyard contributes to the formation of this famous architectural type.

Findings

The results show the remarkable impact of this space on dominating the plan of traditional Toon houses configuration compared to other spaces in all cases. Furthermore, spatial accessibility has changed over time, and the Safavid period had a higher level of integration and lower level of accessibility (mean i = 7.03) rather than the Qajar period (mean i = 6.34); also, privacy has decreased progressively.

Originality/value

The knowledge of characteristics of this historical architecture needs to be gathered for the preservation and conservation of the built heritage. Hence, the principle behind traditional Iranian courtyards was investigated to recognize the difference between the spatial influence of the courtyard and other spaces and the changes in the courtyard over time.

Abstract

Purpose

The purpose of this paper is to test and present the level of introversion/extroversion of the urban housing in Istanbul in three periods – traditional, modern and contemporary. It intends to examine changes in the boundaries between housing and urban environment in the city by evaluating housing interfaces and their components.

Design/methodology/approach

By adopting literature review, observation and comparison methods, the hypothesis that houses in Istanbul are becoming introvert in contemporary period is stated and tested. The qualifications of housing interfaces and their components are examined in the context of three different periods of housing – traditional, modern and contemporary. Common components of interfaces in all periods are identified and different housing types from all periods are compared accordingly.

Findings

The results of the comparison made within the study shows that contemporary housing units are much more introvert than previous periods in Istanbul, while housing units of modern period have the most potentiality to be extrovert. It is seen that the analysis method comparing interfacial components and its results are compatible with the hypothesis of the study.

Originality/value

Considering recent and great number of urban problems in Istanbul, the subject of introversion–extroversion in contemporary urban housing gains importance, which lacks in the literature and needs studying. Introversion of housing units affects both domestic life and their urban environment. Developing contemporary housing projects with a human ecological perspective would cure both interior and exterior of urban boundaries.

Purpose

The purpose of this paper is to analyse two questions. First, is there, and if so, how large is the price premium paid for a building exhibiting a cultural value? Second, are there any spillover effects of buildings with cultural values on sales prices of neighbouring houses?

Design/methodology/approach

Using a unique database of all buildings in the region of Halland, Sweden, combined with transaction data, hedonic models can be estimated, with spatially lagged variables describing proximity to three classes of culturally classified building – A, B and C – corresponding to building of national interest, building of regional interest and building of local interest. In addition, the authors also estimate models with a spatial specification on the error term, in an attempt to control for omitted variables.

Findings

The results indicate that cultural classification plays a role in determining the price of a property, with large effects (ranging between 36 and 60% price premiums) for the highest classification. In addition, the authors find evidence of a cultural externality, houses in the vicinity of building with high cultural value sell at a small, but statistically significant premium of 1%.

Originality/value

The cultural externality may be overlooked when it comes to valuation of cultural values in society, and therefore, it is likely that warranted protection acts to preserve cultural values in buildings become less than the social optimum. This paper suggests a new measure to cultural values contrasting previous research that rely on cultural preservation. This approach should limit problems with measurement errors that may lead to biased results.

Abstract

Purpose

The present study, based on a comparative analysis of several historic houses in Shiraz, presents a new perspective on uncovering the role of the social lives of homeowners in the formation of the spatial configurations of their houses.

Design/methodology/approach

Twelve plans were selected and analyzed using space syntax techniques. The spatial characteristics were compared mathematically using integration, intelligibility and axial synergy.

Findings

The results of the research showed that spatial configurations reflected the social identity of their homeowners as well as their cultural and private beliefs. The results further highlighted the syntactical differences between different types of one courtyard houses, two courtyard houses and three courtyard houses. While privacy was maintained across all housing layouts, centralized one-courtyard typography had the highest synergy while the three-courtyard typology had the highest intelligibility.

Originality/value

This research advances the use of space syntax approach in the design of contemporary housing by recognizing the socio-cultural values of its occupants.

Abstract

Purpose

The proposed definitional framework can be used to define housing typologies of cities in developing countries. It aims to define housing typologies in the capital city of Albania, Tirana, using the proposed hierarchical framework within the dynamics of four political periods: Ottoman, establishment, socialist and postsocialist.

Design/methodology/approach

This study proposes a new definitional approach for the housing typologies through a hierarchical framework that defines the typologies based on their political period and legality statuses departing from the case of Tirana, which is featured by a heterogeneous context. Such context is characterized by uncontrollable urban development, making typology definition problematic. Furthermore, beyond the form, spatial and functional features, it presents their exterior distinctiveness as an innovative element. The methodology used in the study includes archival research, image documentation, spatial, functional and exterior distinctiveness analysis of housing typologies and exploration of housing form features in different political periods.

Findings

The study identifies urban formal housing typologies in Tirana detached houses, apartments, mass housing, social housing, gated communities, informal detached houses and housing with in/formal additions.

Originality/value

This definitional approach can be used to define housing typologies for cities featured by heterogeneous urban context.
